One of them is the utah fourth Congressional District were incumbent presented been mc adams, the only the credit member of congress is seeking reelection. He participated in a debate against his opponent burgess owens. Live from downtown Salt Lake City, the utah the they Commission Welcomes you to the fourth Congressional District candidates debate. Live from Salt Lake City, utah, we are holding the debate between candidates in utahs race for the fourth Congressional District. Tonight will be taking questions from the news media, students from Salt Lake Community college and from members of the viewing audience participating on social media. Prior to the debate of virtual coin toss determined burgess owns will provide initial response to the first question. Will alternate answers first. Lets get right to it. Mr. Owens, welcome. Good for you. We wanted to let voters see personal that but each of the candidates. What uniquely qualifies you to represent the fourth Congressional District . Mq. First of all i would like to thank the utah David Commission and those were listening in. I have very unique america story. I grew up in deep south tallahassee days of segregation and the kkk. At 12 years old i was marching in front of it all white Movie Theater because i could not go there. I was the third black american to Good University of miami to play football and there i get a degree in biology and chemistry. I played football and super bowl champion and little bit later i was a chimney sweep, Security Guard and a bit later a corporate executive. I battled cancer, and to the process there was some financial hardships which i was able to come through. I stand before you today as a survivor of both. My third year dream came in the valley with a Second Chance youth, an organization that gave at risk was in girls hear their Second Chance. Most importantly i am a proud father of six and grandfather of 15 author living in the fourth district. My journey is unique but common with utahs values and culture. We dream, we risk, and we if we fail we start a new with added faith and humble hearts. I look for to fighting for those values here in utah and making sure what makes our utah really great is to stay this way for sure. You have 90 seconds. Thank thank you, thank you ao Utah Debate Commission for sponsoring this debate and to purchase a want. Its great to see you. Imo to serve as utahs independent voice in washington. I am the most independent members utahs delegation. I was raised in a family of eight on values of faith, family, and duty to community. Growing up my family struggle to make ends meet, and ungrateful for the blessings that i have today. I was taught to work hard and my mother taught me that its important that we get back. I am proud to receive the first ever award for bipartisanship from the u. S. Chamber of commerce and their endorsement for my work to build bridges and to find solutions to the challenges that we face as a country, Solutions Must be bipartisan if we are to enact them into law. Thats how i forked with republicans and democrats to reduce Prescription Drug prices, to protect access to health care and thats how i have helped individuals, families, Small Businesses, hospitals, healthcare workers, seniors and veterans to weather the storm from the coronavirus, but theres more to do. Im a proud to be unifying leader but im not afraid to stand alone if thats whats good for hardworking utahns. Thank you. We will go to your second question and will alternate to customers of those questions. Well go to congressman mcadams. The coronavirus pendant conscript the world combination and utah 50 believe President Trump has done a good job managing the pandemic, second has congress . Thank you, doctor as someone who is sick with a coronavirus, diagnosed in march and was very, very sick and spent eight days in hospital, i know how serious this virus can be and it is hitting our state and a country so hard and i like many of us have friends and loved ones who have been afflicted by this virus and different right now was in hospital on a ventilator. This virus is serious only must take it seriously. I believe washington has failed us, congress has failed us. When the virus first hit in early march we can together with a plan to help those who would need a lifeline because of the Economic Hardship and they plan to slow the spread this virus with testing. That passed with overwhelming bipartisan support through the house, through the senate and was signed into law by the president. These are things like ppp they give a lifeline to Small Businesses that were struggling. Give the Economic Impact payment to individuals who were hit so hard and were not sure how they would put food on the table or pay rent. I think of a business, pats barbecue and dave who reached out to my office because they were not sure what would happen to them in the shutdown. They were able to see the ppe receiver ppp loan to get into until things are normalized. In the time since then we have seen partisanship creep back in and republicans and democrats fighting against each other and feeling the American People. I call on republicans democrats to come together pass legislation to continue to shore up the foundation of our economy and to a people who are suffering. Mr. Owens, 90 seconds consent question about the present performance and the performance of congress. We need to look at the foundation, the rights we hav, life, liberty and depressive happiness. We can do this pandemic we can get it with remarkable economy, the best weve ever seen and yet because of life, the threat of 2. 2 Million People possibly die we are able to shut it down and that took a lot of faith and took a lot of courage to do so. The key to it is what happened in the process is with pull together, warp speed, brought businesses and governors together to get things done. Vaccine storm take decades or years. That was the first part. The second part was making sure the liberty of the power pushed as far as we could to those who can really take care, governors and basically based on which state some governors handled it, better than others. The thing right now though is pursuit of happiness is allowing us to come back, allowing Business Owners to have a say in an open up our society to make sure were getting people back in business and back in school and those think that will make our country what it is to continue to dream and hope and, of course, we need to get that done and thats whats happening now. Thats what our president is pushing toward so basically what data 1. 