You declared statewide Health Emergency on march 11th when there were only four cases in your state. But as you see that push you to move so quickly. Two things, you know that money. Rus is so it comes with travelers. I was still dealing with people traveling on a cruise in california an adult with the pandemic before. In the earlier you start, the more aggressively you start the better control and management efforts you have. This is the problem because you cant see the pandemic. Everyone i think falsely assumes that it wont come here. And wean will wait until we see what is happening. And for too many it is easier to explain pretty have to move immediately. Otherwise it rages out of control. We have seen it all across the country now. Jonathon in a followup. He said the through pendant before. A talking ebola or something else. Gov. Michelle grisham so we had the flu epidemic. In 2007 and 2008 and then in 2005, when a flu vaccine shortage. And what you are in a state where you have higher per capita issues related to chronic issues, for children and adults. That you have a higher death rate from influenza, we have a third of the capacity of Healthcare Providers and hospitalizations. I literally had to join in illinois, to import flu vaccines from canada which you really could not do then. And we found a soft can i say, at louisville. We brought it in and i protected the mexican residence and pretty and i further protected them. D then when the epidemic, the same thing. He didnt have those investments in public health. Getting the people and getting them vaccinated. And private providers, really challenging. So im probably answering this too long jonathan. But in december, i, knew this s coming. I asked my teams to start planning in early january. So we began to help roundtables and start looking about how to secure ppe and testing supplies. Jonathon that is really interesting. It started focusing on this in december then living with her staff in january. Sigma dissipated what could happen. But did you anticipate the action from the federal government terms of having a national strategy. Gov. Michelle grisham no. Ve in my wildest dreams, i would not be spinning my time finding supplies, testing supplies and the manufacturers and try to figure out which instrument was going to authorize an emergency use and then just for the virus. Not every instrument was available. Not every testing kit was available. They were all at the timeen universal. Getting swabs and then chasing ppe screen and then in my wildest dreams, it wouldnt be dealing with the federal government who is literally then taking the things that you secured and redistribute them for the country. And while youfo wanted it to bea country focus because it wasnt. Admit that you are fighting frankly with other governors and fema to get the adequate supplies into your state. In our scene and occur again. Without any federal strategy it still now that you have these outbreaks, governors are in the same situation. Chasing down supplies, and trying to out wit and recover the first responder. His most outrageous environment ive ever worked on. In my entire career. Jonathon so now lets talk about the outrageous environment that youou were working in your state pretty give a press conference. That was last thursday we said going in the wrong direction. What is the latest data from restated what is driving them. Gov. Michelle grisham two things we believe. We flatten the curve early we did have significant issues in theit northwestern part of the state. Hes pretty well known in the country. Folks like the Navajo Nation that are. Dealing with critical issues. Youve got People Living inn vey remote areas without Running Water or make electricity. And they are not near any services. Largely supplied and also by the federal government. And then dealing with the tristate region. Very different roles in very different strategies. Very different resource develop. The third thing is they have a secure population. An incredible poverty and chronic disease issues. And again virtually the failure of federal government. I can tell you by the Navajo Nation. Early on, an alarm to the white house, we really needed to do something specific needed victory. In more specific to the Navajo Nation because they are so at risk in the couldnt get out of the tristates strategy up and running pretty cannot get arizona to think about the aggressive testing strategies for the setting up the screening systems and triagee systems. In arizona, utah and new mexico. Really challenging. Also comfortable logo the cooperative efforts, just not the kind of leadership needed early on from Indian Health service. But except for that, new mexico crackse friendly was singing a reduction in cases and other counties in the state. A very slow company and we introduced risk rated and embedded mitigated. In the surrounding states to be in the same situation. What happened. Surrounding states not in the like situation, i have to say the new mexican in the border states and the personal behavior we are not as as they needed to be. And so we saw then huge rise in children cases we believe in the next couple of weeks, there will be a just and also mortality basement tight and devastated by. And immediately rollback many of those issues now we are literally signing the mexicans. As our quarantined, and theyre not Wearing Masks, all of the time. If youre outside of your house, you have to have a mass phone. Jonathon you have given me so much a followup on that answer freedom going to go back to what youre saying but the Navajo Nation. In the last hundred collect basic infrastructure. And just signed into law, and incredible Capital Investment to connect them