And now, before i get going, i know what youre thinking. Please, please, please, no more [indiscernible] and i think you are right. But conference, i want to offer my sympathies to manchester. Not for that reason. But because i really do feel for any city that has to host that circus last week. [applause] honestly. What can you say about the Prime Minister, who goes to manchester, to catch manchesters trailer side. The self championed champion of motorists who had to borrow the car and is watching the debt crisis from the Vantage Point of a helicopter. I never thought i would say this, but i am beginning to see why liz truss one. Won. [laughter] [applause] mr. Starmer although i think we would have been better off without all that, actually. Its been 13 years now, and what does britain have to show for it . Where is fairman will wage . Crime down by a third . Devolution, half a million out of child poverty. [applause] i cant do the whole list, have not got time. 13 years of things can only get better, 13 years of things have only gotten worse. [applause] conference, this is what we have to fight. The tory project to kick the hope out of this country, is i started with our achievements. I wanted to remind everybody that there was a time, and it was not that long ago, what questions such as is written destined for decline would have felt ridiculous even to ask. And i have to warn you, our way back from this will be hard. But know this. What is broken can be repaired. What is ruined can be rebuilt. Wounds do heal. And ultimately, that project, their project, will crash against the spirits of working people in this country, and they are the source of my hope. [applause] mr. Starmer because there are two stories of the past 13 years. In westminster of chaos and crisis, five Prime Ministers in seven years, and then the other side. A britain where working people never let each other down. Whenever they were asked, they would hang together for this country, that is the coolest cost of these 13 years of decline. If the government can win over the confidence of a proud nation rotting with despair. A sense that government cannot achieve anything. That britain cannot achieve great things. But i believe in this country. I believe it and its spirit and its people and businesses and communities. I dont just see the sewage in our streams and sees. I see the volunteers, people who love the Community Standing up to fight for clean water. I dont see the crumbling conference halls, i see the teachers and classrooms still giving children the education they need. [applause] [indiscernible] no trading and finding away the chaos, still serving their community. [applause] is the real britain, conference. Millions of people who have looked at the store the tories and said fine, we will get on with it ourselves. And i say lets stand with them and give them the government they deserve. Turn our backs on never ending tory decline with National Renewal. [applause] do not doubt that the fire and change still brings important. The question is whether it lives on inside labor. Today, we show that it does. [applause] its a we turn the page and answer the question today we turn the page and answer the question why labor has a plan for cheaper power, more opportunity, and a britain with its future back. [applause] it will require an entirely new approach to politics. Mission government. Totally focused on the interest of working people. Five national missions, all fixed on a singleminded purpose. To govern for the longterm. And the tory disease of sticking politics with a simple labor philosophy that together we fixed tomorrows challenges today. [applause] and conference, this new path can only can be walked by a new party. A change to labour party. No longer in thrall to jester politics, no longer a party of protest. A party of service. [applause] note, renewed, written reconnected renewed, reconnected. Connected with what drives our countries forward. That is why we have to change so fast and fight so hard to change this party. The bond of respect that comes from service is special. National renewal depends on it. That is why we stood with a historic achievement, ripped antisemitism out by the roots, [indiscernible] mr. Starmer conference, i am shocked and appalled by the events in israel. I utterly condemned the senseless murder of men, women and children. Including british citizens in cold blood by the terrorists of hamas. This party [applause] this party believes in the two state solution. A palestinian state alongside a safe and secure israel. But this action by hamas does nothing for palestinians and israel must always have the right to defend her people. [no audio] [applause] mr. Starmer these events, the war in ukraine, they show the tests of our era, the world becoming a more volatile place. Revolutions in energy, science, technology, are reshaping the global economy. The rate for new jobs, supply chain, industries that will emerge, Climate Change is a recipe for instability. We have seen that on our tv screens all summer. Terrorism, a movement of people with criminal gangs who exploit their vulnerabilities, challenges we must confront. And because of all this, democratic rules, democratic values, democratic certainties are under attack. A new age of insecurity with fault lines that run through the living the lives of working people. As we have seen throughout our history, where there is change there is possibility. Possibility in industry in winning the race for the jobs of the future. Possibility in technology, innovation like gene editing which will save countless lives. Possibility in nations standing together, no longer destructive or divided. And the possibility of working people, passed over, ignored, disregarded as sources of growth and dynamism, but with the potential to be unlocked. It boils down to this. Can we look the challenges of this age squarely in the eye and amidst all the change and insecurity find