He was a gentleman in his 70s from clay county. Earlier this week we received news an individual in an assisted living facility in Broward County tested positive for covid19 and has passed away. Subsequent to that, difficult news, we learned of two additional people in the same facility that passed away around the around the same time. Department of health has made sure both individually tested as quick as possible. Both tests came back negative. I appreciate the step and department of health and agency for Healthcare Administration are working around the clock to ensure the Elderly Population throughout our state stays safe. We have issued mandatory regulations regarding any worker involved in a nursing home come assisted living facility or serving the elderly and thats not just medical. If involved in food preparation that going to have to wear a mask. I think the fear with the one test the death in broward, that was potentially transmitted by someone who was asymptomatic and was working on the steps i appreciate secretary myahew acting quickly for that. I think the number one priority ipad, over the last week, is to have more robust testing capability in the state of florida. We have started doing testing in state on february 22. Prior to february 22, anyone that was tested, the samples had to be sent to the cdc in atlanta. That obviously took quite a bit of time. These labs in miami, jacksonville, tampa, they have attested a total of 1653. But if you look just a week ago, thats a pretty significant increase then we were a week ago. And then during the week of march eight, private laboratories began processing covid19 laboratory tests. So qwest, lab core, other certified labs configured report the results because this is a reportable disease so they do the questing and then the department of health gets information, the basics. So they have been doing that. Obviously there be a lag in information as we see more of the drive through testing. When that gets sent to private labs, a lot of time people get a text message and they will certainly before the department of health knows what the result was. At that point thats when investigation would begin. But they have done on the private side 2050 tass. If you go back a week, ten days ago days ago i think thats probably three or four old increase of where we were. I think we need to do way more tests than that. Those of the things essence we declared a state of emergency, you have stuff with the hhs kit i asked jared to get as many kids as possible. We are now distributed 2500 test kits so each kit can do a number of tests. I think the total for 2500 kits is over 600,000 individual tests. What ive learned on this is just getting a test kit doesnt mean you can just do the test. Youve got to get other parts. The department of health and dem have distributed 200 negative and 200 positive controls so that kos, another component to doing the test. Then we also are working on making sure all the labs have enough reagents to be able to do the test. Probably the biggest support issue we are seeing, i would say there to dig what you should get one relates specific to testing the other relates to everything. Which is specific to testing is the swabs to take the sample. We put in an order i will be a we can go for half a million swabs. We have not gotten that fulfill jet. Weve asked the federal government, were in discussion with hhs and ask them to send if we have enough swabs and we set up the drive through sites, you can swap people ask him the state labs and private labs in florida could do it but then the rest can be sent to qwest and labcorps. A huge supply swabs let us rip up the number of people that can be tested very, very quickly. I told jared do whatever you can to get the swabs. Certainly the president that be the one thing i would say would be helpful, that and the ppe for the health care workers. When you doing these testing yet to be in the special equipment, ppe say dont catch the virus. Some of the stuff is not reusable or you think like you have to use new one every time. So that stuff is in short supply. Ive been talking with a lot of hospital folks and thats one of the main supply needs they have but i think that would probably nationwide. Look at the last two, three weeks, this is probably the biggest rush to get medical supplies in the history of the United States but we cant have enough ppe right now. So the swabs, the reagents and the ppe, we get more of that in, were putting infrastructure in place and hopefully we will be able to greatly expand. And my gut is if you look at the Different Countries that have faced this, to me the one thats been no successful, south korea because theyre able to really do a lot of testing. They did not do kryptonian control on the population. They promote social distancing but they were able to do the tests, duty investigations, isolate the proper people and if you look in florida right now, we have about 80 80 of our cs are miamidade and Broward County. The rest are spread out here or there. Some counties, think a majority of our county still have any or close to dont have any positive tests yet. So you have Community Spread in broward, very likely dade. Obviously we want to know how many a sentiment people are carrying that. So if i have the material, if we can get that in florida would be able to expand the number of people in the categories of people who would be able