When our guests first accepted this invitation of few weeks ago, we are planning to have a conversation primarily on Voting Rights. But since then, the world seems to have changed a bit. We can feel the ground shifting under our feet. And in the events of the past few weeks have really focus the spotlight on bigger issues around justice and injustice in america. The covid19 crisis is showing us disproportionate impacts on community of color, and raising questions about health. The most recent jobs before they came out last week, with no believe that theyre not as bad as the economist predicted. And still saw black unemployment rising. And raising very real questions about economic justice. And its a senseless death on george floyd and others raises many questions about racial and social and criminal issues. We have felt that ground shift under us as more people are calling for reform in standing up and say black lives matter. But not everyone is there. In the most recent example, the President Team denying that there is any institutional racism in america. So was to begin the conversation there. And with that question. And that has been posted by several members from the Trump Administration. Is it systemic. Is there institutional racism and injustice in america. How did we get to this point. Let me start here. Guest inc. You for having me. I dont think there is any question if there was institutional racism when it comes to the col. Justice system. There is growth society. Why would you expect that the Justice System would be any different. We have dealt with and try to deal with problems of institutional racism for hundreds of years. Not successfully or as we might want. I dont think there is any question that society, that we now have was better than was 50 years ago. In 50 years before that. It steals deals with the institutional racism. In the society as a whole. And in particular the criminal Justice System. I think we have an opportunity now to really attack this problem in ways that we have actually not been able to before. I think there is recognition of a wide swap of American People that there is a problem. It is a problem that needs to be addressed. If we have a moment right now, for questions we can work that moment into a movement. And converted into a concrete effort. The protesters have set the stage for what has to be country togetherness. Mo i wonder if you can share your thoughts on systemic racism and injustice. They because of some of those issues that youve been working. How is all of this injustices and how it ties into a broader conversation. Guest thank you. I teach a Death Penalty class the law school. And i have spent some time on this. I am really pleased to be here. And my friend eric holder, i look at him and i think of, youd you dont know what youve got until its gone. And you see an attorney general now blind people and protesters to be tear gassed. The attorney general, has basically played political games. People have left in good people of been fired. We need to bring some decency back to the Justice Department. What i want to talk about his the systemic racism. I was thinking as eric talked about this, it is criminal justice. That is loud and clear. But it is way behind that when africanamerican women shows up and Maternity Ward in new orleans and her hot hands are swollen and then she leaves without or maybe because nobody listened and there may be died. That is systemic racism in healthcare. And when you have africanamerican kids that are in classrooms that are way too crowded, dont have good buildings, that is systemic racism. We have a man like george floyd in my state, that gets murdered by a Police Officer on videotape for the whole world to see. As he pleads for his Life Training and other people for my state amazing pain in her eyes air standing around saying he cant breathe stop. No one listens. Four officers. That is systemic racism. I think that is what is happened is with the mobilization that we are saying under streets and i am sure their people on the call who have been processing and thank you for that. People are sing it in a way that was captured for that moat minute that we have never seen before and that needed to happen. I think what youre getting ammo is that while that videotape shouldve been shed a big light in racism and murder we have a going on in so many aspects of our country right now. So to me the answer is healthcare as you mentioned, is making sure that people can get healthcare. And the pandemic, you want to talk about institutional racism, the pack into effect the people of color dying and literally double the rate of their population percentage of population statewide, will they are the frontlines working. A lot of them are getting can go home and isolates because there in crowded housing. Or in crowded transportation and they dont have the ability that other people have. Sent to me, the disparities that was all before, this pandemic has just put one big magnifying glass on it. It is called offer a solution. Those are the things like housing, the back and making sure they were investing in the housing. Doing something about healthcare and giving them a public option. Something to the Vice President biden is committed to do when he gets into office. Making sure that weve got an Education System that works for everyone. So one of those kids out there one day, will be able to develop the next vaccine for the next pandemic. We should not be putting out a whole bunch of people in our country just because not giving them the chance. Thats what i am hopeful of his im looking and again is right in the middle of my state. Not far from where i live. Anything that can be a legacy of george floyd, should be change in the criminal Justice System and in policing but also change in our economics. Mo i think the video as you mentioned, really was a wakeup call to a lot of people. But tragically the video that we have seen. The Police Brutality. I can remember a number of cases where videos of Police Brutality resulting in death have ended up on the news and lasted a couple of news cycles and then we moved on. So im wondering, why