Waves of anxiety injustice and frustration having a windows of anger and division creating a political and social super storm. Everyday are people of the seas by crises of people and unrest. School shootings, tug massacres. Term grabbed turmoil on university campuses. Homophobia, the increase in hate crimes, these are the ago signs of her times. In the forecast is that it will get worse before it gets better. They are head will the worse. Rather increase turbulence. Impeachment proceedings and divisive campaigns, increasing global conflict will only aggravate the conditions. The administration in washington has seen the tensions but instead of addressing the causes and the anxiety and resolving them, and is seized upon them for political purposes. Spending them up and icing them and exploiting them. Move a divided nation and a polarized federal government. Everyone is pointing fingers. But no one is pointing forward and no one is pointing up. These are the times my friends, would new york state is comicon. To set a course for a troubled nation in search of its way through the confusion. New york at her best, is the progressive capital of the nation. We must fulfill the destiny again thist year. We must begin the journey by identifying their destination. What is our progressive goals. What is the word progressive event mean today. In this world of political hype early and hashtags. Would new yorkers demonstrated progressive philosophy forte generations. Burst in the early 19th century new york demonstrated a true progressive movement. What is the main. It is the advancement of social racial and Economic Justice. In an effective manner to bring about meaningful improvement in the lives of the great people and to further the collective interest. That is our definition of what it means to be a progressive. Historically that meant let the slavery, welcoming refugees will thev woman, and civil rights. Breaking monopolies in building the labor movement. Me understand the current dynamics of in a downward spiral. People across the country have real problems. And they see no progress being made for them. And if there is no progress, there is no hope. And if there is no hope, the vacuum that is left is easily filled by voices of despair, anger and blame and division. And that is where we are today. On the other hand, progressive government sees the problems facing society and causing the anxiety and rather than blaming her rather than a scapegoating, and trumps a problem honestly in accomplishing the progress. We do make progress, build hope. Nd builds confidence. And then it shows people a positive way forward. Progressive government creates an uplifting social spiral. Positive energy get begets positive energy. Just as the current negative in energy because negative energy. It is whether you are listening or bringing us down. Its competent and defective. It is about results. Not rhetoric. Not merely the articulation of aspirations but rather the actual animation of those aspirations. My weather god bless us all, he was up for aggressive. As governor used to say, lets look at the records because we have achieved the best progressive government in the United States of america. We have accomplished what the only dream of accomplishing. The National Progressive dream of a Free College Tuition is he new york reality. All of the governments debate the initial, we have best gun safety law with bipartisan support, and vincente hook massacre, but before orlando and parkland, las vegas, dayton, pittsburgh, and countless other massacres. [applause]. Will lead the nation forward with a quality. We enacted the best womens rights in the United States of america. We had to find a womans right to choose and roam the wave. By setting rhetorical goals, noh by great aspiration, but with concrete action. We enacted the votes minimum wage law and that the, 380,000 new yorkers out of poverty. [applause]. We passed the strongest paid Family Leave Program in the country and we defended labor strikes organized against it decision. [applause]. We built and developed more roads and bringing airports and then a state in the United States and more than the state built in generations. Compact but we did the organon with Union Brothers and sisters. [applause]. And we did it with the nations most aggressive minority and Women Owned Business participation goals in the United States of america. [applause]. My friends we are still driving fdr news 1932 packard forward. Faster and farther than ever before. And we did all offa this, active government, functional government, and we silenced the skeptics. It was no Big Government bogeyman. We didnt raise taxes. In effect, we have cut stacked rates for every new yorker. We reduce middleclass taxes to the lowestr loophole since 1947. The lowest corporate stacked rates since 1968 and we managed the government to 2 percent19 growth rate. Lower than past or Public Administration but running a smarter and more efficient will more effective government only right new yorks state the strongest economy in its history. , remember, the only person range taxes in new york state, this past decade, was done trump when he literally put soul the wind he created and raised taxes by any the historic deductible of state and local taxes. Three months ago thousands of new york schoolchildren walked out of classrooms to make the mic clear. First, we must be ready to handle these increasing lifethreatening emergency situations. It is a new and growing challenges for our state operations. We never had to do this Emergency Management functions before. I will propose a plan to update our Emergency Response capacity. Some are brave men and