Good evening from the tbw studios in olympia and to all of you watching across the state from spokane, ocean shores and from walla walla. Lets bring in our candidates for governor, the incumbent Washington Governor Jay Inslee and Republic Police chief loren culp. First of all i need an affirmative that you can hear us from the studio. Yes. Yes. We get what to let viewers know at home at the candidates are alone in those rooms you see them in. They are upstairs from us here in the studio. There are no Campaign Staffers allowed in there, no members of the production crew are in the room with them and also were not allowed to bring in any notes or cell phones or computers. Its just been. The candidates to have screens where they can see each other. They can see as the moderators and they can of course see the digital time cues. Im going to go for the format for two nights today. Differ from last weeks president ial debate that will begin with opening statements, questions we asked about candidates who will have time to answer them rebuttals. The moderator may ask a followup question and will end with closing statements. The candidates have agreed it will not interrupt each other. We the moderators will enforce the rules. Thank you to the governor for agreeing to this, although i wouldve preferred it to be the same stage. I appreciate your cooperation and at least getting this part done. This is the most important conversation i believe this state is going to have an needs to have for the next four years of our state. I learned the Building Trades and worked in the olympia area where we are at right now. I work for other people for three or four years ended in 1980 i started my own construction this is working right out of olympia. I built that up from nothing, ran it over 20 years and then realized my childhood dream in 2010 and became a Police Officer. Ive been in leadership positions my entire life. I have got three different careers way of in leadership and this state is in a leadership crisis right now. You can tell that by the governor just taking a big pay raise and saying he cant control that. He can issue executive orders to affect your pay and your job and your business but apparently he can issue an executive order to stop his own pay raise. Thats a little bit onesided. We need strong leadership and we when someone whos going to represent we the people and stand up for citizens rights. Thank you very much. Thank you. Governor inslee, two minutes. Thank you. I am delighted to be here tonight with the coalition and chief culp. I am delighted that the extraordinary seattle store parking world champions and im really delighted that tonight we can have a discussion about why our state should be confident that we can defeat the covid pandemic. And that we can rebuild our economy. Fundamentally the reason we should be confident is because of the extraordinary work that weve done together in the last few years, and it is extraordinary. We have done great work in healthcare for the healthcare needs of our people, 800,000 people now have insurance and now having started the first public option in the United States. Working people have needed help and we have produced extraordinary benefits for the best family medically policy and the United States, the highest minimum wage in the best overtime rules. Our children need a great education and we should be proud weve accomplished the best most generous Financial Aid program for our College Students and Apprenticeships Program for those going into the skilled trades. Weve accomplished so much in clean energy. But tonight we have a bigger question to answer and that is are we going to step up and fight the covid pandemic . Or other going to do, belittle it, ignore it . And in some sense surrender to it. I feel very strong yet if you d up and face this and beat this virus into the ground. We had to do smart things including wearing a mask and social distancing because we know these things work. When we follow science in washington, as we do, good things happen. We are a science oriented state and we can use our site and or head and beat this virus. The reason is so we can reopen our economy and im looking forward to that. Lets get started. Thank you. Well move on now to questions at the topic is covid19. And the clear differences between the candidates. Chief culp, the first question is going to be for you. While President Trumps covid19s diagnosis brought out well wishes and also renewed criticism they doesnt take the fight fibers seriously. Uniface the same criticism. You called call the mask mandaa quote bunch of crap. You can get hold Large Campaign rallies were hundreds of people are in attendance. What you say to those who believe that you approach would not only kill more people but would prolong the pandemic . Uf one minute and 15 seconds. I have never come out and spoke against wearing masks. I cannot against the direction and the order from the government, a Public Servant that sits in the Governors Office. By doing incumbent whether appointed or elected our Public Servants. I firmly believe in individual freedom and liberty. I believe in safety obviously. I been working Public Safety for the last ten years. The problem is when we have one person sitting in the Governors Office telling everyone what theyre going to wear, whether they would go to work away that they will not work, at the problem ive had with this. And as governor i would put out the information with medical professionals, tell everyone whats going on, what they should do to protect themselves and what might happen if they dont and make sure the supply chain is open for the equipment that is needed and then let free individual citizens decide whats best for themselves, their family and the business because you cant tell me that a barber with one