is it different this time. But also why have we not been able to have this kind of a moment after seeing many of those previous videos. Eric i think in part it has to do with the video itself. If you look at some of these other videos, i dont think we saw as quite as compelling. This point hard to say when they are bad but in this one, you have somebody who was face down, handcuffed, hunt is back, fleeing, saying he cannot breathe. And bystanders saying, he cannot breathe a him up. Calling for his mother. And it goes on and on and on and on. And for eight minutes and 46 seconds, that is a long period of time. Soy think that is part of it and it also comes in the year in which we have seen what happened to other people, other videos that we heard about what happened to bring anna taylor. And also with the quarantine and the pandemic. A whole range of reasons dealing with the problems of the Trump Administration in the and sensitivity. And lack of movement on anything in the Trump Administration that would affect the wellbeing of people of color. The combination of all of that. That is brought us to this moment. Mo just a reminder to the audience, the q a tab is opened. You populate your question any point during the program. To piggyback off of what the attorney general said, seems Like Congress in the least talking about the issue in a way that the city has not in the past. Democrats have full forward a proposal, republicans have groups to start putting together their own proposals. And on this is on Police Reform specifically. From what your Vantage Point is, what kind of reforms that we should be explained to address these issues. Im especially interested in whether or not you think there are areas where we might be able to fbn bipartisan cooperation. Amy klobuchar first of all we cant simply pretend. If we answer this with silence, were basically and if he is on dominance, we are monsters. If we answer it with action, then we are lawmakers which is what we are supposed to do. And when you look at the george floyd case, and have a right of my face. So the number one is justice in that case. And for the attorney general, i think is a good thing and charged all of the officers involved. And number two, a pattern practice investigation which everyone well knows that the obama and ministration energetic 25 of those. Honey five different department. The trumpet ministration is only done one unit and one police investigation. Weve asked them to do that that has to happen in the Trump Administration. In statebystate, they can do that. In the first bullet is accountability. In a bill that my friend are leading, and we have a number of us, responders the number one thing is changing the standard. Where you decide it is okay for when a Police Officer does. It is changing the standards where they can be sued from basically making it more doable to bring the suits in cases like this. And the third thing, is banning toeholds. Changing some of the standards we have for police conduct. And there is a hold of the grouping of issues related to transparency. To get that information out there. So as at eric said, you can have one and one jurisdiction in the dont even know what the other record is need to go to another one. Making those records public. In making the use of force and what is happened public. And then finally, training. In making sure that we man chuckled. And that is mandated to have body cameras. Supported by a lot of groups and now its on us. The question was republicans, i think that if theres a lot of things. We submit from the other marching with the marchers. As i appreciated very much. But now it time for them to move. We will see what they do. They just do a resolution and say when he training and nothing else. I think we have seen this before. This is the time for some major change while in the federal, state and local level. Mo one of the areas on the disagreement at least in the early stage, of these discussions is how much this should get federal response versus state and local response. I would love your thoughts on that. How much of this should be left to the states pretty much should the federal government pickup. Amy klobuchar there are 18000 Police Departments in the country. The campus relations on each of those Police Department on the have to be some degree of local involvement. State involvement. Eric but in the way that the senator said, standards need to be met. The conditioning of federal grants and to make sure that the standards are met. But then there will be the question about how much money Police Department gets. Those are decisions that have to be made by mayors brain by governors and the need to be state control as well pretty we should not think that is either or. It has to be both. And both sides, the federal government and state and local, they have to make sure they are responsive here. That they become concrete real solutions. The problems that we have been dealing with our far too long. This is really a test. This is going to define who you are as a senator, and a congressman, governor and as a mayor. Where do you stand. On the fundamental issues of fairness and justice. And that will be delineated by the position you taken by the boat that you cast. The opposition that you put up for the support that you give. This, in the voters, at the end of the day, where do these people stand. I think it is both. We always try to sing one of the other. I think as in most things, and is a combination of both. Mo you just brought up funding. Often times and decision that mayors make, we have conversations in the past week or so by some activists and friendly some cities. Senator, youre in the council in minneapolis. Around of this movement, defunding police. Attacking the democrats, and joe biden not with the funding, and more with performing. But im just kind of curious, actually this is remote for both of you. What are your thoughts on that. On that Defendant Police argument. Amy klobuchar first of all, it is conditioned. One of the things that has happened is that we havent done anything in the washington, less untrue. Done inches instead of miles. Link