They do not respect their commitment and still foreign a half years 200 billion jobs were lost in the Energy Sector the real crisis took the more than a month because they drag their heels so we can see clouds on the economic horizon. Right honorable Prime Minister mr. Speaker to be invested in communities and workers and this is paying off but you see more than 1 million new jobs in recent years the economy is growing but we realize with the coronavirus there are economic challenges on the horizon and that is why to invest in canadians. Four and a half years ago the house was in order with a surplus the best gdp to debt ratio with Economic Growth that is that we left them but there is no buffer left come we spent all this money and full Economic Growth worldwide . We remember the conservative approach to cut services to veterans a cap Public Health and eliminated Health Services for the most vulnerable refugees. And then to see it as a result we did keep buffer for difficult times and then to help entrepreneurs and workers in canadians to face this crisis that is the coronavirus. Running a 27 billion daughter dollar deficit before the crisis kicked off with higher unemployment and half of canadians within 200 of insolvency. 150billion of canceled projects in the last three months of last year the economy ground to a halt. And they through 2015 with 150 billion to the National Debt with math on nothing to show for it we made that decision to invest to put more money in the pockets of middleclass and what did we get 1 million canadians lifted out of poverty. [applause] we now have room to maneuver because of the coronavirus thats what we chose to do. Instead of defending his records stating falsehoods to the great global recession and looking at those budgets with those public accounts 13 13. 8,000,000,009. 6 billion surplus. That is why we have the strongest response to the great global recession and then to leave us weak and vulnerable in the hard times. [applause] why . Why did we invest in canadians why do we put more money in the pockets of the middle class . It would live millions of people out of poverty and support families and grow the economy by investing in infrastructure that they neglected for a decade and our investments give us the room to maneuver to invested our economy given that challenge. Canadians within 200 of insolvency before the cronin one coronavirus would disagree that we neglected to get 12 million and then to give that to mastercard that we neglected to give the well connected to corporate insiders for deficit spending throughout the last four years mr. Speaker is he now setting the stage to build the coffers of his friends and to balloon the deficit . [applause] conservatives with that Veterans Service center for the most vulnerable to shut down refugees mr. Speaker to make the invest to invest in canadians more than any other government with other canadians out of poverty investing for our future and people working hard. Translator thank you mr. Speaker. There were some circumstances aside from the economy the minister of finance said and then to do just the opposite to support quebeckers purchasing power are notably seniors who are the most vulnerable in this crisis and to commit the purchasing power of seniors who are over 65 years of age. Since the beginning of our government five years ago we decided to invest as they are increasing for the most vulnerable by helping students and with the grandson families and the child benefits. And to be there to help them in difficult times. Translator mr. Speaker the track record looking at that during the Election Campaign but now we talk about the future. And just a few months away from the budget. And doesnt seem to be doing very much and taking concrete action to reassure people to send a clear message the most Vulnerable People in the situation can we guarantee as a 65 years of age the right honorable Prime Minister the government is always there to act for our seniors and then we increase the gis to help the most seniors investing in home care and housing taking care of our seniors with the future challenges of the coronavirus. There to support all Vulnerable People across the country. [applause] for for those who dont have sick leave they could lose their jobs we have known about this crisis for weeks. Making an announcement to help these workers pay their bills they are trying to make the right choices for Public Health when will the Prime Minister actually deliver . When they are worried about the impact of the coronavirus with the Global Economy and the canadian economy. That is why we are helping canadians across the country as with the coronavirus. We are following the recommendations in the health and medical sectors also the Financial Sector to ensure that canadians of the capacity to get through this with confidence. That they are not hearing from workers who cannot afford to stay home so talk to the workers in the community. Mr. Speaker with Community Transmission and yesterday the first death due to covid19 with the Health Officer has asked canada are one canada and exactly what support is he providing workers and the businesses . We have been coordinating very closely to ensure we will do everything we can to keep our citizens safe. We recognize there will be an impact on Tourism Industry because of the coronavirus