the hunger to renew opportunities and the strength to conserve what is precious, because i tell you that is what britain needs and that is what we must become. [applause] mr. Starmer ok at us because they want our wounds to heal. And we are the healers. People are looking to us because these challenges require in modern face and we are the modernizers. People want to build a new britain. And we are the builders. But they also look at the chaos in the world and westminster and want to know can wait an economy that serves our communities, deliver the rock of stability they need to move forward with their lives, to shelter from the storm, and provide passage to calmer waters. Because we should never forget that politics should tread lightly on peoples lives. Our job is to shoulder the burden of working people and carry the load, not add to it. This year, i went on holiday with my family. We were sitting in a pub. I was eating fish and chips, they had the plant partner, what are conservative about everything. We are not conservative about everything. [laughter] it was common. It was beautiful. I went there every year as a child with my family and although my mother struggled to walk, she loved the lake. It was really special just share with my kids. If you can believe it, it was funny. This summer. The reason i remember it, the privilege of it was on my first day back from holiday, i was in that cafe in worthing in sussex talking to people. What one woman said really stuck in my mind. She was a single mother with two kids. And she said to me its survival mode. I cant think lets do something nice. There is no longterm planning. Thinking about the future. I could see the hurt in her eyes as she told me. That is what this costofliving crisis does. It intrudes on the Little Things that we love. It gets in the weight of our joy , in the way of our joy, days, holidays. Picking up a tree in the supermarket just to put it back on the shelf. We have to be a government that takes care of the big decisions. So that working people have the freedom to enjoy what they love. [applause] more time, more energy, possibility football. Fishing. Or just quiet time with your family. We all need that, conference. We all need the ability to look forward and move forward free from anxiety. That is what getting our future back really means. [applause] mr. Starmer we cannot take advantage. It is exactly in moments like this when people want and need change and cry out for it that the hope of the easy answer can prosper. We cannot about that. [applause] change in a country is not like taking a box or clicking a mouse. Longterm solutions are not up and ready. If you think our job is in 1997 was to rebuild a crumbling public realm and in 1964 it was to mop up an economy left behind by the pace of technology, and to build a new britain after collective sacrifice, in 1945, then in 2024 it will have to be all three. All three. [applause] this is a time when politics feels broken. When Public Services are broken. The tory mortgage bond has blown up finances for millions. Nurses, teaching assistants, builders, drivers, people who never missed a payment in their lives, working harder than ever for the wage in their pockets. They now find themselves walking a little more slowly past the food bank in their town. This age of insecurity is loaded onto the backs of working people. But there is no magic wand here. A decade of National Renewal, that is what it will take. We will need ambition, determination, patience, absolutely. But also bravery, because it is bravery that rejects the easy answer, choosing instead the hope of the hard road. If we give britain a certain destination, if we walk stepbystep with workers and bulldozed to the barriers in their way, lay secure foundations at their feet with government as our guide, then yes, we can get our future back. Lets set a course. Lets get britain building again, take two streets, switch on Great British energy, tear down the barriers opportunity, get our nation back on its feet. [applause] mr. Starmer today, another step along that road, in answer to the outrage of the 7. 5 Million People waiting, waiting, waiting for treatment on our and r and h and, people like a semi pro football or who place in the southern lake. He tore his knee ligament. Very badly. And that left him with a choice. Paying 15,000 pounds to go private, or abandoning his career, his love, his joy. He funded his crowd operation confident his operation and got him back in the pitch. He scored in the fa cup this season. [applause] mr. Starmer how has it come to this . Working people paying for their own health care in a costofliving crisis . Waiting for weeks, months and years just before what they need, that is the whole point of our nhs, being the solution for all of us. [indiscernible] [applause] we have got to get it back on its feet. Thank you conference. Thank you, thank you. This is a legal loophole that allows some of the richest people in the world to avoid playing cash paying taxes in return. That is something we could invest in our nhs, that has always been our priority. Right now, the biggest challenge is cutting waiting lists. We will invest that money in boosting capacity and get our nhs working aroundtheclock to pay staff and pay staff to do it. Appointments. You will be seen, and we will be clearing the backlog seven days a week. [applause] conference, if all we do is place the nhs on a pedestal, then it will remain on life support. I know some people dont like the word reform, but i tell you now there is no other option. We must be the government that finally transforms our nhs. We cant go on like this. We cant go on with this service. We need an nhs that prevents, teaches people health, and prevents in the first place. We must use technology to overhaul every aspect of delivery, bring tech closer to communities, deploy the power of intelligence. Mental health help when you need it, we guarantee