Arizona governors talked about the states response to the pandemic with the recent rise of cases thing the increase is linked to lower testing in hospitals around the state have the capacity to meet the needs of patients. From phoenix, one hour 15 minutes. Good afternoon everyone good to see everyone today. I went to begin by saying thank you to all the good people of arizona it has been an incredibly difficult several months increasingly so over the last couple of weeks. Thank you to all the peaceful protesters, Law Enforcement leaders, all the cops and deputies and our healthcare workers who have all been working overtime. Thank you for what you have done and i want to give you an update where we are in arizona around covid19. We will take a calm and steady approach and the decisions we make for Public Health and everything we talk about today will be informed by data and information and we want to make sure you have accurate data and information. Lets review briskly how far arizona has come in the last three months. March 11, 2020 a declaration of statewide emergency made from the Governors Office and our First Executive order was to protect arizonas most vulnerable communities. March 19 and executive order to hold elective surgery. At that time it was around ppe and a real concern around the shortage of that and that happened midmarch. March 26, covid19 was declared widespread in our communities and has been widespread since then. We put out an executive order to increase Hospital Capacity. This was the pandemic preparation for what could be a worstcase scenario. We required hospitals to activate they are emergency plans the end of march and to increase the capacity by 50 percent. March 30th we received 10 million of grants from federal purchases, 600 additional ventilators available for use in july the stay home stay healthy stay connected order was put forward on marc march 30th it was too slow the spread of the virus we were watching what was happening in new york and louisiana and michigan and the eastern seaboard those that were hit hardest in first and we were preparing if that were to come our way so to reduce the number of new cases with the Healthcare System from becoming overwhelmed on april 9 we put forward what could be Surge Capacity st. Lukes Medical Center was added april 22nd we could resume elective surgery because we had our arms around the ppe issue in the state of arizona at that time april 23rd we could launch the arizona surge line the 24 7 hotline that facilitates the interfacility transfer patients to balance hospital resources should that be necessary this was implemented in new york state march 31st after the state of new york has reached 75000 case cases. In arizona we could preplanned because of her we were to launch this we developed that with the leadership of department of Health Services and with arizonas leading professionals. When we declare the emergency march 2020 the insight was limited today we have daily reporting to enhance surveillance in the ongoing capacity increases we know where we are in the state of arizona. Icu beds midmarch 1532, today 1657 plus 600 additional search beds available as needed. And today they are not needed. Hospital beds, 1532. Now 7652 plus 2600 additional surge beds available as needed ventilators we had 330 today we have 1684 plus an additional 10 million of grants for an additional 600 ventilators. Lets talk about where we are in arizona today. This is the white house criteria informed by cdc through symptoms and cases and hospitals those of you that have been following these press conferences follow the same framework we have been working through. With sometimes we want to see a downward project on trajectory of influenza. In a downward trajectory of cases within a 14 day. The blue line represents surveillance the goal line represents influenza like surveillance. You can see on the why axis on the stay connected order this metric has been trending down to flat we have seen the menace increases one. 4 percent at one. 5 percent four. Four, four. Seven and four. 8 percent this is a metric we will continue to watch. Talk about cases we want to see a downward trajectory within a 14 day period or a downward trajectory of positive cases as a percent of total than a 14 day. This is colby 19 cases by day you see a clear increase of cases. I want you to hold this increase of cases in your mind as we go to the next slide where you will see a clear increase in testing the blue represents a testing surge in a dramatic increase so we have an increase of testing resulting in an increase of cases and also an increase in positive tests. The increase of positive tests is not the direction we want to go. We want to go in the other direction so for this to be a metric to watch and measure. When you look at the increase of testing resulting along with other factors resulting in an increase of cases along with an increase of positivity, what we want to measure most important is where are we today with Hospital Capacity . That is the reason for the stay at home and stay connected order to slow the spread so we could treat all patients without crisis care. These are our hospital beds this does not include the 2600 additional surge beds, blue represents inpatient beds in use gray represents available. Look at the total picture and on the next slide we will overlay the covid19 cases and arizona. The cases are in gold. He will see a tolerance over the last several weeks between 14 and 16 percent. We have capacity in our hospital beds and you do see an increase of covid19 cases here. Intensive care unit hospital beds if you are extremely sick to make sure we have icu beds to care for you it doesnt include with Surge Capacity the blue represents icu bed use gray is available beds today. The next slide will overlay covid19 cases you