Out to thousands. Its a wonderful company. They have cut jobs, good paying jobs in america to make fine clothing and they started making the masks and gettin giving thee local hospital at cost. So, i salute the great tradesmen and women whoen work there and y they continue for hundreds more years providing jobs in rochester and helping when we need help. Now, yesterday House Democrats and the new legislation to combat the corona virus pandemic the American People needed their government to act strongly, decisively, wisely in this new legislation is the urgent and necessary response to what this crisis demands. As any one of us should have guessed, the republican leader is rather predictably responding against the House Democratic bill to address the crisis. His response is predictable because for weeks leader mcconnell has been preemptively slandering any legislation coming out of the house as, quote, a partisan wish list before he even sold a bill. It was a paint by numbers response from the republican leader as it continues to be. It doesnt matter what was in the bill. In the eyes of almost every american, if this could be a far left partisan wish list. And iand if its a preordained d last night senatere republicans are latching onto provisions that account for. 003 to the total bill. Talk about grasping at straws. It is so predictable the republican leader would oppose the bill before you. And now that its so necessary for so Many Americans it is predictable that republicans are just saying no. The republican leader also called blue aspirational. The Republican Leadership knows it isnt aspirational when a family cannot feed their children. Its not aspirational when americans for the first time are worried about losing their homes were being evicted from their i apartments. It isnt aspirational when americans are facing a Health Crisis in which every one of us is afraid we might come down with a dangerous illness or spread it to a loved one. It isnt aspirational. We are talking about urgent and necessary relief. But of collective kneejerk partisanship, the Republican Leadership in the senate basically declared that the dead on arrival before it was even announced. It is a shocking and incomprehensible position to take at this moment of national crisis. It would be one thing for the Republican Leadership to say lets sit down and negotiate. Lets talk about where both parties canr come together to do something for the nations wellbeing at this time of the urgent crisis. But theyve taken the position that there is absolutely no urgency to do anything at all. On monday here is what the republican leader said. Republicans he said, quote, have yet to feel the urgency to act immediately. What will it take . Are they so wrapped around the hard ideology that they cannot see the real needs of the American People . Is there no urgency on testing . Talk to for local businesses. Talk to your local mayors and governors. See if there is no urgency on testing. Is there no urgency to provide relief to homeowners and renters or to prevent firefighters, Police Officers and teachers from being laid offho by state d local governments whose budgets were underwater in both blue and red states . Id like to know how many of my republican colleagues actually oppose providing reassurance so the teachers in iowa, firefighters in North Carolina and Police Officers in kentucky dont get laid off. To support our states need is in the house though. Its very close to the governors democratic and republican have asked for. Leader mcconnell frequently highlights the heroism and i applaud them for that. But why dont we in addition to giving speeches on the floor for the little money in their pockets for the expenses they are undergoing . Why isnt there an urgency to provide them hazardous pay . That is in the hospital. Theyve placed a great emphasis on reopening the country as quickly as possible. That is something we all want to see so how do we achieve that safety . Far and away the most important hefactor in reopening the econoy is testing. We are behind where we should be. That was made clear yesterday despite the mistruths. The president said on march 6 i think it was anyone that wants a test can have a test. Luthat is diluting the American People, running from the truth to say what pops in your head so it sounds good to the media for the moment which seems to be the president s and no. Doesnt help. Everyone knows until this crisis is over and on into the future we are going to need personal protective equipment to begin safely returning to work. As i mentioned, i war on the woe floor of this mask made in rochester. The house bill includes crucial support for supply chain and manufacturing. Should we wait on that, is that not urgent . Ambulance workersfor Health Care Workers not having what they need . Not urgent . Believes that . Mcconnell, President Trump, republican colleagues . It is just baffling that at this time of probably the greatest crisis we face both health and economic in decades that the senate Republican Leadership instead of working with democrats to find Common Ground on these crucial issues theyve decided they will begin being against taking urgent and necessary action to help the American People at a time of a crisis unless of course that means Liability Protection for corporations. That seems to be their number one concern. Madam president , more than 30 million americans are now unemployed. More than 80,000 have died. Just how many lost jobs, lost businesses, lost lives will it take before Senate Republicans begin to feel the urgency . Now on another matter last week americans learned that the Trump White House blocked release by the center fo of Disease Control with a document that contained guidance for safely reopening of the country. According to media reports, this guidance is painstakingly prepared by the cdc to help the country determined when and how to begin easing social distancing without causing undue risks to t public health, furthr spread, the reoccurrence of a second wave and or infections and more deaths. The cdc guidance included detailed information and flowcharts to guide states, local governments, businesses, schools, churches and religious institutions and individuals as they consider these very challenging questions. Businesses want to know how and when to open. Citizens want to know how they should behaveo to protect themselves and to get the country open. The cdc guidance includes detailed information and flowcharts and this version appeared in the media but we still dont have the official document as completed by the cdc. Of course every american regardless of where they live or what party they belong to wants to get back a to normal as quicy as possible. I know every member of aon the senate wants that to happen as soon as it possibly can. Making the wrong decisions about when, where and how could result in the loss of precious lives that could be otherwise saved in the recurrence of a second wave that could be worse than the first. In order to make the decisions wisely the country needs guidance. These are literally matters of life and death. And thats why they prepared this guidance. But the white house blocked the release of the guidance reportedly said the president and his political appointees can make changes to it. Now as wehe all know, the president isnt a doctor. The president is not a scientist. Many dont even believe that he is a genius like he thinks he is a. Its become clear the last two months how unfamiliar he is with the disciplines of science and medicine. Anyone who would say drink bleach, use bleach to protect your self isnt much of a medical