Conversations the secretary of treasury over the last production days with the Paycheck Protection Program try to settle the order of forgiveness it is been a big issue a Small Businesses and not for profits in my state and across the country. There is no closing information on how the Paycheck Protection Program ends. We are very grateful to have the help at the beginning but it is set up to be a loan unless you qualify for. A lot of folks take the loan transition to a grant under the t hope that everyone will be treated fairly. But the rules were not set in place spent a lot of time this weekend at the Treasury Department they released finally today a very simple statement that if you are truly very Small Business or wnotforprofit code that is your total loan was 2 million or less you will be with a call safe harbor youre not have to worry about audit follow through the end of it its going to be very straightforward process for those very Small Businesses and small notforprofit. That loan is to mentor last of that loan is their payroll for two months. That is truly a small entity once you get into larger entities theres a loan from 2 million to 10 million to cover their entire payroll expenses for two months. Those folks will have goodfaith process thats also outlined thats a very fair process to be able to come out today as well. Thats helpful and when i spoke with secretary mnuchin earlier today i thanked him for getting this done as they work through the process of those most p reasonable solution for the greatest clarity and simple paperwork for the very smallwo businesses dont worry about pulling together ten of documents for them for 2 million or less for the loan built in safe harbor. Even working on non covid related issues this week senator rosen and i made contact with ambassador from ukraine to be able to talk about in one town in ukraine Law Enforcement sent out a letter to every person in the towns in a few or jewish we need you to register to make sure we can deal with crime in our community. That is appalling. So we contacted the best for ukraine and said help us understandow why leadership in one of your towns its trying to register every jew in your town saying its because of crime issue. There immediately pulling it back doing an investigation im grateful to these nation of ukraine which is been a very close illini friended the United States especially pushing back the aggressive russia that is to their east imthat ukraine is continuing to speak out immediately for the basic freedoms of individuals to live their faith and not have to be registered by local governments. Looking a forward to an explanation on that in the days ahead the vast majority of things that weve worked on this week have been related to covid19 as we try to be able to walk to the issues of my state in oklahoma reopening and multiple states around the nation slowly trying to find ways to reopen as we see other nations doing as well. Italy who is been exceptionally hard hit is in the process of reopening right now, germany which was also very hard hit by covid19 is in the process of reopening, spain fully half of spain is in phase one for reopening as well. South korea exceptionally hard hit not only reopening theyve already had an election and had record high turnout physically at the polls because they set up a social distancing process to be able to do in person voting and had a record 65 turnout, the highest turnout they have had and 28 years, they had in the first election post covid19 outbreak in the country. Thats a very hopeful sign not only their returning to life as we are theyve also worked at a process of voting and have safe voting processes. The white houses announcer medicine increase in testing again, last week with 2 million covid testing done in the for may is 13 million tests done just in the month of may it has been a dramatic increase as we are seeing a doubling of things here theres now 79 different diagnostic tests that have been authorized. There is 12 different cerrado g tests that have been authorized the fda is granted 92 emergency authorizations so this pretty fast work to be ables go through the process doing this is only been a few months as of gone to the process. So far total of 11 billion has been brought into states to offset the cost of testing for them. In fact oklahoma has received 87, almost 88 million just to deal the testing issues in our state as we continue to see a rapid acceleration. In fact my state is due to root received 90000 swaps to continue to do the testing is there. So we have seen a pretty dramatic increase of engagement on testing and thats been exceptionally helpful for us. For the treasury, theyve made a lot of progress in getting out the economic payments the Economic Impact payments tout people. Theyve now sent out 130 million of those just in my state, 1. 5 plus million of those Economic Impact payments have been made in my state, totaling about 2. 