Ladies and gentlemen. If you can all take your seat we will get started with the next speaker. Good afternoon to all of you attending. As well as those participating virtually. I am one of the interns at Young Americans foundation. Which is one of the principal outreach organizations of the conservative movement. Young America Foundation introduces thousands of americans youth to fundamental values. Such as individual freedom, free enterprise, Young National defense in the traditional american values. The campus activism, campus lecture tours and conferences. I have the great honor today to introduce my own senator, United States senator of florida rick scott. [applause] [cheering] senator scott was elected to the United States senate in 2018 and is currently serving his first term representing the state afford. Prior to his election, to the United States senate, senator scott served two terms as the 45th governor of florida. Senator scott grew up in Public Housing in the midwest as his adopted father a world war ii veteran and truck driver and his mother a store clerk struggled to financially support their families. After marrying his high school sweetheart, and. [applause] scott joined the navy. Where he served. [cheering] he served as an activeduty radar man above the uss clover. He then used the g. I. Bill to attend the university of missouri, kansas city and eventually open his first business, a donut shop. [applause] [cheering] from there, senator scott went on to run the Largest Healthcare Company and continues to fight every day so families across the state have the same opportunities he had to live the american dream. After floridas economic collapse ten years ago, he made the decision to run for governor as a businessman with no prior political experience. During his term as governor, he successfully championed more than 10 billion in tax cuts and cut thousands of regulations that led florida businesses to create 1. 7 william new jobs and under his leadership. [applause] the unappointed rate dropped from 11 to 3. 3 . [applause] [cheering] florida pay down 10 billion in state debt in the record investment remained and what matters most to floridians, education, the environment and public safety. Rick scott and his wife had been married for 47 years and have two daughters, allison and jordan and six grandsons. Please join me in welcoming the embodiment of the american dream, senator rick scott. [applause] [cheering] thank you. Usually i do this important, close to the beach. When i start these conferences and forward the first thing i said, spend your money. I want people to buy a second home, because in florida are taxes are basically sales tax which tours pay 25 of, and they buy homes and dont use them and pay property taxes. Its the best Business Model in the world. Thanks for being and being about. You have to be involved to what happens in this country. This country the making it more difficult to get a job, they expect you to be able to get a job. You heard about my back on, i am the luckiest most blessed personal corporate i had a very tough mom i never met my dad, my mom is the toughest person ever. My mom seemed like a nice grandmotherly figure, that is not exactly what i thought my mom growing up. She said you are going to make straight as, you are going to be an eagle scout, you go to church all the time and get out of the house and make money. So we did. We had jobs, i made 85 cents an hour as a cook, i sold papers for a penny a paper and we cleaned telephone booths they were filthy. The so my brothers and i and my sister all worked and it did not kill us. But a up in a time in this country where my mom told me, even though i lived in Public Housing she said you can be anything. There is no limitation on what you can accomplish. And i believe it. And i talked about Billing Companies as you heard the donut shop so my mom can have a job when i got out of the navy, i built the largest company, a variety of manufacture copies because they wanted to live the dream of this country and you could. Go back to 2010, and you probably dont remember as much as your printer, but in 2010 they said lets go back to 2010, and for years the state of florida lost 822,000 jobs in four years home prices dropped by 50 , and four years. They raise taxes, increase relations and every year raising 50 plus inflation. Every year. You cannot make this stuff up. I got into the race everybody said he had no shot at winning. So we shocked everybody and won the primary. And then one general election. In the we set about doing exactly what we said, i have seven steps for 700,000 jobs over seven years and they said youll never get to 700,000 jobs we just lost 800,000 jobs. We chipped away i went to the budget line by line, its shocking people do not do that. Theres 4000 lines to the budget. And we would solve the same issue ten different ways. Somebody would come to my office and eight years as governor nobody came and said raise my taxes, or cut anything. Every program we need to expand, i went line by line, theres 4000 lines in the budget and we said what do we get for this. If we dont get anything were not going to do it. And if they talk me into the first year i will monitor it and if we dont get what you said were going to get all cut it the next year. Theres a line veto for the governor and ford. In eight years we were able we did not do 700,000 jobs we did 1. 