We would like to see those cases reducing even more than we would like to see them reducing faster. They get paid to provide the service and they get regulated by the State Government. There are certain rules and regulations that they must follow, and we put in additional rules and regulations for Nursing Homes in the midst of the crisis. Staff must have appropriate and have their temperatures checked before they come into the facility. There are no visitors are coming into ththat arecoming into the h is the tremendous hardship, but it is necessary to protect public health. If they have a positive person and the passivity, that person has to be in quarantine. They have separate staff for the residents versus the non covid19 residence. If they cannot care for the person in the facility, they have to transfer the person to another facility. The nursing home is responsible for providing appropriate care. Then they have to transfer the person to another facility. They have to notify residents and family members within 24 hours if a resident is possible to be for testing positive for if anyone suffers the covid19 related death. That is a regulation that they have to follow. And they have to readmit covid positive residents but only if they provide the adequate level of care under the proposal guidelines. If they do not have the ability to provide the appropriate level of care, then they have to transfer the patient. Or they call the department of health, and the department of health will transfer the patient but that is how the relationship works. The state has very strict guidelines on privately run facilities. They get paid to take care of a president. The president , the patient must have a state directed level of care if they cannot provide that, they cannot have the residents and their facility, period we will undertake a joint department of health and the attorney general investigation but those are the rules and they have to do it in accordance with state rules and if they dont, we will take the appropriate action the state o state departf health and the attorney general will be commencing an investigation to make sure all those policies are in place and being followed. If they are not being for what they can be subjected to a fine or they can lose their license. Its that simple. Testing is going to be a major occupation that happens from now until the situation is over. Its new, technical, complex, but testing is a member of things for us. Number one, it reduces the spread of the virus by finding people who are positive countries and their contacts and isolating them. Then they can donate blood or plasma which is the therapeutic treatments. The testing also can tell you the infection rate in the population where its higher, where its cooler to inform you on an Opening Strategy and then when you start reopening, you can watch to see if it is going up, and if its going up, slow down on the reOpening Strategy. So there are different forms of testing for different purposes. All of them are important. It was vital for any state i believe they first get a Baseline Study of where you are on the infection rate. I said i want to have the infection rate, so we have undertaken the largest and most complete a study of new york state to find out what is the infection rate, and that was started a few days ago with over 3,000 people statewide lets find out what the infection rate is. We have preliminary data on phase one and this is going to be ongoing. We did about 3,000 tests. We are going to continue this testing on a roaming basis with a larger and larger sample, but i want to see snapshots of what is happening in that rate. Is it going up, is it flawed, is it going down. And it can give us the data to make decisions. We did 3,000 surveys in about 19 counties, 40 localities across the state. The surveys from the box stores etc. But thats important. It means you are testing people who by definition are out of the home and not at work. What does that mean . I dont know, but that has to be a factor that is taken into consideration. These are people who were out and about shopping. They were not people who were in their home, they were not people who are isolated. They were not people who were quarantined or you could argue probably had a lower rate of infection because they wouldnt come out of the house. These were people who were outside. Stephe. So they were infected three weeks ago. Right . For weeks ago, five weeks ago, six weeks ago but they had the virus to develop the antibodies and now they are quote unquote recovered. Just about 14 percent. Breakdown malefemale, female 12 percent positive, bails close to 60 percent. Regionally, long island, new york 2211. Seven and the rest of the state three. Six basically this quantifies we have been saying anecdotally and what we have known putting some numbers to it basically upstate new york three. And it is significantly worse than Westchester Rockland we have been talking about that and nassau suffolk as one but there is a variation with the long island numbers. By race asians 11 percent africanamerican 22 latino and hispanic 22 percent multi and not another 22 white is nine. 1 percent this reflects more the regional breakdown africanamericans and latinos in this survey are disproportionately from new york city and that is at 21 percent. The africanamerican number mit number is 22 percent but the upstate whites is three. Six in the survey. By age, nothing extraordinary we did not survey anyone under 18 so it starts with 18 years old. Eighteen through 248 percent to 54 is 16 percent 75 plus is 13 but it is a small percent of the total have any 75 yearolds were shopping . That is the group that is supposed to be isolating because they are the most vulnerable. But that is the distribution. Again the sample was by those outside their homes we have to analyze that what does that do to the numbers . If you look