women have the right equipment to do the jobs and do them well. Our mentors cease Response Team is the best in the nation. In her First Responders deserve all of the credit. I have been there, with him time and time again. Seeing their heroism and dangerous conditions in the dark of night. I was with them in november would the streets, became rivers. And infants work handed through in the First Responders and boats, to be brought to safety. They put their own lives at risk to save others. In the do it skillfully and selflessly. We have our emergency director, michael b who is with us. And this year we must send thousands of tons of styrofoam that are creating toxic can ten contaminates and littering our waterways. Lets get it done this decade. We must also not begin with this story restoring the National Mall is that we disrupted in the first place. The earth is out of balance. [applause]. Must develop the solution that are harmful. It before they destroy our water source. We must restore fisheries and streams and wetlands we must conserve more forest areas. We must replant more trees and we must filter more drinking water. We must stop the nitrogen runoffs. And that is what the resort Mother Nature bond act will do in those investments and more. It is ourm responsibility to leave our planet cleaner and greener and more sustainable for future generations. We must and we can and we will. And will start this year. We [applause]. People see you have to choose between the a Strong Economy and a healthy planet. It will only. Nothing could be further from the truth pretty economy of tomorrow is the green economy. Sure, thats a big with an ambitious expansion of electric vehicles and attractive growing industry it is a winwin for our environment and for a conemaugh. And allow them to expand and allow them to grow. [applause]. Must continue our efforts grow and strengthen middleclass income taxes again for individuals making up 250,000 and ten texas to sixpoint oh 9 percent. And for individuals making to 300,000 ticket taxes is 6. 41 percent. The middle classes are accompanied we have to keep working with them to keep them strong. This stacked cut will do just that. [applause]. Upstate new york has brought historically shared the econom economic. Let the good news is that the upstate economy is in the midst of a rebound. Jobs are up, unemployment is down. Unemployment has been cut in upstate new york by more than half. From a percent to 3. 7 percent. But remember, it is our state effort the change the upstate economic projector. It did not happen on its own. We stopped and reversed decades of decline in upstate new york. Weve invested more in upstate new york in any administration in the history of the state of new york that we should all be proudnd because there was a in e Balance Sheet and one family, and our investment of paying dividends. [applause]. But her job has brought yet done. Must continue our Economic Development growth with our successful hunting. And our economy flourishes. Would we continue to develop and build in advance. We lead the nation of construction and the nation we lead in the project development and will lead the nation in new infrastructure. We are creating a new new york. We are already seeing it materialize all throughout the state coming out of the ground we can see it and touch it. At the early generations before us are powerfully built state, we will leave our children estatee even stronger. Long after we are gone, our physical accomplishments will be undeniable legacies giving ourhm children and her childrens children, the economic infrastructure to be locally competitive. Back must keep going. Master ajit over 50 billion completing the longoverdue site access project to new island third track, for restorations in the bronx. An ambitious new empire station complex in manhattan, replacing the torture of the old and station. Amtrak easily said that. But, in the same time as we do that, lets keep our struck finger safe read the banning repeat offenders from the npa. [applause]. Subway cars could not be feeding grounds for predators. We want people to take mass transits. Our right in that desire, improving mass transit to make it work. But you have to be able to commute to work that went out being harassed and that went out being molested, and that went out being groped. That is just common sense. [applause]. Lets build a new strong facility in the Mohawk Valley and Education Workforce center in sarkis, and no in whiteface mountain, lets read develop waterfronts and reimagine the erie canal. [applause]. And lets build more new upstate airports, they are the front door to our global economy. That is where the business is coming from. The student second round of airport renovations. [applause]. Where all ready bringing these internet to every corner of upstate and we must bring 100 percent selfservice to every corner of the great state. [applause]. Lets invest directly integrated asset, will first making new yorks Law Permanent once and for all. [applause]. While we continue our economic agenda we must also move forward on Economic Justice crusade. Large corporations, have dominated and taken advantage of orders for for is it too long. Todays economy works brilliantly green tomatoes and their holders and billionaires, but is it too often abuses work. And i left year smith and francis, protected workers after the triangle factory fire, which you must protect workers from todays threats which is economic exploitation. This year, or than 40 percent of the workforce, wouldbe in jobs related to the socalled gate economy. Its an economy which is first row and many innovations. But its an economy where is