Mr. Speaker, for a half years ago they said they would run three small deficits and then balance the books the reality is there is for big deficits for a total 70 billion. They did not respect our commitment and were still for four and half years 200,000 jobs are lost in the Energy Sector many investment have been lost to prices with more than a month to sell with their deals we can see clouds on the economic horizon. The right honorable Prime Minister, mr. Speaker. For four years we have been invested in communities and workers and the economy and this pays off. And with more than jobs and new years that opportunities for many more people but we realize with the coronavirus there are economic challenges on the horizon and that is why to be able to invest in canadians. For a half years ago been elected the house was in order. They had a surplus. They had the best gdp to debt ratio and Economic Growth that was the treaty that we left them. But today, there is no buffer left. How can they spent all this money when we were in full Economic Growth worldwide . The Prime Minister. Translator we remember the approach they cut services to veterans, they cut Public Health, they eliminated Health Services for the most vulnerable we have chosen to invest and we have seen Economic Growth as a result. And we did keep a buffer for difficult times and we can help entrepreneurs and help canadians to face the crisis that is the coronavirus. [applause] running 27 billiondollar deficit before the Coronavirus Crisis kicked off. What does that bias . Higher unemployment usjapan in germany half of canadians within 200 insolvency. 150billion of canceled projects in the last three months of last year the economy ground to a halt was zero. 3 percent Economic Growth. How can so much money by so little . With the canadians were asking themselves in 2015. With 150 billion with nothing to show for it. We made the decision to put more money in the pockets of middleclass 1 million canadians lifted out of poverty. Cuts to health care and things that canadians need. And to invest in the canadian economy because of the coronavirus that is what we chose to do. [applause] is that a defending his record there were two conservative projects prior to the great global recession and according to public account accounts, 13. 8 billion surplus nine. 6 billion surplus. [applause] thats why we have the strongest response of the great global recession why do they leave us weak and vulnerable in our time . [applause] why do we invested in canadians . Because we knew it would lift millions of people out of poverty and grow the economy that they have neglected for a decade mr. Speaker. Investments have created growth and room to maneuver we have the firepower to invest in the economy and against the coronavirus. [applause] canadians are within 200 of insolvency before the Coronavirus Crisis hit we disagree to say we neglected to give 12 million to walmart. He is right we neglected to give 15 million to mastercard. He is right about that. He is right we neglected to give money to the corporate insiders that he favored that he has been favoring over the last four years. Is he now setting the stage to fill the coffers of his friends and to balloon the deficit with all this rhetoric today. [applause] neglecting to invest in the veterans they neglected to invested healthcare for the most vulnerable by shutting down refugee healthcare. We made the decision to invest in canadians more than any other government lifting 1 million canadians out of poverty. [applause] investing for the canadians and middleclass for the future. This is exactly what canadians need from the government. Translator thank you mr. Speaker. There were some circumstances aside from the economy to have an impact but the minister of finance said given the circumstance we could be stepping back and we have to do just the opposite and support the purchasing power notably, seniors were the most vulnerable in the crisis whiz the Prime Minister rather to commit to improve the purchasing power of seniors who are over 65 years of age . Since the beginning of our government five years ago we decided to invest in seniors by increasing the gis for the most vulnerable of them by helping students also helping families with the child benefit there is a challenge for workers in seniors and entrepreneurs with the coronavirus and we will be there to help them in difficult times. The. The honorable member. Translator the track record during the Election Campaign now we are just a few months or weeks away from the budget we dont want to send the alarming message but the government isnt sending out a message and isnt doing much compared to quebec that is taking concrete action. Can you send a clear message for the most Vulnerable People in this situation . The seniors can you guarantee that as of 65 years of age he will support the purchasing power . The right honorable Prime Minister. The government has always been there to actor seniors and thats why we have been able to increase the gis to help the most vulnerable seniors investing in housing and healthcare in taking care of seniors and will continue to do so in the future challenges with the coronavirus. We will be there with our seniors to support all Vulnerable People across the country thank you mr. Speaker. Translator experts of health have told people to stay home if they are sick but if they dont have sickleave this would allow them to lose pay or even their jobs. We have known about this crisis for weeks. Making an announcement in the right choices for Public Health. The right honorable Prime Minister. Those that are worried about the impact of the coronavirus as it impacts the Global Economy in the canadian economy. That is why we will be announcing to help workers in canadians as things evolve with the coronavirus. We are following the recommendations of experts in health and medical sectors but also the Financial Sector to ensure that canadians that have the capacity to get through this with confidence. They are not hearing from workers who cannot afford to stay home. Get out and talk to the workers. And with those Community Transmission and yesterday we had our first death due to covid19 to protect the health and safety asking canada to delay are season. We hope you will accept this advice for the workers and the businesses. We have been