4 in terms of unemployment which says a lot about our society and culture here, and i think were going to do really well in terms of allowing the rest of the country to see how well utah works in getting the country back in shape. Just a quick followup. Congressman mcadams talked about the failures of washington. Do you think the president did enough . I think what comes down to is bipartisanship and we make sure we are working together. Looking at targeting help for folks who really need it and not for states, not for blue states that want to get bailed out but because of the way they have dealt things in the past they dont deserve that right now. The key is coming together focusing on we the people, though certainly do need help and a target weight and we get that done and we look at the same game in a positive way. You talk to a red states versus blue states. Do you support that . Thank you. I think first of all i want to acknowledge that we are still, there are a lot of people are still struggling and a lot of hardship. Unemployment is unacceptably high in utah. Even for those who are working they are underemployed. I talked about dave who runs pats barbecue and they are able to open today but they are nowhere near the profitability that they were just one year ago. Utah businesses are struggling. Utah families are still struggling. That worries me and what to make sure were doing everything we can to support them. I do want to commend governor herbert and his leadership. He has in my view admirably so not made this about partisanship, not about republicans and democrats but about doing the right thing to support people in utah. We could look back and say there are things we would have done differently but in utah we come together and try to solve problems and dont try to make them partisan. There are still people struggling and theyre still more to do to support them. Given that the hospitalizations are starting to get scary levels to support a statewide mandate . Again i know a serious this virus is. I wear a mask here i am now giving plasma, donating plasma in the test by antibodies. I have antibodies that they say should provide some level of protection. They dont know how much and they encourage me to still wear a a mask and a do a mask and do my best to monitor behavior and also to do my part to slow the virus. Thats whats important for everybody in utah. Lets each and everyone of us do our part, take responsibility for our actions and dont do our part to help slow the spread of this virus to protect those who might be vulnerable. Do you support the statewide mandate . I dont support a statewide mandate. A couple of things. We are learning so much about this virus come just came a report yesterday that w. H. O. Says the lockdown was a mistake and we should not do that because the damage physically mentally. Were learning continually. It comes down to weve done a good job of bringing our society back. Support to take personal responsibility. If you allow businesses to really take the lead on this, Business Owners want to make sure people come back, make sure theyre they are coming back to the stores so they feel safe and continue to put their dollars down. If you allow Business Owners where its at the very crux of where we can get a country back i think we can make the right decisions. What im seeing a a Business Owners are dealing with masks. I replace a ghost of what masks because they what the customers to feel safe. We should get from that level versus the top ten mandates which im beginning to see his not being very, very helpful in some ways. Lets move on to the stimulus and this is for you, congressman, district or congress has failed to produce a second stimulus package as we all know. President Trumps Administration proposed 1. 8 trillion measure which would include 400 boost in weekly unemployment insurance, 1200 direct payment for your adult and 1000 payments for each child. That was projected by nancy pelosi over the weekend and again today she wasnt ready to go that even though some democrats are encouraging her to do that. Democrats have pushed for 600 increase in weekly unemployment, 1200 childs a payment and more funny for state and local governments. What you support, what you think Speaker Pelosi should do and what would you like to do . First of all let me reiterate we have to do something and we cannot let partisanship and gridlock stop us and paralyze us from taking any steps to send a lifeline to the American People. We need to enact a smart plentiful slow the spread of the virus, rank and hospitalization hospitalization rates composite rates in utah and help those families and Small Businesses that are struggling. The democrats have put forward a plan, the first plan was 3 trillion and i voted against that plan. I thought it did spend too much. While i know we need to take steps to stabilize the Economy Today we have to do that recognizing the impacts that will have on future generations. Any money we spent todays going to have to be paid for and fiscal responsibility is a priority of mine and we cant forget the need to act in in a fiscally responsible way. What i like about the presence plant it includes money for Small Businesses and additional rent a ppp and support for families. I call and everybody in republicans and democrats, house, senate and white house to get back to the table, negotiated deal, make compromises and build consensus and do something for the good of the American People. Mr. Owens, let me from it the president is putting forth 1. 