it too many workers are excluded from the progress of fair pay and independent contractors printed is it too many corporations are increasing their profit at the expense of the employee and the taxpayer in the method. A driver,. [applause]. A driver has brought an independent contractor. Simply because she drives her own car on the job. A newspaper carrier, has brought an independent contractor because they ride their own bicycle. Domestic worker has brought an independent contractor because she brings her own room and brought to the job. It is explained above and abusive and scam and fraud. It must stop. And it has to stop here and now brady. [applause]. Repass the most comprehensive leave law in the nation we all should be proud of it. [applause]. Lets go for that this year has passed a comprehensive paid sick leave law that will grant five days of paid sick leave for employees of small corporations in seven days from employees of large corporations. Clement is good for employees and is good for business. Is it too often our most vulnerable new yorkers are subject to pray toy business make it shut out of the Banking System that would enable upward mobility. Tell you the truth, i am tired of staying checkcashing stores on the most every corner of her struggling community. Ne [applause]. They demand to begin the size of already is it too small project. If banks want to be licensed to do business in new york im a they should be willing to serve all of new yorks communities that will serve none of new york communities. For decades, communities of color with disproportionately affected by unequal enforcement of marijuana laws. Last year, we righted the injustice would we decriminalized possession. This year, lets work with our neighbors in jersey in connecticut and pennsylvania. To coordinate a safe and fair system and less lilo lies adult use of marijuana. [applause]. [background sounds] and i propose creating the first of its kind, Global Cannabis and Hemp Research center for science and education with our State University of new york so new york and lead the way. [applause]. And lets be honest, women are still victims of cultural and institutional extermination. New york must lead in ending this continuing shameful and repugnant injustice. The starbright hitting the socalled pink text because big blue, the price should be the same. We worked together but sexist and biased in many of our rape laws. Now is time that we recognize that the law makes it all of us impossible to prove rape where alcohol is involved. If a woman is intoxicated, the law doesnt allow conviction for rape unless the woman is literally unconscious red lets change the law to let the jury decide whether or not there is consent and astute this year. [applause]. [background sounds]. Because new york leaves, justice delayed women is justice denied. Vjustice delayed is justice denied for women. Lets move forward and pilot tesla legalize circe to about same couples and those struggling to conceive a child through assisted reproduction. [applause]. Who one of the first states to pass marriage equality. We change the entire national dialogue. We stood with the Lgbt Community is the champions. And lets do it successfully. [applause]. Raising the minimum wage to 15 an hour is proven to be the most effective weapon against poverty in the modern history. Lifting nearly hundred 45 thousand children out of poverty. But if you need even more, lets increase our operant Health Services throughout first 1000 days of program increased communityys schools, andra afterschool programming and lets go even further lets expand the empire childcare stacked credit to provide an average of 400 benefits per family with any40 child in with any family with a child on four years old. [applause]. Plan for the Homeless Commission and a National Plan to address president clintons secretary of the implemented all across the country. There is no policy of political debate and we know what doesnt work from experience. We have lived through it and we see it get better and worse. This year i will propose that we commit the largest amount of funding in the history of the state of nestate of new york toe homeless and build affordable housing. [applause] that is who we are, that is what we believe and that is what we stand for. But we will also honor the states constitutional responsibility and demand a higher level of confidence and skills and professionalism from local government because without frthe right program, the money will be wasted and the travesty will be continued. No more political ideology. We need government, programs that work. Enough is enough. We are not going backwards. We have to go forward. We are going to take a giant step this year and we are going to do it together. [applause] new york has stood up and proven that it is and hostage to the selfserving gun lobby. G to protect our people from the scourge of gun violence. If the state president cant legally buy a gun because of prior new york convictions then why would we allow them to purchase a gun with the same conviction for another state. It makes no sense. We must fix it and we must fix it this year. [applause] arabi will work with the court of appeals and all the judges on the plan to modernize the states judiciary. Many have tried before and it needs to be done. We will work with her. Lets give a round of applause. [applause] education is a civil rights issue of our time and we should be proud that we invest more per student than any other in the nation. But at the same time, lets be honest. It is shameful that we do not distribute funding and the most progressive way. We use complicated funding formulas to disguise the ugly truth. The districts have much higher funding schools than the poor districts. That is the fact. That is the truth. They spend as much as 36,000 per student. In the schools we spend as little as 13,000 per student. The progressive path is clear you as our state funds to reduce the funding disparities. They are only 40 of the funding. 