Included in those numbers are 138 new deaths reported in the last 24 hours, bring our death total to 3928. To date, 500 12,000 37 tests have been performed. 22678 reported in the last 24 hours. As of last night, 4473 were reported to be in the hospital with overthinking. Of those, 1132 patients were in the icu and 680 night were on ventilators. Theyve continued to follow the science and recommendations by the cdc heard from think doctors and epidemiologists and models. Theyve helped decisions that have been made by think him for taking this virus seriously and attacking the virus early. I wear many hats and as much as my family is in line, i constantly think of an annoyance. Covid19 has changed our communities and every day lives. Family members, we must try our hardest not to continue to add to the death toll. Yes, we understand not every life can be saved but we will do what we can. Covid19 is equal opportunity virus, that remains true. Everyone is at risk of contracting this virus no matter what county you live in for what municipality you live in, it does not care about the color of your skin or your clinical affiliation. Allowing them to process claims for 1090 nines workers, selfemployed individuals, sole proprietors, independent contractors and many others who dont normally qualify for traditional unemployment benefits. The department of labor reporting policy, officially filing numbers will begin to be reported may 21. I can tell you now is that since the program opened money, more than 50000 applications have been filed. In regard to traditional employment filings, as of today, ids has processed over 1,076,000 unemployment claims in illinois from march 1 until may 9. About six times as many claims as in the equivalent time. The 2008, 2009 great recession. Protecting our illinois workers and families through this immensely challenging time is my top priority. They vastly expanded system to capabilities as part of the effort we cant stop there. Its critical that our state do Everything Possible to help our residents get back to work, whether returning to physicians if they want help or employers seeking to hire. We are trying to make sure healthcare is available to everybody even though so many are getting hospitalized for covid19. Businesses looking to open at the end of the month, when was a guidance be available so they can notify suppliers what ppe they need to open . Weve been working with Industry Leaders across the state, Industry Leaders and state of illinois, weve also asked industry to provide us with their best ideas about how to keep our patrons and employees safe. All of that is being worked on now and over the next two weeks or so, releasing the information that would be useful to people in every one of those industries and there might be something unusual, a situation that uniq unique, we want those people to come forward and provide that. Remember this is a continuum, we know the virus is there, we cant change it but we can affect the number of people who contract the virus. Thats why staying home does save lives in itself. It provides us time to learn more about this disease and hopefully find cures by the time we have a slower rate of infection so more people might have antibodies. We just want to slow down and that means slowing the death. I cant do anything to stop every death but you cant blame us for trying and for the parents after, the same method, stay at home as much as possible. If youre out, please try to obtain physical distancing from a 6 feet. Wear a mask. Dont forget about the emphasis on washing your hands. At least 20 seconds with soap, use hand sanitizer. Use 50 alcohol for hand sanitizer. All of these things will help decrease the number of fatalities we will see. They sound mundane but they are tried and true and will work. One more. Can you explain what the state is doing to track inflammatory kids disease and how many places have there been . Maybe i shared this, maybe i will share again. Ive talked to providers who have seen some cases that were scheduled to meet this morning, doctors across the state and who have seen cases they think that but the description and we also have worldwide specialists around the kawasaki disease. This is not kawasaki but there are elements of it that are featured in this hesitation we are seeing in kids. Inflammatory syndrome. The goals of the meeting for to identify these specific features of this spectrum of disorders, this constellation of symptoms the reporting you cases moving forward and turned back. We will be collecting the data to get a formal report, not the anecdotal reports of cotton. Right now, i staff and i are isolating at home and we are working with i dph to determine how long we have to do this. I would like to return to springfield probably mid late next week for the opportunity to be there during session but i need to get sign on from the experts from doctors. Both that look like . People come in or will they be meetings . I generally do during this pandemic to caution, so yes, i will certainly spend time in my office so executive residence, i think reasonably, or at least those two locations are well known to everybody where i would spend time. Cook countys number as of yesterday, we were about to surpass Queens County as the worst, the most occasions cases worldwide. Are there any lessons to be had from Queens County . I want to make sure is clear that increasing our testing, no one in the country has captured all cases of covid19. They have tested cases for which people have been tested and not everybody has been tested so i think its a credit weve been able to ramp up testing throughout the state and businesses getting closer to actual numbers is going far, far below the actual numbers. We obviously want to promote testing, we want to get as many people tested as possible and to do that, we have to keep ramping up our capacity. Less than two weeks ago, we were testing about, 7000 estimates a day and recently, we had several days