Governor hogan is absolutely great to have you this afternoon its so great to be with you thank you. Conjunction with what a great book governor. Their assumption task stories in this. Such an honor to be with you today. Its probably going to have best and maybe my worst book as well as my only one. When i reddit right there in the first couple of chapters that reminds you came from a political family from congress in the 70s and ran for the senate you came from pedigree in maryland. Im very proud of him and gave up a safe seat in congress to run for governor. I learned a lot about Public Service and integrity for my dad put ice but most of my career in the private sector. Certainly probably had something to do with my early interest in politics. And the reason why it took interest in getting involved. Your dad was famous for calling them as you see you then. An issue no one incredible moment of fame with him being the first republican member of the house. The first republican i think the Judiciary Committee to support the impeachment of president nixon, right . I was in high school the time heard my dad was sitting on that Judiciary Committee. He was a strong supporter president nixon. I got a chance to meet the president. He was fond of nixon and thought he did a good job is one of the folks on the Judiciary Committee fighting to make sure the process was fair make sure the president and present evidence. He was a former fbi agent and a georgetown lawyer that after seeing all of the evidence it pained him that he really believed he was a first on the committee to come out and say so voters in the district the things im most proud of him about pretty had the courage to stand up, put her outside his own political career and put aside Party Loyalty and personal affection and do what he thought was right for the country. Host yes that is a courageous act i just had to smile about it you had to run for in doing some research that everyone president reagan used the great script and we got the governor with president reagan speaking about your dad. We dont need rubberstamps in the senate. What we need are hardworking people of ability and integrity. Like larry hogan who are willing to contribute their brain and hard work to building the american future, you and i believe in so deeply. Unite think after the first time i heard that. Its really incredible thank you for digging that up and sharing with me. I will send you a copy, governor. You are truly an authentic reagan republican has to be the case because you have some history i dad for scott m politics by him when i became interested i was involved of the teenager i was in college republicans, when i was in college when i was in 1976 my dad was in the house with president gerald ford which i got to see meet him and his family for my dad was chairing the campaign for reelection prayed my dad had big part in ford becoming the Vice President and then the president because of his role. He was a great man and a great leader. I was so enamored with reagan that in 76 i was at the convention as an alternate delegate. I was just a young kid. And that youngest member of the delegation. Maybe the youngest person at the convention on the floor. But i was marching around with my reagan sign mi reagan at because i thought he was such, his positive vision for the future and the way he spoke just reached me in a way that frankly gerald ford didnt. And my dad is a friend of fords when you doing out there supporting reagan out there. I was a true believer in 76 when he was unsuccessful. I got involved, i was a chairman and an 84 nobodys philosophy as i was more interested in with Ronald Reagan i was coming of age served on the inaugural committee is to look back to all the time. Thats kind of leader i aspire to be. See when this is your first book i believe. Some have finished their first book some people found the process miserable, where you fit in . Slow cathartic i think i wrote most of the books for it i wanted 2014 as a governor of maryland which was nearly an impossible thing to do in the highest democratic voters, we had very little buddy and nobody expected us to win process second republican 50 years to be elected. And will be pulled that off people said you should write a book about how you did that. I sit i havent really accomplished anything, i cant write about. Then it went through after 90 days of being governor of the riots in baltimore. We got credited with doing a good job of handling this you should write about that experience. Then i battled this lifethreatening cancer while i was governor after five months in. They said you have to talk about this. And then one, huge reelection became the second governor in 242 years republican american to be reelected. They said you have to write about this parade so eventually got around to it. I finished the book, turn to dan, february before this coronavirus crisis. That took a long time as you know to write the book. But i enjoyed the process. And i hope people will enjoy reading it or die asked the publisher to put hold. It was supposed to be out about two months earlier. And they can only delayed until the end of july. But the me to it add and make it more current some the things were going on today with my leadership of the National Governors association and fighting get makes for more interesting book. But its difficult to get it done, planned a big book tour around the country. And now we are doing it all virtually. As we are still doing with the crisis because its just impossible to have in person events these days. So want to thank you for giving us this opportunity with