That next week the senate would be in recess for the memorial date traditionally assessed but let me just urge our colleagues that before we leave for the recess, we need to act on the challenges that covid19 is imposing on our state and local governments. Today will be responsible for us to leave and go into recess recognizer state and localre governments are so much impacted by covid19. They are making decisions now. Theydj have to put their budgets together. They have to adjustla this years budget and plan for next years budget and what to the, balance . Its municipalitys comments Law Enforcement its Police Comments fire its emergency rescue, for our countiesssc our schools and funding of our schools it also deals with Public Health for our state, its Public Health and so many other different issues that are dependent upon the state having the resources in order to respond to the needs of their citizens, our constituents as well as a deal with the challenges of covid19. Ill give you one example and that was this week by teleconference with representatives of our Higher Education university of maryland. They depend very much on the revenues they get from the state andde the revenues they get from their students. Both are very much in jeopardy today. The least we can do is make sure the states have the resources to continue these Critical Missions. And they just dont have it. Let me just give you some of the numbers so my colleagues are aware of this. For the state of maryland the revenue projections are that for the current fiscal year that ends june 30, the revenues will be off by as much as 925 billion to one point to 5 billion. That is revenue losses. But on top of that, their fy 22 revenue projections are another lossue of 2. 1 thats a state of maryland its projecting a reduction of revenues by 142 million this year thats required layoffs theyve already talked about layoffs not hiring Additional Police officers. Those Police Officers are needed because we know the challenges we have in our Municipal Centers in Baltimore City is under Consent Order decree. That is being jeopardized by the inability of baltimore to deal with these costs. They have to balance the budget the state of maryland has to balance the budget. Dont have leeway we have 172 projection of Baltimore County thats a 22 reduction in this years budget is a revenues onalone. 70 reduction in motel and hotel tax revenues. For montgomery county, our neighbor borders here in d. C. , 250 milliondollar projected revenue loss for this year. Georges county hundred 34 milliondollar revenue loss year. Is that includes a reduction of 886 million in income tax revenues. 63milliondollar loss of revenue, they frozen all positions Howard County 30 to 40 milliondollar loss of revenue they normally have a growth of 25 million at the swing of 55 to 65 million for county that was not large enough under the cares act i elmention the cares act its an bill wafers to get up but did not include a robust provision for state and local we took that in and we are pleased to be able to do that. But it is limited, how is it limited . The money we made available under the cares act, provided help to state and local governments on their direct cost associated with covid19. That money has been used for direct costs associated with covid19. Ive already pointed out the revenue losses in the state of maryland and in our subdivision subdivisions. The cares act does not provide any help in regards to making up for the revenue losses. The cares act only went to jurisdictions of 500,000 or more over 500,000. So in my state only a few of our counties were eligible for help. Most of our counties were not eligible for help directly. That implies to the state but not eligible for direct help. Let me give you one county on the Eastern Shore of maryland thats where the poultry processing plants are located. Thats where covid19 needed to be contained we dont have to have any more help with the county for stabilization funds. Thaton was wrong we treated where we are here we treated wrongly to get the same minimum distribution as the state the cares act helps but did not do it with the Current Crisis we now find it state and local governments. So the governors had issued a bipartisan plea, governor hoganrn is a chair of the National Governors association the republican governor from maryland and governor cuomo, the governor from new york as a democrat had joined with all of our governors and saying they need help now. From the federal government. In order to maintain Critical Missions of public safety, Public Health, education, and yes the directed needs related to covid19. They need help now. And yes,re we need to respond. I am pleased theres a Bipartisan Group of senators that failed the smart ask for the governors say a 500 billion. They need that in order to get through the immediate crisis. Five and a billion more. By the smart act provided five and a billion dollars, two thirds would go to the state and one third to the local governments. That is an important start. But we could do better than that. They heroes act, the bill with the house of representatives provides a tenant 75 billion. 57 goes to the states meeting with the states needs thats basically the state needs. 42 goes a local government, have to the county have to municipalities over 50000 braid that would go a long way to meeting the needs of the local first responders, police, fire, emergency rescue, schools, those types of issues could be addressed under that need. We have got to respond. Wees cant just go home and say this is not our problem. These are our constituents. They depend upon local police and fire. They depend upon the schools being prepared to educate their children. They depend upon sanitation being collected prayed they depend upon the Public Health capacities. That is where they get those services. And if we dont provide the wherewithal under the balancedbudget rules, they are not going to be able to provide those essential services. So, madame president my plea is before we go into recess, letnd us take up at least the issues affecting state and local governments and do something to help so that they can continue to provide essential services to our constituents. So they can deal with the direct costs associated with covid19 in their communities as we are beginning to reopen our communities need to make sure the state and local governments have the resources to respond to the challenges when more people are getting together. And we also need to respond if we are goingoi to get our economy back on track. Its not going to get back on track with the state local governments laying off their workers. We need to respond in a positive way, and we need to do that now. I urge my colleagues to take up legislation before we go into recess in order to help the people of