building on some of the work from the Obama Administration to reduce sentences on nonviolent offenders. But now what we need to do. When you look at this, if there is money going from the federal money, there should be conditions on this. That is one of the proposals in this bill. In addition to banning chokehold, you should also have conditions and cannot getting money unless they actually put in place that so that is the first way to look at it. Im not in favor of abolishing Public Safety departments and Police Departments but you can put conditions on it. In the other thing to remember is that part of this even all the money you want into something but unless youre doing some of the things youre talking about earlier when he comes to improving funding for things like childcare for things like education and in historically published areas, we will never get out of this is that we are in. That is a bigger question worldwide as economic severity and consequences. Eric if i was talking to the people came up with the phrase defined the police. I would say lets rethink that phrase. I dont think it has as the trump and the republicans are trying to betray. Ive seen people talk about it. I agree with it when they are saying in the sense that they are talking about reimagining the way the Police Department and people in Law Enforcement, the criminal Justice System interacts with the communities of color. I think you put too much emphasis on the police. We ask them to deal with Mental Health issues. The sheriffs in this country, has some of the largest if not the largest Mental Health responsibilities in their states. We have the Police Responding to Mental Health situations. We have other people doing that. We have Police Responding to a man selling loose secrets are potentially passing a fake 20dollar bill. The police need to respond to all of those kinds of things. I dont think so. So i think we need to come up with ways in which we define better responsibility that we want the police to handle. We have crime rates now that are at historically low levels pretty given that, we should look at the budgets we have the Police Departments true trying to make the determination to spend as much money as we are spinning on the police in order to keep the American People safe. In los angeles i come, has 54 percent of their budget on the police. Im not an expert on all things los angeles but that seems to me be pretty extraordinarily high number. So i think we need to ask the tough questions pretend some of that money be spent in other ways. We can think about ways we can spend money on prevention activations. So that we prevent people from becoming involved in the criminal Justice System. Instead of trying to just direct people and warehousing them in the penal part of the criminal Justice System. Theres a whole way in which i think we need to pull back, not to be bound by the past simply because that is the way we have always done it. But to use this opportunity to think about how we want to improve things and do things in a different weight, a better way. Amy klobuchar i think you need to talk about these criminal Justice Reforms. Just reducing the federal spending his dog into something to like any part something percent. For nonviolent offenders. Its things like integrity units. In sentencing them, to be able to look back at some of the decisions that were made and evaluate them from the past. When state ag so there are some really big things we can do. In addition to the Police Reform. You must go on at the same time. Mo agreed to the Voting Rights conversation a second. But before we do that, senator, you have gotten some criticism in recent days from some people. Who have questions about your record, as a county prosecutor. Specifically as it pertains to the officer who murdered george floyd. They said you didnt, but he was involved in a fatal shooting, when you are prosecutor that you didnt prosecute. Now i understand that the practice and was to refer all of these cases to a jury to address and they didnt address until after you had already left the prosecutors office. I wanted to give you an opportunity to address people who have questions about that any swing a little bit more me little bit more context but also talk about Lessons Learned from that. But how that can work better. Amy klobuchar i appreciate you giving me that opportunity mow. First in regards to this officer with the murder. That is a lie. And its been out on the internet in essence, they did a good job as well as a number of other news outlets and explain god was the case he was presented to the granite jury seven months after i became the u. S. Senator. In the was ongoing while i was in the last mother to my time as a county attorney. I know people have put that out there. But its just not true. Never made any decisions according to those in the office now. As a fact. I was not involved in it. But as for how you handle Police Shootings in general are Police Involved killings, automate clear what i said in the beginning, i truly believe that one of the reasons you have not seen these cases brought in the past. Weve the attorney general can shed some light on this is that the standards are such in which would we just discussed, that camille a lot of stuff. So you can go to Something Like necessary force. It would make a big difference for prosecutors to be able to pursue these cases. In making changes to this standard when it comes to when officers can be sued. Banning practices like choke holds. When i was in there i tried to stop one of the Minneapolis Police chiefs from chasing these investigations in house training i actually publicly took us on. I think it was wrong for the officers involved the aspirated death. In the same thing that i did was relied greatly on drug for spreading that helpless actually reduce african and american incarceration by 12 percent. Assuming i was proud of. A diversified the office. We hired and promoted africanamerican attorneys. We started, are two significant totally with the Innocence Project when it came to eyewitness identification. To find new ways to have and figure out racial