you for first event. Governor, first congratulations on winning a tough fight on cancer. I have unfortunately had the same experience diagnosed with stage three different kind of cancer i thought but just magnificent accomplishment for you to have been able to fight and beat that disease. In just a few months into your first term as marylands governor. How is it possible for you to have fought that fight and run the state of the same time . Guest will god bless you im glad you made it successfully through your battle. I will tell you it really change me as a person. It made me realize the things that are important. I met so many incredible people that went through tougher battles than my own. We got to meet their families and see what they went through. Something im going to be involved in forever and trying to raise awareness and raise money for organization and find cures for these diseases but id only been governor for five months we had just won this big huge overwhelming upset victory the biggest one in the country. And then i had my first legislative session after putting together an entire government in an overwhelmingly democratic monopoly state. We cut taxes for the first time we balance the budget. We got rid of a 5. 1 billion deficit all the first 90 days and then battled the riots in 60 days later i got hit with this news. I came out of the blue press on my first trade mission to asia. And i had, wasnt feeling that well. I had aches and pains but i was a little tired but i can think is inning serious. I went to the doctor ended up having doctors came in i had an aggressive cancer all over my body from my neck and my groin. It ended up being almost an 18 month total battle with 24 hours while big a brandnew governor in a tough state with a lot of things going on. Ive some of the stories about people i met todd await tell my familys fathers day week when i got this news pretty have to tell my wife and my daughters and my dad who is 80 at the time. He was coming over for fathers day. He took a harder than anybody. I was still his little boy he couldnt keep out of trouble and protects he cried the whole tim time. We announce it to the whole state of maryland i tried to be very transparent good 6 million just put their trust in me i continue to try to working i worked from the hospital bed continuing to try to run the state came out of it, thank god stronger than ever. Aside from finding the best doctors you can advice governor for people going through a similar experience as you did you dig deep, theres one important peace of advice you might give them a big believer in the power of prayer of a lot of people praying for me having a positive attitude with the mental part despite the physical ravages of these having a support network, not just your family but have people who care about you is lucky enough to have thousands of people across the state who were pulling from a paid not everybody has that. And have the incredible medical care and attention you can and listen to your doctors i was lucky because in maryland we have an amazing medical facility. We had great doctors and nurses were taking care of me. I think people need a support network. They got to stay positive. They will get through it. What whats talk about another terrible illness for a few minutes. I know some of the final chapters in your book. Obviously that is coronavirus. Here at the Reagan Library in california is the governor we are still in the states facing a tremendous crisis the number of cases continued to grow in the number of deaths grow. You all seem to have gotten a better handle on it in maryland. And i know it has been one heck of a struggle. How have you been able to do that . I dont want to get too overconfident to read because we do have a pretty good handle on the numbers right now. But we are not being complacent. With this could get worse getting into the fall. We are seeing alarming spikes across the country the virus does not recognize borders. And some people are taking different actions and its affected where they are in the curve and how successful they have been in flattening the curve. Right now, our metrics that we are following are still trending pretty good. The number of cases, we have increased testing dramatically. So you can touch a lot more people, cases are going to go up a little bit. We talk about positivity rates, hospitalizations, and people are filling hospital beds in icu beds and or death rates all of which are trending down. Weve got to stay vigilant and stand top of this. You saw some states that were in a relatively good shape that have just are out of control no now. Weve got to listen to the advice of the Public Health professionals. The epidemiologist the smart scientist. Weve got to wear masks and social distance into all those kinds of things. We successfully and safely reopen but 98 of our economy. We reached the peak of the virus who watch it every single day were not going to hesitate to leave those decisions. We have to make very difficult decisions as in every state in the nation. I never imagine being in this kind of position or making the kinds of decisions we had to. Almost every day we are were making decisions that had to be made to keep people safe. Sure, sure. This is not inexpensive onshore all this unexpected virus in all 50 states can cause havoc states Financial Systems how is it going in maryland are really impacted impacting the economy and most all those Small Businesses out there. The loss of revenue the additional people weve got to help. Because of that because people arent working because businesses are suffering and