Not just to make the point. Over the last several weeks americans have marched, protested and demanded justice for george floyd but not just for george floyd, for Breonna Taylor and other individuals while in police custody. While the Energy Behind the movement isnt new, the problem is created is also not new. We know the racial injustices that have existed for generations and originated during the countrys founding have created a whole range of problems that have continued to persist in our society and everything from education to health care to housing and while i hope and expect we will have ongoing discussions about the most effective way to rule out these inequalities to provide equal justice which is our nations mantra in desperation, one of the most important places to begin is the Police Departments. Across america, we have about 18,000. The practices that make it make sense for the Houston Police department for example. To make them more transparent and accountable and better trained and hopefully to avoid the encounters like weve seen. Theyve introduced their version of the Police Reform bill. The changing practices as i mentioned the onesizefitsall is the right method but some areas there is the need for uniformity. One great example is training. Many Police Departments require the deescalation training giving them tactics to cool down the potentially dangerous encounter both republicans and democrats agree that it should be t the standard and it is included in both bills. On the flipside, theres certain practices that should never be used like choke holds. Thats already the case in most major Police Departments d have been choke holds. But this bill puts that across the board. Reforming the Police Practices is only part of the equation in order to restore the contrast between lawenforcement and communities, we need accountability into these bills take similar steps are. The focus on diversity so they would look more like the communities they serve. Theyve improved hiring practices so the departments can movefe them effectively to ensue we have the best possible tale talent. Both of these bills take steps to better educate officers on racial bias and the systemic challenges facing communities of color. They take steps to promote transparency and get the greater access to information about americas Law Enforcement activities. Bothli bills require public reporting on the use of force and better information on how Law Enforcement agencies are being run. They both prioritized Relationship Building between Law Enforcement and neighbors and the neighboring communities they serve. While there are some differences on the methods to achieve the shared goals, that doesnt change the fact we agree on the problems that exist. In passing the justice act as is and i get that. Theyve made the comments i would view as encouraging and hes interested in going to a conference between the house and senate on the Police Reform bill. If the democrats vote tomorrow to begin debating the justice act out we can spend time looking at all the areas where we have overlapping goals and nail down a specific solutions and we can do what the senate was built to do which is to be a forum for debate offering amendments into building on those, hopefully to improvemp te product. If we are going to be successful getting the bill to deliver on the reforms that we are after, weve got to get on the baltimore. Now option number two is for the democrats to do nothing. To tell the American People that even though they have said for weeks that they are desperate for action, that theyy themsels are the ones preventing the action. We have an opportunity to Work Together and to show the American People we are capable of working together to try to address this national priority. We can officially begin the process they simply yes vote here on the floor tomorrow. My simple request to our democratic colleagues is please work with us. Lets continue to try to find Common Ground and lets get something we can be proud of on the desk that he can sign into law without any more delay.