misidentification spring necklace content which the advocated for starvation. We were one of the first state to have that. Thats why we are so interested in the cameras when it came to that. So we did a host of things. Those and cutting things back then pretty but now, after what we have seen and acknowledged institutional racism that existed back then and exist now now its time with the whole world watching for us to do so much more with criminal Justice Reform as well as other reform. Mo i think it might something that might go over the heads of people if youre a law student or lawyer, but reducing the standards of the federal government has in order to bring these crimes in cases upcoming is really critical. Look for that standard, we wouldve brought more cases during the obama years. The standard i think is unnecessarily high. It ought to be reduced as contained in the bill. If you have the standard, then the Justice Department can serve. And in the first instance, its considered by state and local prosecutors. And also i think having independent prosecutors look at these cases makes a great deal of sense. It can be independent in that sense. But i think you having the state attorney general, duties cases of well mixes sense. Theyre doing it minnesota and new york now. But that is standard. Its really unnecessarily high and prevents the federal governments from being all that should be when it comes to making sure that justice is done. And Police Officers, who engage in appropriate product are held accountable. Thats part of the bill is really critical. Amy klobuchar i also think having people involved in the system, work alongside people who are advocating for change, that makes a difference. Because when we had the first step act, where we change for a lot of the nonviolent offenders, it was helpful when we had some of the people who would work is prosecutors and pass a you know have to change this. This is wrong what is happening. And it makes a big difference. Mo i will ask a few questions in a minute. But i felt one of the most provocative, thoughtprovoking tweets that i saw, was by lebron james. But their talk about how do we fix this. They say go out and vote. What about asking is how we vote. It is also structurally racist pretty yesterday we saw a complete breakdown of voting systems in georgia read what a debacle, thats a kind way to describe what happened there. In predominantly African Americans when we saw this the most. So the name of have been working hard various elements of voting issues elections security. I would love for you to take a few minutes and talk a little bit about those issues. In about the Voting Rights. Eric look at what happened in georgia yesterday and to your so sobering to think what lebron said is right. I think when it comes to electoral system, is a hot mess. Its not that it is nothing something necessary happening, people who have responsibility for ensuring the elections actually incorporated are simply not doing so. Running the system in a partisan way. They had negative disproportionate impact. On people of color. Africanamericans estate. This is really something that is critically important. I understand the election, its important. You also have to focus on elections at the state and local level. And a lot of the situations that we are concerned about and these reforms want to put in to place, they have to be voted on by state legislation. But they have to be approved of city council. So who we put in place in those places really going to determine how successful we will be making reforms at the state and local level. That has to happen in addition what happens to the federal level. So focusing on the voting issue is really important whether it is partisan and racial mentoring voters suppression and printers. These are all things put in place by republicans should be reversed. And if democrats are in control of the legislation on trent. The entirety of the legislature in virginia now have democratic governor in virginia. Necessary photo id law physically in place by the republicans. Just because they exist now, does not mean they have to be there forever. We will have to fight through these inappropriate things that have been put in place. If everybody gets out there and votes offense of the with the long lines and of the things that they will throw at us, we can get to the benefit or a better place. We can handle long lines by having more people to have the ability to vote and the vote by mail. That is something given the pandemic, makes a great deal of sense. People should not have to decide between the health and civic responsibility. Place for the pandemic. We certainly need to make available to cast ballots at home. Amy klobuchar when i think of it, are the story this morning and eight yearold woman in georgia wrote this. She actually marched with doctor king. There she is writing she was six in the morning with a plastic mask on pretty one of those ones that come down over her face. Because she is so at risk of her age. Having to stand in line and waiting and waiting and waiting. And she said, we waited years to get a bus and i will wait to vote. This should not happen in america and they are 2020. People in garbage bags and homing masks. Standing in line in the rain. And on the other side youve got the president of the United States voting in the luxury of pennsylvania avenue with his mail in ballot from florida. Thats what we have right now. That is what is going on in our country. So this bill that we have introduced them actually reading with ron. We have support from so many groups and on Michelle Obama spoke that she has an others. Widespread support across the country. Its pretty much the bill that just past the house. 3. 