because people arent outspending money the revenue is down and many states may be as much is 25 or 30 . Theyre not as bad as some other states. But we are going to be really impacted and have to make very tough fiscal decisions in the state about how we provide more services to more people who are really in need with a lot less revenue. So its going to be tough for governors across america. Is it still a Sticking Point between the white house and the states governors on whether there will be any federal assistance to help manage the impact of the state level . I dont know if youd called a Sticking Point. There is a difference of opinion sometimes between the governors and the white house. We have, i tear the National Governors association. We work with her colleagues on both sides of the aisle. And have throughout this entire pandemic. I think we have had 41 or 42 calls with all of the nations governors, many of them with the president and or Vice President and the cabinet. The communication with the ministration governors on their own and on the call has been good. And the governors have been really good about sharing best practices about what is going on in your state how have you dealt with this house is working. In the federal government has stepped up it with respect to the cares act with the funding out there is to help people unemployed or help the Small Business are also frustrated and sometimes were not getting all the assistance and help we need. We had early testing the 50 states grandma with everybody making stuff up on their own. Soon take the federal and State Government to continue to work this battle the good news is we are all communicating. Working to the differences of opinion. I know governor that media often times tend to overplay if there is any criticism sort of dispute you know how that works most of which is fairly productive. In one sentence will get pulled out of their, its seems more hospital or negative than its intended to be. But i would say there has been some friction and there has been disagreement. Weve also been appreciative for the help that we have gotten. The governors agree we certainly recognize that their real need the states have id have not been afraid to stand up and tell them in a fairly directly, thats my job as the chairman of the governors. You mentioned National Testing strategy. If there was one single element about the administration, the actions during all this is that the one you say boy we really should have thought that through better . That wouldve been of most help to the governors of the state. I talk about this in the early stages of this i was writing about in the march april timeframe, early may. At the early stages had we gotten more aggressive, there were some really smart people in the administration that were aware in giving advice to the white house. I think they were a little bit slow on developing this and saying lets leave that up to the states. I appreciate the states flexibilities for but theres certain things only the federal government had the ability to do and i think a massive Testing Program early could have helped us stop the spread in an earlier stage before we had 140,000 deaths in this thing spiraling out of control in a number of states. I think the messaging while we had great meetings at the Coronavirus Task force with the Vice President all these leaders, sometimes the president s communication wasnt different than what we were hearing from the rest of the administration. Thank the messaging was one of the big problems we had been her tongue but here we are with the reagan was such a great communicator, i think the communication skills fell a little short with this for the president for yeah under should fairpoint. Schools out here in california around the Reagan Library most of the states we got the unfortunate news just last week from Governor Newsom from the semester at least all of the Public Schools are going to need to operate online rather than in person. Have you made a decision in the state of maryland how the schools will operate . Im sure there are a lot of parents concerned about that. Everyone is concerned about would like to see your kids get back in the schools as quickly as we can. Think its really important to actually have kids back in the classroom. I also need to make sure we go about it in a way that safe for the kids and the students so we havent made the final decisions yet for the way it works in our state we have a state board of education. Put out a plan, kind of a framework of a plan about a month ago. Put a draft together some flexibility in areas that are impacted and affected differently or some people may be different from Online Learning some type of hybrid. Other schools that are able to open up. Were going to do it, policy to guidance which has been excellent. And listen to the Public Health professionals and just try to do everything we can to get kids learning again in a safe way. Error on the side of getting kids learning again. And in the classrooms were doing it safely. Sure, sure. There is a several chapters in your book, governor about where you talk about one of the most difficult situations you have had to face terrible unfortunate circumstance involving Freddy GrahamBaltimore Police and all of that, i dont need to tell you. We are seeing similar situations. Like you faced in baltimore. Occurring in cities throughout the United States today. Thats the results of a tragic killing of george floyd. What lessons did you learn and tackling situation of baltimore. I dont want a monday morning quarterback but is there advice to be giving to other governors now facing the situation in their own states . Yes i think there are a lot of parallels part as i mentioned i finished most this book on vibrate first and put it on hold. I had no idea the time that i wrote the five chapters about the riots in baltimore how much of a parallel there would be to whats going on now. I had been governor just 89 days when the worst violence in 47 years broke out in our largest city of baltimore. And in the first, just the first few hours this was after the death of freddie gray at the very beginnings of the black lives Matter Movement just after ferguson. But in the first few hours violence and destruction broke out in baltimore. We had 400 businesses burned, looted and destroyed. 