to Running Water. Ive got to figure out the rest of the laterals but im clear about what the drifts are in about what we need to do with the Navajo Nation. It is also much that i didnt hear back from th white house. It is more jonathan about staying the course of that leadership. Being cohesive and comprehensive. With us look like and what is that mean. Instead ended up walking down and doing a lot of work in a county. Delivering all of the food and water to all of those surrounding to the localrr bodyf government to the Navajo Nation chapter houses. In the president and Vice President in the the Navajo Nation likewise had a very extreme for feel, lockouts the only way that works is if you work with them. The federal government, more than four six weeks to even get fema on the ground operating there. I dont think they were nearly as effective it until the wager late. And getting adequate testing supplies and even today, the Indian Health service runs a covid19 test, it will take twice as long for even longer to get it back from a laboratory read that if the tests came back to our state laboratory, i can turn this around and 24 48 hours. The sooner we know youre infected, the better we are at managing the isolation. In the state of new mexico that did all of the isolations. Not the federal government. Jonathon and that its interesting that you turn it around into mexico and 24 48 hours. I have been hearing at least from other states, that can take up to a week to get results back reliving followup on something you mentioned in the first answer. That was about people coming in from other states. As we been talking about your state relatively has a lower number of covid19 cases comparing to your everything is like color in arizona. But the covid19 patients in the county up in arizona are now being moved to albuquerque and traded their due to staffing and equipment shortages in arizona. Arent concerned about the potential risk that this poses to new mexico. Gov. Michelle grisham you but we are. We have been watching, the hospitalization rates in all of the surrounding states. In early on, and i get at mexicans have i every right to e both concerned about their personal wellbeing and safety and that of their families and what is happening economically and i have a lot of the new mexicans, they are going to theirthat to get healthcare in midland, lubbock, early on in the pandemic. I said, we have plenty of access to Healthcare Providers. He went over the border, and come back in 14. I got a lot of pushback to that. But just what we predicted, we are careful, those hospitals philip and you participate moving the virus. None of her hospitals and even if it wasnt legal, no americans we deny another american healthcare. As we are. Does create real challenges in new mexico where i have a third of the Hospital Capacity and a third of the Ventilator Capacity per capita than any other state in the nation. Were picking up sport to texas and arizona. I have to do need to better job at managing trend 20. These equity challenges could have been incredibly mitigated. Tens of thousands of lives across this nation would have been safe. This is a good segue to the third followup that i wanted to ask you about and that is masks. You mandated that new mexicans wear masks you think there should be a National Mandate we should wear a mask . Absolutely. I dont have any idea, jonathan, how masks became political but nobody wants to wear them. I agree with that basic statement. We dont wear masks, we havent done that other societies and countries have in their publichealth effort to really promote mask wiring. We have not done that so it is very uncomfortable and its not something we have very effective experience at. But they mitigate the transmission of this virus. Its here, we have no vaccine we dont have effective treatment. So the only thing we have is to control the rate of spread or infection. We can mitigate that by mask wearing, why wouldnt we . Then that means you can introduce things like more schools and businesses at full capacity. Without themm you cant because you cannot control your rate of infection. The mexicans im going to give them a great shout out. They dont like it overall, they have been disappointed that igo mandated it and now we are going to enforce that mandate. I will tell you that we use one of the National Laboratory to review social media and getting other anecdotal data. When i can tell you based on that a pretty productive degree of certainty how much are increasing every day we are seeing dramatic increasing of people Wearing Masks all the time. Cant tell you its at 80 that means i can introduce more risk for 30 to 55 closing in on 60 and 70 that makes a huge difference in our state. Make sure we Stay Together as we Cattle Company but think the moment has not been easy. Let me ask you about enforcement of this and have you got Law Enforcement on board with this . Because we have seen where Law Enforcement make it clear they are not about this parade there is an interview on cnn where a sheriff i believe i dont acacia the state guess i get it wrong, this is america people should have a choice whether or not they want to wear a mask or not you facing that kind of pushback . So we are there is some absolute pushback we will not assist with the local level been elected i think people are treating this pandemic drink for a political situation. It is not a political situation it does not care if ngyoure republican, democrat, young, old, independent or decline to say, it does not care will attack you indiscriminately got some local Police Departments that are reluctant nearly universally everyone will educate folks will be better at Wearing Masks than