60 of the funding comes from local taxes. If we are the progressive capital and we want to beat your chest andbe say we are the progressive capital, an act that way and dont play politics with education money. Use the state to fund this to raise those at the bottom. Fund the schools and close the education down and lets do it this year. [applause] it is what High School Education was 60 years ago. To optimize ones talent and opportunity in life, we made history with College Tuition for tens of thousands making of 2,025,000 a year. Think of the joy that have brought to so many families cant print that didnt have to worry about how they were going to pay for their child into their College Tuition. Potential students that could go to sleep night and not have to worry can mom and dad do this. We said if you can get in your going to go regardless of outcome. Lets make College Tuition free for families making up 150,000 a year for the disadvantaged students that otherwise wouldnt dream of investing in theng opportunities in the programs and expanding the Work Force Training centers they work lets do more of it. [applause] this is a robust agenda that we dont dictate the needs of the state we can only dictate the response of those needs. We know what we have to do and we know the destination of the state but it will not be clear sailing. There are obstacles in our way as we begin the journey there are challenges to overcome a federal challenges and the confidence of crisis of distrustful electorate government and politics. We face a 6 billiondollar craft into the medicaid cost. Thanks to our good work, 95 of the citizens of new york have healthcare coverage and that is the first time ever. [applause] that is a remarkable achievement now we must pay for it intelligently and prudently. We face federal cuts and Cost Increases the first six years we have been paying all the increased cost and local medicaid spending and holding the local government harmless. This year alone we will spend 4 billion covering the increase in the local government and on behalf of westchester, 2 billion on behalf of the city of new york took a further local host. Also the loca local government l administered the program even though they no longer shared the cost. And wesh have seen dramatically higher Cost Increases recently. Why . You cant separate administration from accountability. Its too easy to write a check when you dont sign it. Just ask my daughters that are here today. The situation that was a joke. [laughter] this situation is unsustainable. With our program we are going to have to do it again this year and we will and we can. The program made medicaid better than ever before and we will do that once again this year. [applause] we must continue our actions to protect new yorkers for the dangers of smoking especially young people by cracking down on illegal sales of cigarettes. Fighting Big Tobacco Companies i did this as the attorney general gets come back to life in a different wrapper. We know well the danger of nicotine addiction and we dont yet know the dangers of vaping but Young Americans are dying to find out. New york led the way and they are challenging and more will continue the legal fight, but lets pass the law restricting the sale of the e. Cigarettes and advertising and banning dangerous chemicals of products. Lets do it first thing this session, lets sign it and make it a reality. Over the past several years have to tackle the opioid crisis, and its working. Last year we saw the first decline in opioid deaths in ten years, thank god. [applause] and now lets ban all variations ofd. The deadly femme fatale and synthetic drugs and access to medication treatments. [applause] another eminent in a critical situation we must deal with is assuring full participation in the upcoming census. The federal government has generated much anxiety within the new american community. We must all organize to be certain that every new yorker is counted and i will propose additional funds in the budget to make sure that our democracy is protected. [applause] we must also be doubled and in our efforts to reverse the federal governments unjust and unconstitutional taxation of the states. We tested the First Property tax cap in our history and in one they raised our taxes and spend money to the politically favored state. Representatives must deliver for us as we deliver for our constituents. The senate must overturn and they must do it this year. [applause] to accomplish all of this, people must trust the governme government. Especially in theme cynical tim. Hyper partisanship overcomes reason. The negativity that is out there shows doubt and suspicion. What albany rise above and set a simple new inarguable national stands. Lets be bold. Every state commissioner, the governor, the lieutenant governor, the attorney general, the controller, every assembly member, every senator, any elected official in the state of nenew york urban for whom serve0 a year should set up a new level of disclosure transparency by making new york state taxes available to be seen by the public because we have nothing to hide. Lets new yorkers know. [applause] lets new yorkers know who is paying their official and who theirr officials and representatives actually work for, because you cannot serve. We asked for president trumps taxes