will see those cases hovered between 23 and 26 percent, icu beds, we have capacity in the icu facilities and arizona regardless of what you are extremely sick with mrs. Intensive care unit beds gold represents covid19 patients, blue represents icu beds and use by non covid19 patients you can see the number of patients from may 15 through june 10. I think it is fair to say these are fairly flat lines. We have capacity in the intensive care unit hospital beds in arizona today. Ventilators. If you get extremely sick you may need a ventilator. Who represents total ventilators and use . Gray is available. Overlay the covid19 numbers in gold to see we have a lot of ventilators available and arizona and access to more if necessary, and the covid19 number has remained pretty flat for ventilators. Arizona hospitals are prepared and you dont have to take it from just me but arizona hospitals including Banner Health and Dignity Health and Northern Arizona healthcare there has been a lot of misinformation out there its important we have the facts straight on where we are with Hospital Capacity in arizona because our citizens deserve to have the facts. Recently there has been local and National Media reports regarding the increase of confirmed positive covid19 cases in arizona and how are stay is managing the crisis as representatives of the Largest Health systems representing 80 percent of care provided in the state, we would like to assure the public we have the available bed capacity and surge plans are in place to serve the people of arizona we are well prepared to manage an increase of patient volume its important people know we are not seeing an increase of patient volume. We are prepared if that inclusion come. The facts are we have an increase of testing and an increase of positive test results we will continue to stay laser focused on covid19 on the state of arizona we will do more testing to know where we are every day i want to applaud the department of Health Services for the row besting robust testing we have in place including the Antibody Testing this is testing by day you can see supply chain was an issue they were hit harder with the biggest weekend of the testing blitz this is all labs in the state of arizona 429,000, 309,000 plus in terms of diagnostics 128,000 and serology we have had days in arizona of over 19000 tests conducted just a few days ago 12000. We have a Global Pandemic of course is impacting the nation everywhere including arizona. We put some states on here making National News early in terms of the cases that they have an per capita we talk a lot about new york state and learned a lot from what they went through and massachusetts and baton rouge and new orleans specifically also looking at where arizona is in comparison to the western states to give a focus on data and information we follow and track every day to make the best possible decisions so we slow the spread of covid19 and protector citizens. G cases and we will continue our gradual phased in reopening of a and increase our testing and Contact Tracing. Its whatever capacity will come next. We are prepared and vigilant every day and focus on this every day. Of course weve been discussing some other things in the state and the nation but in terms of top priority, Public Health has been top of mind for my administration, and its been the entire focus. What people need to know today is we have capacity for hospitalizations or for non covid19 hospitalizations regardless of the level of care that you would need in the state of arizona anywhere in the state of arizona. Arizona have capacity. We can increase testing. Our testing has doubled since the stayathome order expired. May 15 we were north of 146,000 tests. Today we are north of 300,000. Testing is increased by more than 500 since april 15. We were at 47,000 plus on that date and today again, 309,273 tests. We want to return smarter as a state. We know so much more today than we did on march 11. Yet this is a virus. We will continue to stay focused and vigilant and with that, i want to turn it over for an update. Thank you, governor. So, we have been talking about covid for a couple of lines now and we want to remind you everyone can do their part. So, we know that covid19 is still widespread in our community. One of the things we encourage arizonans to do especially if you are vulnerable to the potential that outcomes, if you are over the age of 65 or you have an underlying medical condition that puts you at risk, we want them to limit their time away from home. You want to make sure that you physically distance when you were in public, try to stay at least 6 feet away from others and if you cannot physically distance, we want you to wear a cloth faced covering. We encourage everyone to wash their hands at least 20 seconds with soap and water or use a Hand Sanitizer especially after touching your face or even moving your mask you definitely want to make sure you ar youreg Hand Sanitizer and defend his stayathome when you are sick so you do not spread it to others. We are asking that all arizona businesses that are part so in the returning smarter executive order it does require arizona businesses to develop and establish a and implement the policy including physical distancing and disinfecting protocols. That is based on guidance from the centers for disease control, the Arizona Department of services, the department of labor and what weve asked them to do is implement protocols that will help individuals to stay physically distance at their workplace or if they are out in public it helps, it doesnt require but it encourages them to do screening of employees when they come in and other things to prevent the spread of the disease. To date, weve implemented mitigation strategies and, we have implemented the strategies witweve limited restaurants