6 billion, we very on 400 million in the first years act. We have to make changes to make sure the money goes out. It would give us some postage and most importantly, as we know so many people are still going to be voting around election day. Not everyone is going to have a vote by mail is much as we want to give them of the ability to do that. Right now, 5 percent of people in new york, only have to vote by mail. In this the last major election right where is oregon, is like 99 percent or something. So the big change. Thus think that i want to say is that also training the coworkers. New generation of coworkers. And again this past the house, we have had republican senators, will they havent said they support some of the standard changes, they have said they are open to more money for this. This is not just the democratic issue. Republican governors from all over the country are crying out for this money. They have been booting from home across the country. The god republican secretary of state thereon our side. Trump is passing out lies again police think voting is somehow it corrupt system. And you know exactly what hes doing that. But we give the bipartisan support clothing from people with the former head of the Republican National committee i want to have this bill. Mo if you at what happened in iowa. Mo i think you are commuted. Eric okay unmute. If you look at what happened in iowa, republican secretary of state really did the right thing pretty got ballots out everybody. And records for number of people who voted in the primary in iowa. We cant have that pretty and of course the november elections of them trying to somehow undercut that which republican secretary of state has been successful and try to pass the bill makes it more difficult for people to vote in town and devote by mail in november. That shows with at least one party is all about. They want to select the number of people who vote pretty they would pick voters in supposed to the is supposed to work. Mo there is so much more on this topic to discuss. But i do want to transition over to group tough questions now. As a college of you, please remember to introduce yourself, we are, what youre studying and where youre simeon from. Want to try to get us too many as as many of you as possible. Guest my name is luke, omar rising sophomore from indianapolis. As i am turning in from print im majoring in government. I want to go back to the idea of the Justice System reform for a minute. I know that both of you at some point in your career in very different levels, were publicly legal legal officials. I was wondering for both of you, what was most difficult part of that job. Problem something i would like to change about how you had to operate there. Eric the most difficult part of the job for me as attorney general was to make the determination in trying to decide because we had people oppose the Death Penalty but we had to apply for law. So making those determinations are probably the hardest things. I would like to do away with the Death Penalty. But most systemically, and the obama ministration, reduce if not eliminate the mandatory sentences. Really use the Law Enforcement capabilities that we have in better ways. Think about the crack epidemic and how we dealt with that there. We made any criminal justice problem. We put people in jail. Know we are dealing with opioid situation only of declarant. Nothing is wrong but we declared in the Public Health problem. Two different bodies of people. People perceived as being involved in the use of crack and opioids. A racial component there. So i would like to be able to take out out of the system this kind of determinations. Input i think again because of the biases deployed Law Enforcement to much greater degree than africanamerican communities and communities of color which results in disparity when it comes to the africanamericans. They both use bear marijuana and roughly the same levels boat black americans are more likely to go to jail. If youre black opposed white. If i could change anything, would like to take all of that stuff. Given all the process that we have seen with the nation is. Amy klobuchar that is a great question lofgren we dont have the Death Penalty in minnesota. But every day 45 Police Jurisdictions and 400 employees of everyday we have to make decisions. In everyday and sometimes it would be the evidence falls apart, sorry going to go to trial and try to get a settlement with that that he says. Then we would always say make it explained people. Some are always hard things about these cases. One of the hardest things was actually some of the racial issues. And in a different way than we are talking about right now. I remember when we had a guy who was an immigrant a maven truck i can remember buddy was a fascist he was just standing on a bus step going up to another. He just stood there. The people of the bus started yelling get off the bus man. In the bus drivers sitting there letting it happen. On the video. Finally what is up in the guy is just standing there is enough of the bus man pushes him off. They fall down, hits his head and eyes. So we are looking at how we are going to charge the sky. I cant remember the degree that we charge dan bud prosecutors said we dont think the jury will go for that. Lets reverse racism. Lets reverse in the sense pretty what if it was a white woman with alzheimers standing on the bus. It could happen. And then some kid, africanamerican kid comes up and does that. What will happen then. You just have to keep thinking like this. Theres racial bias in the system. They would say what with the jury do in that case remember we ended up pushing it the judge handling and the guy got convicted and got a sentence. With the point of it is thats one of the hardest things in the system when you are trying to be fair. And youre trying to look at it that way. The last thing. Its the limits on what you can do. Youve got one job but what you really know is you just needed the house and maybe you can contact housing and tried to help but the system is all silent so i keep going back to this economic justice. What they really need is a good school to go to. So theyre not going to miss school were not going to get involved in the things pretty so theres just all kinds of things that you cannot do this want to do that would make the world a better place read this i hope these marches and all the justice that we are seeking, will extend way beyond the criminal Justice System. How can you educate the importance of building for legislation judges