8 billion. That is coming in direct assistance to folks in the state. It is been significant help to people. Paycheck Protection Program helps a small cyst of businesses he impact payments have gone out even as the state is starting to come back live little by little as we work through phase one of reopening and now headed towards carefully towards phase 28 continue to encourage social distancing, wear a mask which i do in public, and continue to keep a good attention to your own hygiene and taking care of people that have other Health Issues people especially with heart issues or diabetes issues. They know to stay home and keep themselves protected and i encourage them to continue to do that. Now while we are working through all these things in the set it on trying to find Practical Solutions doing thing in a non partisan is what we should do right now i was rather shocked yesterday when the house of representatives release the details ofl the bill they hope to vote on friday. This bill they hope to vote on friday is a 3 trilliondollar bill, that is larger than the previous four bills we have voted on combined. It is a pretty dramatic expansion, a lot of issues that are not covid19 related. As we said in the previous conversation just a month and a half ago what we focus on right now should be s covid19 related not say its a covid19 related bill and stick a bunch of other stuff in it. Itsag over 1800 pages. In fact the summary of it if people want to see the summary document is 90 pages long just to be able to get the summary of it. It deals with a lot of issues that are certainly not covid19 related think of a lot of oklahomans and other american say why would they stick that in there . Look at this big number were giving to states look at this big issue and dont Pay Attention to these other issues. I understand theres legitimate issues on voting to make sure the voting this year can go off safely and can go off and away we can all have great credibility on what south korea adjusted with the record high turnout within person voting. Thats not what this billin is coming from the house plans to do this week. They plan to vote on this friday radically changes voting for the entire country, not for this year but permanently prohibits states from here on out unimposing and the conditions or requirements for eligibility for voting. It a gives absentee ballots mailed to every Single Person also breaks out in a voter id lllaws in each state and authorizes something called ballot harvesting which has beenex exceptionally successful in california for Democratic Candidates but it basically allows him to come to your door and sayo, have you voted yet absentee . And if its know they can vote on the spot. The person at your door can take the ballot from you and they will say i will go turn it in for you. Obviously theres lots of moments of fraud for that. That would make that mandatory blnationwide. That is a major issue to be able to change how would you voting forever and to be able to break this down. It is not the time to try to cram us into a bill that supposedly about covid19 to department change on that. It also does things is rather stunned by even by those on the house side. It takes away the requirement they have to have a Social Security number. If w you take away the requirement you have to have a Social Security number what it allows innocent people who are noncitizens to be able to get the Economic Impact payments up to 6000. Household for any individual that is in the country. While thats a pretty dramatic shift in what redoing it allows people who are not legally present in the country to actually end up with Economic Impact payments as well. Ill think most people inom my state would be someone that would agree with that with what to note why are we trying to stick that in . Also do some pretty massive changes to how house immigration is handled freeze a lot of people who are currentlyid under ice custody right now forces the release of those individuals towards federal funding specifically to sanctuary cities and prevents the deportation of anyone who is not legally present in the United States, it provides deferred action and Work Authorization for anyone working in a job regardless of legal status into the country so it literally takes anyone whos not legally present here and gives them legal status ring thisit time. A changes the Unemployment Insurance in a way thats pretty dramatic. Currently Unemployment Insurance is greatly plus step during this time. Theres an additional 600. Week. Person for anyone on Unemployment Insurance. That allows an individual in t my state to make about 48000 a year off unemployment assistance. The challenges there many individuals that do not make 40000 in their normal job but they are making 40000 now with unemployment assistance. This bill coming from the house changes that because that extra 600. Week expires at the end of july it changes the expiration of that deep into next spring of 2021, regardless if your state is open for business or not. So in my state in oklahoma, literally it would encourage people that make less than 40000 a year to not go back to work because they could make more basting on Unemployment Insurance not just the july but all through the rest of this year end half of next year. Regardless if your state is open or not. Regardless if theres a vaccine or not we have a vaccine and let satan november you would still get this unemployment protection to make 48000 a year, pass the fox nation deep into next or that is a continual problem in an issue. In the bill itself actually sets up a series of changes in our federal cannabis laws. Which immediately i would have thought how much information is in this