Gov. Cuomo morning, it is a pleasure to be here. Thank you all for being here. Appropriately socially distance of a seat. Is a pleasure to be here at the the medical hospital today. Its a great county executive. Also home to have great senate leader. And it is a beautiful day. It is so beautiful, on home after this and take the motorcycle out and go for a ride. Im going to wear my mask on the motorcycle. Also keeps the bugs out of your mouth. There were some of friends. In a time of high anxiety, i understand that braided Blood Pressure across the country. But even more, at times of high anxiety, it is important to note that we stay with the facts and the truth. John adams, was defending the british at a time when the American People hated the british. Facts are stubborn things and whatever maybe, our wishes their inclinations on passions, they cannot alter the state of the facts and evidence. Lincoln, big believer in the American People pretty always ready he led the truth in the country safe. I love lincoln and the wisdom in the economy of his language. If that of the truth the country safe. Gov. Andrew cuomo hearing facts, we are right now pretty 8600 total hospitalizations, the number is down. That is good news. It is a fairly significant drop so that is good news. The net change in hospitalizations you see, is also down. That is good news. Intubation, that is good news. They threeday rolling average of hospitalizations is also down. You see the curve, you see the outline of what we went through. You see how fast it went up. And remind you how fast the infection rate can spread. Look at how fast those numbers went up. And you see i was those numbers are up, how slow, and how long it takes to get them down. We are in the down side of the mountain is a much more gentle slope than what we went through going up the mountain. We wished it was steep, deep point. But it is not. This is the worst number, every day is the number of deaths, 231 and you can see how slow that has come down. And how painfully high it still is. This is a chart of the number of lives lost. And again, you can see how fast that infection took off, enemy lives we lost, and with an infection rate is high, people are getting infected, you can see along it takes to slow it down and reduce the number of deaths. And they are coming down in a painful slow level of the point. The top priority for us, one of the Top Priorities for assessment protecting our front line and recent. You have to remember what happened here. It all happened so fast that is almost hard to gain perspective on it. But the frontline workers, they showed up and went to work and put their lives in danger so everyone else could stay home did i laid out the facts as we lincoln said, to the people of the state, laid out how dangerous this virus was, advocated based on those facts that we needed to close down. Close down schools, closed down businesses, stayathome read people did that. In the next breath, we need you essential workers to go to work tomorrow. After just having explain how dangerous the virus was to justify shutting down society in a way that has never been shut down before. Next breath, essential workers, i need you to go to work. Hospital care, i need you to go to work and help people who come in with the covid19 virus to be just as dangerous the covid19 virus was and how little we knew about the virus. Look at the courage that those frontline workers had to show read it is still amazing to me, and i just want to make sure on this human level, we are doing everything that we can for them. So we have been aggressively testing the frontline workers to find out who needs help and how many people actually have been infected and we have been working with the police in transit workers and healthcare workers. We tested downstate new yorkers, where the predominance of the virus was the 27000 employees says very large sample. And what we found out is really good news and one of the few positives that i have heard in a long time. When you look at the percentage of people who have the antibodies which means, they were infected and sometime in the past, and then now recovered. Other healthcare workers, in westchester, 6. 8, new york city 12. 2 and 1. 1 and youll long island. It is about the same or lower than the infection rate among the general population read so westchester, among the general operation, almost 14, westchester healthcare workers, is about half of the rate of the general population. That is amazingly good news right. We were afraid of what was going to happen. The healthcare workers actually are at about the same or lower than the general population in the area. Only two points. Our healthcare workers must be protected, the must have the three ppe, we have been saying that all along. It was mad scramble this last time to get the ppe internationally, the mets, for all of us. They can never happen again. We have to have the ppe, we have ten stockpiles. We did every hospital has have a 90 day supply of net ppe as the covid19 rate of usage. So we will never go through this again. But it also shows everybody, how important the masks and gloves and the sanitizer are pretty and that they do work pretty is not that the frontline workers get anything especially more sophisticated, than the masks that people where, the n95 masks. They were masks and gloves that they follow protocol. In those masks work. They work and if there working for frontline workers, theyre going to work for people in their day to late day lives. And gloves and sanitizing, they work pretty is important that we protect new yorkers who are facing financial hardship. The people who live paycheck to paycheck. The majority of people in the state live paycheck to paycheck. All of said the paychecks stop. Federal government issued this onetime payment of 600, Employment Benefits but it is not making up the gap for many families. They are struggling and we want to that we are doing everything can. We went we have a problem in upstate new york for many of the farms, cannot sell their product. Invalid farms were literally just dumping milk in the dairy farms had produced. But at the same time, if people in downstate new york oh going hungry. And they cannot buy or pay for enough food. Tremendous demand on food banks. So we have been putting the two together. It makes no sense to have upstate pursue cannot sell the product in downstate families that cannot get enough to eat. So we have been funding efforts to connect the farmers to the downstate food banks. We do not with about 25 million is what we call that will nourish new york initiative. I 50 food banks, and are perhaps 2100 farms that are delivering food to those who banks. And about 20000 