and bars and we have suspend it visitations to longterm care facilities because they know that those are filled with those that are vulnerable to disease. We have halted elective surgeries and allow facilities to request exemptions from that executive order. And weve issued a stayathome order. The goal for the mitigation strategies was to slow the spread so that we could ensure that we have adequate Hospital Capacity. We know that its in the community. We are not going to be able to stop the spread of and we can stop living as well. One of the things we have been paying attention to is unintended consequences of what a prolonged Mitigation Strategy could be. So, we wa weigh out the risk ofe virus with the risk of the longterm Public Health impacts. And we are seeing some detrimental impacts on things that are important to Public Health and could lead to longterm Health Effects and consequences. So, one of the concerns is trailed 50. We want to make sure those children that are at high risk for abuse have somebody else laying eyes on them. We know in the stayathome order in the closure of schools that has reduced significantly. We also know that the learning impacts children can have not being in the classroom and not having that Continuous Learning environment can result in education impediment. So, Mental Health impacts of a stayathome order including the financial and emotional stressors that come along with a stayathome order in the closure of the economy and then loneliness and isolation. And im her debate for sure youve heard us talk about that at the department of Human Services but we feel that there is a loneliness epidemic. So, this has contributed to that as well. There are physical Health Impacts of this. Weve noticed thereve been decreased cancer screenings statewide. We are aware that thereve been decreased childhood immunizations because children have not been going for their wellchild checkups and they also have concerns for those that are victims of domestic violence. So, an update on the longterm care facilities, by the end of today we are scheduled to complete all of the facilities that we will be giving the testing for except for two. 440 facilities are coordinating their own testing and so far, 15,000 staff and residents have been tested. For corrections, weve updated on this before, but the testing is available for staff and contractors especially those that have direct contact with inmates. That is available if they want to get testing. Theres 31 university of arizona testing sites statewide. If people want to go get tested immediately, but we are working on the request to go onsite to complete for those who may not be able to travel to one of the university of arizona on site, those will be run. We have been working to try to provide diagnostic testing in response to some cases that have been identified at the complex. And then we are working with the department of corrections to implement the surveys and are currently going on site to the facilities to review those plans. Thank you very much. I want to ask Major General maguire to please give an update on the fire and i also want to say thank you to you and the brave women and men of the National Guard and all of the hardworking folks that are working on fighting fires and peaceful protests in every other issue. I am grateful for what you have been able to do. Will you let people know what is going on with the fire, please click as it pertains to the fire burning that originated in the area at the west end of the catalina mountains, we are coordinating with the emergency management. As many of you have heard me say before, we are always in support of the incident and incident command system. The incident command system for the u. S. Forest service asked for an investigation of a number of areas and that is direct to the areas in the incident about the specific locations but essentially the northwest sector of the Catalina Foothills area in the tucson sector. As many of you know, we have a fire over at the 30th and 31st of may where we lost structures. So we have had unfortunately some experience with getting folks into shelter. A technique that we do not normally use, we would normally use, but the situation has forced us to do that. I would think the red cross in both the groups did step up to help with those things. We pray that they do not lose the structures. Thank you very much, Major General. Lets talk about the plan Going Forward. The plan Going Forward as we will continue to focus on Public Health and Education Campaign around it. Physical distancing, washing your hands, staying home if you are sick and wearing a cloth Face Covering when you cannot physically distant. We will continue to increase testing and the state of arizona, which will give us more sideline to what the situation is at the state level. We will have a constant focus on cases in Hospital Capacity. We have a team of experienced epidemiologists tracking the data in realtime. The number of cases and measuring the hospitalization rates with continued surveillance and load balancing of hospital resources. We are going to prioritize where the risk is highest in arizona. There are Skilled Nursing facilities, longterm care and prison. With that, we will open up for some questions. Governor, thank you. I keep getting the same question from people out in the community and i want to make sure we are clear. As long as hospital beds in Hospital Capacity isnt in jeopardy, did you plan on keeping the states opening or have there been talk behind closed doors to take a step back because people are getting sick, and i understand theres more testing but there is more sick people out there as well jus sot to be clear as long as hospitals are okay, you will keep the phased opening approach. The focus has been on slowing the spread and making