Appropriations Committee Held a hearing on emerging threats and at that point we were experiencing the secondlargest outbreak of ebola in the democratic republic of congo. It was a global danger there was a flu outbreak bigger than we had seen in a long time. One year later we are still fighting the Ebola Outbreak in the drc antibiotic Resistance Continues to be a global problem and according to doctor Fauci National institute of allergy and flu isous disease the one of the worst in decades. Several thousand americans die every year from the flu at least 35000 sometimes as high as 75000 about 350,000 have died over the last decade now facing a new danger with the new coronavirus we have not seen before patient zero who does not know they have this yet on the plane or a cruise ship event on another country or continent in a matter of hours and once again to be reinforced like all other diseases, it doesnt know any boundaries. We are no longer living in a world where we can be separated from the health of other countries. Last week the number of new Coronavirus Infections outside of china outpace those inside china for the first time. Maybe the good news is china is beginning to see in a different direction with those infections of iran and italy and south korea has moved into europe and south america case was Just Announced in brazil but this is where we have some opportunity to do everything we can to prepare for the worst police will have the option to hope for the best thats what happened with sars and h1 and wanted to extend seek a virus turned out to be bad for those that had it but not as bad as it could be an disturbing to see the first death in the state of washington but certainly the message is to be more vigilant to be better prepared and congress in the last five years has increased money that doesnt count whatever we do this week and nextnd week for preparedness by 44 percent one year ago we created for the first time a protectionist disease fund a colleague in the house to help hhs people to have access to money immediately and because of that 105 million a previously were not have had to help contain this problem to bring americans back here from china in a known location for the incubation period to see if anything happened all that was possible because they have been given the flexibility they did not have before the first line of defense funding we now are moving to a conclusion to make more money available for vaccine we will not have a vaccine for a while continuing to talk to doctor fauci andbo his team working with experts of the Biomedical Research authority that moves the vaccine quickly but even if we had a vaccine in 18 months it would be to develop the vaccine here with the safety we would need to have some anybody to take the vaccine and with this particular virus would be dealt with. There is no treatment right now there is no cure right now but the treatment is to handle these issues in a way that we can in a Public Health system there are 50 states and the district of columbia will have new money available but the preparedness money they have had should have been used against them more ready to deal with this than they would have been but to continue with the cdc have what they need to improve the surveillance or Testing Systems and we find quickly there is a test approved by fda to allow people to be that process to of locations what you thought that was worse than usual cold or not. Sometimes this particular disease does not evidence and because of that at this point there is a bigger number of people who we think is a percentage of people that would have negative consequences or even death rather than all the people that had it. We learned through the past outbreaks we dont have a vaccine for ebola and what we do to protect people and other countries that protect otherer people here. We have to understand a lot of our faith has been determined and will continue to be by what we did to try to contain this virus and second to provide the many if we do have an outbreak that has begun in our country that it is held at the lowest possible level of people impacted that you have the ability to work from home we are working with the state officials right now to see that happens. It has been used effectively we are trying tohe agree but at this point the administration has been the most agreeable but obviously we like to have that money provided quickly im confident we have the resources to deal with this. I feel confident this will be a problem that will not impact more people than would usually be impacted like the flu, but again we need to prepare for the worst and hope for the very best but right now we ged to prepare but to have that funding available so we dont have to go through a couple of weeks again with the determination of what should have been reached exactly the amount of money they ask for we could decide to spend it differently two weeks ago and then for the discussion of whatat is next that is not the course we decided to go down we try to come up with an amount of money to go through this entire incident hopefully we will see a bill filed later today and the host on the house can vote before they leave this week was that number is done it will be seen as almost certain the senate can deal with that bill and approve that number. We will move forward. And in a way that minimizes as much as possible the impact thisnd has on families and individuals and mr. President i look forward to you and i both having a chance about this even today and learn more as we move forward the amount of money we need to spend and how we allocate that money for a vaccine and other things