to come in and get tested. I have talked to a number of hospital folks over the last couple of days and theyre pretty much all moving in that direction. The mobile site update. The National Guard is completing the setup of our broward memorial healthcare mobile site today. Its going to have five lanes, one will be designated specifically for first responders. Well have 100 National Guardsmen supporting the effort. We will be partnering with florida highway patrol, Broward County parks and rec, broward sheriffs office, city of pembroke spine, Memorial Hospital and will have 11 nurses as well. Theres 800 sets of ppe for the florida National Guard. We have right now about 1700 collection. We want to get that we are be able move more people there. As we get more swabs we will build expand this. Our hope is to have this thing finished sometime today. What memorial is going to do is they are going have this, when the patients contact, memorial will take information, identify the symptoms and then say okay, you show up at this time. We will try to make it orderly, try to make sure people can get in and out. We dont want people waiting in line for four hours. Hopefully well have an announcement about all that sometime tomorrow and then look to start it by the end of the week. I would just caution people on this. This states that have tried this, many of them have not worked up because i think the expectations were unreasonable. I want people to be measured. Were looking at first responders, healthcare workers, seniors 65 and over with symptoms and then people with underlying conditions that have symptoms. We hope to be able to do a couple hundred a day at least. Memorial has their own labs so if we can move it through their team able to get the results quicker. As we scale up some of that led to be done by private labs. You may not be able to get it within 24 hours but at least people be able to go in and get tested. Thats i think the district i think theyve worked very hard on this, and hopefully we will be able to really expand this model and be able to test a wider variety of individuals. I think it is important to note that there are about 17 sites currently in operation or opening soon throughout florida. Ive had a chance to talk to number folks whove have been d and put in a lot of hard work for it. Tallahassee, the villages, fort myers, naples, miami, saint pete, newport richie, a couple in tampa, jacksonville starting one soon. Stewart, pensacola. And so these are i think great steps in the right direction to be able to expand testing. All of those Healthcare Providers that are involved in this having the same challenges with the swabs, ppe and the like. There really is the key to being able to explode the testing. Irma reimbursement, opportunity help some of the local communities. Whats got reports of covid19, so jared shifted auditing focused the suit and comes there that met the egyptian auditing threshold to receive funds. The result of that work has been that based on those efforts the department of Emergency Management will be sending out on a rolling basis over 170 million in irma reimbursement to cities, counties, hospital districts that have not crossed the 50 threshold. They are looking at a lot of costs associate with this response, looking at decline in tax revenue because of the decline in business activity. This is going to be very helpful for lots of our local communities. Another thing that people, floridians look for is okay, whom do i talk to about this . Is there a number to call for the department of health does have a number. When we started this it was open from eight to five, and that wasnt acceptable to me so i had a doctor do 24 hours. Ive also asked him to dramatically expand the people, the staff who was fielding these calls. A lot of people are confused. They want some answers, and if you can talk to on my person that can put you in the right direction, i think thats reassuring for a lot of people. Ive asked him to dramatically scaled up and then people are in touch locally with the health department. And you have a huge expansion of telemedicine going on right before our eyes with what the federal government does with Medicare Coverage it. A lot of the hospitals ive talked to have moved to basically doing free telemedicine because if they can deal with someone in a telephonic way or on facetime, they may be able to say you have symptoms, you should go here to get tested. Without having those folks present in the hospital so its a good use of the resources to do it that way as well. Im also directing ken lawson at the department of Economic Opportunity to dramatically expand the call centers at del. Monday was the 2. 8 unemployment reflecting really a kind of seems a world away. Census economic change has happened weve had a huge uptick in calls. Some of it is on employment compensation but a lot of it are smallbusiness people are interested in the bridge loans and other ways to be able to get a lifeline. We want them to be able to talk to someone that can direct them in the right way. I asked him to do that as soon as possible and hire all the people that will be needed. Our main request for the federal government are the supplies that it mentioned. Also join mayor jimenez from Miamidade County in asking the federal government to seize travel to and from cuba miamidade has a lot of cases we think a lot of those initially were brought in