bill about cannabis . Actually mentioned in this built 68 times. Im not sure why that is it a bill dealing with covid19 but it does dramatic changes in our federal cannabis laws. Theres a section where it gives tax breaks to teachers and firefighters and to Law Enforcement folks. Okay thats great but then right the middle of that section is a tax break for billionaires that i was shocked has almost 100 billion tax break for the top 1 it stuck right in the section quietly in their in the middle of the section for teachers, firefighters and Law Enforcement. The student loan section was alsoiv interesting to me provides 10000 of loan forgiveness to every single student around the country. Im sure every student will be grateful to have that every itfamily would be grateful it wasnt needs based or anything else it was just 10000 a blanket loan forgiveness for every single student across the entire country. Of course there is no Liability Protection anywhere in it. Exin the Paycheck Protection Program that has been exceptionally important to many Small Businesses, was not increased. So things that are not needed at this time theyre not addressed in stage educational institutions nonprofits are asking the question how to do if liability issues thats not addressed at all beginning with the basics of why did they not even tried to negotiate is a straight Democrat Bill at a time we desperately need to focus on not putting out a partisan thing in sync look were trying to be able toel help, dont look at all these hundreds and hundreds of pages that are not related to covid lets try to actually solve the problem that is in front of us, it is serious. The issues we face will help and the individuals on the front lines right now Grocery Stores and Healthcare Facilities and truckers and Convenience Stores folks are doing carry out food those folks are doing remarkable work and they should be encouraged, not discouraged with the partisan bill thats coming out not going anywhere lets keep working together, its happening in the senate to establish bipartisan agreements we should continue to be able to do. But flying in to do a messaging bill changes voting in america changes cannabis laws and other things is not what we need to do it now. Lets keep the work though because there is plenty that needs to be done. With that i f yield the floor. Stu met the center from oklahoma leaves the lowerclass question of him to make colleague James Langford to know if anyny of the kilts college or celebrating a birthday question expect a colloquy with my friend from delray do know someones whos a senator the presiding officer senator from arkansas i believe his birthday is today. Stomach tom covid who send her langford nose passed away about a month and a half ago a great loss to our country and state someone will always celebrate here first dedication is commitment really the example he set by the presiding officer is livefi and well when asked if id go ahead and proceed my comments . Mr. President cement i rise the today following i went to sifting into saturday langford good friends we set together in committees in fact he succeeded tom in the u. S. Set it when he was leaving he said im leaving but you get some beam better than me and his name is James Langford. I dont know that is any better but a worthy successor. He served with you i think you know that. I spent a lot of my time here we differ or disagree series we can agree. Sometimes it may not see ida i on every single policy but we ought to agree on thenk principle among the principles as we approach 4. 0 the next major legislation were dealing with i hope one of the points we can agree to state and local governments are having massive losses of revenue that are attributable to this coronas, crisis in terms of replacing the lost revenue ill give you a couple of examples. The Delaware Transportation trust drunk a lot of revenue im told by secretary of transportation at revenues down by over 50 gasoline sales and the money would drive also similar down by more than 50s not just delaware retried builder roads states across the country are not just whacked but destroyed to continue the transportation infrastructure so that is an area we should build to help give us every month an update on how states are doing with the revenue stream spending spring streams from this april to last april for us to do something about that i think we agree and probably find agreement on mr. President when folks states local governments have costs that directly relate to the pandemic healthcare providersse doctors nurses all kind of folks in Nursing Homes entrances under trenches First Responders firefighters emts to help put them on the streets in Nursing Homes during their job we have an obligation to help states and local governments deal with those another thing i hope it will do is focus on training and retraining programs fortunate to many businesses are closed now will not reopen. A lot of people have skills that may have been employable to business and that businesses no longer in existence we need to focus on one of the jobs out there that need to be filled in people trained in refocus her retraining Dollars Money goes to state to address that need those are just a couple of the ideas we need to focus on will restate and local officials iincluding those have Common