and we were right, but lets practice what we preach and was lead by example and lets show them. [applause] lets make history and redefined the symbolism of president s lincoln calling for the men from albany to come down to washington didnt let that be a call for the representatives of the transparent government and the country. Albany can lead the way into the new york state nothing to hide all will do just that. Lets do it. [applause] so, my friends this year will be challenging, no doubt. But the agenda that i propose today is literally a book to be presented with the drug reform transparency passing with more job training, veterans assistance, sexual offender laws and the prosecutor laws, voter registration, election reform, the list goes on and on. But i am confident that we can do all of it. I know we can do it because we have done it before. Our State Government has accomplished the impossible over and over again. Ive been at the same podium in the same room with the same people and we laid out an agenda and the naysayers and experts and pundits and reporters said they will never get it done, and we got it done over and over and over again, so yes, this is robust, but we are going to make it happen and think about what we are already doing. And what we are already accomplishing. Passing the minimum wage benefit at 1. 5 million new yorkers and benefited from hundred 68,000 people just in the first year, Free College Tuitionon benefit f 230,000 students, raised the teens in the first year, lowest middleclass taxes 4. 5 million middleclass new yorkers and test a permanent property tax cap buying budgets on tim time coming undone in 40 years. Dont blow the streak this year. Our vital brooklyn initiative, 4,000 new units in brooklyn, 32 healthcare centers, 400 acres of new green and recreation space. [applause] record education funding. Diwe protected womens reproductive rights, 36 months of job growth. Long island nation leading biomedical research, cold spring, stony brook, all working together, new jobs, new jobs and semiconductors, 600 jobs with a paycheck expansion. We have the nation leading in the valley, 1500 jobs, the largest bio pharmacological for in the state of new york. The Workforce Development center will retrain thousands of innercity youthor for jobs. Largest expansion of the state, new stadiums to keep syracuse, new york that the center of the historic modernization of the order facilities, the longest multiuse trail in the nation, we renovated hotels which is the premier destination in the north country, legoland coming to the hudson valley, 1300 jobs. [applause] i love legoland. That is your next vacation. We are going to legoland. [laughter] nation leading Renewable Energy program, largest artificial expansion in history started the skyway, we rebuilt jones beach for the First Time Since it was built, we of the nations largest wind flow project where we are rebuilding a the largest land acquisition. Largest state park in new york city, 400 acres of. First average in 50 years, south bronx transformation at the sheraton expressway, cashless pulling in new york city, bridges and tunnels and we are doing the entire thruway, the arena at belmont, the university, the school at the hospital, rochester, buffalo, niagara falls, train stations, the double track, third track, we rehabilitated the train, they never even have to clos had to e tamil. Webi are rebuilding and expandig it by 50 . A new train that is going to be stunning and knock your socks off. New airport, New Rochester airport, new albany airport, new jfk airport, guardia airport. [cheering] and new york stands with puerto eico after hurricane maria. [applause] [cheering] and if that wasnt enough, we have new york state Emergency Responders managing more than 12,000 incidents and i hoped this guy get out of his truck yesterday. [laughter] [applause] so our undeniable accomplishme accomplishment, that was a mouthful. Our undeniable accomplishment to define our success, they built confidence in the people, they see progress being made. They believe that there is a positive path. They dont follow the negative one. That is what we have done. And that is what we are doing. And that is what we have to do more of, and we have shown people t this hope in their liv. You dont have to despair or blame or scapegoat, dont getet angry, dont get scared. Its going to be okay. We can handle these problems and it can be better and working together is the way to do it. We will do this agenda. It will be hard, always hard, but we will get it done. There is one thing that keeps me up at night. Night. Let me end where i began. Our state can handle the problems in the waves of anxiety but what is creating the National Storms of the wind of division for the angry when that fear and frustration into the despair that push us to blame one another for our problems rather than aspiring us to come together and resolve them cut the negativity of the scapegoat and demonizing and makes our diversity a weakness rather than a strength, it is the rise in the kkk, the attacks on the community, the attacks on the muslim community, wem see at syracuse university. We see it in the housing discrimination on long island. We see it on the attacks on our jewish brothers and sisters. This growing fear and division is an american cancer spreading through this countryss body politic. Racism and discrimination are not new. They are a virus that exists in society and sometimes the virus is dormant, but it manifests itself with societies and even system is under attack and stress and thenn it turns one so against the other. It is this country consuming itself from within and if we do not