And then when i was governor that them both of them made a very difficult choice which was the most courageous boat i think the u. S. Senate has ever cast. There were 20 senators who voted for the panama canal treaty and out of 20 only seven came back the following january. Herman was defeated in the next election. One of the reasons is because he voted for the panama canal treaty it was the rightful but unpopular at the time. Host and then Walter Mondale had to be the deciding vote . We got 68 votes and had to get 67. We needed two thirds so republicans needed to vote for it. And Ronald Reagan was making a nationwide crusade against the treaty. Host why do you feel reagan and john wayne and the conservative leaders were so vehemently opposed . John wayne supported the treaty one reason is he just liked reagan very much. Also he had been to panama several times and knew the leader at the time. So john wayne let me know early he was in favor of the panama canal treaty and wrote me a letter opening which i used against our position of Ronald Reagan. Host speaking to talmage in georgia that it burned him out. So do you thank you pushed it to quickly . And with that increasing amount of dissatisfaction. With the unfair treaty we had formulated in the 19 hundreds. And then there was a big altercation and they wrote diplomatic relations with the United States and venezuela and other leaders organize the third world powers. All of the road there was opposition of the United States as you may or may not remember the panama canal treaty was signed in the middle of the night. The secretary of state in washington and no panamanian ever saw the city was negotiated by a frenchman who hadnt been there in 18 years and claim to be speaking for panama. Obviously everybody recognize that was an unfair agreement. Host he went back to panama to monitor the election to call noriega out as running a fraudulent election. The fact you are the architect of the panama canal treaty gave you a credibility that would not have been there . No doubt about that. And with noriegas orders. And then to be put in prison for a long time. Because the Carter Center monitor the election it was honest and fair. Host did you feel that noriega should still be in prison . He was sentenced originally 40 years and then qualified for a pardon. He served his time and has been rearrested because some of uses he perpetrated against citizens of france. He was extradited to france to be tried on another crime after he finally served his term. Host has he ever reached out to you . No. Hes not my friend. [laughter] and on the basis to monitor elections and at that time we were innovators from outside. And the 81st election and in the palestinian area in the they change from 50 years of dictatorship to democracy. And then i have to give noriega credit because i had to denounce him as a crack a crook. The oil industry and others are extremely rich and influential in congress and the National Election for president. They put as much money as they cut into the campaign and this includes others in one of the most stupid things the Supreme Court ever has done was ruling last january taking off all of it to make contributions to political campaigns. Even with this selection in 2010 there was a massive influx and then without being identified and then to defend them at the time. So that is what happened with the election and a change the whole character of american politics. When i was running against gerald ford and four years later against governor reagan we never dreamed of using a negative commercial we just said my distinguished opponent that that escalation on television and radio has become because of the enormous influx of money into the campaign so a candidate for Congress Gets 500,000 from the Oil Companies then they spend that on destroying the character and reputation of their opponent. What happened on both sides. Democrats do it also and although they disagree with the procedure it works. That both sides have pretty well convince the public that neither candidate was worthy of Holding Office so by the time i get to washington they carry over that highly partisan animosity from when reagan was first elected we had a wonderful bipartisan support and cooperation now there is no such thing congress is much more polarized now than in history. Some of the major programs obama put forward didnt get a single republican vote in the house or in the senate so republicans of acted irresponsibly during the first few months. After this selection they will have to assume some responsibility controlling the house of representatives. Host what about the start treaty . Its a wonderful treaty its good for the soviet union and europe and the United States and those arsenals of Nuclear Weapons and in an ordinary time even when george w. Bush was in office it would have been approved by a majority of us senators but this boycott and that purpose in 2012 he will be lucky to get another republican votes to put him over. Host what should president obama do at this point . Should he use executive power or find a way to work with congress if you were in this climate what card would you play quick. The next two years should be much more resolved and determined to stick with what he wants to get done and stop trying to induce very few republicans who support his position. He said he will not permit the extension of the george w. Bush tax breaks for people that are very rich. Then he ought to do that. Do what he said he would do and then they would have one vote in the senate to grant the extension of the bush tax reductions to people who make less than 250,000 per year. And one vote on the and not permit any possibility of extending the tax reductions for the very rich. If he does things like that he has some sense. Only when he was the wellknown technique that george w. Bush used with reconciliation to get the health bill passed. In speaking as a democrat i think he will. And to do that Alaska Conservation act and your name and conservation will be on the short list with fdr so how are you able to succeed so wildly in the conservation field . It took me almost four years to do it. And i memorized a map of alaska. Halfway through i saw we would not get support from the two alaska senators. And the idea and in 19 oh seven and to save monuments. And what should be preserved and gave the