Im going to talk to leaders and decisionmakers in washington, wall street and across Corporate America about the policies and ideas that will help bring the American Economy back to life. Of course we have some other things that we have to discuss this morning as well. This morning enjoyed by republican senator tim scott of South Carolina and we will discuss the rest of the country and the president s response and is in senators ideas for the economy. They can be much for having me, i look forward to our conversation. I think weve spoken and happier times about opportunities and economic innovation and were not in onerl of those particular happy times at the moment but were still going to get into opportunity zones and how they can play as h role in recovery but i want to start with what happened last night at the white house, i saw that you said to consider president trumps remarks on the death of george floyd was heartfelt, i think they felt to a lot of people like threats and not an effort to healing, do you think you struck the right tone there and i want to ask you specifically about the use of teargas on peaceful protest outside of the white house in your reaction to that. Theres no doubt that the president s comments were in my opinion the comments that we needed to hear the nation and people have been talking about the silence and the president spoke up and spoke out and he started the conversation and focusing on george floyd in the death of the hands of Law Enforcement, that is a necessary step in the right direction, one that i applaud having lived through the water scott murder in 2015, recognizing the basic silence around the country speaking to the situation and it tells us we have made progress, i sought the president s comments relating to mr. Floyd was particularly important and certainly will get to the rest of the circumstances surrounding the comments it sounds likee as at the end of this conversation. I do want to ask you about thissk comment regarding the use of the military on domestic soil rnd rather we thought that was a good message for the nation in the healing message and again, specifically about clearing protesters from outside the white house using teargas so he the street and hold up a bible and a photo. What kind of message did that send to the American People . The use of force as it relates tose the military, i knw weve seen it happen before. I dont necessarily think is couplehis morning on a of stations, the premature from my perspective was i would suggest, you heard in his comments that i would echo myself is that order is necessary for us to have the conversation about mr. Floyd, the question is how do you get that order, you do it in the best way forward or best task forward which means that we focus on what our governors and mayors can do order to their cities or their states, in my perspective that means the National Guard is what we did in South Carolina, i said that this morning and yesterday and the resources necessary to bring order where there is chaos is within the states ability. Using those resources is absolutely essential decision by state leaders and local leaders requesting it and in charleston saturday night we have looting and big challenges on the major artery in downtown charleston and the cops are overwhelmed frankly and having the National Guard called up on sunday at the request of the mayor and the officer of the National Guard who is close proximity to the areas, that was a good decision and it led to different outcome and in my state i think it could lead to different outcome in illinois and new york as well and we will continue to say the National Guard should be the first step and factually if any of us, i think we all are by the way, if any of us are interested in justice forfl mr. Floyd in a larger necessary conversation on race and justice, we cannot have injustice in the midst of that conversation, it will not happen. Our country will not allow that to happen, perhaps we have to eliminate the violence that were seen on the streets of our nation and the teargas situation in the moment with the bible, i did not see it personally i havent read about it since then, i thought it was helpful and i would do it withoutad any questions and obviously to use teargas to clear path, the answer is no. I appreciate the answer, i think its obviously the right one, youre critical of the president we can sweeps about when the looting starts, the shooting starts and then you talk to him on saturday, can you tell us briefly about that conversation and i promise well get to the economy after that. This is a part of the economy and we hope after the pandemic we can get into stores because it lost all over the place others chaos in the streets, unfortunately the prerequisite for opening the stores around the country is peace in the street. It is one thing i focused on my conversation late of saturday morning or early afternoon, the president listed to focus on mrf george floyd. Please focus on the fact that as president you have the most powerful microphone on earth and frankly it can be used for a lot of good and frankly he sometimes hits the perfect word and saturday afternoon about justice for mr. Floyd and is the perfect time and if we could stay there i think we would be far better off, i dont pretend to be a true whisper, im simply a senator who has a passion for all people and if we start categorizing americans as one stsingle unit, one family, witha lot of diversity in the familyse and in that light, i think we would reacted rightly to each other. I think that ishi right. Lets get to the depth of the economic problems we have and how we recover from them. It feels like were out of moment where the nation is breaking apart in some fundamental ways and obviously healing is needed in the George Floyd Death has shocked the nation and angered a lot of people, what is the next step to get us past people are freaked out and i did not sleep last night to be honest because all of this is so difficult to watch and to read about and live through, how do we get to the next stage where we are not in this crisis moment. I think the only way to actually get to the next stage, the