customer in his store cant cut that persons are safe and protect him and his customers but a one a store or an Abortion Clinic or Big Box Store is okay to open with 100 or two what are people it. Thats not common sense and is lacking and i will bring that to olympia. We will have time for rebuttals and follows the first governor inslee, to you. Washingtonians have been living under covid mandate for 200 days, more than 200 days. They were told first to stay home, stay healthy. Three months ago you told in if they messed up we could open up. In the you introduced a phasedin approach to reopen the economy called safe start just too much after that it paused indefinitely. Despite announcing just one day before this debate that you start to lift more restrictions because we have made progress, counties to get move into the next phase. Why should voters after seven months believe that you have a coherent plan to reopen this state . Uf one minute and 15 seconds. Its really quite simple. It is because we are saving washingtons lives by the hundreds, maybe the thousands. Theres been 210,000 people whove lost their lives in america, over 2000 in the state of washington. Our fundamental duty is to save those lives. Theres good news here because this is working. This is working big time. I am pleased to share with my fellow washingtonians that tonight what we have done it our social distancing, in our masking campaign, because washingtonians are not listening to donald trump and, frankly, chief culp, they are wearing masks. They are socially distancing. As a result of that we have lowered our infection rate dramatically. Tonight we are fortunate 45 45 other states in the United States have higher infection numbers, some five, ten times more than the state of washington. This translates for people going home with their families. Parents being able to see the children, grandparents that i think still have value i believe in the society, their lives will be saved and we are opening our economy. Weve been doing that for too much. We open all kinds of bowling alleys, more restaurant activity, waiting partners, agribusiness and that will continue in the next few weeks. Chief culp, your the first chance at a rebuttal. I want you to think specifically weve talked about the governors mandate. Delete the governors mandate has openly saved lives . 45 seconds to respond to the governors answer . Yes, he claims that his mandates are saving lives, but the federal government said the state approximate 29 per patient per day in our Nursing Homes and we know by the data that those are the most vulnerable among us, the People Living in Nursing Homes, the elderly, over 61 of the people have died and been in Nursing Homes. The federal government said 29 per patient per patient per day for Nursing Homes for extra staff, extra equipment and this governor said no, were not sitting in 29 per day for extra staff in extra equipment in Nursing Homes. We are only cynic and five dollars a day. I would like to know where the rest of that money has gone because it came up to about 41 million ideally. Trento want to give you a chance to rebuttal to what chief culp a sit and wait income he talks a lot about the constitution and that being his guidebook for how he would handle this and govern in general. Can you touch on in your response how you used the constitution, state constitution when you go about putting some these mandates that in making decisions. I follow the constitution in all its respects and addenda in this. Ive done this and can safety and we have saved allies. This is scientifically proven, no debate. It is clear for donald trump and chief culp to do that. Its quite extraordinary, the Scientific Committee is clear that it is saved thousands of lives and it will save thousands of more lives in this country and in the state of the continued discourse. No court, no court has struck down any of my decisions that are obviously controversial. Look, this is been hard on people ask saving lives sometimes is not easy. People are bad all kinds of difficulties in their lives and businesses but it unequivocally has shown we had an infection disease doctor yesterday, check his testimony out and he will tell you. You said that boeing threat and you mugged you to get the largest tax break for corporation in Washington State history. You personally called for a special session years ago to give 8. 7 billion in tax incentives in exchange for the production of the 77x. Now boeing as you know is moving the entire 787 production line to north charleston, south carolina. Did you get fooled . No. In fact, we built into that agreement think that it not been built in, the 787 deal that was then before i was governor. They are not building a second line for the 777. So no. We made a decision about jobs. I am all about jobs and they come from come surrounded by boeing families in my cousins, best friends growing up and i believe that these planes should be made here. Were the best workers in the world on this. To go elsewhere did not make sense and if it did make sense, the thing that is most disappointing me is that the company did not give us any ways to bring the back when Market Conditions improve. I know the market has been down for airplanes but this market is going to come back and when it comes back the boeing Company Needs to treat taxpayers fairly. We need to look at their tax breaks, act in a responsible way so that they have an incentive to bringing his jumps back and make sure the next airplane is made here as well. I believe that should happen both because its the best place to make airplanes, according to the teal group, and is a fair treatment of washington citizens and i think we should ask for that. Chief culp, you talk about your construction in washington attempt western washington ties. A lot of