From his testimony and next steps in her work to hold President Trump accountable or his conduct. Robert mueller was a man of honor and integrity. He has led a life defined by service to his country. Some have argued, that because director mueller was reluctant to testify, and seemed older than some remember him, his work is somehow diminished. It is not. Before he ever stepped foot into her hearing room, the director had rendered our country a great and necessary public service. He showed through his report and his indictment that the United States was attacked and remained under siege by a foreign adversary. He showed that the Term Campaign both welcomed and benefited from this attack on our country. And he showed that the president repeatedly lied to cover it up. And if that were not enough, director mueller testimony removed all doubt. He told us that donald trump obstructed justice and abused his office by tampering with witnesses, attempting to block the investigation, and attempting to fire the special counsel. He told us that donald trump lied to the public about the trump tower meeting in new york, lied to the public about his plans for trump tower in moscow, and lied in his written responses to the special counsel. He told us in a remarkable exchange, with mr. Lou, the department of Justice Policy from prohibiting them doing so he wouldve indicted President Trump. Indeed, it is clear that any other citizen of this country who behaved as the president has wouldve been charged with multiple crimes. Notably, my republican colleagues were unable to refute a single one of these facts. So where do we go from here. We will continue to seek testimony from key fact witnesses. As many of you know, the committee has authorized additional subpoenas. Our work will continue into the august recess and we will use the subpoenas if we must. We will also continue to seek Important Documents from the department of justice and the white house. We have made some progress on this front, there appears to be compelling evidence of misconduct outside of the four quarters of the Mueller Report. And we will work to uncover the evidence as well. Finally, today. We are filing an application for the grand jury material underlying the Mueller Report. That information is critically important for our ability to examine witnesses including former white House Counsel don began in to investigate the president s misconduct. I will not comment on reports of her ongoing negotiations with mr. Began. But unless he complies in very short order, we expect to file an additional suit to force a subpoena for his testimony. And that would be next week or earlier next week. I note the committee cannot about these lawsuits without the help and support of speaker policy who is dedicated to holiness president accountable for his crimes into any of us gathered here today. Before i take your questions, let me share a few sentences from the petition we are filing with the court today. , because the department of justice policies will not allow prosecution of a sitting president , the United States has to represent is only institution of the federal government that cannot hold President Trump accountable for these actions. To do so, the house must have access with all the relevant facts and consider whether to exercise full article one powers including a constitutional duty power of the upmost gravity, recommendation of articles of impeachment. That duty falls in the first instance under the judiciary. As i said that was from the court filing today. We take a responsible lease hearsay. No one can be above the law, not even President Trump. We will not take questions. Will be asked members of the committee to field the questions as well. How does the member, on support impeachment and how are you dealing with this agreement with the speaker on the issue and especially heading into the six week long recess do you expect those divisions . I dont know that there are real divisions. I refer you to her earlier comments. In which she said that we must make the strongest case. If our committee is going to recommend articles of impeachment to the house we must make the strong as possible case both to our colleagues and the american public. [inaudible question. We are, as they said and this is clear in the court filing, we are exercising our full Article One Authority, we are continuing investigation of the president of venus is, and we will consider what we have to consider including whether we should recommend articles of impeachment to the house prayed that the job of the committee and we may decide to recommend articles of the church at some time, it remains to be seen. And there is no point speculating on whether the speaker or anybody else will agree with her decision at the point. What is holding you back from public impeachment . If i can jump in,. [inaudible] impeachment is a binary thing that you either are or you arent, what we have been saying and what we have been doing is starting a process where were engaging in investigation to see if we should recommend articles of impeachment. Its a process and we started it somewhat to go. While waiting for the report and Holding Hearings that word had. It is an ongoing process in the Court Filings today are the next steps and we will continue down the road to see whether we have the strong case that is needed to put to the market people. [inaudible] the hearing yesterday, on wednesday, speak up loosely call this historic, what did Robert Mueller feel to do obviously you said he should not be diminished by his presentation. But what would you have liked to gotten out of him and that presentation . He didnt fail to do anythin we heard repeatedly from members of your side of the aisle that he failed if you filled up for a broadway show you may been disappointed. But if you listen to what he said, the russians attacked us, and they had a preference for donald trump, and the Campaign Welcomed it and when the place investigated it they took great links to covered up including the president. And the president is the only person in america who is shielded to be held accountable for what they did. That is pretty cut and dry and what youve seen is not members who have called for impeachment saying take me off of the call and light of one of his to melissa. Six members sent have come forward and said add me to the impeachment. The one thing Robert Mueller failed to do in that hearing, he failed to exonerate the president. In fact he said he could not