aftermath stage is to deal with the crisis in mr. Floyd as terrible as a death as it was, its not really the crisis, the crisis is decades of abuse within the minoritywi communitis at the hands of the minority Law Enforcement officers, im a fan of Law Enforcement officers because i have seen the good done by Law Enforcement officers and i would put the number as high as 90s plus percent and ty want to go home to their family and not looking to abuse anyone but unfortunately if theres any place on earth where abusive power matters the most were civil society, its within Law Enforcement, its one of the reasons why ive detailed in my own life being stopped seven years in one year being an elected official even with my senate pin on in less than two months ago and stopped for proper use of my turn signal which was a first for me, i ooought i use my turn signal a little too late, i was entering into new lane and we had a nice brief conversation and he gave me a warning and i was thankful for that because i think he was wrong but the truth is, those incidents. Thats remarkable. I can give you another story, the month before that, nunfortunately the situation is when you have dads and moms crying about their kids safety and nothing has happened yet, it tells youg the level of pain ad agony that is being stuffed down so far inff the soul the soonerr later and lead someplace toxic and for us to move forward, i apologize for the long answer, i really do think we have to be willing to have a conversation about justice in. The nation and i think this nation stands on the consequence of fairness rather than any other nation on earth and that says that we have the right foundation, now for us to build the greatest society for everyone the earth has ever seen and all of us coming together in realizing its not about my group or your group, its about the truth and fairness and we have that conversation, it will b hard. I was talking to a friend last nightht and some of my white friends, in a situation back in 1955, they could not believe it, they were crying their eyes out on the phone because they had no idea, that is 50 years ago. 65 years ago, were still reeling from the situations because james byrd in 1998 rodney king in 1994, walter scott, without video today, that situation wouldve never happened in minneapolis, even though it happened it would not have happened, without video walter scott would not have happened, even though it happened it was only the video thatit brought. A good answer and i appreciate it, lets turn it to a second to the economy and the subject of her series and obviously were in a difficult spot, right now with the level of unemployment in the drop in Economic Growth that we will see in the second quarter, were trying to reopen everywhere, how optimistic are you that we can have an economic recovery that is relatively strong and swift. Im not to believe that we will bounce back fast and i do think it could takee a decade where we were but tell me your thoughts. I certainly think the definition of recovery matters, i would say that we will see a strong recovery starting next month from my perspective in about four months now. We will turnve optimistic i am to i think love a strong recovery next month and announcements from some medical company about treatment therapies that will happen sometime this fall, i think we will have a breakthrough on a vaccine early next year if not late this year and all of those signs will lead to market in the right direction, the question is mainstreet not wall street, main street, Walking Around before the riots and the challenges in the last four or five days and Walking Around downtown charleston is like a ghost town. We saw a lot of activity over the past friday night and thursday and wednesday and i think were really heading back into the positive recovery, we saw the claim of unemployment go down in the contraction in our economy will be less this year good last quarter but we had a pretty good dinner in february but march was devastating. May in june, may was not great but june will be strong and thirdquarter will be the best quarter probably h all year, i could be wrong, Fourth Quarter could be above it, Fourth Quarter will be strong in Economic Growth. That will be strong bouncing back from a decline of 40 . As compared to a massive decline, i think youre right about thatin general idea that e will start to bounce back. I know we dont have you for a long time. Look i could talk to for hours but what can we expect from the senate on another covert response in the position where it doesnt seemed like there is Common Ground but maybe there is on ppp in particular, tell us what you expect from the senate. I think well see more emphasis on sector targeted relief as we analyze what was left out in 30 and 3. 5. That will be a serious conversation and a necessary conversation to think about the landlord in the retail industry, the devastation and speaking of the larger centers in the month of march, it was around 20 or 18 or 22 that tenants were paying their rent on time. We are talking about that that we want to deal with, im not sure how much they will be able to address all the issues but i think it will be helpful, if you multiply it by eight or so were seven or eight to creately the liquidity and the matter on the loans in the interestrate of course. If we do that right, secretary mnuchin rolls out d out pastor n my opinion, we will see a faster recovery, i think we are going to see a 4. 