these are in keene, pierce and sonoma counties. You are from the east side of the state. What would you do to keep those jobs in western washington . Okay. As far from being the eastern side of the state i lived most of my life actually on the western side. Jay inslee is also from the second you guys keep trying to pigeonhole me like its a negative. I love this entire stickam north, south, east west but the problem in the state right now is the governor has lost touch with reality. Hes been working with government for decades because no clue whats going on the real world, hes never built a business from the ground up. I have. I started my business with one single employee and an old truck that had bought for my grandpa on payments. Thats how i started my Construction Business and i felt that up over 20 years. I have multiple trucks and crews doing jobs all the rent puget sound. As entered this come has no clue what its like in the real world. This is not a business friendly state. It is not been for a long time. He has exacerbated that by his mandates, extra regulations and higher taxes. This is the government who promised eight years ago that he would not raise taxes. He has lied to us 33 times. The state budget has almost doubled under his tenure. When i encounter this will be a business friendly state. Businesses like bowen will want to come here and stay here. Governor, want to get a chance at rebuttal and i want to ask you about a come at you made about threatening boeing with taking a hard look at those tax breaks. Are you playing with fire . No. Playing with common sense which is the citizens of the state should be treated fairly and that means as boeings future improve, which they will, we want them to be inspired and incentivized to come build plaints year. This is one way to do it. If you give them an incentive they might think twice about leaving more jobs and thats a fair thing. This business things interesting. We had the highest rate of gdp growth a year or two ago under my stewardship. Our state has been named the best place to do business by Business Insider and cnbc. It has been named the best place to live, and thats why people are moving here like crazy. People are coming from all over hypnotist, is this such a terrible business place why do these businesses keep commentary going. This is a growth oriented state. Its going to grow again when we defeat this i need to cut you off on time and chief culp, want to get a chance at rebuttal. There are not a lot of large local Aerospace Firms that in republic and ferry candidate what makes you think are better equipped to deal with the company that size given your background . The thing is this current government inc. Sees the lead of revlon. He thinks leader of companies. He thinks hes the leader of her family. He thinks hes a leader of our children and our businesses. Thats exactly the opposite thats true. The governor is not the leader of the citizens lives or their businesses for their families. The governors of job is to run the executive branch of the State Government and keep it within the confines of the constitution which is the rule of law. He raised his right hand and swore an oath that i will uphold and defend the constitution of the state of washington, and hes failing. Article one, section seven said no citizen shall be destroyed in a private affairs. I think we been disturbed in a private affairs quite a bit by this governor. Thank you. Mr. Culp, youve said you o not believe there is systemic racism. How do you explain some of the disparities for example, the Median Income of white families in seattle is 2. 5 times that of black families understand people are hospitalized with covid at four times the rate of white people in king county . I firmly believe that is the way it should be. We need to root those people out when they commit crimes. Hate crimes are felony in the state. The biggest way that you bring in racial inequality is mu dont me dont enforce the laws evenly and we have a governor who breaks the laws and commits misdemeanors. And no repercussions. If you want to talk about racial inequality lets talk about the Human Trafficking that is going on in the state. And usually young women and young boys. Are the victims of that. What is this governor doing about that. And then look it at all of the unsolved murders. That is real racial inequality. If the system is racist who has been in charge of the system in Washington State. Thank you mr. Cold. This question to you as will do you believe in systemic racism and what concrete steps will you implement to close the gap . Racial disparities is something i think all of us should want to do something about. White families have ten times as much wealth as black families. We have to act. We have to act in many ways. The action is not limited to the criminal justice issues. We are going to do things to insure independent evaluations. Im confident we will pass that legislation in january but i think it is a window to do much more to get kids up color that are ready for kindergarten and first grade so they dont fall behind. Lets look for healthcare and by the way, this world of donald trump and chief colt means we will not have Health Healthcare for many people of color. Weve got healthcare now for 800,000 people right now because of obama care. And you can be sure that will not be protected if my opponent became governor. These are concrete states we are taking. Im confident we will make progress in january. An opportunity for rebuttal. Will you talk more about a policy that you think government should implement to close some of these gaps beyond criminal justice. Everyone should have equal opportunity in the United States one of my best friends immigrated here from kenya at a young age. This is the land of opportunity. This is where he could