at what we have now with the debt total which is 15500 that would be about 5 percent death rate. But two big caveats first it is preliminary data. Its only 3000. That is a significant data set but it is still preliminary when we say there are 15500 deaths that number will go up. Those deaths are only hospitalizations or nursing home deaths. That does not have at home deaths or people who died in their home and were not in a hospital or nursing home. We still have to compile all that data and then all the at home deaths you have to go back to find out the cause of death for those at home deaths and then add them to the number of deaths connected to covid19. It gets even more complicated because in california they are now finding deaths that go back to last december or january that they believe were covert related. And one covid19 related and they didnt even know about it at that time. If you go back and look at the number of deaths and check them for the covid19 related death i dont even know how you do that practically, you will see that total number of deaths go up but that 15500 is not an accurate total number of deaths in my opinion but it is not an accurate total number because it does not count the at home deaths that is not accurate because there will have been many other deaths that were never tested for covid that should be attributed to that number. But with those caveats, that is what we see in this survey it also supports the decision we talk about with the regional analysis and decisionmaking. Upstate new york is three. 6 percent new york city is 21 percent. What you do in a place of 21 percent is not the same thing you would do with three. 6 percent. Is just not. It is the same theory some states open now and new york doesnt because the facts should dictate the action and if they do then we have different facts and different actions. So talk about the regional analysis on reopening that is exactly right look at the facts in that area. Sorry, but there is a second complicating factor, because there always is, it still has to be coordinated because you have a pentup demand in the whole tristate area where one region opens up for business you can see people come in literally from the tristate area and overwhelm that region tried to rationalize with connecticut and new jersey because some that were open so yes regional analysis but understand that you still exist in the tristate area with millions of people who are looking something to do to get out of the house but the kids in the car and go that has to be factored and also we have to do more to get testing in the africanamerican and latino communities talk about health disparity. This state did not have the severity we have seen in other states but i want to understand them and address them. There will be a number of factors why you could have a higher percentage of positives in the africanamerican and Latino Community with those disparities the underlying illnesses of diabetes et cetera. I also believe you have a greater percentage of the essential workers are africanamerican and latino while many others have the opportunity to lockdown at home as terrible as that work on that was essential workers have to go out to drive the bus and drive the train and deliver the food and do all the essential services that allow people to stay at home. Also more people in the new york city area and more people getting on subways and buses and we know thats where it communicates. But new York City Housing Authority is starting more testing today at new York City Housing Authority facilities talk about Public Housing i was hired secretary i worked in Public Housing all across the nation that is some of the densest housing in the United States of america. People crammed into elevators or small lobbies or overcrowding in their apartment. So Public Housing does pose a special issue and it should be addressed. I also want to get more testing in africanamerican and latino communities all through the new york city area including long island after this. And maybe the Congress Member velasquez to work with the challenges. One of the problems is test on finding a testing site. Massachusetts said they would be willing to use their facilities for testing sites as we ramp up testing. I will get into the africanamerican and Latino Community using the churches as a network would be extraordinary effective. But then to address this issue. And going from Small Business to the airline and i understand that state and local Government Funds police and fire and teachers and schools. How do you not fund police and fire and teachers and schools in the midst of this crisis . Yes Small Business and airlines are important. So our police and fire and government workers or the frontline workers. If you cant from the state and you cant find the services. So the entire nation is dependent on the governors. But then you dont fund the State Government . You think i will do it alone . How do you think this will work . And talk about the economy the states should declare bankruptcy thats you bring the economy back by states declaring bankruptcy . Do you want to see the market fall through the seller let new york state declare bankruptcy what michigan declare bankruptcy let california declare bankruptcy. You will see a collapse of the national economy. So just dont. When senator mcconnell said this is a blue state bailout what he is saying is if you look at the states that have coronavirus problems they tend to be democratic states new york, california and michigan illinois, they are democratic states so if you find states that are suffering from coronavirus dont help new york state because it is a democratic state. How ugly of a thought. Just think of what he is saying. People are dying, 15000 people died in new york that they were predominantly democrats so why should we help them for crying out loud if there was ever a time to