sure we have hospital capacities to provide care and comfort for people that need it. Theres also been an increase in testing. I want to maintain every option available to. If you are thinking of the stages of how we got to where we are today and they had gone in reverse order, the first issue if necessary would be around elected surgeries which we are able to conduct today in arizona hospitals. Weve been able to resume those in our Search Capacity inside the state of arizona. I do think that we could as we moved in fit to phase one i said this is a green light to proceed, not speed. We did have several weeks of positive metrics heading in the right trajectory. Now we are seeing some numbers we want to Pay Attention to to see if those increased cases result in increased hospitalizations. We havent seen that today but that is what im focused on every morning and every evening to. You spoke a lot about the capacity, ventilators, tests and those kind of things, but obviously its more than just machines and whatnot. What about doctors and nurses . I know you cut regulations earlyonset you could access more because they were worried about the meeting short supply. Can you guarantee there are enough doctors and nurses to handle the current surge . First i want doctor christopher where we are right now on the doctors and nurses and then about the relationship i have with others across the country in a worstcase scenario would be possible. We can talk about the current status in arizona today. Friendly with our doctors and nurses we do have capacity. If they were to increase, hospitals have surge plans or Emergency Preparedness plans that outline a number of tools. One of the tools is that they cannot if say a bunch of the physicians or nurses got sick, they could request Additional Resources through the county Health Department. They can bring it up to the state Health Department if we need to. We could recruit volunteers through the resources and then also request federal resources to come in and provide additional staffing as we need. That means reduced care for everyone and people get discharged a little bit earlier. The nurse to patient ratio gets worse, so that means reduced care. There are practices we can put in place to ensure we have adequate but they are at the appropriate level of care at that time. Do you have numbers to provide to ensure there are. I do not have the numbers on that. There is concern that you are tone deaf to the spike in cases as experts across the country right now are voicing concerns that its gotten bad. You say that the rise for sixth. We have Hospital Capacity. Are those people sounding the alarm, and when will you act, what is your plan if we keep going the wrong direction besides using the tools in the governors toolbox . First i want to say this is something we have been focused on every day since march 11 i would say since january 27 when we stood up the Emergency Operation center at the department of Health Services. We have been preparing for what would be our time for the increase in cases and hospitalizations. Part of the reason i wanted to share the statement from the hospitals and where they are from the capacity per spec it is this is what we have been in preparation of this that we can care for those that need it and provide hospital care and comfort and attention. And today we can do that. We can also do that for what they believe is the foreseeable future and a possible worstcase scenario with Search Capacity for hospital beds and ventilators. Those are not needed or necessary right now. You know everything that i know. Working with subject Matter Experts on this focused entirely on the state of arizona and we will continue to see this. What will it take for you to admit or be convinced that you left your stay at home or expire flex its about saving lives and d those of a livelihood in the state of arizona. We put th the stayathome orden so we could prepare for what we are going through right now, and we are prepared for it. And i want to thank arizona. Theyve been asked to do a lot and sacrificed a lot. The behavior and responsibility has been outstanding. I think we need to redouble our efforts on this because this iss just behind us. We are navigating through this and we will be able to do with the Global Pandemic has affected the whole world but it hasnt stopped the world from turning. We will be able to do this in a balanced and responsible way for the people of arizona and we are going to stay committed to getting through the store no matter how long it takes. But at what point will we see a plan . I showed you a plan at the end of the powerpoint. Swing listening to what you are saying. Weve seen an increase in cases in the reopening. Prices weve seen an increase in cases. I didnt talk at all today about any additional reopening. Any reopening would be gradual. Theres no opening olds today. We are not going to be able to stop this and cant stop listening. It sounds like youve given up in terms of anything to say here we are we are not going to require facemasks. We are not going to go back to stayathome. It sounds like youve said weve got the economy so we will just live with it. Nothing is further from the truth. We are 100 focused on the proper decisions for the estate of arizona and we will continue to make those decisions. The fact that i am demonstrating what three plus months of work to have the available capacity, to be focused if there were to be a worstcase scenario and the fact that its not here today is positive news. So we are going to stay focused on this and we want people to make responsible decisions like they have so far and we will be able to navigate through this. I think its important that people have the facts. This virus isnt going away. There isnt a cure for the virus. And there isnt a vaccine for the