president almost unilateral right to do so. We use that legislation to designate as National Monuments to be preserved. And eventually the land that we set aside in alaska and other places was large as the state of michigan. So i had that to use. Host did you have a map of alaska . With a very famous house member but we would sit around the table in the president s cabinet room. So my words set it aside permanently as a national monument. The original bill referred to one specific building with vast areas of precious land and that leverage and those that were reluctant to prevail. So after i was defeated in 1980 thats when it actually passed. And we set aside an area almost as large as the state of california we doubled the size of the National Park service and tripled the wilderness areas in that one bill even though it was very unpopular that in alaska because the senators convince them i was taking away alaska land it was one of the most popular things that i did because they see how much it meant to their state. Host what about drill baby drill and the Arctic Refuge and sarah palin . Should it ever be allowed to have oil drilled . Never. Host have you been there . Yes. Host what you say if its empty tundra . I have stood in front of the porcupine heard this is a heard of 140,000 animals of caribou. My wife and i have gotten in front we actually have flown over a wolf that was 30 wolves and it and just off the coast of northern alaska we observed a group of musk ox when disturbed they form a circle with the meals facing out to protect the females and the cavs and we go flyfishing there quite often. I think they will be preserved that there is tremendous pressure to plot bribe members of congress to take this beautiful area of their to make that exploration from wheel. This is an area first set aside and i just preserved when alaska became a state. When i left office the only way i could do that if both houses of congress that could be done in and wire. But they all tried and sometimes came in two or three book votes with legislative support i hope it never happens in over a period of time more alaskans are realizing we need to preserve this area. When we passed the alaska lands bill we opened up 95 percent of all coastal areas and only preserve 5 percent which is a special area we are talking about where we prohibited and the 5 percent is not too much to say because its just like god made it i hope it will be there. Host why do you feel sarah palin and alaska is part of the Public Discourse . Have you ever met her or have views of what she is contributing . I never met her. Seen on television shes one of the most dynamic and attractive speakers we have ever seen. She knows how to appeal she is extremely eloquent. Clearcut political philosophy and is highly enthusiastic with her supporters. Within the Republican Party and the tea party element she will be a formidable candidate if she decides to run in 2012. I wouldnt be surprised if she could get the republican nomination. However even within the party many dont think shes qualified to be president. But she does have the capability in my opinion as the extreme outsider to get the nomination. Host is there any connection . And then to come out of nowhere with the pnet brigade and iowa and New Hampshire coming from the democratic side do you see what what shes trying to do . Now i finish my term as governor. [laughter] host will quitting hurt her . You didnt and reagan didnt. A large group of supporters dont hold that against her. She has proven that. I see no there on parallel but i do between 76 in the past year with the Tea Party Movement those that were wellmeaning completely dissatisfied in washington and i had that same type of benefit when i ran. And those candidates that were my opponents they were very distinguished and i could prevail and that was a driving force and with the iranian hostage crisis do you ever hear from them . Quite often when i go on a book tour normally one or two will send word that they want to meet behind the scenes and i obviously give them a free book and shake hands and they are doing quite well not as much as it used to be a good many would let me know and advance and then they would think that they did come home safe and free. Have a Good Relationship with all of them. I ran was so much a part and the two white house the Carter White House and then dealing with the hostage crisis is there something you would have done different . I know you sent an extra helicopter on the rescue mission but look at that whole situation and wish you would have done something differently . Not really if i knew completely what was happening but i dont think so under the circumstances because i was the last holdout to let the shaw come to new york for treatment of his terminal cancer. With kissinger and all those guys said let him come it to humanitarian thing to do. I contacted the president and Prime Minister of iran is that i was contemplating the shot to come to new york for treatment. Does it ever come back to making Big Decisions like that is very profound you could take out 10000 peoples lives does that form your judgment . I worship jesus christ as the prince of peace. And with the integrity to preserve the peace so although we went through four years of extreme tension and political confrontations we never dropped a bomb we never lost a missile were fired a bullet. And we protected our own integrity but then brought peace to others around the world. We were successful in rhodesia to lay the groundwork for progress to end apartheid in south africa. My daughter amy was arrested three times for demonstrating against apartheid. We could form a peaceful relationship for the first time in 35 years. And we brought peace between israel and egypt and so forth thats what we tried to do. Host you broken the mold of the next president and very much an individual and march to the beat of your own drum can you imagine being arrested like your daughter was . To drill in the Arctic Refuge. Would you go to a protest. I would say if the issue came up of moral conflict i would consider being arrested i wouldnt be hurt and as pro forma with publicity maybe that would be the unsavory act. That amy felt very deeply she felt very deeply like i did. Host in your diaries there is a section reading in spanish and getting your hair cut with a puerto rican barber