And insisting on shortchanging those 700,000 people by 700 million creating the district as a territory and not as a state for the purposes of allocating funds as is so often the case it jeopardizes the entire region through the spread of coronavirus. The sba will pay all principal interest in fees for those Small Businesses for up to six months. These payment obligations will be completely forgiven and removed from a borrowers book. Then in 2008 hank paulson came to us and said, just give me the key to the treasury and i will take care of this. For one day in the house of representatives we stood strong, we defeated that, two days later we came back with o something a little bit better but nowhere near adequate. We need to learn from those mistakes. That was supposed to say peoples homes and their jobs. Millions lost their homes, their jobs, their pensions. But wall street, they prospered. Never again. Its an ultimate bipartisan product passed the Senate Unanimously and it emphasizes payrolls maintaining payrolls, maintaining benefits its going to get help to Small Businesses, individual owners to larger businesses, its going to target people with extended and enhanced employment benefits. Some of them work in the gig economy and will be eligible for anything. They are totally out. These are really good things in this bill and the Aviation Section should be a model for any industry that gets money from the funds that lucian distributes. There is two ropackages, one is a payroll passthrough keep the people working, keep their benefits, keep their pay and the other part is heavily conditioned loans. No stock buybacks, no dividends, no executive bonuses. No bankruptcy for a year after you take these loans. Keep the industry intact, its vital. And 3 billion to the contract workers. They are being told they are not able to operate. We need to do better we need to pass this bill, give them the revenue and the opportunity and the cash flow to get through this so we can get through this as americans and students get a chance to defer your loan payments and whats great is when these businesses recover they now have the opportunity to tax free help you pay your student debt. Thank you. Our nation faces unprecedented crisis. With one in three americans being told to stay home to flatten the curb some of the American Economy has essentially been shut off. S, restaurants, hotels, bars, Retail Stores or shops, dance, yoga studios, practically every segment of the Small Business sector is suffering immeasurably. Whether its Brooklyn New York or brooklyn wisconsin, Small Businesses are the heart of americas main street. Entrepreneurs are now facing impossible decisions about their future. This bill is dabout assisting these main street Small Businesses and their workers. Not wall street banks or big corporations. We have taken a republican written bill that was unfairly rated to what Big Companies and reshape it to prioritize Small Businesses, their workers, and their families. This emergency package channels relief to Small Enterprises now. It provides more than 377 billion in relief for struggling parents to help them pay workers and keep their doors open. First, this bill allocates 300 billion for forgivable low cost loans for business to continue paying their employees. Let me be clear, these loans are fully forgivable if they keep their workforce on the payroll during this crisis. Since the crisis began, i have been advocating for debtfree ways to get capital to small firms. These provisions accomplish that goal. The new Paycheck Protection Program is designed to help businesses and workers whether the Public Health crisis. Remain open and when we finally defeat this awful virus, we grow quickly. Beyond this fully forgivable loans, democrats fought for emergency grants and im proud to say working with my counterparts in the senate we have secured 10 billion for sba to provide grants to Small Businesses for the first time in its history foadditionally, must assist sba battle worries that have loan payments due soon. Thats why we are providing every seven a and 504 loan with Payment Relief for six months. This deferment will also be open to new borrowers to help them stay afloat. This bill provides sba with 675 million in funding to not only hire new staff and equipment but also make sure sba services are being delivered in languages other than english. Last but not least, a Development Program will get 265 million for counseling and training related to covid19. I should know, this bill is not perfect, it is the result of painstaking compromise. As with any compromise, no once i got everything they wanted. For now, however, small firms need to stop the beating and this bill provides an economic tourniquet. Im proud of the work we accomplished in this epackage. I think senators cardi, shaheen, coons and rubio and all the members of this house Small Business committee that work so hard on this bill as well as the Ranking Member ab and the amazing staff that work long hours. This bill helps the rural hospitals by enabling them to buy essential supplies, build needed infrastructure for broadband and telehealth and keep cash flowing so they can patients. The men and women of the department of Homeland Security interact with adaily they are putting themselves in harms way with this deadly contagion. But for some reason we couldnt see fit to provide the full amount requested by customs and Border Protection to immigrate Customs Enforcement to deal with the virus. This will be the last Time Congress has to act to mitigate the impact of the virus on america. Mr. Speaker, i rise up my colleagues on both sides of the aisle to support the cares act as a result the significant changes made over the past few days has legislation now takes important