live his dreams and do anything he wanted to do. He immigrated here legally. Now hes the owner of a company has about eight or 900 employees i want that opportunity for everyone and so often politicians pander to minorities when its election time and say how much theyre going to do the minorities and how much they care than after the election they turn their back on them. Thats why we still have the same problems weve have for the last 15 or 20 years in our inner city. Does more need to be done than just offering opportunity the first thing we need to do is to stop the republicans from taking away the things that you have a chance of ending this asperity. They talk about the quality but every time we actually want to do something they oppose it. Healthcare is one of the most important and precious things we had right now. We do had disparities in healthcare. They want to take it away from a hundred thousand washingtonians. From family. I did overtime rules to protect working people myself we have done a lot. This is great to help kids of color get new careers. Thank you beth. I wanted to ask your question. Turning to police reform. Killing of george floyd by minnesota police. You spoke about an independent investigation. I wanted to ask you about two other sort of reform. Public Abusive Police officers from civil lawsuits and do you support rewriting the union, compact. Im open to discussions with the community and rather than run out and propose solutions to all of these things myself i had decided to listen to the citizens. So we have a task force that is led by the black community. I think listening is pretty powerful right now thats what were doing. As you noted i am confident we will pass the rule on independent investigation and prosecutorial and we will listen to other ideas that are brought before us. We have to bring more justice we can do that. Its not inconsistent with good policing. We need to look at ways to provide help for Mental Health problems. Weve have some disasters where they are called and they had been in Mental Health crisis. I think we have to find a way to deal with the Mental Health challenges to prevent some of the violets. This whole debate i hope it comes from a broad scale conversation about racial inequity. I believe we can do that. Chief colt, i want to ask you the same question. You worked in Law Enforcement for a decade. Do you want to see an end to the qualified immunity that protects Police Officers from civil lawsuits and do you think that the Union Contracts need to be rewritten i dont agree with the way that you form that question. It does not protect abusive officers. They are prosecuted all the time for committing crimes. And the governor talking about Mental Health in the state let me tell you a thing or two about the Mental Health problem in the state i have dealt with it on a street level. I was a narcotics detective for three years. Ive dealt with people in Mental Health crisis in the system in the state is a joke. Hes had eight years to do something about it. He lost certification to the Western State hospital and that went with millions of dollars from the federal government. So that we can help people that are on the streets and in Mental Health crisis. When an officer in this happens every single day i had have this happen almost every time. When someone tries to take their life. Obviously there in a Mental Health crisis. And they are talked to the Mental Health counselor. They go to try to find a bed for them. Nine times out of ten there isnt one and they are turned back out on the street. Nine times out of ten there isnt one and they are turned back out on the street. Where you you had 45 seconds for rebuttal. And also anything else you want to add about his statement. We are moving onto a major on to a major reform of our Mental Health care system. Our hospital improved significantly over the last few years but its an ancient facility. Thats why we are starting a program to get Mental Health in communities established. It is closer to people. If they dont have insurance they cannot pay for this in the fundamental problem is his party and his president want to take away Health Insurance in Mental Health insurance from 800,000 people. Whenever we talk about actually paying for this they want to cut the budget. Its how he wants to cut the budget. If you cut it you will cut people in pain. I want to give you a moment to respond to that. I want to ask a little bit about they put them in jail where they belong. We do see Police Officers who are rehired can you address that. Can you tell me which circumstance youre talking about. It often happens with appeals to arbitration. An officer is fired. They are reinstated. When a man punched a handcuffed woman in the face and broke her eye socket while she was handcuffed and then he was fired but reinstated. Im curious how you would address anything like that dealing with arbitration . It thinks that was cheap best department. Not sure. Any time in officer abuses their power they should be held accountable. Thank you very much for your responses. Its really hard to answer the question is asked of you. Thats why were here. The first question will go to you. Nearly two days after demonstrators took over an area outside the Police Department dubbing it and i autonomous zone. The nonstop local coverage despite trending nation. What should they make of the fact you are currently oblivious to the states larger city. If you look at the facts of that situation and could not had been oblivious to it because i deployed the Washington State National Guard. Why did you say you are not able to know about that. When the cities of course are the ones responsible for their initial security and we support the cities and when they ask us to send in the National Guard. When they ask for