virus. So, this is something that we need to learn to live with and make sure we are protecting the most vulnerable in our society and those are folks at a certain age bracket with Underlying Health conditions and at risk conditions anatriskconditions e to do that every single day until there is a vaccine. Where it regardless whether you feel sick or not since you aryou areprotecting your familyg over sulfated others. I am all for facemasks when you cannot physically distance. Ive got mine with me today. And when i cannot physically distancing, i wear them and wash them off. Can i answer the question, please . Ive listened to your question, can i give you an answer . Even in the cdc guidance it says it can be difficult in places like pharmacies and Grocery Stores. I was in walgreens picking up things on the way home and ive been to the Grocery Store and in both places i wore a face mask. The. Youve been looking at spikes across the state. Why did you allow these regulations that goes above and beyond what theyve been doing . Weve been following the white house criteria along with the centers for disease control. It does give us the option to do things either statewide or county wide. You want to touch on some of our hotspots and where we are . [inaudible] [inaudible] do you want to talk about it from a Public Health perspective . As we look at the hotspots, we know there are a couple of areas we are seeing increased cases. We see them in Maricopa County and the central region. We are seeing cases around the southern border. We do know that there are increased cases across the border diverting patients up north to arizona so weve been monitoring the situation as well as the hotspots with our tribal nations. They are following the guidelines so we see the hospitalizations going up and are you going to make it mandatory to do them in public and private areas is that an option at all . I hear from different folks that they will say no one is wearing masks. Every Single Person was wearing a mask inside walgreens. It wasnt everyone at the Grocery Store, but it was the overwhelming majority of people. There are some that cannot or masks for whatever reason. Shortness of breath or they are asthmatic. But we want to do a thing, a better job from the Public Health communication standpoint that masks are a good thing when you cannot officially distance, wear a mask, wash your hands. Those kind of things go so far in reducing the spread of a the Hospital Capacity is we have that capacity today. I think that thats important because for whatever reason, there was a lot of misinformation this afternoon. I want people to wear a mask when they cannot officially distance. Why not allow the Maricopa CountyHealth Officials ordered city of phoenix to make their own decisions based on that. In the Global Pandemic we want to have clarity and consistency for our citizens, and we want to reduce the confusion that has happened across the state, across the country. Its a difficult time. Many things are changing. We maintain the option to make decisions at the county level if necessary. Every decision that ive made has been informed by Public Health and thats where we are today. Its played a significant role than the increase of confirmed cases that we are seeing. We also see other members in the area of the steady increase in the percentage of hospital cases talking about the past month or so and in accordance to the twoweek average we have the worst Positivity Rate of the 50 states. You want to talk about the increase in positivity and i want to talk about the testing. Weve continued to notice that there is community spread. We are going to be working on trying to bring that back down and that will include a Public Health education message. We know we have a lot of testing going on. And when you start to get the cases we have a higher percentage of those tests come back positive. And they are seeking care which is getting contested because they are developing symptoms. Some of the things arizona tended to make sure that they do not spread as to where a face cloth or cloth Face Covering when they cannot physically distance. And to make sure they stay home when they are sick. The other thing you can do is send some check your self before going in to make sure you do not have a fever or cough, shortness of breath. [inaudible] is that a problem and if that is the case what is being done to remedy that . We continue to add sites to the website. Anybody that wants to get tested can go to the home page and go to the website to find it. We have 123 sites where you can get tested. At the beginning, we have a supplychain issue with getting the testing for supplies and there was a lot of demand. Weve gotten more testing supplies and testing availability and to this date. We havent reached the full capacity. We are not using meaning we have supplied. This began with Health Care Workers and folks on the frontline doctors and nurses and emergency medical professionals and there were people that thought they had been exposed or that they may have covid19. Now if they want a test, get the test. We have it available and we have over a 120 plus locations and it will help us inform better datadriven decisions. [inaudible] how concerned are you about the process and how confident . I think that its twofold. One come in the reopening of the economy they work great. Staying at home, staying healthy and connected. We are starting to see more activity in our economy. We saw some of the gatherings that happened over memorial day. Of course we have seen some of the gatherings that have happened for a righteous cause. A lot of younger people in those crowds, which is good news. We saw a lot of masks and the crowds which is good news. Didnt see a lot of social distancing so we need to be prepared. This wasnt just in arizona. This was