127 police and firefighters were injured and hospitalized. The citys police force was overwhelmed. And the citizens of baltimore crying out for someone to come in and try to keep them safe. I ended up, it was a matter of hours calling a state of emergency, sending them more than a thousand Police Officers and 4000 members of the national guard. To try to bring a peace and calm to the citizens of baltimore. That allowed the police for protest to take place for a solid week. People were expressing really legitimate frustrations. We did not want to aggressively move against those protesters to further inflame the situation. But we stopped and did not allow any more violence or destruction after that first night. We did it very successfully. We got praise across the country for that. I think the people of baltimore appreciate it which was important. They felt like things were going to be okay. And we lowered the temperature. And i think that is part of the problem today. There are two things going on. One, cities are not handling the violence and destruction they are allowing to take place. To week of a response. And then in some cases we have a say in Portland Works going on for months of destruction. And the federal response complaints about too aggressive. And it is further inflaming. So i actually taught a course of the National Governors association on how to handle a crisis like this i quote Ronald Reagan and that i learned from him, peace through strength. I think in this situation youve got to send in enough manpower to keep people safe. Stop the violence and destruction but not go in and the heavyhanded tactic thats going to make the situation worse. Thats it we successfully did in 2015 for it say this time as we saw some peaceful protesting across america, we also saw some really bad situations and many of our major cities. In baltimore we did not have those problems this time. I was very proud of the citizens and the police force and the way it was handled this time. I think its a result of what happened in 2015. Gladys the question. I will follow up. How about advice, i presume you want to give the same advice to the mayors. This is interest in letting people blowoff steam it causes an enormous problem, does it not for the mayor himself or the governors for the states it just seems completely irrational to allow this kind of violence to occur rather than get right on top of it. I absolutely agree. Talk about this in the book. This is exactly what happened in the early hours in baltimore in 2015 were the then mayor of baltimore was ordering the police to stand down. Too not respond. And she actually went on television and said she was going to give these protesters room to destroy. She was not going to step in. I couldnt believe ive never seen a response like that. Just let them to continue to destroy the city. I said we werent going to give them room. We are going to bring in 5000 people to stop them. Thats exactly what happened. Well done. I saw from your book governor some pretty good conversations between yourself and the mayor. I think people will find inside view of kind of what it was like to go through that. Maybe some of these mayors and governors that are dealing with now will take a quick read. Especially those few chapters they might find it helpful. I think youre right, i do. Another important issue in maryland i know it was important in virginia to i were i grew up, as our dear dear Chesapeake Bay. How are things going governor for the bay . Is it maintaining an attitude thats keeping it clean . Vibrant . How is the day doing . Im glad you asked that. Sometimes people automatically assume you hear that republicans are sometimes tainted with this tag to be dont care about the environment. Democrats are automatically supposed to be better for the environment. I know my predecessor in previous governor like to claim he was doing good things for the Chesapeake Bay. But we have actually been able to invest more in protecting the bay and preserve the Program Open Space more land to keep runoff from going on. We did it in a more efficient effective way. The health of the Chesapeake Bay that the bay is now cleaner than it has been recorded history. Thats after almost six years of really solid effort on our part. It could not be prouder of the team we have in the state of maryland. We have been working on clean water issues. Chesapeake bay is a national treasure. It is so important to the region. Really the country. Its a model for how you can go about cleaning up the environment without killing business in the meantime. The bay is part of the heart of maryland Economic Business activity right . Is that the bays not cleaning going wealth going to be difficult for people to make a living. Weve got some great crabs in that bay to. Just cross over to marilyn. [laughter] how did crabs go this year customers meant they went really well. Ive