assistance. Our Washington State patrol went. It was ready. And i had cleared this decision. When it was made by the city to bring back Police Forces into that area. They were ready in stage. It is clear that we did it provide support as appropriate. This is a very frustrating situation. You had tens of thousands of people peacefully protesting tens of thousand people marching. These folks came in and caused violence. It was very frustrating to those who believed it was a righteous cause. This violence is unacceptable to all of us from any source and it should stop. Your quote was this was news to me. I have not heard about it from any credible source. And now you are saying you did know about it. I know about chat. We have a state troopers ready to respond. Clearly thats what we have the troops. This is we did respond to seattles request. I will give you time for battle. One minute and 15 seconds. Were talking about a protest that they dealt with at times. Washington leaders including the governor pushed back at the idea of intervention when it was suggested. Under what specific condition would you support the presence of a Central Force in response to civil unrest. We have a governor that is very soft on crime. That is obvious. I saw him in the live conference. Clearly they have no clue what was going on. He did send in the National Guard. We have a right to peacefully assemble. But when it turns violence. When they light cars on fire. Thats no longer a First Amendment right. The governor is the commander in chief. He sent them in their at the request of local Law Enforcement. He disarms them before he sent them in. I will never send our young men and women into uniform in a violent situation. Thats what theyre going in there for. When people are committing crimes the National Guard will assist the local government. To with them in jail where they belong. The rest of the people that are involved in it will be told to disperse because it is a right. They will be arrested as well. Thats how you deal with crime. Thats how you shut down a right. This is a question i have asked. In your rebuttal time. Quickly, was it your decision not to arm the National Guard because i recall it as the governor for the mayors decision and do you support the federal prosecution. I support prosecution of anyone involved in violent activity that is a crime. I used to prosecute drunk driving cases. I do support that. These were decisions that were led by the democratic elected officials in the city. We sent state patrol to spokane and we have helped numerous cities during the difficult time. They had acted appropriately. He has helped me in many emergencies like oso and the bridge falling down. He does a great job and what he told me was he did not want firearms. He did believe that more firearms were the answer to give potential violence to the situation. Fortunately no one was hurt. I respect these people they do fantastic work. We want to continue to follow the law. Is a little curious to me that we have a Police Officer consciously violating the law refusing to enforce gun safety laws and then say the answers are more guns on the street. And why not you respond to what the governor to said right there. There is a voter approved gun measures. Is it lot order for everyone else but not for you. Do you ever get pulled over and not get a ticket. What they are to focus on. Whether the drug crime or trafficking. That is up to the discretion of the chief Law Enforcement and the agency. And for me to make that decision is based on the Washington State have you ever heard of article one section 24. The right of the individual citizen to bear arms. It shall not be impaired im sure you can understand that if not maybe your grandkids can tell you sir. If you want me to answer the question i well. Lets pivot to the budget. There was some good news actually from the state with economic and revenue forecast. The projected budget well not be as bad as first thought but significant as well over 4 billion. I know you use the word pigeonholing earlier. Those are bigger numbers than anything youve had to deal with in republic or ferry county. Your part Police Station is smaller than the building that we are in right now. So what is your plan. Career politician is doing a great job what we have to do is a freespending as soon as they take office. We will not had any new programs. No new equipment. We will take a snapshot to find out where we are. And the bergen to take a look and do cuts from the bottom up. That is the way its gotta be done. Look at every program and it will be the hardware. I will not do like the Current Governor does cross the board cuts. In the Business World which i spent 20 years and if you do acrosstheboard cuts youre cutting your sales force. In your fuel for your cruise to get the jobs. Youre cutting your advertising budgets. They are the politicians lazy way of doing things. I would start specifically with anything that has the laird study in it. Politicians love to study things to death. They spend and wasted millions of dollars on study after study but its a way for crony capitalism. Its a way for them to get money to their friends. Lets follow up with you. There are can be spending going to be spending needs but also shortfalls despite the good news the state transportation revenue is short 701 million coming up in the next budget cycle you look at a place like west seattle with the need for bricks for fixing a bridge there. The port of seattle and the Washington State ferry system and sound transit down the road can the state afford to put money into transportation projects given the revenue shortfalls right now . I would be talking to legislators. To see about a potential transportation budget in the next section. We had had huge progress. We passed the largest transportation