over 20000. Thats a significant jump which has resulted in a significant increase in number of cases identified. Dont want to get that lost, the number of cases that we are identifying is proportional to the number of tests these increasing cases because we have increased the testing. You will see more cases because we will continue to ramp up our testing. This question from kelly. She was sent home with her newborn and died soon after. What can be done to prevent another tragedy like this from happening . s are an effort to ensure all expected mothers taking care of if found positive for covid19 . I want to add about the number of cases that certainly, because we are testing so much more, thousands more people are being detected with covid19, as you may note, our Positivity Rate is going down across the state and thats a very important thing because we all knew there were hundreds of thousands of people author who had or will have or currently have covid19. Not all of them are getting tested, some are asymptomatic for the entire time they may not go get tested. So we need to Pay Attention, i know everybody turned on the tv and you seek the climbing number of total cases that have existed in the state but the reality is that we are doing a better job than most other states testing. Thats revealing that there are cases out there. If you dont test and look at the state author and arent doing much testing, and you dont record any cases but the cases are still there. I would like to turn over the question about the mother and child. Thats obviously a significant tragedy, any case of maternal fatality is something thats thoroughly investigated as part of our review committee. We know we have a high rate of Maternal Mortality and thats one of the thrusts of the Public Health of our agency that we have a very robust review committee. We put out a landmark on paper that we put out our year, october 19 we are looking forward to putting out the next one in short order. This is an important issue that we are addressing while covid19 is going on. Thats another issue they have to continue to address in terms of mortality and in communities and mothers of color. Mental Health Crisis in smart down, what you think of this assessment . Is possible phase five still happened with the buyers among us . We will have to see. They are taking this slowly, i think it may be underappreciated what we are saying when we call this a novel coronavirus. Dont exactly know the characteristics of this virus. This research and we are learning from court cases have been seen around the world. We are learning from the cases we have given here stateside but as we learn more, this new pediatric inflammatory syndrome is being appreciated so there are new things we find out almost every day. Two weeks ago, the cdc added additional symptoms that seem to be coming up with increased frequency, that they should be included in symptoms when you think about covid19. We seek potentially in pediatric cases, they might have a different presentation, there might be more vomiting and diarrhea. We are learning as we go so we need to have that time to be able to learn. Been able to forecast and project too far ahead is difficult, we are trying to use the best information we have, coupling it with information we have from other viruses that may be similar but even viruses in the same family of the sars mers virus, those have shown quite different syndrome, different infectivity and fatality rates. We are trying to get as much information as we can and thats why we have to follow the science and keep learning to make the best informed decisions we can. You talk about this before but people are getting angry, people are sad and other emotions going on. Is there anything you can tell people about whats going on . I forgot to address that, yes, that is a very serious issue. This is an unprecedented situation. Not just in terms of the amount of lives lost, in a short period of time but the complete disruption of the life and their livelihoods for many. People are experiencing this virus in very different ways and im the first to acknowledge that someone who is sitting home and trying to chapter place still getting up paycheck is not at all in the same situation with somebody sitting at home not getting a paycheck and is worried about paying their car note or apartment right or other bills or providing for the family. The Mental Health toll that will take, that it is taking is significant. There are some supports available to the state, we have hotlines available, we have resources on our state website. We are hoping people are able to connect with others, not physically but if there are phone calls, virtual connections, we help people are using electronic methods that are becoming more familiar, to connect with people. Telehealth and Mental Health, using this thats very effective method of getting the help that needed. I think telehealth lends itself very well to deal with Mental Health issues i am encouraging people, whether they want to seek help from a psychiatric provider, Mental Health provider, a social worker if they want to reach out to people in their faith communities, avail yourself of those options because this is a real thing thats causing Mental Health screens on so many people. I have a couple of questions about the Positivity Rate. Gov. Pritzker the goal here is to keep it below 20 percent and indeed as now every region is currently on track to do that. Fourteen days is the time period for measuring that unit and so it allows us to make sure that again, not experiencing a major surge. So that is the purpose of that Positivity Rate. Is there another explanation. Dr. Ngozi ezike the northeast region, people dont understand that lower than 20 percent rate. There trying to understand the process of when that might progress unit. Gov. Pritzker is essentially rolling average of 14 days on the Positivity Rate. And as it happens, the northeast region was the only region that was not