across the nation. So, it is something that of course we are aware of and we believe we are prepared for the. That we are going to remain vigilant to monitor the numbers and i would say to anyone out there that has been exercising their Constitutional Rights and having their voices heard if you want to take a little bit of time this upcoming weekend getting the tested would probably be a good idea. We are going to complete the longterm care facilities and state prisons because we have been able to get our Health Care Workers. Now if you are curious, get the test. Is there a point where that is the key we need to put in mandatory steps. Is thi that something that we ae not there yet and we need to reevaluate . Certainly. We try to think about how to mitigate this and decrease it. How can we someday bring it to an end. But between now and then, we need to be prepared for whatever may come our way. We have said that in arizona we believe they would have been in this june, july and august timeframe that we also know that its going to return in the fall and we want to be prepared for whatever may come. Does that mean they may not be transported out of the counties and if so, how is that facilitated a . This pandemic is all hands on deck and all resources on deck. Useful for the National Guard search with a black hawk helicopters and emergency medical personnel because that is what was needed, that is what was necessary to provide comfort for the people. Thats why they put the search wine in place. So that no matter where it is in the state and where there is a capacity or medical facilities are needed. We can get the citizens where they can be cared for. I dont know that we have had to use it all that often. Its what we are monitoring very closely, the spike in cases. We have all hands on deck whatever we need in terms of transport and if it is before we talk about the search Hospital Capacity. Anything to add to that . [inaudible] our local counties or the dudes on the ground and they are the ones primarily responsible for the Contact Tracing and they knew they do this for a number of cases. Infectious diseases. For the states in order to separate the counties, weve developed a statewide Search Capacity for contract tracing. We implemented a program that sends reminders and tasks them to check their symptoms every day. Thats been adopted by all counties statewide. And we have brought on by capacity through the call wine as well as bringing on additional staff so if the counties need Additional Support either boots on the ground, the state can support into the mechanism. Are these the numbers that youve expected at this stage of reopening . We did expect to see it because of the increased testing and people getting back in the community. And we know that its in the community. I try not to guess what those numbers are going to be because it is hard to predict i and we o know that its in the community. The i was asked if we had wasted taxpayer dollars on st. Lukes because it wasnt apparent at the time that we would need it. That is a part of the investment in being prepared for a worstcase scenario. We are not seeing that in arizona but we have this standing up as a facility along with additional facilities. The what you do is expect the worst. It was going on with other states and places around the country that were getting hit incredibly hard. We learned a lot from those situations. And i was for you while there wouldnt be the indication in terms of the hospitalizations today but that is where we are headed, we will be prepared for whatever happens in the state of arizona. That is what we signed up for. You entered with the highest levels of infection rates. He and the audience havent heard one the thing thing that l change that. Have we missed some . It is important to care for the people of arizona. This virus is in every state in the country. Its in every county in the state. We will continue to mitigate it. I put up numbers where it compares to other states. We cant stop the spread so again, what has been done to stop the spread . With the gradual reopening of the economy to be prepared for the virus which is with us and it isnt in the foreseeable future eventually there will be a cure. We need to find a way that we can care for the citizens that need it. Other issues while protecting as many people as possible. She has liver problems that shes going to live with. Is that just the way that its going to be for arizona . Im thrilled shes alive and out of the hospital. What we want to do is make sure anyone that gets sick parents care and where possible where someone can avoid the contraction. Thats why we are talking every week about this and we are putting information out and we will continue to stay vigilant. You say that arizona this sas morning they havent been able to take effective publichealth action yet. Information that was out there nationally was inaccurate. Now you have the Accurate Information into the citizens of arizona have the facts today. The [inaudible] wearing a mask when you cannot social distance is good, and im going to wear a mask when im in those situations. The there was a lot of National News today. We confirmed them with the hospitals and now weve communicated them to all of you and your Media Outlets along with the National News. So, everyone today have Hospital Capacity. We have the facts straight. I have two questions first is a yes or no answer. We have 1,291 inpatient. The third day in a row over 400. It tied the record. Are these the . Those numbers are selfreported and we take them and upload them to the website. They are continuing across arizona. Did when asked about whether or not you understood the concerns about the racial bias especially policing into their deep concerns, but at this point are you spearheading to try to reduce the tension