steps to anget students, workers and families the support they need during this Public Health emergency. Many of the provisions in the bill fall within the jurisdiction of the committee on education and labor. For example, or most abone of our most important challenges is to help workers maintain their income because losing a paycheck exposes workers and families to so many other problems. Yesterday the new unemployment edclaims soared to over 3 million and thats four times more than the previous record. The care is a response to the challenge by dramatically increasing Unemployment Insurance by additional 600 a week for up to four months. The emergency Unemployment Insurance program also extends to selfemployed worker socalled gig employees many of whom are not currently eligible for an employment competition because they are often misclassified as independent contractors rather than employees. To my colleagues whove c expressed concern that these benefits are more generous and paychecks earned by many lowincome workers i would say the problem is not with the bill, the problem is with the federal minimum wage which is not been increased for more than a decade. The cares act also maintains access to healthcare. The bill specifically makes 200 billion investment in Hospitals Health systems and Health Research and include the requirement that all insurance policies for the full cost of future vaccines within 15 days it also helps people maintain their insurance if they laid off. Finally, the bill maintains students access to education. Now have more than 30 billion in relief of students educators, schools and institutions of higher learning. For institutions of learning provide Financial Relief to colleges and universities and support grants to display students. The k12 will provide help to educators to adapt to longterm closures for purchases of oeducation technology for onli learning and provide equitable access to education for students with disabilities. The cares act moves us ovin the right direction but is important to recognize the legislation is only a down payment and the relief that our communities will need in the weeks and months ahead Must Immediately start work on a fourth package that reflects the unprecedented scale of this crisis. Next package must include safety protections for frontline Healthcare Workers and Emergency Responders risking their lives every day. The next package must expand Emergency Paid Sick leave and paid family and medical leave without exception so workers can take care of themselves and their loved ones without having to sacrifice their paychecks stop the next package has to ensure that americans who were fighting the disease are not hit with costly medical bills afterwards. The second package we establish no cost covid19 testing the next package we have should expand the coverage to covid19 treatment as well. Mr. Speaker, its critical for us for all of us to understand that the cares act is not a tistimulus package, its a Disaster Relief package which must continue for as long as it takes to ensure the students, workers and families can survive this crisis. Homeless veterans and elderly veterans in Community Living centers and assisted living facilities. Over 2 billion is provided to support va it system and strengthen va telework. Over 600 billion set aside for va to retrofit hospitals and clinics to increase the numbers of beds and treatment rooms to care for veterans with covid19 and deployed mobile treatment units. As i proceed with my remarks, i want to say to my colleagues who are watching the proceeding from the chambers in the house to come forward and come to the gallery and listen from here so when the time comes we will be prepared to proceed. The distinguished leader on the republican side, mr. Mccarthy and hoyer had sent a communication to all of you to that effect but its very important that you come now, the sooner that you come the shorter my remarks will be. [laughter] i want to thank the distinguished leader who had all of this to achieve a Bipartisan Legislation and too do so as expeditiously as possible in the house so that the message would be clear to the American People, whatever concerns we may have, whatever we want to do next, right now we will pass this legislation. That is because so many American Families have been touched by this crisis more than 82000 americans so far have fallen sick. Which is already the most in the world. More than 1200 americans have tragically died. It gives you chills to think of it, millions of workers are losing their paychecks including idmore than threepoint to milln americans who file for unemployment, last week alone, staggering record shattering figure. , First Responders and others in a great personal risk, the American People deserve a government wide visionary evidencebased response threat to their lives and their livelihood and they need it now. I acknowledge that the bipartisanship in which we bring this legislation to the floor, by Late Wednesday night as a leader acknowledged the Senate Unanimously passed legislation which transformed in our view Centric Knowledge leader mcconnell, i will acknowledge our chairman on our side which they transformed a republican focus bill into a democratic workers first focus. [applause] our kids working in a nonpartisan way, across the capital and were able to dramatically expand Unemployment Insurance and defeated attempts on the senate side to fall back the 600 per week added benefits that would provide essential relief to the Record Number of americans losing their jobs and iob salute chairman for the work that they did on this, i know this is the work. Full direct payments for workers, this isll so importantn workingclass American Families would be eligible to receive as much