Committee meetings to walk so we can getlk done i met yesterday with Vaccine Development what is happening in this current timeline and those multiple lines of vaccines and to have a vaccine in place by this fall to have hundreds of millions or tens of millions all over 100 million. The by christmas time and those untold numbers of over the last five days of the Paycheck Protection Program this is been a very big issue there is no closing information on how the Paycheck Protection Program ends and then unless you qualify for it a lot of them took that under the hope that everyone would be treated fairly. To spend a lot of time with the Treasury Department they release their finding today a simple statement if you are a truly very Small Business or notforprofitbu the total loan was 2 million or less you are safe harbor you dont have to worry about audits at the end just a very straightforward process for those small not for profits. So that covers the total payroll and thats a truly small entity once you get into those entities with the entire payroll expenses and that was a very fair process that is helpful and secretary of nguyen and we thank them to provide the greatest clarity and simple paperwork for those very Small Businesses who dont have to worry about pulling together a ten of documents. Working on non covid related issues with the ambassador from ukraine and one town in ukraine to send out a letter that if you are jewish we need you to register to deal with crime in the community so we contacted the ambassador from ukraine why there is leadership to register every jew in your town same because its of crime issues . They are immediately pulling them back doingst an investigation and im grateful to the nation of ukraine that has been a close ally pushing back against russia that ukraine can speak out immediately for the basic freedoms of individuals not be registered by local government and looking forward to an explanation t of the and the days ahead the vast majority have been related to covid19 walking to the issues of my stay in oklahoma and around the nation to find ways to reopen as we see other nations doing as well italy and the process of reopening right now germany also a very hard hit is in the process and reopeninge and south korea sexceptionally hard hit and then with record high turnouts because theyg set up the social distancing to do in person and voting with a record 65 percent are now the highest in 20 years and with that outbreak in the country but also working out process to have a safe voting process the white house has announced for the testing with 2 million covid19 tests that were done 13 million done just in the month of may thats a dramatic increase as we see a doubling 79 different diagnostic test to be authorized 12 different serology tests the fda has granted 92 emergency gthorizations so this is pretty fast work that this is only gone togh go to the process with 11 billion to states and tribes to offset the cost of testing oklahoma has received 87, almost 80 million dealing with the issues in our state with a rapid acceleration we will receive 90000 swabs to do the testing thats there. Is seen a dramatic increase of engagement on testing and thats helpful for the treasury of those economic Income Payments just in my nstate one. 5 million of the impact payments made in my state totaling two optwo. 8 billion. It has been significant with that Paycheck Protection Program the Economic Impact payments have gone out even as the state comes back alive to go through phase one and carefully towards a phase two to encourage fellow oklahomans to do system on social distancingar and continue to keep attention to your hygiene to have other Health Issues or diabetes issues. And i encourage them to continue to do that in those and a nonpartisan format which is what we should do i was shocked yesterday when the house release the details of the bill they hope to vote on and this bill is a 3 trilliondollarhe bill larger than the previous for combined it is a dramatic expansion that are not covid19 related as we said in the previous conversation a month and a half ago will be focused on right now should be covid19 related and not say that and then stick a bunch of stuff into it is 1800 pages just a summary of it is 90 pages long just to get the summary and those that are certainly not covid19 related in a lot of americans would say why did they want to stick that in their . Look over here at this big issue and dont pay attention. There l is legitimate issues to protect voting this can go off safely and in a way for great credibility so thats not what this bill is coming what the house plans to do this week what they vote on friday but not permanently and to and with those for eligibility also absentee ballots for every Single Person and breaks down any voter id laws and also ballot harvesting and has been successful for Democratic Candidates and allow someone to come to your door have you voted absentee if its no then they can take the ballot from you and say turn it in for you. There are lots of moments of fraud but that makes it mandatory nationwide to change how we do voting forever. This is not the time to cram this into a bill supposedly about covid19. Also what i was stunned by by my colleagues it changes the Economic Impact payments and takes away the requirement so what that allows them that are noncitizens to get the Economic Impact payments for any individual in the country. That is p pretty a dramatic shift to not and up with those Economic Impacts