meeting that metrics for a number of days going back read back to me one. Now, as i have seen as you can see, it is below 20 percent on the ruling party day basis. I think overall, to look at the trend, for the state and from that region, is downward. So i think that is a very good sign that is at the end of the 28 date. On may 28th of the the end of may 28, that is highly likely that on that metric, the northeast region as well as the other regions will meet that mark and then you have to look t the other marks. It looks to me like they are all on track to move into phase three. Dr. Ngozi ezike according to a cop chicago report, the regions and not received any cases of remdesivir. They noted that 10 percent goes to the Southern Region with these regions have long standing ems regions for reopening plans. They do not necessarily reflect hospital work for regions across the expansive rural areas. Weve been repeatedly told the Southern Illinois hospitals could be quickly overrun by a rapid spike. And slightly more quickly into phase three. Given that why did regions five specifically not received any of the medication and when might they expect to. Gov. Pritzkerspeech of thank yot question. There were a limited number of cases that were given to us for allocation last weekend. To be exact, there were 140 cases rated. Dr. Ngozi ezike we have 200 hospitals in the state. So by definition, every hospital is not going to be able to get a case. And i was advised not to open up the case and start shipping individual vials. You would risk the vials getting broken and transport that would not be a good use of this valuable resource to have this percentage of it get destroyed or broken and transport. So they were delivered in all cases. Know that one case that can only treat about five people. And so being able to give a hospital enough medicine to treat five people, also seems like a very small amounts. I think the smallest amount given out was three cases. But again, i was thinking of the illinois region, the four large reeses that we think about, we did try to divided according to that. The goal was to try to spread it out through all of the regions. If there were more, it wouldve been able to go into each of the 11 regions. We are expecting another shipment. The federal government is promising to have. We are coming quickly so if there is another shipment this weekend that we received, we will try to make sure the region and did not get an allocation must begin, will for sure that one this weekend. He won the General Assembly elected officials and the republicans will step up and advocate for the state with their republican colleagues in congress. We really should speak with one voice on this to the federal government. Follow that will have an effect on whether or not we are able to fully fund schools. An immediate evidence case hunting. And we all want to meet and to help the school sort of be ready for the full. So that is one of the reasons why you have not heard a call for massive reductions is because we are right in the zone here where the house of representatives are voting on a package in the senate considering that package and the General Assembly in springfield, meeting next week. How has your revenue projections for the fiscal year 2021 changed since you provided an update last month. Gov. Pritzker the revenue projections have not changed a whole lot. There were adjustments to our assumptions with regards to cost around medicaid for example. But the revenue projections for 2021, have not really changing a lot. Member, we projected a fairly significant downturn and so, i would be the budget making process is considering. Small business owners, who have said after weeks of limited or no income, the added burden of a rate increase to put them under. Do you have any plans for. The minimum wage increase. Gov. Pritzker the minimum wage wont be pushed back as a minimum wage is a fairly small item for most Small Businesses. The change is not that some people think that we have gone from a 25 cents to 15. That is not what happened. It is a very gradual movement in the minimum wage. As far as helping Small Businesses we are doing quite a lot in that regards free to talk about yesterday the 90 milliondollar program that we created here just in the last few months. It is Still Available to people and the 14 milliondollar hospitality focus program which is already been expended but that the legislation should include as we look to expand Small Business support. And i really think that we need to make sure that the federal dollars that im hoping that we all advocate will be able to provide it specifically support for those Small Businesses that were not able to get ppe dollars which was so hard to access. So we should have a program for those smaller businesses that were not able to get the ppe dollars. Reporter one more question. Most are open allowed to reopen. And communities are already losing thousands of dollars because of the stayathome order rain and many people in our communities and crossing state lines. And it will hurt the bottom line even more. Just because people, doesnt mean they dont run the risk of going into places of contracting it. Having said that, we are fully look the tricks for the state of illinois. I know that the of their governors around us, may have different timetables. And of course, the wisconsin governor, and his i think, reasonable timetable was blown up just yesterday. Remember the reason that we are all hanging on to those 14 days and watching the metrics is because we want to make sure we do it in a way that keeps the most number of people safe from the virus. Which required 14 days of downward movement. Ours only requires stability and if you look across the board in the state, we are roughly speaking only stable, moving downward. It is highly likely that we will move into phase three in a shorter period of time the metrics that i put forward and not under the metrics that the white house put forward.