practicing the spanish. Is it because you believe bilingual is important . I studied spanish at the Naval Academy it when we go to a vacation we go to a Spanish Speaking country. Spain is my favorite. Reading the bible in spanish and to read a portion of the bible in spanish she has 85 spanish lessons on the ipod it still studies at. Being bilingual is a great advantage and it turns out Spanish Speaking is important so we are the interpreters on occasion so its a wonderful second language and to have that is very important. And never have dictated letter in my life i never dictated any of my books. I do all my writing myself. Host why is that . You want that control theater roosevelt would dictate people to type them. So i need grade i took great shorthand so i took all my College Notes in shorthand. So i became a good stenographer and in the white house a lot of people wrote messages like secretary of state would write a letter sent to the foreign leader i didnt write everything from the very beginning that and then to come to camp david i hand wrote a letter and had them delivered so they knew that they came for me and thats one of the reasons they both accepted the invitation. And to asked people to release them do you keep an eye on that Like Amnesty International quick. To have a very strong Human Rights Program and i have a staff fulltime of the Human Rights Group and she and the staff monitor the most egregious abuses of human rights and they will prepare to send to a foreign leader who is abusing people in his or her country. Then i will send a personal letter. We get the students at emory to double check the legality of what im doing. And they say i have heard you are doing this to the people in prison without a proper trial they are ill and need to be released i know its contrary to the nations constitution and commitment would like to have a report from you on a personal basis about what could be done to alleviate their suffering. And i hope this particular matter doesnt have to go further into the public news realm. Its surprising how many times they say i will look into this then people are released. We still do that we have an annual meeting of the human rights defenders 40 nations who come to the Carter Center there are heroes in their own country against the human rights abuses sometimes the dictators will not let them out that we meet with them and discuss their problems and those that are the most eloquent sitting around the table and with these human rights abuses and they meet with the specialist and we do that every year. Host so you have the secondlongest military career and you are very factual so when we get to village when people have hiv that holds half jimmy carter side noted in the emotional way you were touchy people taking the children. You seem to feel the suffering of people like your mother did is it hard to have that much compassion to get things done . The Carter Center has a commitment to eradicate or control the most terrible diseases on earth. They call them neglected diseases because they no longer exist in the rich world and afflict hundreds of millions of people still so thats what we dedicated to the Carter Center to do as primary purposes to control or eradicate those diseases so my wife and i go for those diseases are not even known in america so these diseases can be eliminated. The 40 the net and even malaria we dont have that here so in ethiopia the Carter Center but to remarkable insecticide that nets in every home is ethiopia 20 million thats in the government raised 17 million i raise 3 million. Thats we do around the world now. So now there may be a professional commitment that comes natural for those who work with us. Host when you were younger man talking about harry truman. Now is the next president thinking about what you know , is there are president you draw inspiration to . Thinking about American History if you think there is the president i can truly respect . I havent changed my mind. I still say harry truman in my lifetime. Not saying lincoln or others but in my lifetime. He affected me personally. And roosevelt was killed i cried when i realized this Vice President would now be my commanderinchief so harry truman 1948 decided to do away with racial segregation armynavy Navy Marines Coast Guard and the congress i do not do it a lot of is on military leaders majority said dont do it and he did it anyway and that affected my life greatly so i give truman credit for pioneer of racial segregation. That change my mind i thought he was honest and courageous. You identify as a navy man the korean war was a submarine officer during the korean war and i was in the pacific and the korean war started then transferred back to the east coast so i feel personally involved in fact it is came back from north korea. Host in the white house diaries you talk about visiting korea with a huge crowd of 1 Million People why that kind of crowd in south korea . Some reports were 2 Million People are you willing to go there to negotiate a settlement after this recent back and forth . The North Koreans trust me. Fifteen years ago we were faced with the prospect of the korean war is a combination of jesus christ and north wash on in the washington because of various reasons he decided he would expel the International Atomic energy inspectors to reprocess the fuel rods and the United States started to impose much more severe sanctions on north korea then sends the fifties. They announced that happened he would attack south korea so they could destroy the capital because its very close to the border so i decided to try to resolve the issue and i got approval from president clinton and i negotiated successfully to put that into official agreement and that is what bill clinton did. And then they stop the nuclear process well onto the way of the peace treaty with north korea and president bush came into office so that was on done and president bush declared north korea was the axis of evil and then they began to be process the fuel rods now they have six or seven capable explosives. So they asked to come over again and again wanted to negotiate and then have a Permanent Peace treaty had existed from the United States and north korea so thats what i have done if obama asked me i would be glad to do so. If the attention gets terrible of war could break out and if you could stop . Only