Notwithstanding their assertions to the contrary tomorrow it will be very clear and very quick to everybody who is standing in the way of getting a bill across the finish line that would provide meaningful, needing assistance to the American People. As we watch whats been happening with the coronavirus legislation over the last rumble of months have come to a conclusion and the conclusion ive come to to is that nancy pelosi and Chuck Schumer are so obsessed with defeating donald trump as president that they will block any and all effort to help the American People between now and election day. Republicans have a plan that we talked about now for ongoing time of helping people get back to work, commonsense plan, kids back to school and putting the disease behind us. The blockade is coming straight from the top. The reason we know that is over 100 democrats have publicly asked nancy pelosi to vote on targeted relief for coronavirus issues. What she refused to listen to them. All of us have been listening to our constituents back home in a compact washington what we heard from home is we want to make sure our kids can back to school so they dont far all further behind. Nancy plugs in Chuck Schumer say no. We hear from folks back home that we need additional paycheck protection money to keep paychex going for Small Businesses. Nancy pelosi and Chuck Schumer say no. We need money for testing and treatment and for vaccines. Nancy pelosi and Chuck Schumer say no. These are commonsense things things print these are things people all across the country agree with. They are things democrats used to agree with but it does seem to me that nancy pelosi and Chuck Schumer think it is a smart play to block Additional Health for american families. This is no time for political games. There are people who need and deserve our help. We are ready to go and they seem to be dead set on obstruction and they need to be held accountable for that obstruction. The targeted bill we are for, you heard the list already, back to work, back to school, back to childcare. Senator ernst and senator lauper had legislation on that and we had it in our original bill we got twice as much money for child care assistance as the democrats had in the heroes act but also back to better health. The shark tank idea and i talked to doctor collins at nih earlier today, 16 different tests now have gotten through the shark tank and advancing to more production. They believe out of the shark tank there will be capacity for 60 million tests a month by october. Abbott labs announced independently that they will be producing 40 million tests a month by october and so 100 million tests a month gets us to the test that millions of people can take, dozens of times, whether at work or at school or on a campus. All of that is likely possible in a more quicker rate than it would have been but we still need the money we are appropriating in this bill for more vaccine development, more manufacturing and more distribution. To have a vaccine and not be able to get it out there would be a huge mistake and a july 2 hearing i chaired i challenged cdc and others to have a plan by october 1 and it looks like they will miss that but only miss it by a month and they have asked the states now to respond to the framework they put together for their estate plans during the month of october. There is no reason to wait until you have a vaccine to have a plan to distribute the vaccine or have a priority of how you will allow people to get or be first in line for that vaccine. We need those things to happen before we have a vaccine. I am glad to see the administration moving toward a plan in place by november 1, no matter when the vaccine is available. Almost everybody now thanks it will be available in significant numbers right around the first of the year but then it still will take some weeks and months for enough people that had the vaccine that weve got societal immunity to this disease. Tests will still matter but how you get that vaccine out and who gets it really matters and im glad we are a little beyond the deadline. I would have liked to have seen certainly reasonable deadline deadline to have a plan to distribute the vaccine before you have the vaccine. Last week i finished my six consecutive 99 county tour and i met beat senator grassley done by two hours. Senator grassley finished his 40th 99 county tour but said since we finished on the same day he will counted as a tie. [laughter] anyway i want to congratulate senator Chuck Grassley on representing iowa so well for 40 years and the reason we do these county tours is to get out and meet directly with iowans and that is the whole point to engage in here their challenge as an opportunities as we are out moving around the state. When i heard from iowans, of course in the time of covid, is how often optimistic they were to get through this but in the meantime they were focused on things like support for Small Businesses, support for our farmers that had a really rough time through covid and through the drought and the winds in iowa and they heard about childcare and getting back to school. All of those things are so important to moving on in our lives with challenging conditions so this is exactly why we need to be out there talking to iowans and formulating plans. Iowans count on their elected officials and they count on them and expect them to show up and that is what i have been doing. Showing up even in very difficult times. This is why we need to come together now and move forward on this Strategic Plan to help folks recover across the United States focusing on childcare, focusing on getting our schools back up and open safely and responsibly. Make sure we are supporting our farmers and our Small Businesses through ppp and all of that is important but we need democrats to come back to the table. In earnest and in good faith to work with us on this recovery package. I am encouraging them to please come back and let sit down and see a strong vote tomorrow but we know we need to help provide relief. There are ongoing struggles and we need to be there for our constituents. Kids, jobs, healthcare and this is what they reckon people want to address right now. Unfortunately it is the party of government and the democrats that many of whom would embrace that banner at the National Level and the party of government that is not allowing government to work during this time during National Emergency and they are doing it unfortunately to advance a political agenda. I think it is a miscalculated political agenda. I think serving the needs of boots on the grounds of americans is the best policy and Political Force right now so i would urge my colleagues on the other side of the aisle to come together as republicans and be supportive of this legislation that will be voting on this week. I like so many of my colleagues spent last month traveling around my state and we had three iconic restaurant the other day indicated they werent permanently closing, just in the indianapolis area. Dicks bodacious barbecue, black market and the restaurants are manufacturing facilities like a trust facility and now back to the senate floor or lawmakers have returned for weekly party caucus lunges to resume voting on judicial nominees.