8 tons of measure. Some republicans think that is too high. Where do you stand on that figure . First lets take a look at the first time it came through with over 50,000 ppp loans put out, i. 5 and it allowed us to be as aggressive in terms of getting out Unemployment Rate down. We need to make sure what comes next is targeted. Businesses need this and business are doing well little did the same happens others. The last thing we need to do is bail out cities, boost cities. Thats part of what nancy pelosi is putting forward that part of this is help those cities that a been very, very neglectful and waited in business and the past. We need to make sure this goes to those who need it and again with a 27 trillion National Debt now adding as much as we are we are to be very careful about how we do this make sure its not in the right way and not encouraging people not to work. Welfare is not a good thing. People want to work. Allow them to go to work, feel the dignity of the process and allow Business Owners to have those want to come back and make this thing happen. Lets do a 30second rebuttal. Thoughts on that . I would you say again we have two, two ideal. We we have to reach a compromise. I do share concerns about the impact of high level of spending. The worst thing we can do for the deficit is to watch the economy go off the click. We have to take measures to stabilize the foundation of our economy but we should not be voting through everything. When i voted against the heroes act, this was a democratic proposal, 3 trillion, i called it a partisan wish list. This is not a time for partisanship or to fund the backlog of things people wanted to do for longtime. This is tied for targeted relief to the American People. We need to do it with fiscal responsibility in my. You both mentioned targeted relief. 30 more second, mr. Always. I want to push back rib break because it is, we should really get the same in game right now make sure country comes back. As much as my opponent talks about going across the aisle, we have to keep my 85 he is voted for the leadership of the Democratic Party. Thats what we have to work the right has make sure we all have the same innkeeper the end game is for america to come forth and succeed again, prosper and have the freedoms we all fight for. Keep that in mind. We have again in this case here, nancy pelosi is not on the same page with that and i would look for her come together and the rest of Democratic Party and Republican Party realizing making sure catches exceeds and moves forward against. We welcome glen mills of abc four utah was a question and it will be first for mr. Owens burke good to be with you tonight. Following the death of george floyd elected officials in utah started meeting with members of the local black lives matter chapter in ways the founder of that Organization Says has never happened before to discuss potential reform. What does the black lives Matter Movement mean to you and how would you act support how you feel about that . First of all we understand what the black i would suggest we are good people sometimes special interest use good people to move there agenda forward. Black lives matter, blm, and their manifest manifesto is agt capitalism, against Nuclear Family and they are against god. So no, we have a lot of things. We the people of done so good in the past just by being who we are. We put together things like Second Chances, other things rather sketchy that allows us to work with those who need. We dont need motivation that the endgame, a byproduct is destruction, loss of more black flies, more black businesses and the division of country right now that we do not need. Lets understand again good people, please, and special interests drive the process. Know who they are, do your homework and lets stand together to make sure doing things that if they so respect of god, country, family, women and authority. Mr. Mcadams. Thank you. We have come so far as the country and accomplished many incredible things that we made incredible progress as we worked to make sure everybody in our commute is treated fairly and equally under the law and report the dignity of every individual respects. We also have more we can do. In defense over the summit me while we make such an incredible progress and if so much to be proud of there was more we can do. There are people who feel left behind and feel they are not treated fairly. Just within the last couple of weeks i committed later nelson of the chief church of jesus christ called upon us to put aside racism come to rise up and be better versions of ourselves. That call goes each and every one of us, how can we be better come how we make our neighbor the more accepted and respected after the dignity that everyone enjoys . While we have come a long way i think theres what we can do and i plan to do my part to help build those bridges and heal that the fight that exist our country. Mr. Always, both governor herbert and senator lee would be examples who find the local chapter be credible, if id been into their offices to discuss reform. Number of local lawmakers at the state level are working within. Do you find no value at all in the local chapter . I find value talking a lot wants to talk. The important thing is to know history no one predicted we are systemic racist country is totally false. I grew up during days of kkk when you had separate bathrooms, several pounds. It, nfl in the didnt know like quarterbacks come no linebackers because they were white thinking position. We have come to a point now where a country looks better from inside out then outside and then any other country. We need to start off with teaching history so white americans dont feel that to apologize for being white and black americans do not feel that the angry because they are black. This is a country that brought so much come look at the success across our nation now im young men making 50 million the year im not willing to stand for a flight because itll understand theyve not been taught to respect and appreciate those who came before us. Were not a perfect touch, never will be until christ comes back. What happens complex to the very best thing to appreciative we are and to appreciate our past and those who shoulders we stood on. I believe we can recognize incredible things that happen in this country, the progress we have made in making everybody feel respected and dignified whether its issue celebrating the 100 anniversary of womens suffrage and