7 million jobs. [applause] [cheering] we had about 20 of regulations in the state. By the way, when you include school, heres what i thought about, i was not there saying i loved sitting in a classroom other. I actually liked to work. I thought about the her education, what do students and families care about. What will it cost me, do i need a job to make more money. Thats what we think about, was there any measurement in the state on the universities, none. So we change the system to say, we were to move more and more money to performance. You get a job, money that you make cost to get her degree. Part of that was tuition in part was after he got out of school. Now for the last three years running, with the Second Lowest tuition in the United States, we stopped all tuition increases and it took three years to get people to do that, we stopped the tuition increases, Second Lowest and according to u. S. News and world part where the number one Higher Education system in the country out of all 50 states. It is all doable. [applause] we grew our economy so we can invest in things even though we cut. This is stuff that you read this as you have to balance the budget in state. That is not true. Borrow money. They would say, that balance the budget they do not at all. It just how much money do more. My state for 20 straight years had borrowed, they never balance they disbarred another billion dollars extra for 23 years. When i got elected they had cabinet meetings, i didnt even though they had this. I was going to my first one to give me the agenda and they said yoke rumored that. I said id run against that. I won the election, and so i stopped it and i found out i took it off the agenda. But in the next eight years we cut 10. 5 billion of the debt. Most states still do not do that. They just keep borrowing more money. So some generation, your kid, somebody will pay for that, not the existing generation. So all the problems where they say, you cant cut taxes, you cannot balance a budget, you cannot watch spending, we did all in florida, all doable but you have to have the mentality that you will do it everyday. Ill give you an example, right now were competing with china. They are trained to still jobs, still technology, dont open up market, will comply with the rules, and by the way, their federal government is paying people to go over there and teach english. Were spending 4 million to teach people english in china. Armani. Last year the office said at the federal level we wasted 150 billion in improper payments. And we did not fix it. We have 20 federal organizations that do housing programs. We are wasting money and wasting money and expecting you to pay for it. Heres the deal we are collecting 3 trillion a year in texas and every Year Spending 4 trillion. How long you as an individual, how long a business do that. Not for long. But we do it every year. 22 train dollars worth of debt. 22 trillion. Somebody has to pay for that. A little over three train dollars in taxes, were spending over 400 million in interest expense which is no value, no services, not building military, nothing. By 2028 that will be 900 billion a year. If we dont start paying down the debt. So, we just have this budget deal today, i voted against it. Because you will pay for. So, heres what i thought about in my job as governor, theres three primary things a typical family cares about. Number one they wanted job. They want to be self sufficient. I dont meet people that say i want to be on another government program. How many of you get up and say im looking forward to government housing. You dont. By the way let me give you a test, about 22 Million People live in ford. How many people today, try to guess, how many people when i left office were on on employment benefits. 10 million is one, anybody else . 61000. [applause] how many people on welfare . 71000 out of 22 million. But let me tell you how these programs were run when i took office. Im a business guy, i built a lot of businesses so when i buy a business i would Start Talking to the employees, competitors and say what should we change. Soy started going to the agencies and ford. One story, i would go to the agencies with unappointed. Where deep financial trouble, we had lost all these jobs, very little job growth, how does it work. They would say we are open six days a week because unemployed floridians do not have enough time to apply for an appointment for the week. We say really. I said if you get an appointment do you have to apply for job . And they said well yeah theres a law you have to but we dont force it. I said, i read this article that said you could be in jail and still get an appointment benefits. And they said yeah, sure. I said give me the pitch. [laughter] isa governor, federal money is free so, we only pay 26 weeks of on appointment interstate and barack obama personally gave us another 73 weeks and were trying to get all that free barack obama money to help grow our economy. I said why dont we enforce the law and talk to everybody on unemployment and say what do they need. Training, lets provide training, housing issues lets work on that, whatever it was keep solving issues. Theres 24 this agencies in ford, gethsemane jumped no. We started measuring it and we started making them everyday. You want to be last or first. They all kept Getting Better print if you think about your government, all the things and problems we have they are all fixable. But you do not fix them