During the meeting the the t also discusses the potential Government Shutdown and the Public Services that would be impacted. Thank you, mr. President and thank you madam Vice President. I did onc say without an excellent meeting with all of you. We had the great pleasure [inaudible] and never brought about the work of i think is incredibly foundation for this administration is set for hbcus. I said upwardly many times and will say whats more, no of the present administration in our history has given so much to hbcus so quickly. So clearly and with a clear vision. We just want to applaud you for that work. Your initial investment from 7 billion alone is outstanding. I want wanted to add that s 3. 69, billion dollars, exceeding come during the pandemic. Which was critical for us. 1. 6 billion in loan repayment for infrastructure concerns for hbcus, 45 public and private hbcus benefit from that work. Another 1. 5 billion in annual and 12 million which may not soundan like a lot when youre sayingch but it was important for hbcus under terrorist threats not for long though. So just tost give a sense of tht commitment, we have framed our recommendations around President Biden, Vice President harris core fundamental and one, lets continue to work on infrastructure as a relates to physical infrastructure and to technological infrastructure. We are the best return on investment for higher education, provide quality education. To match that the quality. Two, we are spending time continued to build capacity of our institutions. We think we have the unique expertise across that will help the american economy. And we have a number of hbcus court in the position of Carnegie Classification that are ready for their status. Three, connected pathways and the president and Vice President have already done this as particularly to hbcus from the bully pulpit to spend time with industry supporting real opportunities for our students when the time to come to our campuses through graduate school. And finally as hbcu preservation, we believe that is critically important as many of particularly my colleagues in this room still the number one factor for low resource communities, getting into the middle class is africanamericans, is her attendance at an hbcu. Im very proud to chair this body. Very proud of my colleagues and continued work. I will add that our report comes with a detailed fact pattern established by the institute for black economic mobility and they provide and promote pics we believe our work is real, sound, and really helps educate people in our institutions do with that proud to introduce and turn it over to my dear friend, the president of the United States. Thanks for the introduction. Thank you for cochairing this, and the board of advisors. With your help we been making a lotwi of progress but you know e just finished meeting about the critical hbcus play [inaudible] continued this legacy of excellently and growth. Its not just about is about being able to accumulate wealth to focus on more than and youve done a great job on that. Theres a lot more to do. Hbcus produce 40 of all black engineers and america, 50 of all black lawyers, 70 of all lack doctors andla dentists, and 80 of all black judges. And hbcus are engineers of economic mobility because, helping form, increase the black middle class. I know everybody talks, im focusede too much on the middle class. When the middle classed as well everybody does well. The poor have a a road up, ane wealthy still do well, although they got to start paying their taxes. Thats why its critical we invest in these universities. Folks have the audacity to say i cut funding for, i heard something on the internet that i cut funding for hbcus. Thats the furthest thing from the truth. But then again theres a lot on the internet. But ive kept my promise to make is to work investments in hbcus. Tony mentioneddy 7 billion so far, including research investments, the largest increase in pell grants in over a decade, the significant percentage of africanamericans going to college you receive pell grants. The student Debt Repayment plan is, the total lifetime payment per dollar are owed for black students and families is cut in half, and i established a board to do even more. We just had a good discussion about ensuring hbcus continued to be strong financially and affordable for students here and, y tony, you mentioned the four things that you suggested in your report, growth, infrastructure, the whole idea of studentnt support, and research. And i was reminiscing about when i was a senator and then as Vice President , i realize we had the ability as vice vice presie president had the ability to assign Government Programs that were funded if youre going to build a new aircraft carrier, who puts that on the deck . Well, were supposed to be americans and american material and american personnel. And i remember going down to an hbcu in North Eastern virginia, and they had the capacity do anything anybody else did, except one thing, they had to laboratories. They had to laboratories. The infrastructure of the school is not just housing, not just the classrooms in which you meet in. Its the laboratories to be able to take advantage of the opportunities to compete for the contracts that are being put out by thehe federal government that generate, and with Artificial Intelligence around the corner, not around the corner, on our back right now, you know, we have to increase that even more. With regard to the making sure that we engage in, making sure you have