confront it and defeat it, it will defeat us. There is no nation that can beat this nation but we can defeat itself. [applause] new york must be the antidote. Discrimination has no place in new york. Its n ignorant, it is intolerat and it is illegal. Weve had a disturbing number of discrimination attacks with the greatest increase in the number of antisemitic attacks. The governments first responsibility, protect the people. And we will. We will prosecute these crimes to the greatest extent of the law and we now must change it to ssdress this growing threat. Whats a college displays of hate filled Mass Violence for what they are, they are domestic terrorism. Thats what they are. [applause] lets pass the first in the nation, the direct Terrorism Law to include Mass Violence, motivated by hate and to send the strongest message across the state and Nation New York will not stand by when our people are being victimized and killed by hate. [applause] thank you. [applause] i will also propose Additional Resources for the new York State Police to increase the capacity of the hate crimes task force. We need that. I will also propose additional funding for security grants to the schools and places of worship so they can defend themselves. [applause] but we must confront the growing ignorance and intolerance and give it on all levels of society because this is a multifaceted problem. Pass the education budget, lets make sure that our schools are teaching our Young Children who are involved in so many of these incidents, lets teach them what america truly stands for. I want our schools to add to their curriculum a lesson that teaches our young people or civic values and history on diversity and the fundamental premise of this nation is religious freedom. How the earliest settlers of how the earliest settlers through this nation were fleeing here of religious freedom and they were among the first immigrants to this new land. Besides native americans, we are all immigrants to this land, so dont get judgmental and point fingers in tobe say you are betr than me because we are all immigrants. Ip may have come in different shapes but we are in the same boat now as Martin Luther king said. Lets teach the basis of different privileges and braces and what it means to be an american, teach the beauty and strength of diversity, teach them that George Washington visited a synagogue and worshiped with the congregation and after that visit, he wrote that in this country every one shall sit in safety under his own vine and fig tree and there be none to make him afraid. That was George Washington. [applause] our young people need to learn. We need our faithbased leaders to help us and to provide leadership in this troubled time and to preach to the congregations thath v. Is acts are in play moral and antireligious, antiamerican. Islam, judaism, hinduism, buddhism, christianity teach one premise that the strongest four letter word is not hate with love. [applause] lets do it now before it is too late. We had our leaders here today working with us and i want to thank them for their help and let them stand and be recognized. God bless and thank you for what you do. [applause] we must also increase our cultural understanding. Tables of data to develop a plan to expand our magnificent museum of the holocaust which is located in the city. They want towa expand the Holocaust Museum so it can host School Children from all across thehe state. Lets make a visit to the museum because to know the history of the jewish people is to go our mutual love and connection because new york wouldnt be new york without the jewish community. [applause] i truly believe that new york can stand this ugly tide and calm the sea of division. This violence did not start in new york. We saw it in synagogue massacres and california. We didnt start it, but let us end it here and now. That should be our mission. [applause] we know unity is the only path forward and places a fingerha io division tried to wrap themselves in the flag they fail to understand what the red white and blue truly mean in the first place. Listen and learn the american pledge ofhe allegiance. The lesson they obviously missed in grade school that says one nation under god indivisible with liberty and justice for all. Justice for all, not justice for some, for the wealthy, justice for all. Thats what it says. [applause] if this is indivisible, cannot be divided or segregated, cannot be separated, united. It is that simple and profound. Our Founding Fathers said the idea of unity was the key to americas future in 1782 on the first seal of the United States of america they said in threest simple words out of many, one. This federal government and the nation seem to have forgotten plat essential american principles so in this turmoil lets new york state reminded thremind thenation of who we aro the seal of the stadium to proclaim at this time the simple truth without unity, we are nothing. [applause] what happened is intolerable and we will not allow it to happen in this state. We have no tolerance for racism or discrimination or n at stereotyping or antisemites. When someone attacks one of us, they attacked each of us and all of us. When they attack muslims they attack me if you. They attack the en end q. And wn the attack asianamericans, they attack me and they attack you and when they attack africanamericans, they are attacking me and attacking you. When they are attacking puerto ricans, they are attacking me and you only try to divide the great state of new york, we will stand up tall, we will stand up unified, we will stand up and we will fight and we will win becausean we are right and thats the new york way.