by doing nothing about. You go line by line just like you have to do and you have to look at the money, and if you do that eventually you can solve all these problems. So i have been up your seven months, and its an interesting place, is pretty dysfunctional, im very optimistic. Theres a lot of good people trying to do the right thing and i believe if you stay involved we will fix the budget problem, rebuild the military so we can defend the freedom of the country, will make sure china doesnt steal our jobs in technology, i am very optimistic. And you have to be. You have to work hard and be optimistic because we all have families. I had six grandsons and i been blessed with two daughters, grandsons are easier. [applause] my oldest grandson is good to be per trooper, policeman and i took him to the Kennedy Space center and is going to be the first person on mars. [applause] the way i think about this job, i want that young man to have the same opportunity i had when i was born and my mom said i dont care if we live in Public Housing we have no money, you could be anything. And if we do that its great for him and every other child in our society. They stand for being here, i hope all of you get involved with the run for office or not, if theres anything i can do i am a full service senator, i try to be a fullservice governor. If theres anything i could do dont hesitate to reach out. I have time for a couple questions and would love to answer any questions you have. [applause] my name is noah and i attend saint rivers for college. We met congratulations. My mom and dad are medical foster care parents imported. And me and my parents have seen a massive influx of children that parents have not taken very good care of them and they were put into the foster care system. But they do not have any place to call home. Anyplace to what . Any place to call home. So my question is how do we encourage families in the state of florida and in the country, to foster or adopt these children and help get involved. You feel so sorry for kids that are in the foster system. Heres what we did in the eight years, first off, one problem they cannot get a drivers license and no way system to help her. We solved that problem, next thing, my wife did a lot of this work. We got 20000 foster kids adopted. [applause] when i got elected, the payment to help the children and the parents only went to 18 so we move that to 21. And we dealt with some issues in regard tuition benefits and things like that. But let me tell you, your heart goes out to people that abused children and we know you have story after story, childrens and families in the state and the stories that you hear are devastating. But the other side, theres wonderful families like yours that are willing to put the effort in to help give these kids the same opportunity that we had and we have tried to be helpful but i know theres always more in additional kids because some of the parents dont do a good job. [applause] i see a couple of my friends saying not another question for but, im glad you brought it up its something im working with is a Medicine Coalition which is called dont bankrupt america. My question is, how would you want to see some sort of balance budget or spending cut a moment passed at the federal level, and if you dont like the a idea of a moment how do you think we can fix the issue . The right thing is a balance Budget Amendment that would be part of the constitution that would force us to do it. In the meantime, what you have to do, depending upon what you do everyday, like people that will say im willing to take the time to go through the budget line by line and fix it. We have to make choices, i give this budget to, the democrats and republicans both got what they wanted. And it was more spending, we need to spend our money on the defense which we need to do but then we spend more money on other programs which i question whether we need to do all of this. The biggest thing, the balance budget would be nice, its hard but what you can do, if you elect people acquitted afford that are willing to make the tough choices and go through line by line in the budget then you can balance the budget, that is probably more realistic, if you could that would be great. In florida what we have is opportunity, we can amend our constitution to waste. One through the legislator can do it but that is very difficult, you could do it the referendums or commission over 20 years. We just had one the foster and i got past with a lot of help from a lot of people who takes two thirds majority from the house and the senate to raise any tax or any fee in the state. So make it very difficult and put a lot of thought into reasons. That includes tuition, all these things which should not go up. Thank you for the question. Thank you. Have a great conference. Org. The senate finished all legislative work for the week by passing a bill that suspends the debt limit the next two years. That legislation heads to the president who is expected to sign it. The final vote was 67 2829 republicans voting in favor with 37 democrats and one independent. The senate now stands in recess until september 9, as senators spend the next month back in the home state to meet with constituents. Senators began a month long recess back in the state. Chuck schumer held a news conference, to discuss the agenda up until this point including recently passed to your budget and debt limit deal.