progress weve made to make sure that every american of any ethnicity fields treated with respect and dignity. Lets also recognize that we have more progress to make. For me it starts with listening. My doors are open and they hear from people across our community who feel that doors are not open to them, that they may try as hard as they may try to get ahead that they are not afforded the same opportunities. I look intricately what can i do to contribute to healing the divisions that exist in our country, to bringing us together and get to the point that every american feels respected and valued. We have more progress we can make. Thirty more seconds on this. Mr. Owens said there was no systemic racism. Others refer to them as institutional racism. Do you believe theres institutional racism in america . I think the American People are great people at the utah we are great people and i dont think anybody, lets acknowledge there are some bad apples and come with the murder of george floyd there are people who take despicable actions and we need to call it for what it is, it was a murder. Those people need to be held accountable and held responsible for their actions. We can also recognize we can do better at making people feel they have the opportunity that all of us have. I see im out of time but let me just conclude i think we can do better. Not everybody feels that they have equal access to every opportunity. District owens . I think you do is a state that is a good example of how worse, how you get passes idea of systemic racism. We have a culture which for two years across this country around the world and i do with it for any kind of background the quebec realizing what it needs to look at each other. That is our nation. Thats been a 50 year history i can think going up in deep south tallahassee. It bothers me to think that we have a country which my parents generation did such a great job and all you have to do is love your nation, love your god come of each other and make it better and better as time goes on. Every generation gets better than the next in terms of this process. Lets not take the narrative for those who do not love our country come those who done cannot love god and believe it or not theres a ideology actually does not love the culture we have. If we take from them the direction it will be a divided country with the people of the most powerful thing with is our ability to communicate, care for each other and know it is apparent that we do. So no, no, theres not systemic racism. I grew up in that environment. I can tell you with a family that has the color of the rainbow my personal family, thats not the case. Its move on. I feel like we could talk an hour that one topic that will move on. Lets switch gears for a minute. We had to figure question from one of our salt lake citi Community College students. My name is taxed ship appear on a student and parttime staff employee at Salt Lake Community college. I am also a type one diabetic and get insurance because of the Affordable Cares act. My question is how could you help me get lifesustaining medication at affordable prices if the Affordable Care act were to go away . Thank you. Mr. Owens, two minutes. First of all lets not let fear drive us. Preexisting conditions off the table. The republican senators passed a law that made sure it was part of it just two weeks ago President Trump make sure he did executive orders that would be part of the policy. Both sides of the i have a great a good part of the obamacare act. So do not let those who say were tied to take that away. Its not an issue. So yes, you will have the other things to look at transparency. How about portability, was the work in a job or not it is your income from your insurance instead of theirs and you can take with you. These of the conversation we get up and comes back by thinking outside the box not thinking that all we have to do stick with the process in the past. We get that done and come up with solutions that will be very, very good for anyone in this particular area of healthcare. Congressman. Thank you doug. This is something that weighs on my mind quite heavily because my sister is a type one diabetic. She was diagnosed at the age of four when she went into a coma. We know as a family the challenges that she is now older and she may not like that would but shes older, she has two kids doing well but throughout my entire childhood we were a family that was told to make ends meet and expensive medication was one of the things that impacted our family budget. The price of insulin has only increased since then and as a mentor of congress i met with parents of diabetics and diabetics at issue their stories about rationing insulin and trying to make it stretched throughout the end of the month to get by. You just cant ration insulin. I know how much the price of insulin is affecting his familys and it is affecting their health and sadly people have died because theyve attempted to ration fintech is a cant afford it. The protections under the Affordable Care act for people with preexisting conditions is incredibly important and addressing the price of necessary medication. Im glad to hear my opponent mr. Owens talked about the need to protect people with preexisting conditions, but your website up until three weeks ago talked about removing protections for people with preexisting conditions, and thats troubling to me because i know a lot of people who rely on those protections for the lifesustaining medicine. I think of camille was a mother of his son son with a preexisting condition and she worries every day that theyre going to be able to have Access Communication that keeps her son alive. I was concerned to see that on your website. I know youve updated it after we started talking about the need to protect people with preexisting conditions, but simply saying you want to protect people with preexisting conditions is not going to protect them. We have to keep the protections in place right now and id be curious what your plan is to protect those people because simply saying it isnt going to get. Mr. Owens, 45 seconds. If i i saw them on the webse i was concerned to. I am a cancer survivor and