Ground and theres plenty of Common Ground note forward to working with democrats and republicans alike here i say that as a republican governor who was once privileged to lead the National Association to say my hope was within bipartisan leadership there if we cant do that shame on us. I think we can. Thats all it came to the floor mr. President i did not come here to senator langford enjoying your celebration of your birthday but happy to note it and to salute that. He came today to honor the immigrant healthcare heroes on the front line on this battle against rotavirus. I just want to begin by thanking the Senior Citizen laugh mark senator dont tell my said that right here on floor the senior senator from illinois i he and i came to the house together a million years ago in 1982. Maybe someday he will be a Senior Citizen. Someday maybe a Senior Citizen asid well i want to thank at all kidding aside for leading the charge bring much deserveco recognition for Extraordinary Group of americans. Mr. President across the state their doctors nurses healthcare workers caretakers and others are getting up every day, leaving their own families going to work to help members ofse other families and throughout that these men and women are doing at great personal risk of their own health as it turns out to the help of the oneses they love. Despite the grave risks to themselves they are undeterred day in and day out weekend and week out, they continue to serve others continue to demonstrate by their own courage what leadership by example is all about for that we are deeply deeply grateful. Something most americans may not know is one in six healthcare workers that is one and six healthcare workers in this country are immigrants. When you add them all up that is 3. 1 Million People have chosen to make the United States their home a and are giving back to their country, this country now in profound ways. They are not at number, they are not a statistic, they are carrying courageous members of her own communities out of their own communities. Over the last three and half years even before that on the campaign trail we heard donald trump and other peopletr around him dehumanize our immigrants. He has used fear mongering saying those young people brought here with their kids may be younger than kids the president has for a long time and dear mongering to say this immigrants and dreamers are going to take over jobs away. That just a is not true. I know a bunch of those lot were students at the university they are students of young people i would be proud to claim asei their own they are some of the finest young people ive ever met here or any place around the world. While Many Americans are rightly following stayathome orders these men and women are often put in their own health and safety at risk to some of the most critical jobs every day. I believe it is important weo recognize these healthcare heroes were playing a truly Critical Role in the fight to help their fellow american spirit i mention a minute to go theres 3. 1 million healthcare and social Service Workers in our country. Today went to highlight the story of one of them. Her name is seth Serena Ramirez she standing here over my left shoulder. She is a nurse. She is a nurse at one of delawares qualified healthcare workers is called westside Family Healthcare they operated will have three counties in delaware or newcastle or two thirds of the residents live also kent county may be the finest air force base in the world. But westside family care, like the nearly 1400 qualified healthcare countries are help deliver quality, primary, Care Services and underserved areas. Every day. Every day without a lott l of fanfare they do what my mother used to call the lords work. Thats what she is to collect, the lords work. She and her colleagues in wilmington have served our communities throughout this covid19 pandemic. I just want to take the next several minutes to share with my colleagues of the American People a part of her h story. White she became a healthcare worker, why she continues this work now, and serving largely but not entirely Spanish Speaking population. Even during the hardest of times that the times are living in today. What im going to do the next several minutes is really share with you her story. Not in my words, in her words. This is what she looks like, she works right in wilmington delaware thats where my wife and i live. Ive probably met her a timer to didnt recognize her because she had her mascot here today but delaware is a little states you meet just about everybody. Heres her story and her words. My name is seth serino ramirez as board and the Dominican Republic pick my family came to the United States on his seven years old and i am the oldest of three siblings. My father was a doctor in the Dominican Republic, my mother was aub teacher. My dad got older and started our family could not help but notice all of the corruption and crime that existed in the Dominican Republic. He wanted the American Dream for his children as did his wife. So they decided to leave everything behind and move to this land of opportunity in the United States of america. My dad became a taxi driver, he was working overnight going to school in the morning. After three years of hard work he graduated with an Associates Degree in radiology. Both of