so that marginalized versions are not governed by the voters elected officials whose agendas that dont serve them. Mo is a really good question and i. We try to focus on is we try to stretch the important of the state and local elections. Eric people kind of glaze over whenever. But if you care about the womans right to choose, if you care about clitoral Justice Reform, if you care about the expansion of medicaid. And of healthcare, if you care about those issues, then you really have to focus on who is serving at the state and local level. Obviously its important. Sensors are obviously important. On a daytoday basis, i would say that the people the most effective like, are people at the state and local level. So getting engaged and those kinds of elections, focusing on those elections making sure that you both cast ballots. Making sure you put into Office People who are going to represent the people as opposed to special interest. That is something we have really tried to push. Women doing that since january of 2017. Ive seen more people, start to understand the what we have been saying if it is true. I think you will start to see the impact of this kind of love push in the elections that we will have the cycle. I think youve already started to see them. People are much more conscious now. I designed a poster on my car from one of the protesters. In his head, dont forget to vote. At that here we go. Were the same exact places. Some protesters either talking about criminal Justice Reform and also talking about voting down ballots. Amy klobuchar ive done a lot of virtual graduation speeches this year. And i would know that when i do them, your generations actually come is the most diverse. That we have ever had. The most open minded. And it shows that you are working harder than other generations. I think that this generation in this moment in time, it has to translate into record voting. Yet all of these people trying to push back in terms of trying to make it hard to vote. Some states like alabama, we need a notary or two witnesses. Most states are not like that. And thereof governors of both sides of the aisle trying to list those restrictions prevent belief that use this moment in time during this pandemic to give you do everything you can in every state italian friends and educate yourself on how to vote early. Get this done. Actually vote. I dont care. Just find ways to get people to vote. If youre happy with the way this president has handled the pandemic, then i guess that is what to do. If not, and affects your life in some way, then vote. If you dont like that hes been in front of the church in washington dc and waved the bible is the most pretty turn this anger and rage into voting. Guest unmute. My apology. My question actually pertains to the Justice Department and hauling state and local government accountable. I know that the Vice President has promised to create a Police Oversight board within a hundred days of taking office. I was wondering what you think the federal government what they can do. To hold the state and local Police Department more accountable. Amy klobuchar a lot. And i will let eric answer that pretty. Eric as i said before, the Justice Department needs to meet local police accountable. I think also you need to enhance the department of civil rights, the criminal section that is actually response over the prosecution investigation of these cases. Thank you need to enhance that unit in addition to that of the Vice President. What is proposed pretty sunny a greater focus on this at the Justice Department. Their career focus and doing a great job by giving them but cook tools and resources that they needed. We do that, the Justice Department can be a good backstop. As far as ive seen the decreased funding to the police pretty and he talked about the significant portion of the budget on police. How we could reallocate those funds. He said you advocate for some the reforms that would actually allow increased funding and what kind of message with that said and involving the Police Department. And if that is the answer that we should have for the people right now. Thank you. Eric i think that what we need to do is to build budgets that are consistent with aims that you have. The voice said that you budget is an indication of what you think is important. So i think we need to kind of step back and look at the way in which we have our system as it is presently constructed. Statebystate in their different concerns and needs. Different priorities. And then make assessments. Its a, just because we have given eczema money every year, can we continue that. Or is what we have done is effective. Maybe move the money and other places. Justnew approaches. We are focusing on prevention activities. Making sure thats as senator colby char said, we have to focus on the things that are unfortunately, involved in ten to like for housing and poor Education Opportunities and high rates of an appointment. These are all the kind of things in the invest there, give people opportunities there will have less people beat the criminal justice. The fundamental things. When youre dealing with interest. To push against those interests and say just because we have done it this way forever, does not mean we will continue to do it this way in the future. Amy klobuchar exactly. I think sometimes people if you just throw money at things, you dont have to do it that way. You can make things conditional, you can change the way the money is spent. And in case, as i said, think about like drunk driving way back. Finally the federal government said no highway funds to states unless you change your standards for golf driving so many people drop dying. You can do the same thing on the state and federal level when it comes to decisions about funding. If a conditions and funding. I just want to add one more thing. Eric raised Mental Health princes. For some reason i spend a lot of time in iowa last year. I remember one statistic and that is there only 64 Mental Health facilities in the entire state of iowa. It beds. It is an example. Police officers who literally are becoming health counselors. How