if i got permission. I never have been on a foreign trip without getting approval from the white house. I make a report when i get back. Sometimes i have to say the president was not enthusiastic about me going but its my permission and then i did get permission but they made it clear i was going to represent the Carter Center and not the white house went on a private plane and when i got back and made a full report to secretary of state clinton. Host george w. Bush access of evil on axis of evil speech. They had very good relations relatively speaking secretary of state albright had a ready been to pyongyang to visit. And president clinton decided to go to north korea december of 2000 had to cancel his visit nobody knew he would be the present. So that was a situation of accommodation but when he made his speech and that was a signal they were abandoning that i hope to negotiate for the North Koreans. I work on the Carter Center and to be endorsed by the Chinese Government they have 600,000 small villages in the Carter Center has been asked to monitor those elections held and we do that for 12 years. The representative of the Carter Center go to make sure we have honest and fair and free elections everybody in the village is automatically registered to vote candidates who are not members of the communist party there is a secret ballot and im hoping for the communist party takes over the counties and provinces in the National Peoples Congress Every five years. So that process involves the Carter Center is a major monitor to bring democracy. Host final question the issue of Global Warming talk about the department of energy and fossil fuels is there a Global Warming that there is a concern with the Midterm Election and they stay away . Are you deeply concerned . I am. Its happening. American cities are beginning to suffer they had had an increase of sea level 16 inches already and those that live on dry land so now in alaska they were banned in several native villages and then i. C. E. Is melting around it so im very much concerned. And bolivia will be the first major country to suffer from Global Warming because they got the fresh Water Supplies for people to drink. And they are part of the first major country to have an adverse effect on the lives of their people have the Global Warming issue. And unnecessary production of carbon dioxide. Not going to do it as dana harvey would say. Not going to do it. [laughter] is not that im a bigger shots but to be very patient and i would like them. [applause] they do all the work on this. Doing the editing just like on barbaras book i am just delighted they are here. I am thrilled we believe in the work of americares and the ambassador at large and my classmate who studied it all those years ago. [applause] and he tells me unfortunately with so many recent tragedies they are busier than ever with turkey and kosovo and they do great work and just by being here today and buying a book you are helping i know that they are appreciative. And they asked me to talk about why did the book i was talked into it because i have not written a memoir nor do i intend to, barbara wrote a wonderful book five years ago that talked about her life and family and that was our families memoir. Last year brent scroll croft the National Security advisor and close friend wrote a book with me called a world transformed of the historic changes compressed into the fouryear. So i felt that the book did the job and the main reason is i cant remember anything. [laughter] me had a research guy who said tell me what francoise said i have a meeting with them so how will i write that stuff cracks so we came up with the idea we made up a book of letters and you will also see there are diary entries that meant my part was already done and that there was no revisionism thats whats are presented here if i write memoirs today i know im properly point out i singlehandedly won the war in the pacific in world war ii. [laughter] thats the way all guys are if you read chapter one looking like a scared little kid these being greenwich so now let me talk about to give you some flavor what its about and ill be happy to take your questions when youre in the White House Press room a guy like Sam Donaldson will say tell the truth. Im so glad you asked the question. [laughter] and then mr. President you cannot leave until you tell us exactly. Thank you for bringing that up. Now i wont answer it and not have to worry about these things anymore. [laughter] 1943 finishing pre Flight School and went to minneapolis getting my final training that this is in and 43 i got a letter from the uncle to the great opera singer federica he was on a furlough recovering from pneumonia in claims glad i was in texas maybe i am i hope so i would be absolutely sick guys are getting plucked off all the time it happens its funny being thrown in with a bunch of guys so much older they dont seem older but here they all talk about getting married. Everybody asks me when i will marry barbara. Good heavens you think last year this time i was thinking of prep school and pound. Thats the hard part average guys of 22 . Its only natural to think they my 18 years keep coming up i wish i were 20 or 21 the fellow whose lives me be better to have a degree in can profit with military experience and then i go to college if you think i change with those fellows you are sadly mistaken with the Million Dollars and a beautiful life. I feel sure of it. I know there is such a chance shes so young and attractive we can hardly expect her to keep caring for me so now this is july 1944 and this was jul jd the First Mission was over wake island her son was my roommate i received your letter one week ago we been at sea for a long time i was touched by your kind words i wish i can tell you exactly what happened to jim but i dont know. Nor does anyone. He just never returned we all felt certain he would be there when we returned. But there was no trace. The search has been launched by another carrier it is possible at this very minute he is on an island i know how hard it must be to keep her spirits up but all of us must keep saying that he is alive and it goes on in any event it begins in a letter of 1948. I cant imagine our Baseball Team having been runnerup two years in a row im sure youre fascinated. [laughter] we were playing the finals but there is only the loincloth.