expert. So its difficult, if not impossible, to imagine any legitimate constructive purpose desired by the president or his staff to edit the cpcs work. I wish President Trump and his aides could be trusted until the American People the truth about this public Health Crisis. I wish they could be trusted not to engage in political censorship of the medical and scientific judgments of the nations foremost experts but at this point in the crisis, after all the falsehoods and misinformation, all the transparent attempts at political spin, every american knows full well that the president and his staff simply cannot t be trusted to tell the truth about the coronavirus. Just yesterday the president claimed the cases were falling everywhere in america. Another report, also yet to be released by the president s own Coronavirus Task force is shown that the rate of spiking to new heights in a large number of small and large communities around the country, places and n tennessee and iowa, texas and kentucky. America needs and must have the kind of the guidanc guidance oft scientists. Unfiltered, unedited, uncensored by President Trump or his political minions. The cdc report on reopening the country is an important piece of the guidance. The senate should unanimously support the uncensored release of the document and therefore i will now offer a very simple and brief unanimous consent request and i hope all senators will support it. I ask unanimous consent of the senate proceeded to the immediate consideration of resolution 572 expressing the sense of the senate that the report of the centers for preventiontrol and entitled, guidance for implementing the opening up of america and framework be immediately. I further ask the resolution be agreed to and the motion to reconsider be considered, made and played upo laid upon the tao intervening action or debate. Is there objection . Reserving the right madamm president. The senator from indiana to expect reserving the right to object. The argument that the White House Task force has not been transparent in my mind is an argument for the minority leader. Hesx really trying to regulatos and agencies like the cpc bog down the economy again with the bureaucratic hurdles. I would probably know that as well as any senator here, because i spent 12 years ago fighting to reform healthcare, its relateits related agenciesg the system down, the system that gives us a healthe care cost tht is double that of any other across the country we will get back to that. That. Aisle weighed in on that before the coronavirus raised its ugly head. The White House Task force has been beyond the transparent in the midst of this outbreak indeed holding unprecedented amounts of Daily Press Briefings andg re allowing for the free fw of information that has been central to the reopening efforts. This is not about transparency. The white house is always going to be in favor of transparency. The president comes from a world of entrepreneurs where we embrace competition. This is about the minority leader trying to use the bureaucracy at the cdc to bog down the economy. We have got to from this point forward make sure that we adhere to everything, the healthcare experts have told us. But weve got to be able to do a couple of things at once and that means a smart resource to the economy. The cdc and other Health Agencies are targeting the regulations from day number one. They were the most challenging regulatory agencies to rein in. The democrats and bureaucrats who have been content with the status quo has been blocking efforts to deregulate since President Trump took office. How we can do that when decades have brought us to the point with the Healthcare System in general doesnt make sense to a main street entrepreneur like me who found a different dynamic works. The cdc, for example, was in the drivers seat during the initial stages of the outbreak. Their missteps forced us to take a onesizefitsall approach which didnt make sense to many of us. We could have handled this in a way that is now an even greater calamity. The ability to conduct testing in the u. S. Caused by the overly prescriptive process in the early stages when it should have alen expedited. The result has been that onesizefitsall that we are contendingre with currently. We now lead the world in testing thanks to the white house effort to fight off the regulatory swamp at the cdc and fixed the testing problems caused by regulators. I said that for the record yesterday in a that over twohor briefing with the healthcare experts that the timeline referred to it having from late january to early march. Senator schumer wants to release the cdc version of the reopening guidance that the whit but the d Senior Health officials have rejected the initial cpc recommendations because the recommendations were overly prescriptive, infringed on religious rights and risk further damaging the economy. Are we really going to let the cdc shutter the economy a second time like they did with testing by dictating overly prescriptive guidelines . President trumps deregulatory agenda has proven to be an immediate success because weve gone from my ear to bureaucratic hurdles to leading the world in testing and successfully flattening the curve. Spoken to a ceo of a Pharmaceutical Company headquartered in indiana said the very same thing. They were stymiedro from the eugetgo. He among other pharmaceutical companies have put together an entrepreneurial effort to tackle this. Its not going to be done by trying to tie their hands they are getting close to testing and i have a business three of my four kids from. We want to make sure we have testing to make sure we can bring employees into a healthy environment and take careal of customers. Allde businesses to share that concern. Share that concern. The minority leader and democrats do not want to reopen the economy because i think frankly we have the best one ive ever seen in the 37 years i was a ceo of a company that went from a Little Company like the minority leader always talks about. We share that common interest. I was disappointed when it did come out that they were not helped first. We got that fixed. Lets stay focused on that. We keep moving the goalposts were reopening. If we do that, we risk in economic terms the demand and supply disruption and there wouldnt be enough federal dollars to remedy that. The white house proactively gave the appropriate roadmap to get the economy back on track. We r shouldnt leave something s important as reopening the country to the regulators at the cdc and agencies that send back a response efforts due to their overly prescriptive. U. S. Testing excluded once the white house efforts to increase testing fight off the regulatory bureaucrats the same thing will happen with reopening the economy, using the reopening guidance as a roadmap under the president s leadership. Ici object. Madam president. The democratic leader is recognized. Wo number one, my friend, and he is my friend from indiana, said the white house has always believed in, has always been transparent and believed in transparency. Does any american believe that . Does any senator believe that . Is my friend from indiana actually believe the white house has always been transparent . And second, he said america leads the world in testing. Does any independent scientists believe that . Is there anyone who believes we are leading in testing and we have done as President Trump said great accomplished everything in testing . Does anyone outside of the white house and their acolytes believe that . I doubt it p and i yield back te floor. Far congress has passed relief bills that provided 2. 4 triio