are we spending our resources and how it can work better for everyone. Guest my question im curious from a local Law Enforcement level, obviously its going to look a lot different from lapd or other cities. Will it be the First Step Towards criminal Justice System in that respect. Amy klobuchar i think from local Law Enforcement, when you look at these Police Departments themselves, it is very clear that we have some really good officers and then we have officers that have been trouble numerous times. And that should not be happening. It should be easier for local police chief and city to do something about that. That is something that happened independent of some of those things that we been doing fraud or on the criminal Justice Reform. What is talking about was trying out the information on use of force and making that very public so that people can actually figure out what is going on. Ive always blamed the more information is better because people are accountable for what they are doing. Literally now stories of people who get into big trouble. And then they just moved to another. That is completely wrong as part of our national registry. The bill that i noted that cory booker and so many of us are working with them to get this through. Secondly, you have all of these reforms we have already talked about. From minneapolis, they did this both counsel to get rid of the choke holds what we want to do the federal level, local Police Departments, local cities can do that on their own. So there is many reforms that we have talked about in the National Basis they can also be undertaken on local policing. And when you have bad cops, it hurts all of the good cops just like they heard all of the people out there. So we have to remember that. There are people who are trying to do the job. They just get brought down into the sewer by the kind of murder that we saw a tv. So the key is to have standards pretty good people will need those standards. I dont know if you want to anything eric. Eric i think that pretty much says it all. Mo thank you. We can keep going without lots more questions. But unfortunately, we are closing in on her time. Very engaged young people here tonight. Besides voting, what would be your advice to a young person who is trying to figure out how they can have the biggest impact in achieving some of these reforms and for fighting for more justice. You have a lot thats b giving to you, a lot you have earned and with that comes a special responsibility. There are a whole host of ways you can be engaged in this reform process that we talk about internally. Support organizations, become engaged in Electoral Reform like we have a Redistricting Committee and send us resumes. See what we mightbe able to do with us. There are reform groups that are focused on police issues, try to get involved withthem. But then there are also young people. Young people, younger than you who are start for the kind of attention you can give to them and there are not generational barriers where some old guy like me decide hes going to interact with somebody 15, 14 years old. I music is different, im a motown nerd and they like jayz. That kind of barrier does not exist between you and them so i think find out what interests you, where do you think you might have the ability to make a difference. Theres an organization out there, theres a programthat will match your interests. Doctor king said the ark of the universe is long and it bends towards justice but it doesnt bend on its own. It only bends when people put their hands on that arcand bend it towards justice so ask yourself what am i doing . What am i going todo . You are all superbly trained, unbelievably bright. You have a great responsibility, a great capacity to change this nation and im optimistic where we are as a nation, cautiously optimistic that with the involvement of young people like you this nation can finally live up to its founding ideals well said and i would add to that campaign and getting involved in politics and not just thinking its a dirty word or something that is out of reach for anyone, thats not true and iencourage people to get involved in some local campaigns. I got my start managing the City Council Race and thats when i learned the value of putting lawn signs up on your opponents street and things like that and i remember the guy one. It was a suburban city house race and he moved to florida a year later but the point was that i got a lot of training from being involved in that kind of race and then i moved on and did county commissions, all volunteer. I wasnt paid for this, i was working while i was doing it and doing those local races for something youbelieve in , they usually dont moved to florida so it matters so remember that as well as these National Campaigns that are going to be so key and there in a different way because you get to know people and i know some of it is virtual but who knows what the campaign is going to look like in the fall and you people as eric points out with the work youre doing, you know a little bit more about how all this is going to be working on different so youre going to have unique skill in the virtual environment we are in for much of our campaigning. Thats going to be important and criminal Justice Reform can mean everything from marching and advocating and calling your members of congress and local officials but i remember one of the things i did, i was in the private sector and i volunteered for nearly a decade with a group in our state. It was where you would visit people in prison and i visited a woman who had a very young age. A long sentence for killing her boyfriend andthats something ill never forget. She actually got out and invited me to a wedding but there are ways to getinvolved. Where you get to be part of the system in different ways , just decide what comes to mind as an answer but youve got to make sure you like it. Dont just do it to checkbox. Do it because its something that you feel strongly about and you feel youre using your skills and passions in the right way and thats how you get things done so thanks for having us and thats a great question and on.