my parents are deceased now, she writes, but their courage and work ethic live on in each of their children. My siblings and i could not be more grateful for their unselfish decision they made for us. She goes on to say ive been working for ten years at westside Family Healthcare where i am a team medical nurse, i educate patients about medical conditions to help them identify Lifestyle Changes that can benefit their Overall Health and goals. The one thing i love the most about my job, the one thing i liked most about my job as i onam able to make a difference in someone elses life. I would just say, me too. Or as we say in delaware. [inaudible] as the years passed i learned about spanish interpretation the spanish population. With that being my first language i realize sometimes its easier for patient to speak in their native language when it comes to medicalag concerns. I like that i can be the voice of the patient and the number one advocate. She goes on to say i have observed instances of patients receiving care from a provider perhaps the same cultural background and speaks the same language resulting r in positive healthcare outcomes. These cases the patient appears relaxed, are willing to ask the necessary questions and theres the goals and understanding to improve patient care. She says taking care ofth patients is a privilege, think about that. Think about that, taking care of patients is a privilege. I think its a privilege to serve the people of delaware in our country and she feels that way about her patients. In looking at the difference in the amount of help that can be provided to the community it has truly been an inspiration to work hard to try to be the best nurse i can be. And that is the end if you will ive what she has said. I wanted to share with allle of you here, today. I know if she will see these proceedings or hear my words or hear her words through me, i just want to say thank you for that message, thank you for that message. Thank you for all youre doing to serve our community in delaware, even during these most difficult and challenging times. The United States and our state are more than lucky, we are blessed you are in our team this fight against thest coronavirus. Into all of the other immigrant healthcare heroes who are serving their fellow americans throughout this country, and to those who are fortunate enough to be born here and serve we salute you. We salute you, we thank you, for looking out for the rest of us so we might enjoy the blessings of life, liberty, and the pursuit of happiness. We are better for having you here among us. Wewe appreciate the lifesaving care you are providing for so many off us. If you are here within the soundn of my voice you are an immigrant and a healthcare hero if you know someone who is encouraged to share your story with us on twitter or facebook just use the immigrant healthcare hero when he say that again use the immigrant healthcare hero. Who left to highlight your story and thank you as well. Mr. President i dont see anyone else waiting to salute you on your birthday i will yield the floor and note the absence of a quorum. Org coronavirus. Doctor fauci you share these concerns about opening the economy too soon with some states . If he was a play all sides of the equation think we were going to have a tremendous fourthquarter think were going to have a traditional thirdquarter think well have a phenomenal next year i feel we are going to have a country thats ready to absolutely have one of its best years. Next with all the stimulus and the facts at the pent up demand like i have not seen. You see it right now, these two really professional, Good Government set of work so hard i know both of them very well what happens to be a democrat but we Work Together we Work Together very well and one you would expect me to it say it happens to be true okay really good job. We work very, very well together, they want to get the states some governors perhaps some partisans for election reasons villains have their states open and some should not open up quite yet they are not ready. They went through a lot theyre not quite ready. We are opening the country, people once it open the schools are going to be open. I was seeing the other day, purdue a great school a great college, a Great University purdues opening and others are opening. They are all announcing it these are young people, Young Students they are in great shape. Now will you have an incident in one out of a million one out of 500 something happen . Perhaps. But you know, you can be driving to school and some bad things could happen to. Weve got to open the country. You want it open what you say about doctor fauci . I was surprised by his answer. To me its not an acceptable answer especially when it comes to school. The other thing would be at septa bull as professionals, teachers over certain age i think they ought to take it easy for another four or five weeks or whatever it may be. I think they have to be careful. This is a disease that attacks age, it attacks health. If you have a heart problem if you have diabetes if you are certain age, but certainly much more dangerous. But with the Young Children than students, just take a look at the statistics its pretty amazing. Cspans washington journal live every day with news and policy issues that impact you.
