Discussing Current Operations and modernization efforts. This is close to an hour. Welcome everyone. Thank you so much for joining us today. Here are my side, new improved expanded, graced with the presence secretary of the army, and the army general, think about so much for being here with us today. Secretary and the chief are going to have a chat about the strategy, about the army of modernization priorities in the present budget request that came out. As well as the emerging joint war fighting concept. And were going to save about 15 minutes at the end today questions in the audience here. But first, i want to go to the sec. The chief to give a couple of opening remarks and then we will dive into our conversations. Thank you, was the closest i will get to davos, switzerland. This a great opportunity to be here. As we discussed in the green room, these are wonderful opportunities for us. To try to talk about how we are trying to transform the army. We are in your three oh very aggressive effort at transforming the army not only in how we trained the how we modernize it and ultimately help our people reach their maximum potential. As i emphasized, massive restructuring but weve not seen in over 40 years in the army, an organization specifically to modernize the force, but staying with the mentals. Readiness modernization individuals to finance our vision and help us resolve. So the readiness standpoint, when you look at that, over three years ago we were about two brigades to the highest level and where north at 25 today. We are very proud of that. But one of the things that we recognize with all of the changes and challenges we face in the world, force projection, is something you will see particular interested with the leadership. So the general here, as denims remarkable job getting us back to focus on tactical readiness and a great place. But now, how do you think these units and protect them very quickly worldwide. We did that a new years eve. Remarkably well. Maybe Second Airborne Division on a cold start, grade, first on the ground, literature people out of new years eve parties. Cold start. At that scale, moving heavy formations within days to get them on the ground, partners in europe and east asia. This is something we are very focused on. Make some investments in the 21 budget and we will to do that is march across so that we can improve getting boots on the ground quickly. The modernization effort, mr. From two years ago, to bring all of the stake holders together in a one roof, reducing the spend time of Decision Making and also bringing clarity into the decisions. Forging better relationships between Requirements Community acquisition test. So very proud of that and we are very excited about that. A lot of prototypes, because we have moved any percent of the funding against the six modernization priorities. That was about a little over two years ago. Between our my Court Efforts which were basically zerobased budgeting reduced, when going through a second evolution, with gotten more than 45 billion across the that we moved across oregons these priorities. A lot of energy. You will see about half of the procurement dollars against new capabilities by the middle of this. A huge change in our enterprise but that brings nothing but tough choices and 22 and 23. So these prototypes are successful, thats where the choices will be made, in the trenches in the formation and to start scale. Big challenges in front of us. We emphasize the word reform repeatedly. It helps us involved in this institution. It helps us to better job at managing every dollar we have in the chief says it all the time, there like bullets. The commanders, about three or four years ago we have obligations in their force of 4 billion a year. We just go back to the treasury. Continue to get better read thats just been leadership. Just pounding people, it is amazing how it works. Weve improved dramatically from that standpoint. Changing the operating model and doing a lot of things differently. That means we have to get out more to communicate. And we emphasize the things that we are trying to do. She would be great to talk more of the specifics with this. I agree with the secretary, we have to be ready now. We saw that on new years eve. We also have to invest in the future. When i look at the army over the last hundred years or so, who had major transit formations about every four years. 1940, world war ii, we transfer the army in world war ii. In 1980, a lot of us came into the army, when a major transformation on how we do business and now we find ourselves in 2020 and we have transform the army. Thats what were going to do. Moving from an Industrial Age into the information age. We have to do things differently. Transformational change, were not looking for improvements, were looking for transformational changes and if you look at what we are doing and attempts of modernization, thats exactly what were getting after. We are not talking about just equipment, were talking about anyway we are going to fight, new organizations, modernization priorities, were also talking about how we manage people in the 21st century. We are excited about whats going on in the army. We look forward to your questions. So going to start this conversation into the didnt fence strategy. Secretary had what i will call over the party a couple of weeks ago. Just turn to. Anyway, its in the fields like the strategy is in the terrible twos dynamic moments, a lot of change happening. Hopefully in the end this will be rewarding. I want to start off by asking for the view has the army doing when it comes to being measured directly against implementations. And then also col. In your joint chief pat, how did this joint force as a whole during an these priorities. I will try this. Really the proof is in the pudding. We have moved millions of dollars to develop new weapon systems. We would put our money first where our mouth is. In the second standpoint is granted, those have to get through the modernization, formation to truly be successful than if you look at we put a very Aggressive Program in place, emergency Deployment Exercise what we can do things in east asia, the defenders exercise between what were doing one that is starting right now in europe, but a division element on the continent and the following year will do one in east