Todd billington and its my pleasure to introduce to you a the next fireside chat. Brad is the executive Vice President for cybersecurity with. We are also honored with the vet said we are about 55 days away from the u. S. Election so it is my pleasure and honor to introduce to you brad for this important fireside chat. I appreciate the invite to be here today. It is a great pleasure to be here with chris. He mentioned how close we are to the election and we are thankful youve agreed to join us today and talk about some important topics. I think we should just dive right in. My heart is racing a little bit right now. I thought i had more time than that. Theres this other thing we have going on and certainly we saw the federal government moved from the office to telecommuting in a number of days and so what is your perspective around this new normal with the federal government and some of those that you are supporting . Just off the top its been hugely transformational. I think every aspect and how we engage. We will talk a good bit about the elections i imagine that just the way they are engaging and advising and working to provide cybersecurity supports two hour federal government part is has changed so dramatically given the risks and the importance of agencies like hhs and cdc that are so critical to ensuring we have the Rights Management in place and they are developing a vaccine and at the same time we have a multitude of threats coming at us looking for the search and information weve got to make sure that began at the top we are providing the appropriate security support to those critical agencies and at the same time when weve got all these other federal agencies that are shifting to a remote Work Environment or have, but thethatthey are introducing news that are expanding the tax service and we dont take our foot off the gas in terms of progress we have made in programs like this are the mitigation. We should be doubling down on those investments right now and accelerating the deployment of security tools like Endpoint Protection and response. Its that much more critical we get our arms around these problems and close them out as rapidly as possible. You mentioned the threats and the risks. Certain agencies are being targeted and have research and other related data but are you seeing any changes in terms of the Threat Landscape and the risk thats being put forth . From the threat side we are seeing three major lines of attack. First is the nationstate attack and of the Intelligence Services as well as for military operations. Intelligence services are doing what they always do, looking to collect information on whats going on in the country, what is the status of the Vaccine Development and Economic Health of the country and wha and where policy is shifting. They look at the shift in the relationship of the last six or seven months. Services have been very active. There is a second bucket of activity and that is more traditionally going to be focused on fraud and criminal activities. Its been a fascinating thing to watch. Every war out there with phishing scams for instance has been linked to covid, some kind of a theme whether it is the early days of signup here to get tested and now we start to see things like sign up here for a vaccine or early trial, things like that. So they are preying on the fact people are concerned about covid. I dont know about you but i get a weekly activity update and i know my numbers keep going up so everybody is more connected than ever right now. The third group we are seeing is less on the technical side to side but its misinformation. Whether its the russians or chinese or iranian or some other unattributed group we continue to see the information pushed out with social media and increase the being circulated about the martial law takeover. My favorite right now was if the towers help spread coronavirus which is complete garbage but nonetheless, we saw actual textbook campaigns where it circulates and its either going but then it takes root in the real world and in the uk we saw a number of different towers getting toward side handles and that is a problematic thing on a couple of Different Levels but as soon as these conspiracy theories turn into physical manifestations of violence and we have a larger problem on our. So kind as we look at the Risk Landscape on the other side, again being the author of the consequence that a if they bring what they are seeing out there in the wild than they can say okay here is where that sort of attack could gain purchase due to the vulnerable systems and heres the potential consequence is that we are able to target our messaging stakeholder groups. Just because of the way folks are having to go home and manage things remotely we are seeing remote maintenance of technology and Industrial Control Systems and again that just opens up the door for that activity to come into a network and operational environment and disrupt functionality which for us is probably the next frontier of Risk Management just disrupting functionality rather than compromising the security of data. We have been tracking the threat for a while. Thats the tv really on the uptake. If. It makes it that much more complicated when you think about paying off a ransom. You cant do that under the sanctions of the law you have to go to the department asked fo ar a license of exemption but it does show there is big game hunting out there and these are very patient actors weve seen them in some cases on a network with persistence watching how the system is maintained and in some cases it is hopping into the back of channel and encrypting what you thought was an offline backup but no, it had to attach to the network at some point, so capable adversaries and that is one of those things i remain very concerned about the threat not just the stat to state and locas but particularly with the election the next 55 and beyond the days that it remains a potential threat to those networks. Your team has been really focused around operational strategies and in my opinion innovation. Looking at a lot of the reports you put out they are very relevant. Can you talk about how you are partnering with organizations to the National Security agency there are these two organizations that are actually really symbiotic. Lets go back to that conversation. What are the components of risk. The nsa is really good at the threat to peace and affordability piece. We are also good at the affordability piece and exceptional at the consequence of peace. So when you blend those capabilities together, we can work with our partners in the Intelligence Community and work on here is what you are seeing over there and heres where this could come home and effectively to boost here in the United States and so if we can do that context engagement with our critical partners ive spent a lot of time the last several years working to develop this relationship to understand what our strengths are and how we can bring those together in defense of the nations critical infrastructure. Your Team Released a strategy that seems to be taken to the way the