understand what preexisting condition is all about. At the end of the day we have right now already in place an executive order by President Trump and the congress has passed laws that said this would be protected. To bring this up as an issue is using fear. Ill be honest with you, we have Senior Citizens out there that paid the price, they are now ineffable wolo position. People with issues Like Health Care are not vulnerable position. Lets not use fear as way to get votes. Ive seen it happen in my race for way too long and at the end of day preexisting conditions that issue. Look at what thats been taken off. For my part to bring this up is kind of typical of what it seen so many years, that is throwing stuff out there that actually is not true and to change the topic. We will continue to move forward. Your response. Mr. Always, people are afraid. I talked about mindy and i talked about camille. They are afraid that they will have access to healthcare it protections for people with preexisting conditions are repealed. And again it is true and we can tweet out but on september 22 your website change from saying we must repeal protections for people with preexisting conditions. Your website change and so i think justifiably so people are afraid, worried they might lose lifesustaining Access Communication and i think this is the real and its important issue for us to debate, how are we going to protect people with preexisting condition . Simply saying it isnt going to protect them. 30second. We will appeal obamacare. We will now reform obamacare since weve had the switches and the tweaking. Nowhere on my website has that come up. This is what a want to make sure nobody understands. Its time for us to hold our representatives accountable to all we ask is be honest and to keep your word. Thats basically it. For us to have a conversation with preexisting conditions or bombs going off in lower utah or things that are made of manufacturers because with the Democratic Party does, come in this case here, using d. C. Tactics and fear should never be away we go after ark of solutions. We should get it done. Final response . I would just say its within black and white on the website. We saw it. I was concerned by many people were concerned by because they know how important this medication is. Mr. Owens, whats true is true, and this was a position statement on your website that the Affordable Care act must be repealed, which includes, and that includes these protections for people with preexisting conditions. Your website change on septembek you consider today and say up is down and down is up. True and this is upon difference between us and i think its a book for people to understand the station people who are afraid they might lose access to lifesaving medication. I appreciate the backandforth. Everybody can take a drink of water. We are nearing the midpoint of our time tonight and i think it is going well. We appreciate the honesty of the candidates. I welcome you want to get into this live debate between the candidates for utahs fourth Congressional District. As might use hash todd hashtag here i want to talk about some of the words we talked about the websites, we talked about words mattering people talk about black lives matter but if i i could start h you mr. Owens. You talked to Maria Bertram or fox news news bits of the Democratic Party is led by narcissus and sociopaths. Your quote last month in september you said, i truly believe this maria that the Democratic Party what would it cause the type of people, talking about leadership, it are narcissus and sociopaths. These are people who have no empathy for anyone else. They love missouri. Delete delete your post is part of that party is a sociopath . I was very clear. There is a leadership part of the Democratic Party that is inconsistent and when i talk about the missouri that is used as a political strategy, ive seen for decades. You see in the black community where you have murder going crazy, you have 75 of the black 13 schools in baltimore have zero proficiency in math. When i talk about heartless ideology, theres an ideology after that we have to face the facts. Theres another side of the picture dates every part of that and use misery as as a politicl tool and i seen it in my community in particular. Burgess for utah. Its important for those of you, we might not agree policies a lets make sure we understand what truth is and where it is an so please go there because we dont have 10 million that the pelosi put into this campaign to go against every single falsehood so we are doing very, very simply, put in one location, burgess for utah and check the facts for seven use based on the weather i am being honest or not. Could ask if you stand by that statement or not . I do. Congressman . I think those words are troubling. In a time where america finds itself as about as ive ever seen it. I think a lot of guilt like me. Were exhausted at the controversy and the division we want to come together and in the middle of this pandemic with a hardship that so many utah families are feeling, now it is important more than ever to stop the namecalling and sought the fingerpointing and come together. When i was elected just over unesco one of the first things i did was join a group called the Problem Solvers Caucus. This is a group made up of republicans and democrats. To join you to join two by two, a republican and a democrat. We meet on a frequent basis to talk about legislation and talk about how we can break the gridlock and come together to solve our countries changes. One thing ive learned through that is are good people in both lyrical parties and there are good ideas and both political parties. The more we listen and talk to each other the more we can come together to address our challenges like this pandemic, like jobs and the economy and addressing, improving access for so many utahns who really need it. Let me give you 30second response, then have different question. I have always believed and ive been very proud of the fact that we have friends on both sides of the aisle, that have independent friends and friends that are apolitical. We the people do best when we communicate and talk. We also have to understand theres truly an enemy at the door and this is what americans have to recognize there are people who really hate how our nation, hate our culture. It could be inside a country. You have to take our rights to life, liberty and pursuit the f happiness. Theres an ideology is totally against the rest of us do, are for. I am the only republican in my family and yet we have nice debates, we love each other and thats what americans do best. We the people talking as long as you have the same inking. There are people in leadership of a Democratic Party who do not have the same in game. They want to take away our rights of life, liberty and pursuit of happiness. Its important to recognize that and if my opponent realizes they say go along and just be okay with that, then he is being complicit. 