Quorum. Hispanic george floyd captured the attention and the emotions of the entire world. In the weeks that followed, most folks about the world have been crying out for a change should end at the end to racial inequality and the beginning of the new era of justice, understanding and healing. While sometimes uncomfortable, this conversation is much needed and in my opinion, it is long overdue. The in the communities that were rich in diversity its difficult to understand the unfairness someone faces due to their skin color. But we can make the time l to listen. I did this last week when i sat down with our own Senate Chaplain for those that do not know him, hes an inspiring person and after serving over 27 years in the United States navy. One of my favorite things he told me they listen hi would ses mother taught him. She taught him god gave us two ears, two guys that only one mouth and we should use them proportionately. I believe the United States is by far the greatest country in the world, but thatt doesnt men that we do not have passed into Current Issues that we need to address. And lets be frank, there wasnt a single isolated event, the murder of mr. Floyd, that incited the emotions that are still burning the leader. In iowa, governor tim reynolds assigned a Historic Police reform bills which will add additional accountability for law enforcement. This will benefit the community and the police. Folks, here is what is remarkable about this new law. Partisanship wasnt a factor. Republican House Majority leader and democratic representative two of the extraordinary leaders that assured this bill through the house and through the legislature both of them said loyal they do not view this as a perfect bill, it was more the cosmetics. It had real meaning, and it was a first step. And i agreed with them because any journey starts with a single step. A meaningful step. The bill passed the iowa house by a vote, again with these two extraordinary leaders by a vote of 980. Unanimous. It then went to the iowa senate and passed in the iowa senate 490. Partisanship was not a factor. The only thing that mattered was doing the right thing. So, not a single vote of what was passed, and even ha it evene endorsement of the iowa police ceofficers association. Iowa put politics aside, and they got it done. I wish we could see more of a iowa in this chamber. We need both sides of the aisle to unite and passed senator scotts justice act. It offerse solutions to the Police Reform by increasing oversight, strengthening the requirements and ensuring the use of the body cameras. And it includes an issue ive been working to address to get ait atthe justice act is a commm sense approach to Police Reform. A number of bipartisan provision to address these issues it was mauled by the senate democrats. It exists so we can debate these issues in a civil manner and reach a consensus so they are not resolved in the street. We cannot do that if the other side chooses to shut down meaningful debates like the funding to police, which will not solve the problem of any inequality or into violence. So i ask my colleagues on the other side of the aisle are you willing to come to the table and accept the process, or did you willing to take that first step in our journey . Will you put politics aside and help us enact reform to ensure the safety of our community . It isnt going to reverse this country is a justice. Passing the law is a simple part if we only want to change the behavior and commit ourselves into changing our hearts. And the many others before them that lost their lives were suffered injustice to open up our own hearts. The chaplain summed up the solution best when he quoted love your neighbor as your self. Its both that the simple and challenging. So im asking all of us to be more like iowa, lets find the solution, lets take the first step and begin our journey together. Thank you, mr. President. I yield the floor and noticed the absence of a quorum. I couldnt agree more the importance of us dealing with the issues we failed to deal with. I heard our good friend senator scott responds to the way his hard work was looked at and frankly ignored. When the congress stops resembling in honest and open discussions of the issues i think that it gives a lot to be concerned about. It should be the goal
