The urgency of this moment. First the majority wanted to take a pause. Then he sat said on the house passed heroes act for months. Then in july he introduced a series of inadequate piecemeal bills that went absolutely nowhere. And now the Majority Leader Senate republican showed their priorities once again by rushing to confirm five more trump judges and offering an anemic week covid will aimed at appeasing the most conservative members of their caucus and we just voted on that bill. While Senate Republicans have been waiting for the next covid bill Senate Democrats have been listening to our constituents and have a sense of urgency. Its a sense of urgency for well the four months that we have been waiting for dealing with the heroes act. We have been waiting for the majority leader to stop taking a pause that American Workers and families could afford a paws for four months and they certainly cant afford to take a paws now. In fact things have gotten worse for it while republicans sat on their hands our country was facing a continues to face a grim reality. In the coming days we are certain to pass the almost unthinkable milestone of 200,000 deaths from covid19. On march 29 when dr. Fauci held warned us that america would reach this milestone and the worstcase scenario 2300 americans have died. Warning will more than sadly soon come to pass. Over six million americans have contracted coronavirus. Tens of millions of americans remain out of work. Millions of americans have lost their health care. Colleges and universities have started their fall sessions with started their fall sessions with the folk sessions with students back on campus and are experiencing significant outbreaks. Millions of parents are facing agonizing choice of sending their children to school that are not safe. Were dealing with the challenge of distancelearning and childcare needs. And state after state, by the trump administrations failure to lead during the pandemic, art less on their own to deal with billions and deficits as a result of the pandemic. And to make difficult decisions about how to confront new outbreaks. In hawaii, new cases have been rising since july. The severity of her outbreaks particularly on the walkthrough, the mayor of the city, to issue a two week stay at home order on august 27th. And yesterday, they extended this order for another two weeks. This order and the outbreak that preceded it offer a g grim reminder that constant vigilance is necessary in the fight against covid19. And this is a reminder that even states like hawaii which four months, as the coronavirus Success Story can become home to one of the fastestgrowing outbreaks in the country. 2 at the end of july, hawaii had barely over 2000 cases of covid19. And yesterday, hawaii across the grim milestone of 10000 cases. Like in many other states, our outbreaks and communities and populations the hardest. Our driving dynamic and vital Pacific Islander community represents the mayor 4 percent of our population. The nearly one third of our total cases. More than a dozen longterm care homes across the state are experiencing significant outbreaks to put our seniors, at heightened risk. The Community Correctional center passing 299 inmates and 76 Staff Members infected with covid19. The rising caseload here is putting pressure on hawaiis already understaffed medical system for existing providers shortages are starting the capacity of our hospitals. Of our hallways outbreak, we are seeing troubling signs on the neighborhood islands as well. In serious outbreaks at the states veterans home, and in maui, and the medical center. We analyze and assess what is happening in hawaii, the most important thing our state can do is learn from our experience. And not to repeat the same mistakes. We have to expend things clearly and plainly. We have to be accountable and transparent in our decisionmaking. Art stays certainly shouldve been a better job conducting outreach to atrisk communities. Expanding testing capacities and developing an effective Contact Tracing system. And establishing a clear change chain of command. But we do not have the luxury of simply pointing fingers, assigning blame and moving on. In other words, we cannot be like the president. And static, we need to work together. Together outbreak under control and support they hundreds of thousands of hawaii residence who have suffered from this unprecedented Public Health and economic crisis. The senate must do is start bypassing the real comprehensive built that would help states like hawaii confront their outbreaks and help the millions of americans who are suffering right now. While the majority leaders struggle at the caucus even around built like the one we voted on today,ts democrats are united about passing the heroes act because the bill matches the urgency and severity of this moment. I certainly understand and appreciate the need to negotiate and compromise to get something done. But we cannot lose sight of who we are fighting for. Unlike the majority leader and Senate Republicans, who are fighting tooth and nail for corporate interest in the next bill. A fighting for the workers, families and Small Businesses are getting screwed. I am fighting for hawaii Small Business owners like those who runs Small Businesses on hawaii. Its one of the favorites at hawaii on the hill. Where many of my colleagues including those on the other side of the aisle lined up to sample the hawaiian salt. This products are incredible. In the success over the years reflect the hard work that she has put into building and growing our business. They have been devastated by the pandemic. Although she was able to take advantage of the past relief programs, that we passed. She struggling and she needs more help right now. To pay the rent, and rehire their employees. Alongside congressional delegates democrats and i am fighting for hundreds of billions of new insistence fors Small Businesses like lauras. And fighting for the homeowners and renters who have lost their jobs. Terrified to think about what might happen to them with the federal protections that have prevented foreclosures or evictions expire. Im grateful and organizations like the Legal Aid Society of hawaii stepping in to help people who are worried they will lose their homes. And the executive director told me that doing this work during a pandemic, is like playing chess. Until the world. This might be hard. The senate needs to step up and provide rental assistance needed to makehi a dent in this crisis. I am fighting for parents who are struggling to adapt to a new normal of highbred and distance learning. Grandmothers like the retired educator that is spoke with last week. Shes concerned about learning and her five yearold grandson struggling to sit and learn sitting behind a computer screen for hours a day. Women like the Restaurant Owner that i spoke with, she worried about how to balance running the struggling business, the tutoring, h our high school aged children. In the many students i have spoken with over the past few months, there struggling with learning loss, finding a place to study, and hunting down reliable internet at starbucks are having trouble concentrating all because republican senators we need to increase our support for public schools. So they can create safer environments for students once they are back in school. We can do this byf investing billions f dollars to help states get their outbreaks under control to testing and Contact Tracing so we can get her kids back to school. Safely. That is the operative word. s safely. We all want to kiss you back to school. They need to go back in a safe environment. In the bill are republican colleagues over today was weak at best. It is more to help their corporate benefactors and to address the pain that so Many Americans are feeling right now. And after todays post, im left wondering, how much more pain does the American People have to endure before Senate Republicans get serious and act. How many more americans have to die. How many more americans have to lose their jobs. How many more businesses have to close. How many more children have to go hungry during this pandemic. A company or people have to lose their health insurance. The list goes on. Amy the majority leader. What is it going to take. For you to finally do your job. Mr. President. I yield the floor. Today is a result of the horrific pandemic and economic