that is why we are working with various sectors to ensure we are supporting canadians through difficult times and to make sure to put food on the table and pay their rent that is what this government is focused on and what we will be able to do for canadians. Before covid19 and the markets tumbled what they set out to do two things one is the Energy Sector so congratulations Prime Minister that has been accomplished. So in that Energy Capital 200,000 jobs gone a 100 billion added to the debt when will the Prime Minister stop putting damage on this country . Almost 150 billion with Economic Growth over the past four and a half years. Thank you for the opportunity we started to make investments to trigger Economic Growth and 1 million jobs added to the canadian economy and also the benefit of the growth more than 1 million canadians from four and a half years ago this is the kind of growth. The honorable opposition. [applause] in the g7 and we dont even know the impact on the World Economy things are not going well so look in the mirror for the situation we are in right now. Things are not well and things need to change. [applause] for the conservatives on these issues and in fact the Unemployment Rate is not lower than at any point in the past four years. [applause] and then to realize its growing at a rate. The honorable member the demand for lng is raising by 2040 we expect demand to double and the european allies will set the way from russia the national gas with the quebec project it was a green project to attract investments, jobs, taxes and diversification. For such a project to take place in canada and quebec. Thank you mr. Speaker of government working with the Natural Resource sector to ensure those ensure and to understand two contrarian on discontinue that approach for the proposed project so not only has the policies and inaction have driven investors away if foreign buffet has not decided to snap canada with billions at a time everything was going fine what would happen now that the entire planet faces a major crisis . The federal government can tell us for what they have put us in with out of control spending. This remains very strong today. This is the case to allow that experience Economic Growth the dead is shrinking the countries from the g7 mr. Speaker we have made the use Economic Growth with more than one. 2 million that are now emergency on emerging. [applause] today we learned spending by 32 percent whether or not we invest in the country with a devastating province the alberta to cancel investment from moran buffet its clear its a huge crisis and then to stand idly by and not take it seriously Japanese Companies are forced to make drastic changes just to survive. And to be fully committed to work with the resource sector in canada to create jobs and Economic Opportunities for all canadians and around the globe increasingly looking for the Product Available we fully intend to be working actively for those around the country to move forward in the right way. The fact is every canadian is now vulnerable because of the Prime Minister even before the coronavirus adding millions of new debt and deficits the economy was stall the zero growth 150 billion of nation building projects of the revenues have left canada including Warren Buffett pulling 4 billion out of the Quebec Energy project instead of blaming others for a virus while the Prime Minister admit to the canadians is weak leadership and poor decisions have put canada on a perilous fiscal cliff . There is no basis in reality that any notion is there 100 percent 180 degrees. With 1 million canadians living in poverty with 300,000 canadian children and those that are working today to grow the economy and create jobs to make sure. [applause] translator mr. Speaker the day before yesterday to suspect arriving by new york to train they called the First Responders to the municipality and told them it was a potential coronavirus case and there was no protocol to be followed there is still no response no adequate physical protection is there a protocol and if so how are the borders aware of it . And those border measures in place at all land and rail with ports of entry a requirement for border officers to ask questions regarding the virus of that is shared. Translator mr. Speaker to declare a state of emergency because of the coronavirus those that are crossing the border every day. Agents on the ground and Border Crossing say there is the outright with respect to security will the government immediately inform officers and First Responders at border cities of the protocols that we followed with the coronavirus if there is a protocol with the necessary protection. To help the canadians is our First Priority to work closely under the leadership of Public Health care and that is reflective and the employees to all International Airports and the ports of entry and those that do their part to keep canadians safe and to assist in the Public Health crisis. Mr. Speaker thank you for their service. [applause] mr. Speaker it is vital the public cap conference in the Healthcare System to feel that it is prepared for the covid19 outbreak that they are not prepared action by this government needs to be taken we know covid19 doesnt respect borders in those countries continue to grow as the government prepared to consider those measures of