that. Dangerous weights for diagnosis, we will consign them to history. But conference, here is the bigger lesson. What is true of nhs is true across the board. We are not here to manage the shop. We are here to make government more dynamic and joined up and strategic. Focused without exception on longterm National Renewal. Mission government. Its not about five, its about capacity. A powerful engine in a bigger car. A reform of the checkbook state. People will say dont rock the boat. Weve always done it like this. Is this really necessary. I have performed Public Service before, i know how it goes. But its our responsibility to do it. And the prize is huge, because if we waste time on police procurement, we could have a Community Policing guarantee to curb antisocial behavior and get our streets back. [applause] if we ignore the appeals to the status quo, with tax breaks are outdated national curriculums, then we could Health Mental health staff in every school, or trained teachers in the classroom and teach children confidence, shattering the Glass Ceiling at last. We must win the war against westminster. Putting communities back in control, that his mission government. That is mission government. [applause] mr. Starmer but conference, it can also be something more. A partnership between people and politics. In our age, after these 13 years of decline, it will be hard to renew. Some people say to me its about honesty, isnt it . We were lied to. These politicians were liars. But, you know. Thats not it. Well, maybe for one of them, in actual that. It actually was it. They cannot see the country before them. The halls of westminster are so high, the view of your lives and services and future are just pieces on their board. That is so deeply ingrained in their mindset that they have no way to understand what you have been through. They actually believe what comes out of their mouths. [laughter] your Public Service cuts to the bone and they say we are all in it together. They told you to your face that brexit would only bring benefits to your business. And they say now that they are making tough decisions for you in this costofliving crisis. They have convinced themselves that this is what they are really doing. They cannot see britain, not your britain. They cannot accept that every time you are on the line, they made you pay, but when it is people like them, they look after themselves. Rishi sunak [applause] mr. Starmer rishi sunak and the shallow men and women of westminster are unable to see, listen, stand in your shoes, and serve this country. They will not change. They cannot change. They could not even change during a pandemic. When our country came together under false that they set and they broke. Rules that they set and they broke. My sister is a care worker. She was a care worker during the pandemic 14 hour shifts, often overnight, under unimaginable pressure. And a struggle every week just to make ends meet for her reward. But its not just about that. Its also about respect. Working people never let each other down. And in the pandemic, the british people did not let them down. The bond of respect was there. That is why we lasted. Britain knew who was serving in its time of need. And for me, that is the biggest frustration. Not the pitiful report that government gave for that service, but the countless missed opportunities to deepen that bond. Use it to change our country. Because i believe that this country respects itself. I believe the british people respect each other. And i believe that people see that respect. See that service to politics, and they will commit to the mission of National Renewal. [applause] let me put it this way. At some point in your life, many people here are will have heard a nagging voice inside say no. This isnt for you. You dont belong here. You cant do that. Workingclass people certainly hear that voice, crushed trust me. Its the hardest class ceiling of all. But imagine if, instead, a whole country said you do belong. Imagine if a whole country said we back your potential. Imagine if a whole country [indiscernible] right in your community. Look what we could build and what we could do when everybody is fully respect to getting whatever your background, [indiscernible] [applause] mr. Starmer a person strong enough, stable enough, secure enough for you to invest your possibilities at your future. A person built to last where working people are respected, crime is prosecuted and the minimum wage is enforced. Infrastructure gets built. Children feel safe in classrooms. Partnerships fight for the jobs of the future and jobs that are wellpaid in your town and where you can have the one job of serving. Noble. [applause] no more bonuses for People Public sewage into our rivers. [applause] no pensions freezing while energy generates record profits. No more contracts to the back door. [indiscernible] [applause] a feature where we believe workers rights are good for growth. Communities should have a bigger say. Making changes that we cap set. Young peoples apps rations aspirations must be met. We must be respected around the world again. That is our future, conference. Lets get it back. [applause] government can be a force for good. We can fight alongside working people in the name of justice and opportunity. That is why i came into politics. I have looked into the eyes of the people that we must serve at the crown prosecution service. I have seen reflected back the knowledge that government can make or break a life. It is that this possibility that drives me towards the reforms i know we must make, we keep you most built. Lets get to work. Because there is one barrier so big and so imposing that it blocks out all light from the other side. A blockage that stops this Country Building roads, connections, board threes, trendlines, warehouses, farms and tower stations. An obstacle to the aspirations of millions now and in the future who deserve the security of home ownership, a