0 emphasis on most Small Businesses in emphasis on the other side on state and local municipalities to have to direct assistance to municipalities, i think will be interested in providing overtime assistance with covid19 from first responders, i think we will also see an emphasis on the liability exposure if thats not taking care of itll be difficult to see in a package get out of the senate. They dont deal with the unemployment and the overpayment of unemployment, i think that you know what i mean the 600. You believe that the disincentive to people going back to work. Is proven to be a disincentive. In South Carolina and every other state where elected officials democrats and republicans seem agree on that one reality. There is certainly an agreement that is a disincentive to return to work. In terms of ppp loans, the heroes act expends them, this is an audience question for the 5o1c organization, is not an area we could see from the senate on . I think there is a chance, ive been advocating for the inclusion threes already included, a veteran organization that was included as well, the c6 is the chamber and Economic Development alliances andnd another were number of folks with the governmentrg organizatn and they are far more dependent on the economy than they are the government. In those wooded be wise because in many states they are necessary to help time the pumper Economic Activity in South Carolina, colorado has the same issue and frankly most of our nation had s some form of essential part in some would say wherever there is a chamber its an essential part. I got you. You and i have talked about opportunity zones in the past, how do they play in here in terms of investment in our neighborhood as we try to recover, is there a need to introduce a bill to improve opportunity zones and other forms of investment or give me your take on how opportunity zones play into how we recover. I spoke with the white house on the issue of opportunity tzones last week and not that e were here in washington, d. C. , they said the good news, we have about 75 billion so far targeted for opportunity funds in the deployment of those funds is very important, the timeline that you had tome deploy them, post covid19 and preriots, it probably needs to be relaxed a little bit, i asked for that, the recommendation seemed to be in a positive direction, more important to be honest, the concept of an incentivebased economy an opportunity zones rely on the ability to track investors because there is something in it for the investors to take a second look at an area where they would not invest. I think we need to do that from sectors and industries as an example for opportunity zones as a way to trackback the companies that produce the ppe. Maybe there is a way to use opportunity zones to drive backo the Companies Industry in the supply chain, i would not say that we should disrupt the supply chain to get it back to america overnight to provide the incentives of companies to make the right decisions would be helpful. There is also an interesting concept around the telemedicine, teleworkme conversation, broadbd and opportunity zones might be a great way to have a Pilot Program to see you for able to help people have the access to the best doctors they can find tthrough telemedicine and to go to work for telework. So americans cannot cut a work, they have to go to work but they cannot stay home and telework. I think we can talk about that and all of the things for a couple of hours and enjoy it and i know that weve taken up all the time that you have so i will say thank you so much senator for joining us on political life, its always a pleasure to see you and speak to you and all my best to you. Small businesses need supportive funding to reopen and continue hiring, thats definitely the case obviously which is why we talked about the Paycheck Protection Program in expanding and changing the restriction on use of funds, that is something that will continue in washington and whether its done or not is the question and i dont really have the answer to. My colleagues and the failure of being able to agree on much off anything right now and its not clear how and when we get to that point where we are with helping Small Businesses in a more flexiblemo way. An infrastructure package which will provide longterm economic benefits and jobs for american workers, again something that is badly needed for quite a long time is not something that is lightly happen, certainly not likely too happen as the next covid of recovery package because there is such disagreement with republicans and democrats on how we do Infrastructure Spending and the term for administration has attempted to put forward on that and never made headway but obviously something that would be tremendously helpful to the American Economy. Other responses, Liability Protection forab businesses or nationwide an enforceable standard on reopening procedures, the question is from caroline, ali good one, liabiliy protections are obviously something that the senator republicans areil sure on the next package and to help businesses reopen and not fear lawsuits and not fear that they will be underdressed and threat if they cannot protect their workers in the best possible way. Nationwide enforceable standards on reopening procedures. It sounds like a tremendously good thing and its something that we could have, its a patchwork process right now, right now i feel likewo we are flying on hope that this works and works well and we dont see further outbreaks of covid19, and thats going to be the case, i think the data is mixed on the so it would be good to have those things and good to have nationwide testing more available and standards for how people go back to work and are protected, were not moving in aat direction, were moving in direction of lets reopen and hope it works and people will take up their masks and hope for the best, it seems to be where we are, we will wrap up in two minutes but i did want to give you great positive news about whats coming up on the economic front, though stock market is doing remarkably well which i dont understand with all the negative news that is t out thee but i think investors have a sense that we wont get second waves and all the actions by the Federal Reserve in the fiscal stimulus from congress will get a bounce back, i will be watching closely how the stock market performs this week even as we go through the National Crisis and we are going to get news on the job front and the jobless claims coming on thursday expected to dip to 1. 8 million to 2. 1 million still a huge number but a good trend in a downward direction but still in or mostly high, friday we get the may jobs report and 8 million jobs and Unemployment Rate its an unbelievable 19. 5 which is not far off from the Great Depression high. The hopeful part is, thats the worst of it.