industry thinks about this next Horizon Technology and how to look at securing it into the broader ecosystem. The way that we operate here is essentially over two different horizons. And to take on a secure tomorrow. As we work with our partners to understand the landscape today we will be blocking the attacks today with our bodies, managing the consequence is the best we can but we want to bring that burning forward is we are not fighting the same battles we are today tomorrow or five years out. The next deployment in the generation of Infrastructure Technology is secure by design and deployment, that we are not naive in the sense that there will be new risks and threats. Theres always a vulnerability somewhere and its just about closing them out when we get to them. Do i achieve peace for us the engagement strategy is a just thaout that secure tomorrow pea. Its understanding the Risk Landscape, managing risk, putting it in the process and we also have an exceptional ability across the federal government of convening partners and stakeholders where we can bring together trusted groups to work on these issues an and weve doe that across a range of different subject matters, Industrial Control Systems, supplychain, Risk Management, task force that they established and its just another manifestation of that exquisite Risk Management capability with the unique ability to bring part is together so what we are looking at is what are the threats posed and how can we on the test against what is coming down the pike and how do we bring our partners together so that we have a rich environment of information sharing on what we know and what we dont know and how we can use the two together. But it gets to the top by an objective is to help foster a vibrant International Ecosystem of trusted components. Its that simple. Theres too many options that do not fit that mold. How do we create and foster the environment for the ecosystem. I appreciate that. But whats interesting is there is the infrastructure that i think also what it ultimately enables is more processing and analytics at the edge. Its going to continue to expand and its going to continue to integrate the digital and physical world and a lot more across the broad ecosystem. And i think more so than probably any other spaces where the integrity and availability aspect become that much more critical including availability. If the network performing as you neeyou need it or expect it to perform at any given time particularly if we are talking about more autonomous functionality in the infrastructure world . [inaudible] one of your favorite topics gave us the countdown so whats your perspective, what are some of the challenges you are facing now . Ive got to admit when i came into the government at this point about three and a half years ago, i thought i was just going to be on almost pure cyber stuff and as it has really come around its been one of those areas of focus for me and the agency but its the Intelligence Community working with the Law Enforcement community and the dod. Its really been a a vibrant practice. We are the supporting command to the state and local election officials. It was a bumpy ride about three and a half years ago that we have turned the corner in a meaningful way and we are working with all 50 states on a regular basis to share information and secure the systems that they have all the resources they need to be prepared with. We are there and ready and i think based on the work that we have done this will be the most secure. But they are not resting on our morals because we know that they are capable out there whether it is china or Something Like we just talked about. Weve got to be ready and prepared and have those measures in place so when we think about what those mean its backups and ultimately it all rests on the voters. Are they prepared to vote, but can they help participate and will be the patient. Its probably going to take a little bit longer. It takes a little bit longer so have a little bit of patience. A democracy wasnt the overnight so we have to wait a little bit longer for this one. You also referenced some of the misinformation and campaigns earlier. That is one of the greatest risks we face as a nation. What is your perspective around the role of the federal government . As a whole of society but its not just the federal government problem set. The social media needs involved. We need the American People to be involved as well to have a more critical eye on these things being presented to them. So we have the federal government looking for things to disrupt, the Law Enforcement Community Connecting the dots and sharing information on specifics like that with social media platforms. That is a supplyside disruption. We are focused here on the demand side and helping the American People understand how these campaigns and techniques manifest and what to look for, how to be a little before they Critical Thinking social media. But the techniques have changed as well. We have been pretty effective on the social media side. They are planting stories and seeing them spin. The thing the average person can do is look at what is being resented it to you. Im telling you right now if it comes from something tied back to the kremlin, questioned the intent. What are they trying to get you to do and authority isnt a good thing. [inaudible] crossing my fingers on that one. Covid19 and digital transformation. Its really accelerating and we are seeing a accelerated federal government shifting to Software Service platform. The phs was designated. There is a huge opportunity we all know the cyber talent is hard to find and looking at the Business Models what is your perspective around the accelerator . Its always an indicator of whats happening and if you look at the industry over the last several years theres been a pretty significant consolidation. I think that is going to manifest in the federal government as well instead of every agency, theres 101 civilian and federal agencies. If you are talking about 101 different really capable belt out shops, you are never going to get there. Its not efficient, its not going to be effective. There will be too much internal competition. The way i look at it is if weve got, whether there are a couple of others that can provide Cyber Security services, that is a much better position. Youve got a consolidation, you can provide higher fidelity services. We are working on a couple of things right now. Thats going to roll out and be a game changer. We can continue pushing out across the federal government. But its all going to roll out into the consistent dashboard so we understand where the risks are and the problems across the federal government for focused attention on that. This has been a game changer. I think we have made a lot of progress vote. You mentioned that the expansion of cloud. I think we have been ready and that has allowed us to skip over some of these vulnerabilities that have been so pervasive over the last year or so going straight up to the Workplace Services those are great things and more advancements ahead of us.