i have several jurisdictions theyve already been issuing have to admit we have to blow that support and i have to also say weve got a lot more than a lot of states in e the situation can expect early on in terms of making sure we do enforcement. He i have made it clear. The more people who wear masks, the better we are in the it is for us as a state then carefully, methodically, slowly reintroduce and risk. Our goal is school. The countries who have successfully open schools did not just bend the curve, they crushed the curve. Countries like germany that flatten the curve but still had an infection rate over one, they had trouble they had icto open and reduce participation in close, and reopen, i think the United States ought to work diligently to not work in that and i am working diligently to not be in that situation very so governor and glad you brought that up. I am wondering, what do you make of the president of the United States threatening schools they do not reopen or ispe threatening schools if they arent reopen. You have already announced that you have stopped Contact Sports do you think it is responsible to open up schools on the normal schedule . I think that each day needs to be really careful about what the rate of infection is and whether they have benched that curve at all before they reopen schools they put the workforce at risk and you cannot maintain it. What we dont believe kids are super vectors and we are seeing that kids dont seem to have the same at least consistently really negative impact from having covid, there is a lot we still dont know. And new mexico has a higher rate of infection among children then most states i need to be careful about that with the last set of data over the last week. But it is way too high. Im really cautious about those risks. And here is my response to the federal government. First of all this seems to me its more about political consistent attack on publictr administration. Its in a ministration that does not want to Fund Public Education parade they been cruel for outcomes for Public Education and i think frankly congress has worked really diligently to try to counteract many of these proposals that are discriminatory on their face in for a state thats the majority of the population that betsy devos plan for Public Education is unacceptable. So part of the same pattern if you will. The threat is when this president cannot get all of the governors on the same page , thats what he goes to pray just less than a month ago he called us all jerks on the telephone for not reopening our economy. It is an outrageous threat, its incredibly immature on the worse is its dangerous. There is not a national strategy. I dont mind that the white house is clear on education going back to school is really important. These kids need to go back to school. But you better weigh those risks and you ought to be a partner. Not a hammer, this is no time to pretend you cared about Public Education. So i find this a threat another really shallow attempt for trying to get their way without having any real plan. The other thing i really have to say is one on one, members of the Task Force Members of the white house are really effective at solving many of the stateste problems. Find needed morede testing supply i could get on the testing pilot. If i am having trouble from the manufacturers they call the chief of staff and work on figuring that out. First several weeks, to mexico as a tear to state which meant for some reason, i dont know how that arbitrarily got done we could not get as many ppe and related supplies i got that when removed. We had folks come here and navigate the Laboratory Support and now working on the Detention Centers. I was them to follow every federal Detention Center ought to follow the same Prison Reform and present activities that we had making sure our inmates and officers are as safe as they can be. We had an outbreak, where did it come in . A federal Detention Center so getting some support now. This could have been done as a federal strategy. Again, we would not be in the situation we are in that is out of control, with the National Infection rate. For an industrialized nation is the worst. So many more people have died and will die, it is unconscionable for this nation in the situation. Systemic governor we have seven minutes and i have more than seven questions to ask you. Im going to go to a question from a viewer who, youve mentioned several times a people coming in from out of state have to quarantine. This question from george henry snyder from oregon city requiring a 14 day quarantine for people coming into new mexico how are you enforcing that . So enforcing is tough. We are asking our logging industry, its a proactive approach we should not have any reservations from folks from outofstate unless they affirm they are clear. They have to stay in that cabin the entire 14 days before they can go out. We are asking the same things about businesses we are access to things like restaurants so that, i hope it is not as enticing. They have to wear a mask. We have signs at the airport we have staff to tell you it is a 14 day quarantine. If you are pulled over or out without a mask and we find out you are from out of state, you will get cited for a 14 day quarantine. The hardest part about enforcing it as we are not at every airport. People are driving in, i do not know. One of our Hospitality Industry partners does not hold them accountable, i may or may not know about that situation. We are trying to be proactive which means i am literally advertising to the department of tourism saying as much as you want your business, this is not when it is good for business. Home. You to stay and, i have eliminated