Massachusetts Governor Charlie Baker issued new coronavirus guidelines for travelers coming to the state telling them to self quarantine for 14 days. Took several questions on the new recommendations at a News Conference in boston. The governor said the state would not be up and running by easter. Right now its just going to be people coming through the airports, the two airports flying in from out of state to the two airports are coming in on a train from out of state. There will be Message Boards and Information Available in rest areas associated with the turnpike and areas associated with folks coming south basically from the new york area. [inaudible] i would call it at this point instruction and an advisory. There is no enforcement mechanism. First of all we have obviously shut down a lot of nonessential operations and we believe that the folks who are working in massachusetts at this point in time are pretty clear on the guidance we have set out their. These are the people that are part of the commonwealth and again its impossible to ensure that everybody complies with all of this. If youre working in massachusetts that means youre doing something thats essential and you are getting advice coming from us and probably the people you work with and work for about what we expected have people do at work. They are going to get a flyer when they show up that encourages them to spend two weeks in self quarantine. [inaudible] keep in mind we are already doing the work of tracing and tracking people when they are deemed that information goes to the department of Public Health goes to the local department of Public Health and theres a lot of outreach with respect to who theyve been in contact with and in touch with. I fully expect now that we have ramped up our testing activity that we are going to significantly ramp up our tracing and tracking activity as well. Self containing. We will talk a little bit about the stuff we have been doing with trucking. Governor is giving us a great preview. As you know, anyone who test positive, they have to self isolate and we determined in the close contacts are and then trace those individuals in their contacts. And they have to self quarantined for 14 days and stay in touch of the board of health. We will be rolling out a much more extensive tracing in the beginning of the week. We will be announcing a far more extensive tracing. If you think about how this has spread, it is for every individual who is positive, and the contacts around them and then the contacts around them. So not just the individual who has tested positive in their immediate context but also looking at the spread of the individuals in that circle around them. We will be rolling out a much more extensive tracing. Reporter [inaudible]. Answer this point is that we are engaged in discussions with a lot of people about what we can and cannot do. And there are plenty legal and constitutional issues that are involved in this. We certainly believe encouraging people and people who come back to massachusetts or someplace else, to self quarantined for 14 days is a perfectly reasonable and logical thing for them to do. We certainly believe that messaging as aggressively as we can. Folks who are coming up from the Greater New York area is a good idea as well. When we can do much more beyond that or not, will be a function of a with Public Health people tell us they think would be beneficial and then be, but we think is actually sustainable from a legal point of view. Reporter [inaudible]. I follow a lot of the photography that is on social media from people around the commonwealth and for the most part all i see are empty streets. An empty parking lot and we obviously talk to the folks everyday about what is going on with their volume which is pretty much crated almost across the board. Gov. Charlie baker were talking to mayors everything a day in city about what they are sing in their communities and the message from almost everybody is that it is really quite out there. Charlie baker my recollection on this one and ensure the secretary will correct me if i get it wrong is that 3500 given the size of massachusetts would be the daily testing regimen that was going on in south korea. And give their size of how many test they were doing on a daily basis. At this point in time, in the process and i fully expect, if this goes according to plan, i think with the secretary said we talked about 3500 on a quest is kind of a benchmark number one. There will be a benchmark number two and a benchmark number three. As we go forward, especially for the rollout and more extended program with respect to tracing and tracking. Reporter [inaudible]. Gov. Charlie baker i think i would test anybody who is asymptomatic to begin with based on the criteria. That is symptomatic. We got this from the cdc. To the extent that there are people who have close contact those people, want to test them as well. Reporter [inaudible]. Gov. Charlie baker that announcement came out kind of late yesterday we have those folks to give us guidance on that. I do not have the guidance it. As soon as we do we will share it with you. Reporter [inaudible]. Gov. Charlie baker i think that first of all, i dont know how to say this politely so i will just say it. We get told a lot of things about what other states are doing. Just as i am sure other governors in the lt. Governors in the secretaries get told a lot about whether other states are doing two. And only followup and find out that effect, but they are doing. And sometimes it is and sometimes it is not quite. So not going to comment on the specifics there because weve had several conversations with the governor and that theyre doing there. And some of what ive heard is different than what she says they are actually doing. We will give back to you on that particular question. But just understand that there is so much, as i said in my remarks on theres so much information out there at this point, even for us, as public officials, sometimes when we followup with our colleagues in other states, the answer we get about what they are actually doing is a little different than the one we have been told or in some cases even folks in the media as well. Reporter [inaudible]. Gov. Charlie baker so the order is not considered essential. On the gun order. With respect to supply