put aside your pettiness and partisanship in the political ones you see the world through democrat and republican and we help republicans but not democrats , that is not who we are. Is not just who we are as a people if there is ever a time for humanity and decency, now is the time. If there was ever a time to stop the political obsessive political bias and anger which is what it has morphed into just that political anger, now is the time. You want to politically divide the nation now with all that is going on . How irresponsible and reckless. Im the governor of all of new york democrat republican and independent and i dont care what your Political Party is i represent you. We are all there to support each other this is not the time or the place or situation to start with divisive politics it just is not its been very simple from day one there is no red or blue there never should be a red or blue to an important issue but certainly not now thats not what the country is all about its not red and blue its red white and blue and when we talk about new york democrats and republicans we are all smart and disciplined and unified and we were all in this together and we understand that and thats how we operate. No. What about those residents that are testing positive . And with all those people in new york city . It doesnt change the calculus. Contact tracing is not the answer not the beall and endall. And Nursing Homes are the place of elderly people so it is a very intense situation for Nursing Homes we get it but its all have to perform their job by rules and regulations. There is a ton of regulation regulations. It is what went wrong in hospitals and society what went wrong . Mother nature brought a virus and the virus attacks old people and nothing went wrong no one to blame but with the situation but they have to deal with the situation. The rochester schools the superintendent has suggested through the end of june with their finances have gotten increasingly dire is there a concern . We been talking with that district for a few months i dont think anything has happened recently. Do you . We can give them some flexibility on their situation because they had some desire to make some reductions Going Forward with what they need to do we gave them some flexibility to close to 30 million in this budget so they could use those tools that they were actually treated giving more than any other district in the state. What should they have done differently and then to admit new patients . And then to say we dont have enough ppe what is that communication like with doh handling that . The rule says if you cannot provide adequate care to a patient, you must transfer the patient. If they cant transfer the patient if they have a bed available if they cannot transfer the patient and say i cannot find a facility for this patient and the department of health finds a facility. They dont have the right to object that is the rule and that is the regulation and they have to comply in the regulation is common sense. If you cannot provide adequate care you cannot have the patient in your facility. That is your basic fiduciary obligation and also your legal obligation if you cannot provide adequate care the person must be transferred if you have covid people, they have to be quarantined, separate staff, thats the rules. If you can do it, we will put them in a facility that can. Thats the rule. Now when the person is transferred they lose a patient and they lose the revenue. I understand that the relationship is, the contract is you have a president. You get paid and provide adequate care. If you cant it has to be transferred to a facility. If they cant then what about if they cannot provide ppe . That is up to those facilities to provide that. We have thousands and thousands of pieces of ppe. Youre right it is their primary responsibility like a hospital and hospitals ran into problems Nursing Homes run into problems this is a National Story turn on the National News at any given time and you will have people say to have enough ppe its an international problem. We were getting ppe from china and we were distributing also how many pieces . On emergency basis Nursing Homes alone 417,000 surgical grade masks 101,000ounce, 85000 face shields 422,000 gloves 5000 gallons of sanitizer, on that scale making it available to those while managing as well other facilities that have had this in addition to the Nursing Homes this is since about two weeks ago. With rotating staff . I have not heard that. So from these facilities to doh . You say transfer patients . Not that i know. Any other questions . [inaudible conversations] could you have nonessential workers coming from home . And then have them come in im just asking. I appreciate the question thats part of that regional analysis and decisionmaking that is one of them it is more essential businesses lower risk are the top priority with that me trick and variables how much risk does your business bring . I think that would be one of the prime candidates in a regional reOpening Strategy. Where is the overall infection rate . Look at the hospitalization rate you will never get anywhere and tell you see that hospitalization rate flat or coming down. Those of the cdc guidelines. It has to be coming down, the infection rate has to be lo low, then you can start the conversation to reopen regionally and to calibrate. And those nonessential workers that are at home are still getting paid to be at home right now. You tell me when the numbers change i will tell you when we start that conversation. We have infection rates and hospitalization. Look at a flat or dropping hospitalization rate in a region that will reopen as a region. Not with that hospitalization rate numbers and then has it going down at this rate and that analysis region by region. Other people have multiple questions. And those coordinating efforts in the Capital Region .