future hidden by our restricted planning system. We must bulldoze the rent. [applause] through it. [applause] mr. Starmer we used to call it the dream of home ownership. We used to say it glibly on stages like this. But look at britain now. Its time become a dream out of reach for millions. If we do not take action, it will only become more distant. Electric for the few, not the privilege of the many. Im trying really hard not to mention. [indiscernible] was everything to my family. [applause] it gave us stability for the costofliving crisis in the 70s. It served as a springboard for the journey i have been on in my life. I believe every family deserves the same, to make that aspiration harder has been a disaster for our economy, and this country. Today, we launch a new plan to get britain building again. A signal of our determination to fight the blockers who hold a veto over british aspirations. No more brownfield sites while residential communities rise. No more councils vetoing local plants because they prefer their property. No more shirking the resistance from people who say no, we dont want that here. My message is this. A future must be built, that is the possibility of serious government, and if we continue to wash our hands of this task we end up in a rut, just like now. It is time to get better britain building again, time to build 1. 5 million new homes across the country. [applause] for firsttime buyers in every community. Use the Development Corporation with the power to remove the blockages. Welding roads, tunnels, stations, and then the u. S. Get britain moving a lot faster, laying the table for the future our prosperity needs. A future with more beautiful cities, more prosperous towns. New paths, green spaces, Public Services, all in line with our plans. Sometimes the old labor ideas are ripe for new times. Whether its good jobs for infrastructure, mark good land for affordable homes, we will build the next generation of labor new towns. [applause] mr. Starmer and no, this does not mean we are tearing up the greenbelt. Labor is the party that protects our green spaces. No party fights harder for our environment. We created the national parks, created the greenbelt in the first place. I grew up in surrey. With these clearly ridiculous uses of it, dreary wasteland, its like write about. This cannot be justified as a reason to hold our future back. We will take this fight on and build britain again. [applause] and heres why. Because getting britain building again is critical for economic growth. Our most economic important mission. It also means a way to soften that hard road by delivering on National Renewal and is given the costofliving crisis permanently. That is why this Labor Labour Party book based the next election on economic growth. Thats what the british people want for the whole country. [applause] the tories know this and they stood at this crossroads before. They call it leveling up. As soon as they counted their votes they turned back. Back to the comfort of the easy answer. Back to the trickledown nonsense which sees wealth trickle up and jobs trickle out. We cannot understated. Those ideas are finished. Blown away by a whirlwind with little regard to the niceties of government. And in the end they always make working people play pay. Tax cut for the riches, a wrecking ball to our finances, economic shrapnel everywhere, 300 billion pounds bill, with the only labor remedy being labor stability. [applause] i never thought i would hear a modern conservative Prime Minister say 50 of our unit a Liberty University was a false tree. My dad held a disrespect of vocational skills on his life, but the solution will never be downgrading of workingclass aspirations to go to university. [applause] conference, this is the tory mindset now. It does not solve problems, it exploits them. If you are a conservative voter despairs of this, if you look in horror at the dissent of your Party Dissent of your party into the murky waters of populism and conspiracy, if you feel our country needs a party which conserves and finds for our unions and environment and for your family life, and cultivates this part the bond between this generation and the next, let me tell you, britain already has one. And you can join it, its this labour party. [applause] and this is our mission. Every new era must start with an expansion of the Countrys Productive capabilities. That is an iron law. What is not an iron law is who that growth benefits. Back in the 80s, the tories gave us the financial big bang and we are counting the costs. Opportunity concentrated in the hands of a few. Our labor area sarah will unleash a big bill, and the winners will be working people everywhere. A britain built to last. [applause] and unlike the tories week wont be going back to easy answers. The barriers of dogma will not block our path. That is why we hold out the hand of partnerships and businesses, championing the need for competitive tax regimes, understanding that private enterprise enterprise is the only way we pay our way through the world and at the same time we wrap zero hours contracts. Make a real living wage and say unambiguously that this is good for growth. [applause] mr. Starmer conference, we say yes to cutting wasteful debt, embracing the need for stability, fiscal responsibility is nonnegotiable. And if investment kicks off growth, if investment can save money in the long run and protect jobs and create jobs and create billions in private investment, then we will get on and do it. [applause] a. E. And this is ready to enjoy join me in this investor, i have told ceos that the chaos is holding best investment in our country. That is why we will set up the National Wealth fund, working with the private sector to rebuild this country because we share first and we must share the rewards. We will make sure that the british people pertain a stake in our investment. This is our mantra. The fight for the future