asia. The pacific pathways exercises, we put a lot of funding and putting troops towards these exercises and to help strengthen partnerships and increase presence worldwide. To the juice point earlier, were looking at her dispositions for expedition and capable bases in southeast asia. We Just Announced our Corporate Headquarters that were going to have that will be service retained, here in the states but be specifically designated and operated in europe. And partnering with where we have held that. So are we are a solid be at this point. There is up a lot more work to do. We talked about joint force. It is very important that we share the same vision on how we teach. At the joint level, were developing the joint operation concepts. The qualitative. The contribution of that is battle. Two domains. Now we believe we will be tested in all domains. We will see in cyber and space we recognize that. We also recognize that there will be a lot of cross domain contributions. This will be to the joint force and probably one of the best examples of this is long range decision fires. Providing long range, penetrate potential anti excess or denial capabilities that will enable air forces maneuver enjoy fighting. It. So i definitely want to come back to the concept. First i want to dig a little bit deeper on the two principal priorities for National Strategy with china and russia. Still also by asking how has the armys view of the school and asia changed or evolved. Host are you thinking about the armys role in that conflict or potential conflict what it will look like. It. Three round wars in the last century, we have always been there. How many people do we have a signed. About 91000. Combatant command. We have been instrumental there for a long time. You see much more on the last several years for the pacific pathways exercises. When he and i were the team, we spent about three days with davidson just in hawaii going through the old plans, what do you need and maybe adjustments to invest the capabilities that he needs to win. In this program i highlighted, the defender exercises, that we will be putting in place. We have always been and we double down on that, Going Forward and this would be no greater deterrence the groups and the Ground Training sidebyside. Are working very hard in her disposition. Great competition is not necessarily mean, you need to avoid conflict is through strength and the way you avoid strong relationships with allies. Does not necessarily mean great conflict. Standing together with our allies and partners, showing strength. And exercise that allows us to practice our ability to bring forces into europe and work closely with our partners. I am really excited about it. The chief watches an airborne drop, in georgia and i am going to go watch an Armored Vehicle shipyard. Youre going to be able to see us driving through cities and were going to be alongside people. I will be a great opportunity, very exciting. The left tens of thousands of people come to dynamically, to the Different Countries and conduct different exercises. Dynamic force clinics. The secretary said we saw last, interact with the 82nd airborne division. Also the ability to move multi forces by multiple means whether it is by planes, automobiles, trains, ships. And thats what were going to do. Host clearly a lot of progress there. I wonder if you could give me a few comments on where the working to be done. What is still on your to do list. Modernization. Thats what keeps you up at night is the time, we are blessed, with budget increases right now. Emerges nailing these investments. So juvenile have maintained a role even in our new jobs staying on top of this regularly more so than maybe historically. We have such massive investment. We can get these prototypes to be successful, will make these decisions and 22 and 23, that much easier. You can reduce your risk. That standpoint, is really large. In the writing is peace, is something that we are remarkably proud of and we do very well. It is something that we can turn over very quickly. The most hardened and seasoned combat leaders in the history of the republic. Rather than the in the army. So theres a place where i dont worry as much is because i know weve got them. For the modernization be tough. We dont differ conflict with powerpoint slides. We are moving along and with that we are very proud of our modernization priorities normally long. Getting closer prototypes. To me success is when the hands of the soldier, its nice that we can get great programs going. We have a wonderful things we are with the prototypes. To me success is when all these modernization things are in the hands of the soldiers. The products are. Host that is an excellent segway. Some like you plan it. Before we get into the specific program so i want to ask a little bit more broadly, what is modernization made to the army aside from, obviously the new kit. What is the other piece. We thought our way through this. I took a little bit about some of the old folks in the room, whenever the 1980s. In the 1980s we came out with a battle. We came out with new units. Doesnt one. If we develop that special operation. He came out of the one 60th came out of there. Special Operations Command of that. Our combat training sense in the way we are going to fight, came out in the 80s. We alsthere was a lot more thane big five. So if you move forward to 2020, so what is new. We are moving from battle to the domain operations. New units. Multi domain taskforces. Five brigades and active in one. Were taking a hard look at Information Warfare what that looks like. We called dirt combat training centers, never going to train in virtual reality. The current train in cyber. We need this Information Operations that we need to do. We talked about the big six but the other thing we are spending a lot of time on is on how to manage it. We do recognize that we are in a war totality. In the look a lot of ways, Industrial Age personal management systems, when we believe we want to keep the best and the brightest in the United States army. We want to keep those thoughts supporting systems as places to do that. Most young people today, Industrial Age systems. We recognizes tells us what we are doing. But i want to dive a little bit deeper and how has your thinking about the development of the capabilities changed.