as well i think most people that would agree with that and know why are we trying to stick that in it also does how immigration is handled and those that are under i. C. E. Custody to enforce the release of those individuals and with the deportation of anyone not legally president on present the first Work Authorization o for anyone of legal status so takes anyone who is not present to give them legal status changes that Unemployment Insurance in a way that is dramatic currently there is an additional 600 per week per person for anyone on Unemployment Insurance that allows an individual in my state to make 48000 on unemployment assistance. The challenges many dont make 40000 in the normal job but they are making 40000 with unemployment this bill coming from the house changes that because the extra 600 expires the end of july it changes that into next spring of 2021 regardless of your open for business or not. So it would encourage people who make less than 40000 not to go back to work because they can make more by staying on unemployment regardless if we have l a vaccine in november then you would still get this unemployment protection to make 40000 per year i think that is a continual problem and an issue but in the bill itself it actually sets up a series of changes in the federal cannabisi laws. Which immediately i thought of but its actually mentioned in this bill 68 times i am not sure why thats in the bill but it is dramatic changes of the federal cannabis laws to give tax breaks to teachers and firefighters and Law Enforcement folks thats great but right in w the middle of that section is a tax break with a hundred billion dollar tax break with the top 1 percent and right in that section thats quietly in their for firefighters and Law Enforcement it provides 10000 of loan forgiveness to every resingle student around the country im sure every student will be grateful and every family. Cr it was just 10000 a blanket loan forgiveness. Of course there is no Liability Protection and the Paycheck Protection Program that has been important so there are some things that are needed at this time to help Small Businesses or have the Liability Protections that so many nonprofits are asking the question how do i reopen or how do i deal with those liability issues that was not addressed at all. I have concerns why dont they even try to negotiate was a state Democrat Bill to desperately focus not putting out a partisan thing but dont look at these hundreds of pages of those not related to covid. Willt solve the problem it is serious and the issues and those on the frontlines right now and Healthcare Facilities and hospitals and Convenience Stores and those doing carry out our remarkable work and should be encouraged with that partisan bill that everyone knows will not go anywhere lets keep working together whats happening in the senate to establish those bipartisan agreements we should be able to do and then to do that messaging bill with 3 trillion to change voting in america and cannabis law and all kinds of other things is not what we need to do right now because there is plenty that does need to be don done. I yield the floor. And then to keep a tab as you are celebrating your birthday. Ar and the colloquy i do know someone that is a senator. The presiding officer from arkansas his birthday is today. Tom coburn a month and a half ago that was a great loss to the country into thes state for his dedication and commitment. And then ill proceed with my comment. Thank you. I rise today just want to say a thing or two about my good friend but tom coburn as he was leaving he said youre getting someone better than me and that is james langford. Worthy successor i thank you know that i spend a lot of my time here but we differ or disagree and we like to say that sometimes we dont see eye to eye on every policy but we agree on the principles and with the four. Oh the next major legislation but the state and local governments are having lots of revenue attributable to this crisis and to give a couple of examples the trust fund but im told by secretary of transportation its over 50 percent. Is not just delaware to build those roads and bridges to have the Service Transportation they are getting destroyed with that infrastructure so that scenario and then how they are doing and the revenue stream and then actually say wheres the revenue but then we can find agreement that those governments are entering cost that directly relateov to the pandemic and Healthcare Providers and like orderlies. First responders and to help so we have an obligation and then to focus on retraining programs like i too many businesses will not reopen and then to make them no longer in existence and we need to be focused on the jobs that need to be filled so those are just a couple of the ideas to focus on healthy work with state and local officials and find Common Ground working with democrats and across the lcountry to lead the National Governors association with them the bipartisan leadership. I didnt come here today to join senator lankford for the birthday but im happy to salute that but i come today with those on the front line from coronavirus. But tell them i said that but the senior senator from illinoi illinois, we came to the house together 1982. But all kidding aside thank you for leading the charge with a muchdeserved recognition and mr. President there are medical support staff and Health Care Workers and others and going to work two brothers and men and women are doing so a great personal risk to their own health but despite those risks they are undeterred day in and day out they continue to serve others and demonstrate by their own current ship one dash leadership what its all about and so we are deeply grateful. Something that most americans may not knowam is one healthcare and social Service Workers are immigrants. Three. 