30second. Thank you, doug. The voters are seeing a clear distinction here. Are we going to move forward . Look, i think were not at war with herself. Were all americans. When i wake up i dont look in the mirror and see a republican or democrat. I am an american and a utah on and someone who cares about my family and making sure my kids do well enough opportunities in life. If were going to heal the broken in washington and we know it is broken, we dont need namecalling and fingerpointing. We need to listening to people who can recognize we have so much more in common than what divides us. Thats how i have served and how i will continue to serve. Welcome heidi hatch. Good evening gentlemen. It was just this last friday representative mcadams you came out and announced new funding to up with Human Trafficking with the Granite School. This something i for burgess owns talk about come something that is now a talking point for Republican Party. Its also now something thats embroiled in Conspiracy Theory. This is a problem that is as old as time it seems. Wynette is it an issue and why is it a focus . Thank you. First of all i think its important we not allow conspiracy theories and partisanship to get in the way of protecting our kids. Thats why i was proud to introduce legislation, the stifle act, im on the Financial Services committee that oversees banking and transactions come to work with the private sector to identify those Global Financial transactions and identify which ones could be financing trafficking, child trafficking in Human Trafficking. Kids are at risk and our kids are vulnerable and we must take steps to protect them. Once again if we make this a a partisan issue about republicans or democrats, who suffers are the kids. Its what i was proud to stand with the Granite School district and announced we are funding a program in the Granite School district to help teachers and counselors of principles and even janitors to know what to look for if the child is being trafficked and help protect her children. This is necessary when rep to rise above our partisanship and recognize where all americans and we have to protect our kids. First of all i welcome the last two years, this is my way of a leader in this fight. I dont think my opponent sat down with him yet to discuss this. In fact, where the president to is putting together a committee to focus on this issue. There are 15 million slaves across this country around the world, 10 million of them are children, and to go through the rent is issues have to do with is something we need to be upfront. We cannot continue just because we talk about that push a conspiracy into it. So far anyone talks about come close and its a spear conspiracy. At the end of the day when you do make sure with protecting our children. My goal is to make sure utah is the first traffic free state in union by making sure federalstate and individuals expect driving industries focus on this but again my opponent i dont think has met with them either so its nice to talk about but when it comes down to it action is what we are looking for and ive been a discipline of passion for me forever the fact i work with atrisk kids come up as a piece make sure our kids, the next generation have safety they need to have. Do you want 34 seconds . I probably dont need 30 seconds but to say welcome to the party, mr. Always, i think the suspects and for the legislation i passed. Ive been in congress for 18 months. Last summer i passed legislation to protect our kids online and hold the feet to the five unlike Internet Companies to protect her kids. I pass legislation to the house of representatives again this year. This is something i have been working on. Im a father of four kids and i know how scary it can be to be a parent and to see the risks are kids are exposed online, whether its predators or unsavory content online. Where to do better and ive been working hard at this come not just talking about it by passing legislation to do our part to stop this horrific practice. My understanding is yet not pass any legislation, very, very low. Thats not true. At the end of end of the das an issue that should be bipartisan, no question about it. We have right now theres an energy going off in utah that we can leader Country Company to make sure we coalesce around us are doing it again Operation Underground Railroad has been at the very front of this issue. I dont think my opponent has set down to discuss what happen with that or sean whos been very, very involved with this whole process. We have a team if we get it done so lets make that happen. Lets move on. I do question for each one of you. We will start with you mr. Owens. What do you say what you want to say about your appearances on internet shows that seem to suggest your embracing the qanon fringe Conspiracy Theory . I think thats a silly as it comes. We have to i can, the great thing about my background is have a history. He just had to go to my website, start to see years of conversations about what i believe in a country, but will my thoughts but conservatism, about our nation, our constitution. Its all there and was way before i decided decided to become a a politician. Its interesting in my mind that whoever talks about child trafficking whether tim tebo, tim pollack, myself, all of a sudden everything we do is typed into conspiracy. I up until this came up i still dont