edge it. Perhaps in state history after the republican said no for three years. I think we need a big Capital Budget this year so we can actually put people to work. Obviously we need to look at rational cuts. I had cut over half a billion dollars myself up by executive action in the last two months. Half a billion dollars. Ive already made those cuts. They were necessary and theyve already prepared them i had been vindicated in my decision about special session because we head for a half billion dollars extra revenue moving forward. But the plans i have seen from the Republican Party essentially boils down to take away people in the middle of a pandemic. We should not take away healthcare and people who have cancer or covid right now in the middle of a pandemic. We should not take their Mental Health. We should not take away the right for womens right of choice. That is very much at risk right now. Governor i want to give chief colt a chance to rebut the governor. To not call for a special session. Do you feel the same way. Should there be any sort of state money put towards the bridge . Its kind of funny what he takes credit for. Everything that goes wrong is someone elses fault. He is talking about not taking money away from the taxpayers. Maybe we should talk about the hundred 64,000 per week that this governor paid a Global Consulting firm to tell him what to do and what to say on the covid crisis. 164,000 per week as is a nobid contract that he signed with a Global Consulting firm. How many businesses did he put out of business did that help. How many small momandpop shops without help. Maybe that could be put into there instead of a Global Consulting firm to tell him what to think or say . I would like to give you a chance to rebut. Twomac i have no idea what he is referring to. Weve made great decisions and referring to covid. Whether we are going to slave save lives and have leadership. Not only has he disagreed with my orders. He has not been willing to show leadership. Its been a modeling the behavior hobnobbing with the trumps. We cant have a mini trumpet. Thats what at risk. Im i am in favor of saving lives. I am in favor of valuing everybodys life and not diminishing them. Im favor of doing things that are working. The efforts are working. The next question is for you to begin with a mister colt. Lets talk about the fires that we have seen. You had raised a question that wildfires were coordinated. Given a direct evidence of that. I dont think i ever said that they were courting. It felt correlated to you. We talked to a firefighter. And the firefighter told me it is suspect that all of the fires started at the same time. With no storms going on. But this governor calls these climate fires. Thats nothing. I remember in the 70s it was all over the news. And then Global Warming and now Climate Change. I dont dispute that. These are not climate fires. They are the result of very poor management on the state level. We dont thin the force. We dont clean up the carbon on the floor. It limits firefighters as well as access for them to cut that force. We need to manage it we need to clean that up. We do have more than 2 million acres behind on the kind of management that prevents wildfires from being so devastating. What are your plans to eliminate the backlog if youre elected to a full term. Actually checked on this today we have improved our management while i had been governor dramatically on investment as it has gone up by seven or eight times. There is 22 million acres in our state. It takes a lot of money to do that. We cant send out a gardener with a rake like donald trump suggested. We are doing thinning. We are increasing it. When i wrote a letter asking him to do more thinning on the federal force he actually slashed the budget for it. There is a lot of lives coming out of the white house. Lets talk about the real issue which is Climate Change. For people to run for governor in the state of washington in a state with the damage that Climate Change is doing to our state but killing the salmon. And it changing changing the hydrological cycle so that they dont have irrigation. To head someone run for governor in the state of washington and follow donald trump. I believe thats unacceptable in our state. We believe that someone would not just follow signs but act on it. As you respond. Would you tell us whether you have any policies that you would try to implement. No one cares about our climate about our environment than people that actually our hands on with it. The farmers, the ranchers and the loggers. I had been a hunter and fisherman my entire life. Out in the woods. And on the water. My grandpa was a commercial fisherman. My other grandpa on my dads side was a sports fisherman. I grew up on the water. I grew up hunting. No one cares about the land in water more than people that actually had hands on. And instead of coming up with a plan and keeping these violent felons in our state prisons he just said open the gate, let him out. And then you add that to the three of 4,000 that were released not too long ago because of the glitch in the department software. That the governor knew about but did not fix. Two murders have happened because of that. And people have re offended and are back in our jails in our system. Because this governor is soft on crime. It does not care about citizens safety. We have shown profound progress in education in the states history. Profound progress in healthcare. We have demonstrated the ability to build a great economy and now we can still do that and im confident that we can return to those days but first we have to knock down the virus. We know the key to opening up our economy is ultimately is to reduce the number of people who are affected by this virus. To do that we do have to head leadership we cant ignore this.