coordinating very closely to ensure that we are doing everything we can to keep our citizens safe and to protect businesses. We recognize there will be an impact on the Tourism Industry because of the coronavirus. That is why we are working with various sectors to ensure we are supporting canadians through difficult times we need to ensure the people can pay their rent and thats were able to do for canadians. The Prime Minister was setting the stage and he set out to do two things one is to kill the Energy Sector and number to spend as much as possible. With the hundred 50 with over 2,030,000 jobs gone and hundred and stop inflicting damage on this country. [applause] to all know 150 billion of Economic Growth. Thank you for the opportunity when we took office four years ago trying to make Economic Growth one. 2 million jobs added to the canadian economy. Just in the past month making sure that benefit of the growth we are seeing more than 1 million canadians are not living in poverty today. This is the kind of growth that works for everyone. The rates for the g7 we dont even know the impact on the World Economy much less the canadian economy. Things are not going well. Look in the mirror because the situation we are in right now. When will the Prime Minister finally admit that things are not well and things need to change. [applause] mr. Speaker the conservatives on these issues it is difficult when the facts it has the lowest Unemployment Rate of the g7 in fact not only at any point in the past four years. [applause] operating in the echo chamber to realize that they are growing at a rate. The honorable member. Translator the demand for lng is rising worldwide even by 2040 we expect demand to double in the european allies will step away from russia the national gas it was a green project attracted investment and jobs. What does the government plan to do to establish winning commissions to take place in canada and quebec . [applause] thank you mr. Speaker of government we are committed to work with the Natural Resource sector to ensure the best projects are undertaken to ensure jobs and growth we understand quebec plans to continue the evaluation process seeking a new investor for the proposed project. The honorable members that only has this government played anything for tough times but that policy and inaction has driven investors a way of people like warm buffet had it decided to snub canada with their billions at a time when everything was going fine what will happen now that the entire planet is facing a major crisis . This liberal government can tell us what they will do with outofcontrol spending. It remains very strong today this allows us to experience Economic Growth we are only one of two countries in the g7 to add this Credit Rating to the agency and to have Economic Growth 1 million jobs to the economy to make sure we can respond to these kind of challenges that are resulting as global circumstances. Today we learned it is cutting spending with 32 percent and we can invest further in the country another devastating blow canceling investment from tech and investment from more a buffet and its clearly that canadas Energy Sector is in a crisis meanwhile standing idly by doing nothing and not taking it seriously Energy Companies are forced to make drastic changes just to survive what were the Prime Minister do to get us back on track . Speaker referral he committed to working with the resource sector in canada moving forward to create jobs and Economic Opportunities for all canadians around the world investors and consumers are looking for products available we fully intend to be working with saskatchewan and other provinces around the country. The fact is mr. Speaker every canadian is vulnerable because of this Prime Minister. Even before the coronavirus he added billions of new debt and billions of deficits the economy and the road growth of 150 billion including warm buffet including 4 billion and with the canadians week. Any notion the fiscal recovery is there absolutely 100 percent, 180 degrees wrong. The honorable member. Translator. Mr. Speaker arriving from new york with the coronavirus what did they do they went to the nearest municipality without telling them as a potential coronavirus case there was no protocol to be followed even after Health Canada was contacted still no response with no adequate physical protection is there a protocol and if so how do you make the borders aware of it . [applause]. And with the ports of entry regarding the virus and that was shared with First Responders. Mr. Speaker hundreds of people to say there is the outright improvisation with respect to security will the government inform customs officers and First Responders at border cities with a protocol to be followed of coronavirus if there is a protocol. Will they give them the necessary protection . The safety of the canadians is her first priority. With all appropriate border measures with land border and stand ready to do their part with the Public Health crisis thank you for your service. Mr. Speaker it is vital the public have confidence to feel that canada is prepared for the covid19 outbreak if they are not prepared action by this government needs to be taken we know covid19 does not respect borders and the list of high risk countries continues to grow is a government prepared to consider expanding screening measures, mandatory quarantine and stopping incoming flights from these new areas. He himself said that the virus knows no borders that we need to remember it spreads from person to person quite easily we have cases here in canada in 104 countries as of now they are based on evidence mr. Speaker to protect the health and safety. Thank you. Translator. The Customs Officers Union is concerned by the lack of canadian personnel Public Health agency says it has taken every precaution to minimize the crisis but the Union President has contradicted this by saying there is nothing on the ground. But we know with other regions of the world the cases will rise is at the Prime Minister or border experts. [applause] let me make very clear we are working very closely with Public Health agency canada to ensure all the borders on measures are in place and we are supporting officers as they do their important job. I have spoken on a number of locations we discuss this very extensively to be sure