Mr. Schmitt i move to concur in the house amendment to the Senate Amendment with my amendment 1626. The presidcer the clerk will report. The clerk the senator from missouri mr. Schmitt moves to concur in the house amendment to the Senate Amendment with an 1626. The presiding officer there will now be two minutes for debate equally divided. Mr. Schmitt thank you, madam president. Ill be brief and sort of walk through this a Good Government amendment that i hope that everybody can get behind. The house omnibus includes a provisionntaa to capture 337 million in iij funding to expand its brushg. Just to sort of walk through this. Under the infrastructure act, there was 42 billion for administrative costs. Thats 850 million. That money, as it relates to the beads program, because its pretty diffused across the country, they dont have a lot of those administrative costs. They are coming back in under the program and saying we need 337 million for administrative costs, but they have only justified 226 million. So this would save taxpayers 110 million. If they want to justify it down the road for something specific they can go ahead and do that. But this is to sort of deal with that. And its also if you want another reason to support this theres also some new initiative related to algorithmic justice whatever that is and we would make no dollars go to algorithmic justice. Thank you, madam president. A senator madam president. The presiding officer the senator from new hampshire, thank you. {mrs. Shaheen }my colleague from missouri says this is a Good Government amendment but this in fact is not a Good Government amendment. The infrastructure amendment and jobs act providedon of dollars to connect all americans to highspeed reliable affordable internet. The iija provided an administrative setaside of 2 to get these grants out the door quickly and responsibly. What were hearing now is that e th has projected that this falls short of what is needed to successfully implement and oversee these programs. So we increase that 2 to 2. 7 to cover the shortfall to help states. Now, the ntia has grants on the middle mile program that affect 38 projects in 5 states and puerto rico. Im going to read to my colleagues across the aisle who are objecting to this 2. 7 the States Affected if these programs are cut alabama, alaska florida, the presiding officer senator, your time has expired. Mrs. Shaheen montana,ta ohio tennessee, texas, kentucky West Virginia and wyoming. I would urge my colleagues to vote no and makeojects can go forward with the oversight they require. The presiding officer is there objection . Mr. Schmitt thank you, madam president. I would just say this. If that were true maybe youd have a good reason to vote against it. Thats not true. The presiding officer there will now be two minutes fordivided. Mr. Scott madam president , since the presiding officer the senator from florida. Mr. Scott since Joe Biden Took Office inflation has exploded 17. 9 . Prices on everything especially groceries, are skyhigh and hardworking americans arent able to keep up. Unless we see significant deflation which will only happen ifspending there wont be relief for the massive damage the biden inflation has caused. One of the best ways to cut reckless spending is to stop earmarks and this bill has the presiding officer be quiet in the senate please. Mr. Scott this bill has more than 6,600 ever them costing taxpayers 12 billion. Earmarks are a corrupt payers should not be used as a political piggy bank. We should sent this reckless spending bill back to the committee and remove all earmarks before passing it. Given that my democratic colleagues have already removed at least one earmark from this bill this shouldnt be a tough thing to do before government funding lapses. Mrs. Murray madam president. The presiding officer the senator from washington. Mrs. Murray madam president , i have spoken out previously members have secured for their communities. But this really takes the cake. It would at the 11th hour wipe out all the cds requests in this bill all of the hard work all the input we asked everyone to provide us about projectsp their constituents would be gone. This would completely overrule other lawmakers on projects they requested and secured for their communities that they know best not to mention it would sink this bill all but ensuring a government shutdown. This is completely unacceptable. It should be unacceptable to everyone who has worked with us to make sure this package includes know will make a difference to folks back home. R. 43 6 withn numbered 1634. The presiding officer there will now be two minutes for debate equally divided. Senator from hatching hagerty thank you, madam president. Mr. Hagerty thank you, madam president. My amendment is simple. It requires that the census determine basic population statistics like the number of citizens noncitizens, and yeasting that illegal aliens that live in this country and require only u. S. Citizens be mining the number of house seats and electoral votes each state gets. The presiding officer silence in the chambers please. Mr. Hagerty currently, llegal aliens are counted for determining how many seats each state gets. The more illegal aliens and noncitizens, the greater your voting power. This not only destroys the principle of one person, one vote, by making some americans votes more powerful than others but encourages ill leagues immigration and sanctuary cities to increase political power. A democrat house member fromecently called for more illegal immigration to her district for redistricting purposes. The weight of every americans vote should be eq illegal alien resettlement shouldnt mean more political power in america. My amendment would ensure this and i encourage my colleagues to support it. Thank you, madam president. Mrs. Murray madam president. This amendment is exactly the sort of poison pill rider we all work to keep out of this important package. The census must be conducted in a nonpartisan, nonpolitical way to get the most accurate data possible. Data that is used in countless programs all our communities rely on. This amendment adds detrimental new requirements that inject politics into the census and have a Chilling Effect on the census bureaus constitutional responsibility to count the number of people in the united st clear, this amendment is probably unconstitutional. The constitution requires apportionment by counting quote, the whole number of persons in each state. The phrase whole number of persons is quite clear. So in addition to just be plain wrong, this amendment is fundamentally inconsistent with the clear language in our constitution. I urge my colleagues to vote no.