households in the state are participating in that. The volume of food and product that is not being wasted, that is supporting farms and helping downstate families is tremendous. Want to continue to do that. The state is very tight right now. With what is going on in the economy so pretty foundations of a there are a lot of people who want to help. This is a great cause i would suggest they help so that we can do even more. People literally are worried about being able to pay rent rated network for two months. In the rent bill keeps coming in. Its not that the bill collectors have taken a vacation. They do work releases and develop. And you still get collection notices. We did by executive order, issued, a moratorium on residential or commercial infections. You cannot be evicted for nonpayment of rent related to this covid19 situation. That went through june. So nobody has been in nobody can be evicted. Estrogen, in a residential or. Going to take additional steps of manning any late payment fees also allowing people to use security deposits as a payment and they can repay it but also im going to extend that moratorium an additional 60 days. It has not expired in june but people are anxious and june for many people is just next month. And the rent bill is going come due. So we will extend that 60 days until august 20th. So no one can be evicted for nonpayment of rent, residence or commercial because of covid19 until august 20th. And then we will see what happens between now and then. Nobody can really tell you with teachers. So that will be in place. I hope it gives families a deep breath. Nothing can happen until august 20th we will figure out treat now and august 20th situation is. Also at this time, principles, matter. I understand the anxiety and stress but lets remember who we are and what we are about and what principles matter to us. The poll are talking about that we should reopen the economy. It is more important than Public Health. Public health is more important than the economy. That is the underlying argument and discussion that you are hearing going on right now and to me its never been a question of whether or not we reopen. You have to reopen. You have a choice. It is how you reopen. And to say well, you have to have a stronger economy or protect Public Health, no. There is a false choice. It is not one or the other, it is both. We have to reopen. We have to get the economy money and we have to protect Public Health. This is not a situation where you can go to the market people and say okay, how many lives are you willing to lose to reopen the economy. We dont want to lose any lives read start here these, to me that are observed arguments. While yes, if we reopen, people die. But people will die anyway. We are all going to die at one point the big question is, when and how. In the when and how, matters. I understand that i am going to die. I just to die now or next week. And i also want to die because i contracted the covid19 virus unnecessarily. So people are going to die. We are all going to die yes. That is not a justification in my mind. It would be an awful defense, before judge talking with murder. If you have gone yes, did you fire the gun yes, did you should first yes, did the first night yes. The first was going to die anyway. As i know. But, it was the gun that killed the person in the bullet and you fired the gun right. So to go down this road, well there are old people who would like. Her drama delete on the numbers. And by the way, old, how you define old. Not that old is a justification but we looked numbers yesterday and the number of people coming in to the new cases, coming into the hospitals. Fiftyone years old, is where the increase starts. Fiftyone 60. Sixty 70 is the highest. But 51 6751, is not really old. I know that it is all relative and since i am beyond that 51, it is easy for me to say. But i dont really see 51 as old. If we Start Talking about the old people. I also think, and do this for myself. Any reader who makes a decision in the situation, should be willing to participate in anything they authorize. So there is nothing that we are going to authorize or allow in the state that i myself will not be part of. It is too easy to say, you can go to this but i am going to protect myself and im going to stay behind the glass bowl. No. It is all human life has the same value. If i Say Something is a ford new yorkers, then, i will participate in it because if it is safe for you, it is safe for me. And that should be your standard going forward. What we have been doing in new york, is make the decisions based on facts and data. Not emotion and politics. I understand the emotion in the anxiety and the stress and i understand politics illegitimate. But im a thats on the basis for making a decision. Every leader has told us this in different ways. Eddie roosevelt, john adams, and more. My team comes to me is as a boy, with new prison break, theres a flood coming there is a hurricane, and heres on fire. Slow down, deep breaths, lets look at the facts. Lets understand the situation and must take action based upon the facts. That is the way to lead, as we have billy lead 15. We have a lot of facts, we know the hospital right, the number of deaths, the the antibody test, we are taking diagnostic test. Doing tracing. Make your decisions are based on the facts and the data. Sensible but is more important now, than ever before. And it is working for us. This nudges me saying that because im the governor. You look up what is happening in new york and you look at the rest of the nation. In new york, the numbers coming down. As coming down dramatically. You take new york out of the rest of the nations numbers, the rest of the nation is going up. We are coming down. So, what we are doing is working. And what is working, stay the course. Winston churchill, the one through, keep going. Theyre going through about what were doing is is working so we are going to keep going. Were new york smart and we keep going. Reporter was seems to really increase anxiety as we think about the second wave later. No good people who are concerned maybe that there die heart big city people the first time in their lives, their thinking that maybe they want to go to the suburbs. As individual Family Decision but what you tell folks like that. Somebody in your own family would be like, i think i will leave the city try something new. The becomes a trend, im putting it way out there but you think you is your advice or thoughts on a possible exodus or flight. Gov. Cuomo importantly often when emotion is high, logic is low. Neil had a lot of cases. By the way, we now know why. Has nothing to do with new york. First of all this national issue. Where we