that officers are ready to do their job. With the assistance of Public Health crisis while they do their jobs. While the Prime Minister is literally playing on his cell phone canadians are concerned with the rapid spread travelers from northern italy. Mr. Goldstein said nobody did a temperature check, nothing. We tell us why travelers from high risk areas like italy are allowed to enter canada without any screening. [applause]. And that is the canadians. And we have not done that with that Scientific Evidence from canada and the who and to do with canadians all across the country. Thinking mr. Speaker my daughter family live right across from the Valley Care Center where resident died of covid19 one of the workers was the first case of Community Transmission. Those that stated one of the scenarios we are most concerned about. And to ensure that travelers from high risk countries entering canada undergo baking one bigger screening process and mandatory quarantine upon it reentry. [applause] and it was not detected under mandatory quarantine of the first his lost their life and then to make sure they have full knowledge and those in general who are doing the hard work. Canadas hospitals are at risk of losing control of the covid19 outbreak and now doctors are sounding the alarm for widespread infection. It was just yesterday that the government wrote the premier to find out what the needs are this is a failure of emergency preparedness. Mr. Speaker when will they release a detailed inventory that canada needs to respond . I think the Prime Minister with the ministers of health to ask them for advice of what they think they will need to implement their supply. Mr. Speaker the ministers of health and i have been meeting to a half months once a week by teleconference to ensure we actually know what we need to do. This is an important part of working together as a country with the support of the ministers of health and those have made themselves available in a comprehensive way to ensure we are working together. [applause] mr. Speaker today when i called on the liberals to address the coronavirus they tried to shut me down. The government doesnt get it regular handwashing how do you do that without Running Water self isolation is impossible with a housing crisis 12 or 20 People Living in a home and places like cross lake thousands of people with no hospital insight. People are worried. Can a regular member of the Coronavirus Committee please stand up and tell us what we are doing to ensure nations in the community are supported now. [applause] as a minister for indigenous services. Thank you i will remind the member offices when the coronavirus broke out we invested to prepare for Health Emergencies with healthrelated disasters this includes dedicated support for one coordinator and every region. We know we are susceptible to coronavirus we are prepared to engage in activity should they be required and we are ready to act and we are working closely with those communities to augment. Translator mr. Speaker today representatives are on Parliament Hill to speak about the foundations important work. These people advocate passionately for the health and wellbeing of canadians. Can the minister of health tell the house with the government is doing to support this Important Organization that is doing such critical work for canadians . Translator thank you mr. Talking about the important work they do for canadians and since 2016 we have invested more than 5 million in our support programs to better understand womens brain and heart health and as we are investing in research but we know there is so much more to do and for the work they are doing to keep canadians healthy. Speaker here a lot of excitement on the part of my colleagues but i can tell you it can stand up for itself. House committees are independent and they amount to their own decisions. Translator mr. Speaker. Twice with the Ethics Committee this scheming block supported the governments coverup and refused to indict the Ethics Commission by refusing to invite him on the matter of the Prime Minister of defense in a criminal case. Mr. Speaker i would like to know what they got from liberal government in exchange for his despicable support of its schem scheme. [applause] the honorable house leader. Translator mr. Speaker i realize my colleague is interested in the committees work. I would invite him to read the rules and regulations that apply to committees that say they make their own decisions. Speaker. As you will see i have a serious question. [laughter] translator we learned recently one. 3 billion was spent under the National Housing strategy. How much should quebec get out of that . Zero. Nothing. Not assent. Nothing at all. Mr. Speaker it is lying dormant in the federal governments coffers. Quebec is dealing with the worst housing crisis in 15 years will the government finally and conditionally transfer the money it is due that is just sitting in ottawa . [applause] mr. Speaker we want quebeckers to get their fair share of historic investment to conclude that bilateral agreement. Be honorable members mr. Speaker when you cant find a place to live you end up in the street and this is a country whose government brags repeatedly this is lifting people out of poverty. But in this case, it is managing to keep thousands of quebeckers in poverty and put them there. One. 3 billion has already been granted simply because the federal government wants to set its own ambitions. Mr. Speaker when will it transfer the one. 4 billion that we need and that we paid for with our taxes . [applause] translator mr. Speaker. We know we need to reach our housing targets with our partners in provinces and territories including quarterback. We will continue to work at all levels of government in order to serve canadians and to make sure to measure every canadian has access to affordable housing. Springtime is a time of rejuvenation and reinvigoration many residents know the time of anxiety and worry with concerns but they have worked so hard so what action is government is taken residence along the shoreline . The water levels of the great lakes are a concern the management of water is done through the igc a joint panel between canada and the united states. The igc is lifting actively it measures. We are certainly for the igc and it will be on the hill to provide a