know what qanon needs of what theyre all about and it doesnt matter because it doesnt really reflect anything im doing now. Its obvious what i try to get done is make sure we have a youth, and a private where we can love our country, god, country, family can respect women and story. We get that back up i start teaching that and will be in good shape. Mr. Mcadams come how to respond to criticism about your vote to impeach President Trump . Do you stand by it or do you regret . I stand by. I think what the president did was wrong. I do to criticize what democrats held a process. It was also wrong and overly partisan. I want to come back to this conversation about qanon as well. That is what the fbi has called a dangerous Conspiracy Theory. Mr. Always come you appear on that show. You appeared on a qanon show once and said you did know what it was, and that you said you have to google it. A few months later you would back on another qanon show and again you just said in a you are not sure what it is. At what point are you responsible for the decisions you make . I think what were seeing is a pattern of bad judgment. Whether it is appearing on web shows of dangerous conspiracy theories or appearing on the wall upon to raise money for the wall that turned out to be a fraud and the perpetrator of that was arrested to use it at the time he didnt know that while athon with the crawl in a fight recently did know that was a fundraiser. Im just concerned by what i see here as a pattern of bad judgment. Mr. Always . As i said, we wouldnt get the word up and talk. We try to make sure that message out. The show hes talking about was a show that was not a qanon. Someone called in to have to be a member and now this organization come his team is considering this entire show qanon. Lets get it issues come the fact so when its rather whats happened for district four is what we need to talk about. Not a list of the peripheral stuff. We have a candidate that 85 voted for nancy pelosi, which is 84 against district four. We vote for impeachment of the president at a time when our country was at the lowest unemployment in the history of mankind, lowest unemployment history of her country for blacks and hispanics, asians, women. Black and opponent going up come skyrockets. At the same time they are impeaching the president that is getting us that and again we realized its nothing to it come to realize hes not voting for the district, hes voting for pelosis, pelosi plan. Do you sometime . Im good. Gentlemen, good evening. My question is this district covers both rural and urban areas and in between areas that experienced a lot of growth. After speaking with residents what do you believe is the most important issue facing utahns in the fourth Congressional District . Lets go to congressman mcadams for one minute. Thank you. Good to see you. Look, i think right now what were facing is an uptick in covid19 cases and illness, and we are seeing that really hit our economy. So many utah families are struggling but if and we have to do better, we have to have a plan to give this virus under control, to slow the spread of this virus and meant to help those families that are really struggling. For me this isnt about republicans or democrats. I and utahs most independent member of congress and dont hesitate to vote against my own party as i did with the heroes act the pelosi bill that spent too much, working with republicans in the Problem Solvers Caucus find a plan we can come together under move forward to throw that life preserver to utah families struggling so much right now. This is not a type of name calling and fingerpointing. This is and recognize we are all americans, the virus doesnt care if were republican or democrat. We have to have together and come together to stop the harm being done and the hardship that is been felt by so many. Can you repeat the question for mr. Owens . Talking to residents in the fourth Congressional District what do you believe is the most important issue . Landgrant, president to put executive orders together for money but it should just take over land and has nothing to do with people think about what wed what we like to do with that. Tax reports, we have 27,000 Business Owners in the state, 93 are small Business Owners. We need to make sure we continue to allow them to hold the money, not be taxed out of the successor having an 11 open up the business we should. That is what we get not only compassion but understanding and wisdom in terms of how we get this thing done. Ill see about the problem solvers my opponent keeps mentioning. Its interesting to go to d. C. And have this nice moment but then to come back to district four and we see negative ads ive ever seen. False ads, go to purchase for utah. I think we should look at not only going to d. C. And having this moment is coming back and seeing come doing it. We should of action to show we can bring us up together come talk ocio and make sure were moving the country for. Ninetyone follow on. Both super pacs of chemical both Democratic Party and the Republican Party. They are attack ads hitting each of you. How to respond . Do you support the ads are seeing . I wish that we could keep the outside money and outside groups out of utah and that utah decide to let each of us that candidates take our message to utah voters and the thin decide. Let me tell you some of the things that are raised in this as our concerning mr. Owens has made some personal decisions in his past relating to his personal finances and relating to some of the policies he supports like privatizing Social Security that the aarp one of the most trusted organizations for seniors says would amount to a cut to the solstice could benefit. His record opposing protections for people with existing conditions and his support for Nuclear Weapons testing in utah, all of those things are troubling and its something that is a factor for the voters to take into account and decide who to vote for. Go to burgess for utah. Again when you so much, 10 million from pelosis back, my opponent is jim baird top of that. We have to take an entire day putting together a fact sheets of good. What i suggest is very simply this. We have to