The senate, all for a candidate has extreme views toward the agency that he would be appointed to. Prior to today, the senate has voted to confirm 47 ftc nominees. And 42 of those nominees, have been confirmed through a bipartisan process. In the ranking democrat on the raw committee, i have repeatedly had my republican colleagues who was with us, to get the best cc running again. Its unacceptable that the Agency Charged with protecting the integrity of the campaignfinance system has been without form for 261 days. The longest. In the agencys history. But this is not the way to do it. They have been plagued by partisan gridlock for years. The general election only 168 days away, we should be working together to make sure that the agency is working to the fullest extent possible. Americans are tired of hyper bipartisanship and gridlock. This is not the time to abandon the tradition of moving the nominees together. We need to work to restore the trust in our Political Institutions. Instead we are taking a step backwards. We all know that our campaignfinance system is broken. Everyone in this room knows it. Campaigns have gotten out of control on the spending. A special Interest Groups are the major part of the problem. X first that at least 6 billion will be spent in the 2020 election cycle of political advertisements alone. That doesnt count the billions that will be spent by the campaign himself. And the additional money spent by many groups and special interest are trying to influence the election. In order for our democracy to work. We need stronger rules for campaign spending. And we need a Strong Agency to enforce those rules. We should be working together, on a bipartisan basis to propose solutions to try to get the ftc back on track. I have a few ideas but we should Work Together to pass legislation to reform the rules. So that it functions better. We should be establishing a working group that will investigate bipartisan to improve the function of the empty seat. And we should also Work Together to select strunk nominees for both parties to some of the commission with the understanding that they are there to enforce the laws and protector are election systems. And it needs protecting right now. We are in the midst of a pandemic. We have people standing in garbage bags and homemade mask and weighing in the cost is just trying to exercise the right to vote. We have nearly 50 of those people who got sick. We have the worker who got sick. We have democratic and republican governors, who are desperately trying to get funding so that we can have more at home bunting and have the bulls of an earlier period and have it open for days. So the people dont all have to congregate on monday. And then on the day, we have to also make our election safer. We have a lot to do. Tbut we know the Enforcement Agency when it comes to elections, for things Like Campaign and finance, that is the fcc. And we know it is broken and we as a body, should work to improve it. My republican colleagues, particular nominee, havear repeatedly said that my confirming mr. Traina, they are doing some good. Okay, but that is not the full story of this nomination. It ignores the fact that gridlock will persist and the republicans potentially wrap the seats vacant for more than 1100 days. And ignores the fact that leader sure and i for two Democratic Candidates of the white house for consideration and that she has been banished and cleared. She is immensely qualified and she would be the first person of color to ever set on the fcc. Yes thats right. Not the first person of color down this progress, the first person of color in the history of the federal Election Commission to serve on the federal elections committed commission. Ca since republicans refuse to move forward in a bipartisan manner. The Agency Charged with enforcing our Campaign Finance laws will continue to remain in effective credit this undermines our countrys Political Institutions and it does not serve our countrys best interest. But when it comes to nominees agency in charge of enforcing our campaigns, finance laws. The absolute minimum qualification should be that the personshe actually believes in the mission of the agency. Is that too much to ask. We need to focus on how we can help the working people safely vote during this pandemic. We need to focus on this pandemic. Instead of the series of votes that we have seen this week. Are going to decide who should serve on the fcc during this pandemic, it should be somebody who believes in the mission of the ftc. We need to Work Together. To hold hearings. With bipartisan groups of election officials. We have been working to do on the state level when it comes to have about on this pandemic. Theres been a lot of good work going on with both republicans and democrats. A need tomb do the same thing n this chamber. As we approach major legislation and as we approach working with the ftc. I oppose the process by which this nominee has come to the floor. And i believe nominee is extreme views are disqualified for this important office.