tested them out and sample them personally. Mikes crab house. Lets talk about another difficult issue for marilyn that you covered in your book. That is been a plague in all 50 states. That is the opioid crisis. Tell me how difficult has that battle been in maryland . And where you sit in the fight . Its a really fairly difficult battle and what weve been wrestling with for a wildcard when i was running for governor in 2014 is not something people want that focused on some pretty organ core or suburban area were little bit of everything. I would be leaders in the area and i would say what is the number one problem in every single instance they said opioids. And i was shocked. This was not just in the city of baltimore. It was in a rich, wealthy, suburban counties like Montgomery County where the richest counties in america outside of washington. It was in very rural agriculture communities, small towns. I was shocked. I didnt know at that point. Now we are very aware of it. So i focused on this as soon as i was elected a put my Lieutenant Governor in charge of a task force focused on opioid addiction. We came up with a number of suggestions and pass a peace of legislation to enact all of them prayed we have attacked it from every direction because it is tearing apart families and communities from one end of the country to the other. It is killing people. And its costing us lives and money and focus. It is ravaging the country. Weve gone after it with everything got. Weve made some strides stop the explosive growth but it is a tough one to get a handle on. Cant the coronavirus you fix one part of it another one pops up till bit like whack a mole. Not growing at the rate but we havent stamped it out. This fence and all is a very dangerous drug. Got part of it under control than the spent milk came in from china which is more deadly. Yes absolutely. Host mga. Its a tribute, governor, that you were chosen to be the head of a National Governors association. Tell me how has that job been for you . I bet you it is helpful to you as a governor in the state of maryland you get to see a good crosssection of the issues occurring in other states. Maybe take best practices or ideals from them telling about your chairmanship. You think it is been an advantage for his governor . Guest yeah sure. When i was first elected a went to what i call baby Governors School a seminar for new governors. And i met some governors some across the country for it i was really impressed right away at the National Governors association about how well people got along. Ive been very involved in this organization after about six years. Ive been on the executive committee. I was very honored that my colleagues unanimously chose me to it lead them. I started out in my position last july with the you get to pick up chairs initiative. I started an initiative on rebuilding americas infrastructure. And we were doing this all around the country. We are making great progress. Still an important issue we are focused on. Within this coronavirus broke out. Which made her think the Governors Association even more important and relevant than ever. We mentioned we had 40 some calls, videoconferences with the governors that hasnt happened in the past 20 or 30 years combined. We have done n a has been amazing frankly. I frankly couldnt be more proud many people probably did not even know existed by think its been worth it weve led during this crisis its an opportunity during a time that it think american are states really needed somebody to step up for the governors to step up. And i was happy to be able to lead the governors during this time. Host governor what is it about the environment the dynamic the National Governors association at least in your experience that you know its actually probably one of the most productive bipartisan groups in america thats actually getting something done. Wondering if there is some way we can borrow or steal from that model . I sure would like to get the folks in washington and congress to follow that model. A talk but that of my little bi bit. I think most people in america are somewhat frustrated with the divisiveness and dysfunction were nobody can ever get anything done. Nobody gets along. It is such a personal battle back and forth. It was not always this bad i dont think in congress. The governors are different and unique we talk about governor reagan and his leadership. A lot of governors have been successful to become president. But the governors have to govern their states every single day. They are running a government paired they are like president s of a smaller operation. But they are in the executive branch prayed we are not in direct competition with one another. In congress are fighting everyday on a committee, arguing in state legislatures are trying to defeat this person or that person. The governors, i am not in competition with my fellow governors. We sit down and say how are you doing with this problem . Its almost as if there are 50 ceos of companies sitting around saying what can we do to do a better job of growing our businesses . We have to provide the same kinds of services we have to get up every day and make sure our states are functioning and providing all the services britain governors for the most part we disagree on issues dont get me wrong, but we are not in competition. We are not out there wearing blue jerseys and red jerseys every day. Yeah, yeah. So this was my clever way of getting you to start the conversation about the presidency and not necessarily the president s of these smaller states. The presidency of the United States. And i know