mandatory quarantines stopping incoming flights from these areas . [applause] wed he himself it is very incumbent on all of us that this virus quite easily here in canada the measures are targeted to protect the health and safety. Thank you. Translator to be concerned of the personal letter port Public Health agencies to minimize the crisis and to contradict to say there is nothing on the ground for now canada is doing well but other regions of the world those will rise. Who was telling the truth the Prime Minister or border experts . Let me be very clear. All the appropriate borders are and that we are supporting officers as they do their important jobs. And on a number of occasions and we discussed this extensively they are ready to do their job with the Public Health crisis and while they do their jobs. While they want one the Prime Ministers literally playing on his cell phone. [laughter] and then tried those that are traveling from northern italy nobody did add temperature chec check. So can you tell us why travelers from high risk areas like italy are being allowed to enter canada without any screenings . [applause] thank you mr. Speaker. With those measures to take place. And this is the best through the World Health Organization recommendation that we will continue. Thank you. Living directly across from the care center and those that healthcare workers the first case of Community Transmissions and the scenario we have been most concerned about. And travelers from high risk countries entering canada undergo vigorous screening process and mandatory quarantin quarantine. And the member officer. Our heart goes out to the people. And those that are actively involved by testing individuals and communities to make sure and to think that are hardworking Public Health officials. They are at risk of losing control and now doctors are sounding the alarm on ventilators. It was just yesterday that is a failure of Emergency Preparedness when will the government have a detailed inventory with a more severe outbreak. Thank you to the deputy Prime Minister to echo and terms of what they think the ministers of health have been meeting two and half months once a week what we need to do together and to be so thrilled from the comprehensive way to ensure we are working together. [applause] today calling on liberals and they tried to shut me down the government doesnt get it they advise regular handwashing how do you do that without Running Water . They say self isolation and was 20 People Living in the home and those places with no hospital insight. People are worried. So please tell us what we are doing in the community for supporting now. [applause] be honorable member. Thank you mr. Speaker i will remind the budget 2019 with the carina one coronavirus broke out to prepare for support for Health Emergencies including dedicated support and we know they are susceptible and vulnerable to coronavirus and the ministry to be required and to work closely with those communities. Thank you. And the member. Mr. Speaker. Translator today representatives from the foundation need to speak about the foundation support work these people advocate passionately for the wellbeing of canadians. And to support this organization for important work with canadians. With the important work and since 2016 more than 5 million and support programs with one. 5 billion of that domestic increase we know there is so much more to do. [applause] the Prime Minister promised openness and transparency. And then to shut down the study but they could not do it alone. The Prime Minister made a deal to prop up the minority. And then canadians deserve the truth. And then to cover up his corruption. [applause] i have heard the excitement House Committees are independent. Translator mr. Speaker twice the Ethics Committee the scheming block those that have refused to invite the ethics commissioner to invite on the matter of the Prime Minister of defense in the criminal case. What have they got from the liberal government with this support scheme. The honorable house leader. Translator mr. Speaker. I realize my colleague is interested in the committees work. I would invite him to lead. That they are masters of their own faith and make their own decisions. Caution is the word of the day to deal with economic downturn but 50 million from mastercard 12 million and then 5000 for a few coat hooks and 40000 for one tv. Now we know the block supports but mr. Speaker when will they stop on the backs of taxpayers with this reckless spending . [applause] the house leader. Translator mr. Speaker once again and to stand up those are perfectly capable to defend themselves. But then go outside the house. The honorable government leader can continue. Translator once again and the House Committee instead by looking at the rules and regulations the leader invited the black leader to a private meeting and meeting in canada was someone who voted against inviting the ethics commissioner to testify on the devastating report. The refusal to invite the commissioner to testify about the Prime Minister. What did the Prime Minister offered the leader cracks. Translator of my colleague is so interested in what the block thinks then go speak to them. Translator mr. Speaker theres a lot of room theres a lot of space go asked the question yourself. It is perfectly normal for leaders to