decide as we move this process forward about really it in case we have an honest discussion about policies or spend the time attacking each other with falsehoods. My policy free simply based on on the basic tenets, its to understand. Its about education, faith, free market and the family unit. Those tenets will make sure anybody to matter where they come in this country can expense the American Dream and with an investor in utah. Have a russian that meeting fivesecond answer. Do you support Campaign Finance reform that would make the candidate accountable for the super pacs . I do support campaignfinance reform and i especially would support limiting the butt of outside money and dark money. Mr. Owens . Im brandnew this whole thing a policy. I would like to know more of what that looks like an make sure the freedom of speech is all part of the process. Thank you. Lets move to another question from one of our students. This deals with Climate Change. Hello. My name is austin and understood at Salt Lake Community college. With the increase of forest fires and decreases interest dates in the snow back to utah has seen the effects of Climate Change. What policies will you support to curb the effects of Climate Change moving forward . Think you. I can only give you one minute. Just know the United States leads the entire world in terms of reduction of co2 gas and all the other Climate Change issues that were dealing with. What we have to do is allow the free market come the reason were doing so well in terms of bringing these issues down and attract to come make sure waters clean and repair are areas clen because we have say market. The worst polluters in the world are china and india who have come the free market is not part of what theyre doing. I would suggest this. Warp speed commission, see exactly looks like to have i virus that normally takes, faxing loan takes decades for years use to get you were doing in nine months. How about the same thing with Climate Change come healthcare . We can pull together free market of us and take the lead and allow the government to support it instead of vice versa. We could get about things taken care of easier and order earlin we have in the past. I said at the beginning in order for loss to be enacted to has to be bipartisan and that is the reality. Thats where my work with the Problem Solvers Caucus republicans and democrats talking and listening to each other and developing policies matter. I teamed up with one of my fellow problem solvers members of republican from ohio and we aspire to legislation to advance solar energy to look at air quality and pollution that is affecting us in utah. The solutions to Climate Change are going to take all of his republicans democrats come together to recognize the magnitude of this problem and that also work with the private sector to harness the ingenuity and entrepreneurship from the private sector. We distance earlier this summer came together together with the president inside come the president signed the Great American outdoors act that i was proud to vote for. This protects land for hiking and camping and lance that my family enjoys as we get out and recreate and hike and that i grew up recreating on as a scout. We can do this. We have to do this to get support. Theres much more we could discuss but we have reached the end of our a lot of time for questions. We will now move to one minute closing statements. Prior to airtime it was determined that burgess which would have the first one minute opportunity. Mr. Owens, your minute. Thank you again, utah and does listen. We are fighting for the heart and soul of our nation. We are seeing a played out acrs the country. Stories of life and destruction. With all this turmoil, america still is a greatest country in his ship and ten. America is a land of and no one knows that better than utahns pickling american my story can my story existed only in america can through education come faith come hard work and family can we overcome all obstacles. Only in america through these same values can a future represented our president come from programs like Second Chance to get. Im living the american genetic dedicate my life to realize the same potential. Now more than ever we need leaders who will stand up for the principal and will not compromise values for political opportunities. Now more than ever we need leaders who stand against the lawlessness growing across the country. November we had the opportunity to reject the mob mentality and once again be the shining city on the hill. Friends, its time for us to unite. I ask for your vote. I promise to represent you with honesty, courage, hard work and a servant heart. Thank you. Thank you. God bless this great state of utah. Let me say to julie and our kids are watching tonight from home, thank you for always supporting me. Our country is hurting. Our state is hurting. We wont get better economically intently individually, responsible to get this virus under control. The divisiveness and gridlock in washington will not get better until we put people ahead of party. We need to stop the namecalling and stop attacking the motives of each other and find shared values and common ground. I work hard represent everyone. Some people think im not liberal enough, other people think im not conservative enough. You may not always agree with every decision i make but you know my heart is in the right place. I listen. I worked to bring people together and it were to find solutions. I mean defendant at a try to do what is best for utah even if it is not always popular like my work to stop the congressional pay raise that was proposed by republicans and democrats to require a a balanced budget oro stop trumps plan to resume Nuclear Weapons testing. I Work Across Party Lines to get things done that help people, and it would be honored to continue to represent you in congress for thank you both. Thanks to congressman mcadams and mr. Owens for the time the city. Special appreciation to those who ask questions including our panelists and students. I would like to offer a a particular thanks to karen hill and wayne need a houser, cultures of Utah Debate Commission and executive director nina.
