I dont we do it . Why dont we do it . Take you to my colleague from oklahoma for his dedication to thisor issue and then to put a lot of work into this under the leadership. And always to approach the issue and then to make it a better place. Is somebody is watching this from afar or vermont what is this talk . They are not focused on that all they know is we failed. This failed. And then to discuss Police Reform and look at the very serious issues of racial inequality and i am exceedingly disappointed. I thought yesterday, monday i thought we will get on this bill with a healthy debate of amendments in front of the American People giving different opinions. But it derailed and im very disappointed by that as a think everybody should be those who are protesting aret deeply hur hurt, they dont care about culture and 60 votes. And then i care about getting something done on the deeply emotional issue. In equal protection under the law and theres a lot of good Police Officers in this country. The vast majority. So every american has the confidence to serve equally. We should provide better resources not just deescalation but intervention and the horrifying death of george floyd we should provide more body cameras. And we wouldnt had not been a camera it was a bystander camera not on the officer but they can be so incredibly s useful. It to protect the rights of the police. We need to make sure that they are turned on. And to be from department to department the disciplinary actions and records are there. Or to capture the federal and the transparency. Unless the officer is in a situation he cannot get out of it but im for banning them in any circumstance. How do we know that . Because the bill introduced by senator scott was senator booker and supported by Many Democrats included those provisions we have a nonpartisan and the quotes from their report both bill seek to establish for Law Enforcement officers with the use of force. Both bill seek to increase with body cameras one by state and local Law Enforcement. Those bills contain provisions designed to enhance transparency with the record of misconduct by a Law Enforcement officers. Both bills include provisions to limit the use of choke holds by federal, state, and although they do differ in the approach. And then not to have that chance today. That should be easy to come together and pass that motion to begin the debate on the floor. There are major differences. Where people really would have tunedw into the debate. Lets have a debate. Moving forward we could have ended up with a bipartisan bill to pass both the house and the Senate Passing into law but as we have a right now . Nothing. We have nothing. People on the streets of every town of america and to help the situation and crickets. Nothing. Fi we could not get cooperation. I didnt realize this by 20 amendments and managers amendment offered in conversation with the other side. We could have shown the American People we dont have the best record that we can Work Together and get things done but we show them that today. On some of thoseou niche issues and some of that from each parts of the party in the country and to formulate better and smarter and more efficient legislation. We could have demonstrated we are united in the civil rights of all americansricans and partisanship is allowed to carry the day. And this motion and that the other side we dont have a seat at the h table would provide the world stage a seat at the table we need 60 votes to continue but there would have been an enormousle amendment process to be very beneficial. And i am disappointed you tell the American People that we are listening to you. And then c to cooperate but it is important to eat out in the process if we had a debate on the senate floor and then cultivated and came up with the product not still within the 60 vote margin for the other side to say no. Not enough. Cant go there. At least we tried. Now we have nothing. We dont know what snacks. We have to do better what we see across the country to listen to the cries and when i heard senator scotten speech , when he talks to the communities that are the most vulnerable and the difficulties of all the struggles we owe it to them to have this debate on the greatest deliberative body of the United States senate. D and it didnt work. It was denied by 44 senators here we are having to go back to our constituents and those who were vulnerable to say it didnt matter enough that we gave each other 20 amendments are that we have experts come in and for whats the best. And that issue isnt going away. Im committed to seeing that it doesnt go away. Thank you. The senator from vermont. So as so often happens the reality is different than the rhetoric. And the awake of the American Peoples calls for justice andpe accountability are not diminished. And then yet to confront another needless killing of another africanamerican man when a Police Officer shot brooks twice in the back when he was fleeing from officers. I know from my own experience with Law Enforcement that nobody can dispute Police Officers have incredibly challenging jobs. No one will dispute they are specint decisions impacting life and death. But that difficulty does not excuse the fact something is deeply wrong in our country. It is not excuse the fact people of color have disproportionately suffered from police misconduct. And then to be arrested by police with the Excessive Force at the hands of police. Confronted with the killing of george floyd millions of americans are demanding we do better as a nation. And with that criminal Justice System perpetuates the prejudice. And then to demand the hard work and those preserving the law no person is above the law. So the senate is not up to the task while thursday the house is expected to pass legislation and republicans and democrats it is a patchwork of half measures to place a handful of bandaids deep generations i dont doubt at all the legislation drafted by senator scott and by consensus of the reform policy but by any reasonable measure the bill the republicans have put forth have failed to reform policing and to address and disparities or discrimination the republican bill differs by do nothing at all were a commission to study lit. The republican bill has a new program to mandate the use of body cameras. So mr. President Congress Already created that program ago. The Appropriations Committee is defending it this is not something new. The republican bill would to change behaviors for those introduced by senators booker and harris change those behaviors they dont say here do it but you have to do it. They banned the choke holds. And then to evade accountability even when the court with constitutional rights. And to violate someones aconstitutional rights to protected group. The republican bill does nothing to address racial profiling it does nothing to ensure that deadly force someone who is running away and also does nothing for local Law Enforcement agencies and then the civil liberties. And that Trump Administration and then consent decrees for positive o change thats why the Booker Harris billot strengthens these investigations at the local and state level and in return the Booker Harris bill has real accountability and transparency but the fact the majority leader will not allow tthe senate to debate the Booker Harris bill some republicans are talking about the bipartisan compromise. And then to sit down with the reform packages to come up with something in common. And my republican colleagues on the Judiciary Committee to have qualified immunity to ensure there is a sense of accountability and the police department. And with these issues in my experience under republican and democrat majorities i know the Judiciary Committee is capable to handle these issues. I know because weve done it before let me give you an example. Seven years ago a Bipartisan Group of senators across the political spectrum and then on the senate floor. And then we have five days of markups. And 212 amendments 140 were adopted. And those offered by republicans but the process was fair and deliberate what happened when it came to the senate floor . Sixtyeight senators across the political spectrum egsupported legislation. And with that process to repeatee today to have the debate and bring up the amendment to bring here to the floor with that support senator mcconnell he is not allowing the Judiciary Committee the bipartisan compromise. Instead forcing the senate to take up a holy partisan and adequate bill. Or you get nothing. That is not why we counted the senate. So i suggest to the leader if he is serious about tapping racial injustice. It is a blueprint to follow. And then to reverse course. And to bring meaningful legislation and does not address these issues today than the committee and with the bipartisan consensus. And with those hearings in votes. Instead the leaders insisted ons a process that is designed to fail. A republicans and democrats and then bring it up and give the American People something they can be proud of