you go to any of our parks. So theres no camping, no hiking, no boating. If you are from outofstate you cannot be at those parks. It is a combination of being proactive and firm about travelers as we can. Gone through proposals like alaska which has allowed whether thats a vehicle to ease up as we introduce more risk in the future. Are at governor fair warning i have two questions are going to go overtime because ibe want you to answer them both. The first one has to do with an environment we are in right now. The racial environment we are in right now. You had a situation in new mexico were armed right wing militia shot someone with their taking down a statue. Could you reflect on the conversation we are having right now about Racial Injustice but also about the statue conversation. Your view about where we are llright now . So i really appreciate thaton jonathan. They are still investigating exactly the individual who sho shot i heard the shot that critically injured a young man during a protest really making clear this is also a state that had institutional racism that we need to do everything in our power to address it. Not really clear if someone of that malicious civil guard was thetu perpetrator of the shots fired. What we do know is this. They militia should not have been engaging, intimidating, or creating an environment that absolutely created the condition we think as actually this week there will be charges filed against this new mexico militia are bringing intimidation to many of our protests. Two, were doing everything we can about it we are attending to, as we should, in this climate in this country requires every single leadership tool in our toolbox. If we do not do it now, and is not going to get done. We will continue forwarding our racial or racistas past. I want to be in a state that rejects that in this everything we can. New mexico has a tough history. We have our largest city is still under a Consent Decree from department of justice because of the policeiv departmen department. We have incredibly negative outcomes about use of force resulting in death involved officers shooting of an individual. We are really clear about how this can get out of hand in ways nobody wants. So right now, we got a commission on civil rights that will look there be deescalation looking at Community Police strategies about a name and more about Route Community efforts that build trust and hold different ways for engaging our Public Education department until we do Something Different in education. We are now requiring body cameras for every Police Jurisdiction and i create a Racial Council for justice. Talk about statues new mexico has its own efforts at the conquistadors who came here for hundred yearsth ago. They came as conquerors. And they conquered on these are individuals i am related to. They enslaved native americans in the amount of cruelty is quite frankly really untold and unknown in our state because we dont teach it. Somewhere in this state, is an Incredible Opportunity given we are so multicultural on thehe majority state that we need statutes that are clear and clearly marked and a path we are not proud of why they are important teaching moments but they cannot be celebrated. We got to be in a place re celebrate the victories of coming together and attacking racism and not abiding by a past that it was about conquering, killing, raping, murdering, or enslaving. We know thats how the world moved but we should be more enlightened than that today. We should be teaching every american we can only heal by recognizing our past and being accountable to it im preventing itt from moving anywhere in the future. That is what new mexico is going to do and im very proud of that. It will not be easy. If i made that sound easy, i want everyone to know watching your show, it will not be easy. Scenic governor, last question. As i mentioned in the introduction you are said to be on the shortlist to be joe bidens Vice President runningia mates. If you were selected to be the first latin xml and on a president ial ticket. Tell us personally what it means you and your family that your name is being talked about as a potential Vice President of the United States. That is a tough question, jonathan. I lost my father almost ten years ago. I announced one day in the backyard i wanted to run for congressss because i cared so much about healthcare in the time of the primary both Hillary Clinton and senator barack obama were debating in a primary Health Care Changes so we could have adequate coverage protect americans i was all in and i wanted it. I have to say my children and Close Friends were just shaking their heads, you cant just never run for office and go right into a contested primary foror congress. And my father was my number one champion. He was incredibly proud, weve got a very proud family. My grandfather was the first Hispanic Supreme Court justice and chief justice in the state my cousin was a first member of congress he was a republican, we lost him a couple of years ago. He was the secretary of the interior for the first bush administration. There are very deeprooted legacies here. I will tie youou unequivocably my father in this conversation will be very proud. For me personally, i want a white house i want a Biden White House it is clear about governingti, respecting all americans and clear about National Strategies that can really make a difference in governors being able to make the kind of differences they need. In bringing congress back together so they are a more cohesive political body. I want biden to pick the person that gets this ticket elected and allows him to do the leadership and efforts in this country that are so badly needed.