go. La had them chicago had them okay new york and mark. Yes but we know why. Had nothing to do new with new york. Had to do with the fact that all the experts missed a very important fact, contract. That while we were all watching china and talking about china and doing a china travel man, the virus had already gotten in a plane and went to europe. And infected people in europe and the people from europe were coming to new york because thats where the flex come to. Man people come from europe. February and march, and nobody was stopping european travel. Nobody was screening europeans coming in to the airport. Nibley said to new yorkers, by the way, and a european traveler, anybody from italy and the uk, from germany, they may have the covid19 virus. Police anything. So we had 2 million passengers from europe, everybody still talking about china. We do the china travel man. Restraining people from china meanwhile, came through europe. Millions of people came from europe. And we had no idea. That is why number of cases in new york are so hot. And theyre now looking at people coming from europe, came into jfk or newark the connecting flight and then they went to another city. They think the whole east coast, may have seen cases come from europe the china flights, going more to the west coast. With european flats came to the east coast. It is nothing to do with new york now, once the viruses in new york, any bites of density is where this virus takes off. Anyplace intensity. So you look at the Meat Processing plants now. Theyre in the midwest part of the country, southern parts of the country. There a problem. It has nothing to do with nate and trent Meat Processing plants. Only the hot spot now and it agriculture facility in upstate here. Is the density. That is what happening the new russia. The first hotspot in the united states. In was the density. So many went to a gathering with two or 300 people. It is the density. Any dance situation. It Meat Processing plants and agriculture plants, once he gets into the density, it will increase. But why here, because of the flights from europe, and nobody knew and nobody told us and nobody stopped. It also was 911, you went through this situation in new york for people ask that question. Well maybe new york is a target. No, we were not the only place that had the 911, but it was uneventful here. We lost a lot of lives pretty posted maybe new york is a target. But that lasted for a very very short period of time. New york then came back and we will do the same thing here. Reporter you look to a couple of the initiatives. Including extending new yorkers pretty who is hiring. Gov. Andrew cuomo we get may 15th, it is when is called the pause. The pause order, the closedown order expires then we will look at different regions in the state on the data to see if there in a position to start reopening. We will start with constructing manufacturing etc. See willi will see the economy. Not a floodgate but it will start so that we can watch what is happening and calibrate we dont want to see those numbers for the other white but in the interim, everyone is just making do. And everyone is had her chips etc. We just want to make sure that those people who are most vulnerable are protected. In one of the greatest vulnerabilities, is i cant pay my rent, i cant the my family. Okay, we have to make sure those people are protected it. Nobody can be a victim because of the nonpayment of rent. Lets take the issue off of the table. We have to make sure that everyone has food to feed their families. We are doing that through a number of ways, programs etc. Read and last resort, the banks that we are talking about today, but the number one issue the people talk to me about, probably spent. And fear about being able to fear pay the rent. This just takes the issue off of the table until august 20th. What happens then . I cant tell you what is going to happen two three months down the road but i can tell you whatever happens, we will handle it at the time. And that is what we have been doing this situation all along. Literally, into big increments. This is unlike anything we have seen before. Im not going to sit here and say have a crystal ball. And im not going to tell you whats going to happen in a month or two months anyone tells you that, i think i would question a person seriously because there has been no one, was gotten this right. From the time it started. Reporter about the rent relief and the landlords who would say, developing the mortgage. Gov. Andrew cuomo none of these decisions are easy. Yes youre right, the landlord would say, now the tenant does not pay the rent but i still have to pay electric bill, and the mortgage. That is true. And we are working on relief makes for the landlords also. There are programs of the federal government and the state of doing to make sure those banks also get relief so they dont have to do any foreclosures. We stop the foreclosures on the landlords. There is none tradeoff between the tenant and the landlord, we are hoping the landlords also. But on the human level, i dont see people and the children being evicted at this time. Through no fault of their own. My grandfather used to say, if you have your health, we can figure out anything else. We can fix anything else. It is my money, we will figure it out. You have have your health. Those Like Public Health is the first. I dont see introductory we have to have our health. We should protect human life. If a person is old. Im old by your definition. I still think i have a value. My mother is old. She most precious person to me. So protect every life. Im not going to tradeoff Public Health and we will figure out the dollars. We will figure out the economic impact. But we will protect people in the meantime. And we will protect their Health Reporter you talked about covid19, are you aware about the validity. Gov. Andrew cuomo we have facilities all across the state they can take any covid19 positive person from a nursing home rated so any nursing home operator, who cannot provide adequate care, for anyone in the nursing home, you call the department of health, leave habits and care for that person and no nursing home, she keep a person in that nursing home who they cannot provide adequate care they violate the legal obligation and other obligations in the state of new york rated if they cannot provide care for any reason, adequate care, they dont have enough staff or equipment, i dont care what it is pretty in reason, that person has to be referred and have to call the department of health and that is their legal obligation. Such is the right thing to do, it is their legal obligation. Okay, thank you very much. It is great to be here. [silence].