as 3400 from a family of four. Madam chair of the Financial Services committee, Maxine Waters and both of them had bigger proposals but nonetheless advocating for all of this. By the way i would suggest insane it will take a few weeks for the checks to get there, the administration electronically transfer the direct payment immediately. We insurance the bill that any taxpayer dollars given to industry goes first and foremost to workers. Workers paychecks and benefits, not used to pay bonuses, stock funds, buybacks and dividends in the rest. We have secured robust special oversight that will hold the Administration Accountable and i think the distinguished chair in the infrastructure and Transportation Committee for his leadership in that regard. I will not try to find all of you because she may be in the gallery as we encourage numbers to come. We are also proud again, i want to salute the congresswoman waters foran the work and having the oversight provision in the bill for the account that will be spending money. We are also proud to have secured hundreds of billions of dollars in health hospitals, state and local governments and ensuring that they have the tools that they need to combat the virus, i salute chairman, chairwoman delauro for making that possible. When we talk about state and local government i want to express pride in our own governor gavin newsom, he was on the front line of attacking this as well as my ownas mayor who hs disciplineded us to shelter in place. , for Small Businesses, thank you b congresswoman, working ina bipartisan way, we want fast relief for those in need by securing 10 billion for sba emergency grant of up to 10000, and making payroll cost, rent, mortgage for sba loan forgiveness. For the first time we had grants from sba, thanks to secretary mnuchin, he is facilitating this by not just all of the loans going to the sba but going through banks through the tour witwhich makes this much faster. For students are caught past payments for federal student loan borrowers. Because the payment and suspended wage garnishment and negative credit reporting during this time and for that so many other things relating to her students i think bobby scott, chairman of educationalen workforce. And labor. For our veterans, you heard earlier, all determined to make these presentation, i veterans secured 20 billion in funding to improve their readiness, test and additional care as in 571 veterans and 85 employees have now tested positive. I told chairman and others on the committee for their leadership, for homeowners, renters and creditors, i think and consumers, i think chairwoman waters for her leadership. Since the beginning of the crisis we have thought to ensure the nations response put Families First as we go through hathis, the first two bills that we worked in a bipartisan way were about addressing emergency. The first bill was about testing, testing to ensure that everyone in the country would have access to free testing among other things, it had in their issues that relate to research for vaccine, search for a cure but many other things addressing emergency. The second bill which focused on emergency we have masks and any other provisions focused on emergency but taken us to this bill today which is about mitigation, the distinguished first we had emergency, then we thad mitigation, it does not mn were finished with emergency but its moving on and mitigating for the economic and Health Damage caused by the pandemic. Next we will move to recovery and hopefully that will be soon, always addressing the emergency mitigation needed. How are we coming [laughter] as we have all said, we say almost all the time when we come to the floor, no bill is perfect, no bill is perfect. We want to make sure it comes part of the wayk of being sufficient. I think we were considering a bill, we should appreciate for what is in the bill rather than judge it for what it is not in the bill. But we do know that we must do more, there has been a constant communication among all of our members, im sure both sides of the aisle when youre at home or here with doctors, Healthcare Providers, laborers, Small Business, nonprofit, space groups and scientists in the daily needs and development in yourel communities. The on the ground reports and Clear Thinking are essential to in crafting our approach to all this. So again listening to members on both sides of the aisle in the comments here today as well as the input you haveth been giving in the legislative process, we know that this cannot be our final bill. This bill is a down payment. We must advance a fourth bill to address the continue needs. For the fight against the coronavirus, our state and local government will need vastly more support for preventing and preparing for and responding to the crisis. , the hospitals and Health Systems still need vast infusions of funding so they can treat those in need, we must do more for Healthcare Workers and this has been a current theme on both sides ofth the aisle, the gratitude for the Healthcare Workersha, they are our heroes, were thankful and grateful to them, we pray for them but we need to do more than just say those words. [applause] are frontline Healthcare Workers in the emergency or firefighters, Law Enforcement face a dire lack of medical and personal protective equipment. Ppe, personal protective equipment, that is a reference when you see ppe, we must ensure that the president uses the defense production act to the fullts extent to provide the tos that we need to combat this crisis. Our workers are risking their lives on the front live lines ae stronger osha protections to keep them safe. This week, for example, this week we learn the tragic death of a nurse manager in new york who died in the line of duty from