briefing to members in the coming weeks. There is a backlog of over 44000 veterans who are waiting for their disability benefit applications to be processed. Behind each one of these applications is the veteran. Trapped in a benefits backlog boondoggle of this governments are making. Many veterans have been waiting over two years. When will the backlog be cleared . [applause] we are working on this backlog also there 700 million that was budgeted last year. Mr. Speaker to make sure that all veterans that received been of one benefits to get benefits because the government has been more generous in the first application. Mr. Speaker comment said but not surprising the minister cannot answer since they in committee he told us the department runs the department. There seems to be no plan to clear the backlog. And now it is questionable. Can the minister tell us when the backlog will be cleared or should we trust the deputy . [applause] the money spent on Mental Health i directed that to make sure was spent fairly to make sure the review takes place and that was spent over the last number of years. Mr. Speaker we have invested. The honorable number one member. Over the last few weeks looking at the us canada and mexico agreement many businesses and stakeholders with very aspects of the agreement and the importance of its impact on our community. Can the deputy Prime Minister tell us more about the next up and the importance of this agreement for all canadians . I would like to thank all the members of the International Committee from all parties and their outstanding chair for their hard work. [applause] this agreement was more than 2 billion per day of crossborder trade and free access for 99. 9 percent of exports and at a time when our economy and the Global Economy are facing significant challenges from the coronaviru coronavirus, one thing that we can all do to gather that is with in our power entirely. Mr. Speaker, to the mayors and representatives across the region that are in ottawa today to voice their opposition to the proposed truck hub in milton ontario a federal review panel says this project will likely have a significant adverse impact on airquality and human health. Can a liberal government state their position on this project . [applause] thank you mr. Speaker. To make decisions that are thoughtful and based on science and evidence and traditional knowledge and protecting the environment will growing the economy and recently to be brought forward by the panel the government has not made its vision i will be thoroughly reviewing the panels recommendations from the legislation and make a determination. Mr. Speaker i attended the general meeting recently where i heard the poor state of the apple growers many said they are near bankruptcy doing to increase in cost and decreasing prices. This morning and apple across the border but due to the trade dispute between us and china to make matters worse the apple farmers exports to china reduce inventories are piling up. What can we do to help the orchards. [applause] translator thinking mr. Speaker i know how important the 2019 was for our producers. Is for difficult on very difficult for many reasons. There are a series of Risk Management programs to help our producers and i would like them to participate and sign up for those programs every year and use them when necessary. Thank you. Due to the calculations of the export concerns were agency closed with 10 percent of the industry we have seen government in action the carbon tax and the ability to develop blockades. Agriculture has done nothing to address the situation when will they act to resolve those critical processes and challenges . The minister of agriculture. Translator thank you mr. Speaker. To our farmers and ranchers we understand that the Meat Processing plant has a Significant Impact on producers which we cannot compromise on food safety. Government is working to see the increase thank you mr. Speaker. And to have the privilege contract of many members of the lgbtq community. Nothing has been more shocking to me than hearing of anyone trying to change the core being of another person. That they cannot be there true self. The evidence is clear convergence therapy is harmful and destructive can the minister of diversity and inclusion and youth tell the house what steps have been taken to guarantee the prohibition on therapy . Translator thank you to my colleague for her advocacy for lgbtq canadians. More progressive legislation with criminalizing convergence therapy. [applause] there is no place in canada. Translator threat to municipalities that have already decided to ban the practice and i look forward to seeing more of that. To all members everyone in canada can be who they truly are. Thank you. Speaker after the worst salmon in recorded history for the fishing season the government is it not doing enough to support the fisherman with the indigenous fisherman and now the Tourism Industry is threatened by covid19 with they invest in a relief package focused on restoration to help support fishers and workers in coastal communities. Speaker thank you to the honorable calling for the question we acknowledge the conservation measures that covid19 has had significant negative impact on the economy including the other sectors. We are working with our partners and stakeholders to consider action to help minimize the impact while achieving conservation efforts will continue to work with those to make sure they stay safe. Thank you very much. Thank you mr. Speaker the recent report reveals the claims of natural gas will display school replace Greenhouse Gas commissions came from an industry insider. He admits he neglected to include the emissions from gas in fact that has the same Greenhouse Gas that as burning coal. Fracking also contaminates air and water and causes earthquakes. Those around the world that band fracking will the government do the right thing to ban fracking . The minister of the environment. Canada is strictly regulated and doing very specific procedures as the honorable member knows the shale and pipe and oil and gas reserves are all primarily are within provincial jurisdiction. The government is working with the provinces and territories for policy advice for their processes to make sure it occurs in a safe and environmentally responsible manner. That is all for today.