and make reform and policing here in arizona . The first thing i want to do is thin thank the peaceful prots around arizona. Theyve certainly gotten their voices heard and they continue to focus on this issue. Ive met with leaders in the minority in the Africanamerican Community and im going to continue to meet with the faith leaders additionally. They were before the legislative session closed up most notably in terms of body cameras for the officers but there is additional things we can do. The training requirements into the diversity of the board focused on covid19 mobile training inside of the communities. And my kernel was also reaching out to the community. We do want to start in terms of Law Enforcement and reform at the state level. They all want to help on this front [inaudible] we got the facts on the hospital capacities. We have the facts and it is in letter form. It should be part of correcting the record or all of the misinformation that has been put out statewide and nationally regarding arizona. We have Hospital Capacity in the state of arizona. They said it was and capacity to and then on tuesday and wednesday, wednesday, thursday they went over 80 into the executive order. Those are the most current members, and that means they are nearing capacity so that isnt false information, governor. That shows there has been a growth in cases. Can you address whether we will change the order . My executive order is going to continue to stand. If we were to see a Hospital Capacity that was elective surgeries would stop if you want to address how this misinformation got out there, can be addressed this, please. We continue to work with the hospitals, so if the need to maintain 80 capacity from a systemwide perspective and some have chosen to do it on a hospital by hospital basis, so what youre doing now is working through the data to see if there are any that look like they are over capacity, we will keep working with them to either bring them down or get them into compliance. If they feel that it doesnt accurately represent where they are but they did attest to the fact they would maintain capacity at 80 or below. Typically it takes two or three weeks for someone to be sick enough to be hospitalized. Arent you concerned that they will have the hospitals in a week or two and then have to go into the capacity because that is what the medical experts around the country are concerned about. Let me say from the standpoint in arizona, we are concerned every day that we have the proper capacity and resources. That is what they have been working on for three plus bob is. It is my belief that we are seeing an increase in cases and we pointed out very clearly we do have Hospital Capacity on the back and that is what is most important. [inaudible] we are not at a crisis. We do have hospitals that in one or both may have reported a day by day basis so that is what youre goinweare going back and. We are always pro compliant and we will be reaching out and helping them tell us whether the data is accurate. They have the facts wrong as you say. At what point would you be convinced that they are headed in the wrong direction and what is it going to take . Theyve helped navigate through this so far. We are focused on arizona, and i dont know how many times i have to take you through the metrics. Its showing you where we are on the symptoms and cases and testing in Hospital Capacity. We continue to monitor this and be vigilant where we can and reduce it. That is possible. So if it is going to be something that we continue to educate, communicate and fight every single day. Arizona is breaking its own records though. In the capacity that is old you are concerned about. The cases could result in the rise of severe illness that required hospitalization. Today we are able to provide that. It sounds like more of a question for banner unless you have a question on that. Going around the reopening it will focus on staying vigilant and proper. There are a lot of facilities and they do have capacity within the system therefore some of them may have been more impact than others but we are working very closely. It isnt under discussion. [inaudible] there was a letter that was sent to the department of administration. I have said that there was a public process to be able to put something in the plaza were on the property. I think that there should be a public process if someone wants to go the alternative route. I havent been a fan of removing monuments or memorials, and certainly not because a letter was writtethe letterwas writtenk that there should be a clear public process for people that would like to pursue that. I think there should be a public process. [inaudible] the numbers keep going up. What is your message that maybe i dont need social distancing or to wear a mask. It is a problem that is contributing to the numbers. My message is to stay vigilant. We need to stay focused on making sure that our citizens are safe and we continue to navigate through covid19. Of the things pointed out about when you cannot social distance, but the Face Covering, washing your hands, staying home when you are sick. Lets redouble our efforts on that. Part is weve been terrific as any people in the country in navigating through this so far. But it is human nature. People want to get back to life. And i want that as well, but i want as many people to be healthy. I want to avoid as much success as possible and save as many lives and care for the people that are sick. So, that would be the message in closing. Arizona has Hospital Capacity. But lets refocus our efforts on washing our hands, social distancing, covering our face when we cant social distance. And if you are sick, please stay home and if you have the opportunity this weekend, especially if youve been out and about quite a bit, go and get a test.