exonerate the president. So that his answer to your question. May i add, they can mr. Chairman. Throughout the entire time of mr. Mueller Judiciary Committee, he was not in any way shortchanging his answers that crimes had been committed. He said yes to the three elements of obstruction. He said yes that one element of obstruction could result in jail time. He also said that, and when i said he answer questions that you do not have have underlying crime to be able to be convicted of obstruction. I dont think the American People have ever heard that in that manner before. I know there are some who may have read both volumes but they have never heard it as it was laid out with the members of this committee that when he finished the Judiciary Committees questioning and when you started with chairman adler within a normas job of framing are questioning by getting right to the meat of issue and exoneration. Which director mueller openly and i think quite vividly said that he was now the president exonerated. And then we continued methodically to reinforce that to the extent that the elements of obstruction, which for a moment, and obstructive act, and active in a official proceeding. Was associated with the actions of this president. The American People have never heard that. And i will close by simply saying on this question that you asked, for those of us who have seen director mueller before this committee on a number of years as fbi director, he has always been historic and a former marine trade just right to the point. He certainly has an enormous power of investigation. So obtain today or yesterday, on wednesday. He made true of what he said to the committee. He was going to stick with the report. He did that. But in doing so, every single question that would warrant, being convicted of a crime was answer. [crowd boos] steve cohen,. Mr. Mueller made a point of saying, in response to a question from mr. Buck which i think it probably like to take it back. That the president could be indicted after he left office. Mr. Mueller earlier said that one of the reasons to give all the information was to give witnesses while it was fresh in their mind and later use. If you didnt believe you had a criminal act, why would you want to preserve the evidence . So by the serious fact that he preserved the evidence and said it was necessary to get these people while it was fresh in her mind at best recollection, so is basically saying that obstructive justice and the time may have to come after his first term. Or his last term. To be his first term. [laughter] let me summarize one thing. I believe that the hearing will director mueller was a question point. It was an Inflection Point because he encompassed two things. One, you heard director mueller said, that we were attacked by the russians in the trump Campaign Welcomed the assistance of the russians in the substantial evidence in crimes of government im sorry obstruction of justice, by the president and that he was not exonerated. In that the president and attorney general have been telling the country for months, that a found no collusion, no obstruction. It is totally amateur. It change that, even you heard the president now saying, the investigation was treasonous. He would not be saying that if he thought he could get away with saying the investigation was established, no objection, no collusion and totally exonerated. He broke the light. He has been propagated by the attorney general and the president and present it to the American People as conclusions, which we can now fill out by getting ever evidence in the witnesses and so forth. Mr. Chairman. Natalie from pennsylvania. I want to say two things, one about the performance of mr. Mueller. I have nothing at the highest regard for mr. Mueller in his life of service to this country. And what i believe we really should be focused on is not the performance of mr. Mueller, but the performance of behaviors of this president , obstructing justice. That is the performance you need to be examining. The chopper ministration welcome mean interference by direction. The performance of russia interfering with our elections and sweeping ways that will continue and i said it yesterday did nothing but block attempts to take care of or protect our election. Those performances we need to be looking at, those of the behaviors, trump, his campaign, russia and obstruction. Thats what we need to look at. You have been fighting for these grand jury material or sometime. But youve also been engaging in accommodation process with the department of justice. Theyve allowed you to use documents, even in a letter youre not clear seeking any information or documents that are properly. Why is this material so important, what do you think youll find, and will that hurt the accommodation process they are ready hurt . We have been engaged in the accommodation process with the Justice Department and various other witnesses to get testimony and to get documents and so forth. It has been largely fruitless but is necessary to do that if youre going to go to court to enforce your subpoenas which we are doing. That is to say grand jury testimony but not previously. If you go to court and requested. In previous cases, the special crust under prosecutor, the committee went into court and requested it 20 years ago, 40 years ago in the attorney general went into court and supported application. This time were going to court, i dont expect the attorney general to support the application. But we have to see the underlying grandeur material and a lot of things that the Mueller Report which would be very informative to us. The dangerous president , why is this information so important . The information is important, and i cannot characterize the specific important because it of the specific content. Because the foundation, much of the investigation by the special prosecutor and special counsel was in the form of grand jury presentation. And you have to see that. And in the case the committee in both cases was given access to the information to make different judgment. Theres a bigger debate in your caucus about whether or not to formally open give me what you said about the filing in the comments he made in the hearing. Are you beginning to shade into impeachment inquiries. What is going on, too much has been made, its an impeachment inquiry, we are doing with the Court Filing Says were doing, and that is to say we are using our full article one powers to investigate the conduct of the president