speak with other leaders and a responsible way. The honorable members and i do have a serious question. And two. 3 billion was spent under the National Housing strategy how did quebec get out of that . Zero. Nothing. Not a cent. Nothing at all. There still one. 4 billion left it is lying dormant in the federal government coffers. With the worst housing crisis in 15 years and then to transfer the money that is due in sitting in ottawa. Mr. Speaker. And for that historic investment housing to hold that Bilateral Agreement with quebec and with those other provinces and territories. And then this is in a country whose government brides repeatedly it is lifting people out of poverty. But in this case it manages to keep thousands of quebeckers and poverty 1 billion has already been granted simply because the federal government wants to set its own conditions. Mr. Speaker, when will it transfer the one. 4 billion that we need and that we paid for with our taxes . Translator mr. Speaker we know if to reach the housing targets and we will continue to work at all levels of government in order to serve canadians to have access to affordable housing. As a time of rejuvenation it is anxiety and work he. Could the Prime Minister please inform the house what action is government is taking residents along the shoreline and. And the water levels in the great lakes are a concern as the management of water that is a joint panel between canada and the United States and certainly we are in conversation to provide a briefing to members in the coming weeks. There is a backlog of over 44000 veterans trapped in a benefits backlog when will the backlog be cleared. But also just to invest under 700 million to make sure that all veterans receive benefits will receive benefits. With a 60 percent increase. And not surprising since they told us the department runs the departmentthere is no plan and now it is questionable when the backlog would be cleared. [applause] and then to make sure. And to make sure it was spent we have invested. When this is in place. Over the last few weeks the International Trade committee we have heard from many businesses and stakeholders with the agreements and the important impact on our community. The deputy Prime Minister with the ratification and the importance of this agreement for all canadians. I would like to thank all members of the International Trade committee for the hard work. [applause] with that 2 billion per day of crossborder trade with 99. 9 percent. At a time when our economy and the Global Economy are facing significant challenges from the coronavirus. But then it is entirely within our power. As well as the mayors and representatives and to voice the opposition to the proposed hub in milton ontario a federal review panel says the adverse impact so can the government and those that are based on science and evidence and then growing the economy . And john forward recently by the panel that our government has not made a decision we will be reviewing the panels that is in the legislation. At the annual general meeting recently for the apple growers near bankruptcy to cost of decreasing prices. In the future trade dispute between us and china. To make matters worse those experts to china now have reduced inventory that are starting to pile up. Thank you mr. Speaker. Translator i how important 2019 was it is difficult for many reasons there are riskmanagement programs and to sign up with those programs. But representing 10 percent we have seen the government in action and now to get to market. When will the minister act with these challenges . The minister of agriculture. Thank you mr. Speaker. Translator it is crucial for the farmers and ranchers to assess the change. With a Significant Impact that we cannot compromise. The government is working with the industry and to see how that need can increase. Thank you mr. Speaker. We have the privilege to interact with many members yet nothing and i stress nothing is more shocking than anyone trying to chase the core being of another person. It is harmful and destructive with the minister of diversity and youth tell the house what steps have been taken to guarantee prohibition on therapy. Translator i would like to thank my colleagues of the advocacy when it comes to criminalizing convergent therapy. And those that have already decided and for all members. And with the worst salmon fishing season in history. The failure to react to the crisis these commercial and indigenous desperate for support and action. And then to be seriously threat and by covid19 with wild relief package focused on restoration. We acknowledge the conservation measures and with the recreational sector with stakeholders to consider action to minimize the conservation efforts we will continue to work with them to make sure with those measures. A recent report revealed to reduce Greenhouse Gas emissions even with industry insiders with then to and lifecycle missions. It has the same Greenhouse Gas as burning coal and fracking contaminates air and water and causes earthquakes into band fracking will the government do the right thing. The honorable minister. That this must be done with very specific procedures and with that oil and gas reserves more than provincial jurisdiction to have policy advice and the regulatory process in a safe and environmentally responsive manner