must go handinhand with the fight for every pound. That is a britain built to last. [applause] not state control, not pure free market, genuine partnership. Sleeves rolled up, working for the national interest. Worker and business, public and private. Building a bridge from what we must protect today to the opportunities of tomorrow. That is why the Global Crisis of the last 13 years has been so painful for britain, a state that leaves nobody with a future they want because there is no direction. And and irresponsibility irresponsibility that defies conservative values. You heard the Prime Minister banging the drum again last week. What i say to him is to him is look around in britain. Look at the bills working people are paying now. Theyre more expensive because you did not build the gas storage and invest in British Energy. You foam insulation. And you are doing it all again. Moving targets back, passing it onto to the next generation. [applause] we approach this the foundations of security in our schools. The never ending cycle of tory britain with party first and country second, drift, stagnate, decline. We have to turn the page of this conference. Government must steer the ship on industrial policies. That is a crucial part of any plan for growth. Here our strategy. Step one, our National Wealth fund. Standard with business ready to invest and pay back the giga factory, steel, ports that can handle industrial growth, more mandy moore jobs. Longterm stability for researchers, investors, innovators. A real boost to the Life Sciences and automotive industry. And a british jobs bonus that will attract new investment in our heartland confirming the backbone of britain is carrying us towards National Renewal. Step three. A new direction on skills. Because a future must be trained as well as build. As a generation that learned so much during the pandemic, that pandemic potential must be met. We commit to a new generation of technical colleges that will prepare them for the economy. And affirming young peoples aspirations. And also the pride of the badge on your shirt, the affirmation you feel when you build a legacy for your community, training lab workers in derbyshire, computer scientists in mantua manchester, your technicians in somerset, brothers in staffordshire, my dad would have loved all of this. Step four, a new mindset because when an opportunity is there to be one you have to take it. Clean British Energy is cheaper than foreign follows fossil fuels. Foreign fossil fuels. [applause] also, a chance to make us more competitive. Countries like america are using this gift to trade manufacturing jobs likes of which we have not seen for decades. They are the only ones. When rishi sunak says all back on our Climate Mission i say speed ahead. Speed ahead with investment. [applause] speed ahead with half a million jobs, speed ahead with Great British energy, a new Energy Subsidy which will harness green Energy Public owned and implemented in scotland. Thus, conference, those Great British energy movers will be shared. Scotland has the skill and ingenuity at scotland is at the heart of a britain built to last. That is what the people voted for. And i want to thank them for their inspiring leadership, and michael, who will serve with dignity and duty. Michael. Conference, scotland can lead the way to a labor government. But be under no illusions. We must earn every vote. We must understand that the scottish people are not just looking at us, there are also looking at britain. The challenge of change remains. But nonetheless, for the first time in a long time, we can see the tide turning. Nations renewing. Old wounds of division exploited by the tories beginning to heal. Let the message rang out across britain. Labor serves working people in scotland because labor serves working people across all these islands. There is more important. [applause] nothing more important, no higher cause. [applause] that is what we stand for, who we stand for, and that is britain. An old partnership, but the flame reignited to face a modern age of insecurity. A britain once again united by the solidarity of working people staring down the challenges of a more volatile world fighting for our future together. [applause] and it will be a fight. They were over group, of course they will. They will waive away the lessons of history, try to present nationalism as a bridge to the world. We have to remind them it can barely provide a fairy out of the hebrides. [applause] [laughter] as for the tories. I have to warn you, a party that has so completely severed its relationship with the future which is prepared to scorch the earth just to get one up will be dangerous. Wherever you think the line is, they have already got plans to cross it. But they will be up for the fight. They are always up for the fight to save their own skins. And this is not over. Its barely begun. We have to be disciplined, focused, ready to fight back, and confident because we have come so far already. We have dragged this party back to service and we can do the same for politics. I grew up working class, i have been fighting all my life. And i dont plan to stop now. I have faced a costofliving crisis before, and until we have a way out, i will fight for you. Thats my promise, that we will do it. We will break down the age of insecurity together. Break the stranglehold of tory divides. And create a state of National Renewal. Conference. Why labor . Because we serve your interests. White labor, but because we will grow every corner of our country. Because we have a plan to take back our streets, switch on Great British energy, get the nhs back on its feet, tear down the bearers of opportunity against and get britain building again. I plan for a britain built to last, a plan to heal wounds, a plan to turn the page and say to all of those who now mark our country that britain must, but you can, britain will get its future back, thank you, conference.