coronavirus. He and his fellow nurses risk their knives without proffered under proper equipment because the hospital did not have enough. Nurses were given a single splastic protective down to use for an entire shift, when protocol calls for a change of gowns between interactions with patients. Other nurses were forced to resort to time bandannas over their faces and place of proper equipment. In still others began tying plastic garbage bags around disposable scrubs that they were given in place of proper scrubs for extra protection. As mr. Kelleys sister said, his death couldvee been prevented, aim angry, he was healthy. And now are nurses, doctors, Healthcare Workers and First Responders need action, we have to make sure that they know that help is not only on the way but a priority for all of us, thesep people l risks their lives to se other peoples lives then they take home and interacted and infected with an environment in takehome, this is asking for too much, our families, workers, retirees still need more money in their pocket to protect their income security with increased nap, one thing we cannot get the bill is 15 increase in food stamps for our children, our seniors, those who qualify, bigger direct payments, i hope will be an an agreement i know that richie and maxine had the idea of ongoing direct payments, a bigger direct payment, pension protection, we are protection in the legislation that was supported by everybody, the president of the United States supported it but senator mcconnell said he would save it for the next bill, thats why im mentioning it. We need more expanded family and medical leave. Let me give you an example, my colleague, let me give you an example. If your parent is sick but had ongoing caregiver in the home or went to a Senior Health center on a daily basis and because of the virus, that caregiver could not, or the Health Center was closed, you would be able to get family or medical leave but however, if your mom or dad are healthy and contracted coronavirus, you would not be able to take family and medical leave. But we would like that to say, those who cannot care for themselves, it does not make any sense in my view. So in any case we need that without exception, all americans need free coronavirus treatment so they dont have to fear the high cost of hospital stay. When we said the test were free, it did not mean the test is free but your visit to the doctor is not. So in the days and weeks to come, democrats will continue to advance legislation to meet the urgent need all affected by the coronavirus, i keep saying because inca the bill people say how comes we did not do this or that, this is specific to the coronavirus challenge that we had. I want to say a word about our children as i close, so many of our children, if they are paying attention, distinguish congresswoman mentioned the children, it is so sad for them that they cannot be fully engaged in school as they were, some had access to Remote Learning and the rest, this is hot and deep impact on American Life and her children as well when i see some graduations have been canceled and hopefully not so many more and hopefully we can get through this, im a mother of five grandmother of nine personally but officially am a leadership role i have seen hundreds of thousands of graduates. What is exciting about it personally is to see the excitement in the families when a child graduates, when that family happens to have somebody on the stage who is the first in the family to graduate, the pride, joy, patriotism, all of it is exuberant and many will be deprived of the experience seen the child walk across the stage, we had the best minds working 24 7, all hands on deck to find a cure, lets make sure that we give them the resources we need to do so but at the same time that we obey the science that says shelter in place for whatever happens to be. As we go forward let us pray and let us remember what his holiness told us, he told us we have a responsibility for the common good. Let us prepare forth all the lod ones who have lost Family Members and others who are strugglinstruggling with illnes, lets pray for heroic Healthcare Workers and First Responders risking their lives to care for the sick every day, the men and women in our factories making more medical supplies and personalal protective equipment, farmers, producers and grocery workers, keeping food oner the shelves, a truck driver, everybody who is contributing to the effort. In the science, all hands on deck 24 7 for a solution. Congress must show this encourage, same resilient, same strength with a great immunity in emergency to put family and workers first. Let me think everyone who had anything to do this, that means almost anybody in this room and we think the summer democrats and leader schumer for his work as you acknowledge leader mcconnell. Lets again return to the words of the holiness, pope francis. May we enlighten those responsible for the common good so they may know now to care for those trusted to the responsibility. In times of challenge eileen on this proverb. Fear not, faith answered, no one was there. Coronavirus has knocked at americas door and with that fear. Faith is answering. We answer with faith in ourselves and our ability, faith and our Free Enterprise system, faith in our amazing Healthcare System and faith that when the are down, congress can come together with our president to help hardworking families andng businesses when they needt most. We answer that door at this crucial moment with faith in our creator and faith in our Great American spirit. This is the challenge of a lifetime. But if we keep pulling together, we pass this bill today without delay, we take another step toward that day when we answer the door and fear is no f longer there.