chains, theres a lot of back and forth between the folks in the Economic Development which is kind of the keeper of the keys with regards to how the essential worker and Central Business criteria were established. Did you give people guidance on whether not somebody does fit with the supply chain associated with it sensual and provider sometimes you do it sometimes dont. And in some ways, what i can say is the backandforth, at least that what i have heard, youve heard which lt. Governor with the businesses which we have been talking to which we are doing literally all the time. People feel pretty good about the clarity and the quality and the turnaround of the guidance that they are getting from us. But remember, if youre nonessential, and you dont spend any time in a brickandmortar facility, you work from home. We still have the ability to operate. So there are folks who are nonessential businesses were not working in the office who are doing whatever they were doing before in the Office Online and they are phone, still working. Reporter [inaudible]. Gov. Charlie baker i could be the strong. Go ahead. We report publicly in accounting basis, local boards of health, no cases. Local boards of health is who we report to. First responders note addresses the local boards, is there really are extensions if you would do i would say the local boards of note, they know the numbers really well. [inaudible]. Said this is where we try to balance the Public Health an individual practicing and to avoid people from being bullied. There been cases particularly in the early parts of the pandemic individuals who work either on facebook or people assumed that someone had tested positive and said that is the balance that we continue to try to strike and i know it does not art is a complete answer for some people but what i will tell you the local boards of health know the individuals who have tested positive in their community. Marylou i think when you see the numbers and the number of the counties that report every day, i think it is fair to say billion community spreading the common law of massachusetts. Started to put out the agent data so the people or no one can see that while this age group is immune pretty and take a concern of communities think that they want to know if you share that kind of Health Information and status of that individual, you also want to ensure that they are also protected from being spotted from someone. So what im saying is this is a very constant conversation that were having. If you lived in a community of like several hundred people, does that person want to be identified. There would be nothing to stop the local board of health to say that we have 15 cases in the community. Reporter [inaudible]. [inaudible]. Marylou as we continue to serve the rollout, who is positive, Contract Tracing the like, we will know what the impact is on the individual communities, counties and players alike. Gov. Charlie baker is not like we have all of the latitude hope we can and cannot say. The reason in the First Responders have access to addresses in the communities in which they operate as they get it from the board of health is because the fda issues guidance, two fridays ago and it was some point fairly recent that the fda issued guidance to the basically said, this is Something Like Business Partners. It was not quite Business Partners but it was Something Like that. They can Share Limited information and what they were really saying is that local boards of health and First Responders can tout not have these people are but they can tell them what their addresses are. Because that would be something that would be important for First Responders to know with respect to the section of their own health. But i think in some respects, there are certain things that we definitely can do certain things you cannot. And some we do with it what our Authority Begins and ends. Some of it has to do with the federal authority begin friends. If in fact some of the questions are what you are able to do and travel and transportation as well. Reporter [inaudible]. Gov. Charlie baker if you look at the region that we live in, the northeastern part of the usm i think everybody at this point is a stayathome advisory of some kind in place. Our state at home order. As i said to you folks before, the difference between the words that are actually used versus the words used in order, is not that much different than everybody basically is saying, they are staying home. These businesses are essential. We are all working for the most part off of a federal guideline which represents what i would call the minimum. If the fed say that something is essential, it is essential. You cannot take it off. Except for limited extensions. Each state based on the nature of its own economy, makes modest adjustments to what shows up on the federal essential business list. One of the orders themselves, especially with respect to the standing orders, is the messaging, the expectations, the goal of these orders that are being issued everywhere is basically the same and its if you are an essential worker, go to work and go home. If you are in a Community State that has these in place and we need to go to a doctor, check first of all see if you can do what you need to do to on and telehealth basis. If this im going to answer than you need to see a doctor, then go. And you need to go to the grocery store, and go. If you can go online without using brickandmortar, thats good too. But the guidance confirmed almost everybody. Its pretty similar. And in many ways it is based on the framework that we operate under from a legal point of view and to a state level in a sort of overarching point of view with respect to legally with the feds are doing of what we can do and what we cannot do. People are going to push the envelope on the stuff in various places. But again, we are all basically playing the same game and singing the same song, pretty much from main to certainly new jersey and probably beyond. Reporter [inaudible]. Gov. Charlie baker i think the guidance we are getting from the Advisory Committee that was set up by the command center and my secretary centers and the advisory in the information we are getting from Public Health experts in Healthcare Providers here in massachusetts, we are not going to be up and running by easter.