1million people have chosen to make the United States their home and give back to this country in profound ways we are carrying egregious members of her own even before on the campaign trail donald trump and other people were demonize immigrants. He is used fear mongering and those that were brought here as kids president the fear mongering that those and dreamers will take the jobs away and it just isnt true. But if they tried to show it would be in a place around the world. While riley following stayathome orders they put their own health and safety at risk producing the most critical jobs every day with these healthcare heroes are playing a truly Critical Role in the but with those healthcare and social Service Workers come i want to highlight the story of one of them. And my but they operate in two counties which is newcastle and then also cant county which is the capital of the state and air force but the westside family care that the 1400 Community Health centers and with thoseer primary Care Services every day doing what my mother used to call the wordsse work so as we serve our community throughout this pandemic i just want to take the next several minutes and why we, Healthcare Worker and continues it now but not entirely a spanishspeaking population over the next several minutes not my word but her words and wilmington delaware and i probably met her at the time for two but heres a story in her words i was born in the Dominican Republic. My grandma came to the United States when i was seven and i am the oldest of three siblings. My father was a doctor in the Dominican Republic and my mother was a teacher. As myas dad got older and started a family he couldnt help but notice all the crime that existed. He wanted the American Dream for hisan children and wife so they decided to move to this opportunity land. And my dad became a taxidriver working overnight going to school in the morning after three years of hard work he graduated with an Associates Degree in radiology. Both parents are now deceased that she writes but to live on in each of the children we cannot be more grateful for their unselfish decisions to be made for us. And then to say we been on ive been working for ten years at westside Family Healthcare educate patients with thosech Lifestyle Changes to better their health and goals. The one thing i love most about my job as i can make a difference in someone elses life. As the years passed, i quickly learned about the command for spanish interpretation among our spanish population as spanish being my first language, i realize it is easier sometimes for a person to speak in their native language when it comes to medical concerns. She likes that she can be the voice of the patient and their number one advocate. She goes on to say, i have observed instances of patients receiving care from a provider who has the same cultural background and speaks the same language, resulting in positive health care outcomes. In these cases, the patients appear relaxed, are willing to ask necessary questions to obtain knowledge, and theres a Mutual Understanding of goals and plans to improve patient care. Taking care she says, taking care of patients is a privilege. Think about that. Taking care of patients is a privilege. I think its a privilege to serve the people of del and delaware and our country. She feels that way about her patients. In looking at the difference of the amount of help that could be provided to our community has been an inspiration to work hard and try to be the best nurse i can be, and that is the end, if you will, of what she is has said and that i wanted to share with all of you today. Let me just say, i dont know if if she will hear her words through me, but i just want to say, thank you for that message. Thank you for that message. Thank you for all youre doing to serve our community in delaware even during these most difficult and challenging times. The United States and the first state are more than lucky. We are blessed that youre on our team in this fight against the coronavirus. And to all the other immigrant Health Care Heroes who are serving their fellow americans throughout this country and to those who are fortunate to have been born here and serve, we salute you. We salute you. We thank you for looking out for the rest of us so that we might enjoy the blessings of life, liberty, and the pursuit of happiness. We are better for having you here among us. We appreciate the lifesaving care you are providing for so many of us. If you are out there and within the sound of my voice and are an immigrant health care hero, or no someone who is, i would encourage you to share your story with us. Use the hashtag immigrant health care hero. Use the hashtag, immigrant health care hero. Wed love to highlight your story and thank you as well. Mr. President , i dont see anyone else waiting to salute you on your birthday and commend you, but not seeing anyone, i will yield this week, the Congress Continues to work on a bipartisan basis to try to respond to this coronavirus pandemic. Weve heard that the house of representatives under democrat majority has a new proposal. We have got ideas on our side. We have already passed four pieces of l