last year, you perhaps it was your experience at the nj but you got to look at the whole nation. Think you traveled to new hampshire, you thought about maybe there is a role in a run for you someday is that right . s not exactly right. I didnt really think about it too much or too hard. But there were a lot of people after i was reelected in the worst possible year. In a deeply states with a blue wave only Loss Congress and we lost many sitting governors while state legislature bodies across the country part i was overwhelmingly reelected in a landslide. And second republican intuniv 42 years to do so. So people started saying, hey, how do you do that . How do you appeal to a wider, reagan siri of a bigger tent and reagan democrats i was able to get democrats and independents to swing over and vote, we have done well with suburban women and minorities are not doing as a party. People started saying would you consider, how about this . I know theres a lot of talk about that. But i never put together any real effort to move in that direction. And now that i put this book out there is a lot of speculation pretty mustve written a book because we been concerned about 2024 part i think it is far too early to talk about that. Ive got great job in maryland until 20 of 23. I am in the middle of 20 crises im dealing with the economic crisis the Global Pandemic and im going to try to stay focused on that. But i do want to be a part of the future discussion about where we go as a republican party. Ive been active in the party my whole life. And since i got so excited about Ronald Reagan especially , when i am concerned about the fact we are not listening to that advice reagan gave. We do not have that hopeful positive message and vision that is attracting more people in growing that bigger tent. And i went to at least be a part of that discussion. Im not as concerned, i dont care so much about what my future is in the republican party, but im really concerned about having a future for the republican party. Us winning elections and being able to win and get things done in the continuation of the party and the twoparty system is critical. We got to win elections in order to do that. We have plenty of time to talk about that over the next four years we have to see what happens in november. I think the parties going to take a hard look after november about what we are going to do and be in the future where the rig to continue in the direction we are heading or whether we will perhaps go back and look at some of the lessons of what we have accomplished here in maryland but also how Ronald Reagan was able to revive the party after watergate. We started the conversation after nixon everybody said its a death of the party we came back pretty strong. Yeah thats right. This topic just taken us through governor, and my mind were listening to notes absolutely fascinating i think theres going to be a moment whether it trumps reelected or not. There is going to be a moment when the party, trump is not the president and the party situation were they will be a trump republican were you a reagan republican . Youve learned so much in this. Think youre saying is your experience in maryland has been a winning formula the parties got to look at exactly that. Is that right . Where they are heading in what we stand for. And how we are going to build that winning coalition. Will have those discussions in just a few months if you got drafted into the role some up for me if you would, how would larry hogan presidency differ from the trunk presidency . Are there some key differences you can put your finger on and say i would do this different or that different . I think if you look at how we have been able to be successful here in maryland i would say a lot of it has to do with the fact that what i have been really focused on, its a lot like what i admired about president reagan. President reagan, he really stood up for the things he believed in. But he also was willing to sit down and reach out to the other side. We had that group rate relationship with tip oneil. They got things done together. They found that common grounds, that middle ground where they could reach agreement. I think thats whats missing today. I have always believed, ive had to out of necessity in mice that you have to my legislatures liberal democrats. Weve had tremendous success and gotten things done because i dont try to demonize the other side. I try to listen to where they are and move our ideas forward part i am a big believer in the compromise is not a dirty word. And that we ought to be, what most people are looking for is just common sense its a big chunk of america thats frustrated with the whole political system right now. I love the fact that reagan brought people together across party lines and had a full positive vision and stood up for the principles he believed in was willing to reach out. I dont member the exact quote. Something about 80 , you know the quote im sure. Yeah. 80 of a loaf of bread is better than nothing. Right . Right pretty got things done. And sometimes by just being so strident, i think you are more effective. I know ive gotten a lot more done by working together and trying to find that way we can reach an agreement. Well said governor. Let me just say, governor, it has been a real pleasure to talk to you today. This book it hits the stands next week . Is it out this week . The one being published . I hope people will enjoy part i enjoyed writing it im glad you enjoyed reading it. It cant take how much i appreciate you having me talk with you today part i am sorry we were not able to do it in person.