student support, well, thats why we increased pell grant so significantly. And we are going to continue to do that. Thats why we are focusing so much on infrastructure and research. And so the point is in the meantime, i want to say a word about those in congress who are willing to shut down the government. I know you all want me to stick exactly to the subject. You dont want to ask me any question but anything else. I know that. Excuse me. Youre having trouble hearing me . I know, anyway, in the meantime on to say a word about those in congress are willing to shut down the government. Just a few months ago the speaker of the house and i agreed to spending levels for the government. We were up right to the very edge, almost reneged on our debt, and that we could find essential priorities and still cut the deficit by one jillion dollars over the next decade. Now, a small group of extreme house republicans, they dont want to live up to that deal, and they go in america could be faced with paying the price for that. They are changing it. We made a deal. We shook hands. We said this is what were going to do, and now theyre reneging on the deal, which is not much of a surprise these days. And the black community in particular is going to suffer if that occurs. For example, a shot that is going to raise nutrition assistance to nearly 7,000,000 moms and children, and is going to disproportionate effect black families. The department of housing and urban development would have to stop and all of its enforcement work fighting housing dissemination. Epa would have to stop its important work for bringing an bimetal justice to frontline and fence like communities because most of the inspections in Hazardous Waste sites and chemical facilities would come to a halt. They have stored work where doing to increase the share of federal contract dollars going disadvantaged as this is would be disrupted. Funding the government is one of the most basic fundamental responsibilities of the congress, andav if republicans d house dont start doing their job, we should stop electing them. Now, theres a lot more to say but maybe turn over to kamala. Well, i want to come as a president has said, welcome and thank you each for your service. Chair doctor alan, cochair doctor glover, and the advisory board. I am proudly the first Vice President of the United States with an hbcu graduate, and so [applause] she made her staff where the howard jerzy. [laughing] so the work of this esteemed group of leaders under the guidance of our present is especially meaningful to me for many reasons. I strongly believe based on experience and knowledge about what our country needs in terms of its strength and growth and development that are hbcus are extraordinary centers of academic excellence, and must continue to be supported not only because of the historical role that they applied in building and helping to contribute to americas leadership and global leadership, but also because, as the president has said, as we look forward we know that our hbcus also pipelines for very extraordinary young people to enter the fields of work that we required to cure disease, to create that which we have not imagined, to supply as with the innovative approaches that will allow us to continue to work on the strength, prosperity, and security of our nation. So for all those reasons i think this group for the work you do and advocating for the resources and the growth of our hbcus. Hbcu graduates are in every realm where important decisions are made, and they should be. Right now, among the many issues that were tackling is how we address Artificial Intelligence. One of the issues there in that we discussed a lot at this rate table in fact, is all you want to that Machine Learning adapts to and includes the experiences of all people. We therefore will all benefit from hbcu graduates being at the table where those decisions are being made. We came out at a pandemic some time ago. What we know is that when we look at Health Issues and Public Health crises, there will be disparities based on peopless, background, based on their race. And in order to best address of those, we are going to want to people in those fields of research to understand theel culture, the mores, and the particular impact that certain communities have. In the media we want to make sure that those voices are represented, so when the stories are told the stories will take into account the experiences of particular groups based on experience and tradition and culture. So for all those reasons we need our hbcus. They benefit everyone in our country. The president has been very adamant since we came in office that ween will, as dr. Glover said, we will not just think of our hbcus as an afterthought, if it will be at the forefront of our mind. What we need to do is support these schools and then we will continue to do it understanding that their endowments tend to be smaller. 50 of our buildings are in need of r 70 of the students are eligible. These are areas being worked on we will continue. I think he almost wants to let me know more than i have. [laughter] i thank you for all that you do and ill turn it over now. Of the things about this is the university used to be robustly supported 60 landgrant. Since 1987, landgrant university more than 13 billion from the governor to help this. It is important we understand that if landgrant university and make us smarter and more competitive, everybody does betterer with potential realized so i make no apologies for that kind of effort.