and to consider whether what remedies there are among other things we will consider are obviously whether to recommend articles of impeachment. We may not do that but we may. I think people think of a formal houseboat to direct the committee, that has happened in the past. There is also been instances where it didnt happen. The committee is exercising his authority to investigate the scandals and to decide what to do about them which could include articles of impeachment and we filed out with the port and through the court. You believe that you already are at the point of an inquiry, you believe what the Judiciary Committee is doing right now of inquiries of impeachment . We are doing exactly what i said a moment ago, that is to say we are in examining and investigating the various crimes and so forth of the president and we are going into court and asking for more information to enforce subpoenas, we are telling the court that we are doing this, not just this part but also because it is part of our Article One Authority in responsibility to consider all remedies including possibilities of articles of impeachment and thats what we will do. Do you have a deadline even if its expedited, it could take a while. The overdubbed light in your white undermine of when you make this decision . Its a lot of different decisions. And no i dont. Given the ideas of having a strong as possible case to get the material being an impeachment inquiry . The strong as possible case is to tell the court what we are telling the court. Which youll see in the court, i think will give you copies and i quoted part of the relevant paragraph, that is, i will read it again the house must have access to all relevant facts and consider whether to exercise the full article one powers including a constitutional power of the upmost gravity, recommendation of articles of impeachment that falls in the first instance to the house kitty and diminished mary. We are considering the malfeasance is of the president , and what evidenc remedies we cao including possibly of impeachment. There is no formal constitutional or statutory or even house rule for how an impeachment inquiry is to begin. So it means Different Things to different people. A lot of people believe we have been an impeachment inquiry ever since we started looking into misdemeanors and misconduct. Other people think and impeachment inquiry reaction have articles of impeachment, i would say were an impeachment investigation and as a result of the investigation, it could lead to articles of impeachment early to something us. From a personal standpoint, we are in an impeachment investigation. Somebody says it is not minor, how is this not not binary. When you look at different congresses, they have done in different ways, it was done different with president clinton and what we are suggesting is a court filing in the first time you are seeing one of the remedies that we have is impeachment and to consider whether that should be used. So that opens up and should activate the grand jury material. I support what he does that, this is an impeachment investigation and whether we should recommend articles of impeachment to her colleagues. What you are saying is different. What i am saying, i suppose there is one different from if you said that impeachment inquiry is when you considering only impeachment, that is not what were doing. Where investigating all of this and were going to see what remedies including the possibilities of articles of impeachment. But very much a possibility as a result. You made a comment of misconduct outside of the Mueller Report. Elaborate on that statement and where else you guys are looking at for evidence for example, even the special prosecutor, special counsel referred to ma manaforts withholding data and other information with the term camping to someone who is identified as an agent of the russian government. Now that was not followed up by the report and one raises the obvious question of what use would be detailed fully reports about wisconsin and michigan and so forth to the russians except to help direct their interference, trolling the operation, that would be very serious obviously. We know they were giving an internal polling documentation which was supposed to be secret in any campaign to the russians. What purpose . Why did they want, why were they getting it. That was not followed up and what conceivable purpose of it to interfere in the election. That was not followed up. Also you look at the financial things, and the violation of the constitution which seems to be systematic and ongoing. Theres a lot of things that were not investigated by the Mueller Investigation which conceives as his purview is a very restricted purview. Its a next step in our investigation and yes thank you guys. Very quickly. If i leave you with this one thing that seems to be lost, that is what you have seen, what the chairman has guided the committee and doing very effectively is establish the misconduct of the presidency of the United States or this president. I think we cannot lose, on wednesday and became more embedded, not only in a record but in the psychic of those were looking and listening and will see over and over again, American People cannot ignore the persistent and continuous misconduct that we are investigated. The materials will help us even further into other aspects of misconduct. The journey of an impeachment inquiry or non peachpit inquiry is when you determine there is misconduct you then move to article one and you proceed section two clause five and then you proceed with the idea of article of impeachment. We are not running away from articles of impeachment, we are building on the trail of misconduct that was evident very deeply on wednesday. And now we will make a journey that also includes don mcgann, who if he does not comply will be subject to jail time and fines. This is yesterday, yesterday was yesterday, we are now moving further in to the deepness of the investigation and the misconduct of this demonstrati demonstration. To answer very clearly, yes. For crossing the threshold. When you think about what we are operating under before was an oversight function, we are now crossing the threshold with the filing and we are now officially entering into an examination of whether or not to recommend the articles of impeachment. So we have crossed a threshold. Can yodo you think you will ultimately lead . I dont know. Thank you so much. [inaudible conversations] thank you. Thank you.
