Now members of the house, we had to get here from the senate. Our guest and the dowry. Thank you very much sergeant. Thank you very much. [applause] thank you. Senator president pro tem. Senate president pro tem. House speaker, democratic and republican leaders. It just seemed members of the new mexico legislature, honorable members of the judiciary. Former new mexicogovernor , tribal governors, distinguished guests. The state system my husband, and truncal. [applause] my beautiful sister lenny. My stepson carlo, his wife tara. [applause] and of course, states precious granddaughter catalina ray. [applause] my fellow new mexicans. I am honored to join you for the state of the state address and to open this legislative session. I was actually going to forgo this speech this year. And let you guys get right to work. But since you all good here and demanded that i explain myself more, sit back and relax. Because ive got things to say. [applause] but in all seriousness, im glad to be here with you today. Last year we met together under very different and difficult circumstances. The steepest crash in global oil and gas prices in history , devastated our state. Across last last few fiscal years we face a 600 million shortfall. And the prospect of emptying the state entire weavings account. The situation was bleak. Of course, facing economic and fissile adversity is not new to us. When i took office in new mexico face a massive budget deficit, years of irresponsible spending during prosperous times made managing through the hard times that much harder. Then as responsible budgeting gateway, political dysfunction in washington , the federal government and acted across the board spending cuts, the spending in particular and thousands of federal government jobs were lost. And private, vocal companies that worked with the federal government were forced to scale back or to close. But they even shut down the federal government. That was something that hit us extremely hard in new mexico. Then, the bottom fell out of the energy market. We lost 10,000 oil and gas jobs and state tax revenues plummeted. A steady drumbeat of economic adversity, much of it out of our control but all of it our responsibility to handle. Adversity can breed apathy or growth, reform and innovation. In new mexico in the midst of these headwinds, we chose the right path. We didnt lean on the flimsy crotch of federal government. We set a new course and shows the diverse city of our economy instead. And despite the insistence of some, we didnt take shortcuts, shortsighted pass. We didnt take the easy way out. What we did is we took the economy and decided to diversify it and grow our future. As a result, we find ourselves in a much different position today then we were just one year ago. Just a few weeks ago, we were projecting a 200 million budget surplus. Now, it has already grown to over 330 million. [applause] maybe we should give a big chunk of that back to the taxpayers. [applause] new mexico is ranked seventh nationally in Economic Growth. Wages are up, per capita income is up and as people look for work again and find jobs, our Unemployment Rate is declining. It was not luxury afforded me on entering office so i am particularly proud to say that whoever succeeds me will inherit a strong savings account with at least 10 percent of our states revenue in reserves. The first of its kind Rainy Day Fund to guard against future downturns in the economy , and strong Economic Growth that is broader and more diverse find than its been in decades. As we emerged from the fiscal and economic adversity we have faced, im proud to say that the state of our state is wrong and getting stronger. Our people are resilient and courageous. As governor, ive seen the goodness and toughness today and though we are making important progress , much more needs to be done to make new mexico the best place to be a kid and to raise a family. [applause] this session, we must worktogether to keep our economy moving. Pass a responsible budget. Make new mexico a safe place for families and the worst place in america to be a criminal. And finally, adopt the reforms necessary to ensure every child receives the quality education they deserve. [applause] from an economic standpoint, we decided seven years ago to get off the sidelines and start fighting for a better future. Be a partner, not an impediment to small businesses. Regulate when we need to. Not simply because we had the power to. And we set in motion the competitive row growth plan that we arecommitted to seeing through. The plan has six key areas. Number one, reform the tax code andreduce the cost of doing business in our state. And making sure that it is easier to create jobs. In the past seven years weve cut taxes 37 different times. Rollback job killing regulations and reduced the business tax by 26 percent. And these have all been bipartisan successes. But were not done. The big one is out there. We studied it, weve debated it. We finally tackle comprehensive tax reform this session. Number two, better compete with other states. Create an enhancement tools we need to track new jobs and encourage local businesses to expand. Our new closing fund has already helped create thousands of jobs in rural and urban areas like. Packaged worldclass Companies Like kenner plastic and canon and every day, for businesses that want to grow, we are helping them hire and train new workers, creating thousands of jobs. This has been another bipartisan success, and now , lets make the Job Training Incentive Program a permanent part of the state budget. And number three, support small businesses. As they grow and invest in new startups for the new Mexico Technology comes new mexico careers. We built a strong instate preference though that new Mexico Companies can better compete for state contracts reedit and last year we lost a 40 million fund to help make our state high tech, to be a hightech leader. We felt cuttingedge companies established and grow like risk sense, stigma. Try lumina. Harmonica and mayo tech. Number four, target other sectors of our economy like our Tourism Industry where we have a competitive advantage over other states. We have learned long been the beautiful state in the country. Our history, our culture and the diversity of our landscapes and people are simply unmatched. But in new mexico, we now have the most successful state marketing brand in america. [applause] and communities across new mexico are feeling the positive impact of record shattering visitation five years in a row so lets double down on whats working and agreed together to expand and reach the absolute maximum travel that comes to new mexico, so that they can realize the being a new mexico truth that we know and recognize every day. In healthcare we have an urgent need to ensure that those who fight in other states can continue to work in new mexico. Wedramatically expanded our Healthcare Workforce and made new mexico a great state to be a nurse. If a nurse from another state wants to come here, thats good for new mexico. Many already have, but all those jobs could disappear if we dont cut the red tape and pass the interstate nursing compact bill immediately. Number five, change how we spend infrastructure dollars. Invest more in large rail projects that create jobs in the short run and lay a Long Foundation for Economic Growth. It has success with this, the north expansion, big water projects throughout the state and weve made solid strides were performing how we spend those dollars when they are appropriated. In 2010, less than 10 percent of road projects were finished on time or on budget. That changed. Last year, each and every state highway project was delivered on time and on budget. [applause] now i ask the legislature to join in this effort, no more doling out state Capital Funds on pork projects. Instead, letsspend those funds on rebuilding foundation of our economy. And number six, worked to build infrastructure along the border. Last, mister speaker, im not talking about the wall. [laughter] im talking about working with our partners in mexico to build a 20 percent remanufacturing and logistics and transportation, along our southern border. Rebuilding a first of its kind binational campus, becoming a key corridor for trade. Annex open a distribution headquarters in the region. Antibusiness parks are now full and exports have increased almost 1 billion. Since 2012. [applause] this six part plan is an aggressive strategy to growand diversify our economy and is working. Were seeing broadbased job growth and since 2011, weve added over 50,000 new mexico jobs. Even during the oil and gas crash when we were losing thousands of energy jobs, our private sector was still creating or jobs then we lost. And unlike past recoveries, our growth now is not dependent solely on oil and gas. In past recoveries, oil and gas had accounted for up to 80 percent of our Economic Growth. Now, anytime when oil and Gas Production is a record level, it has accounted for 40 percent of our economic level. That is because we are seeing growth across the board and in a major victory for our state, we are thrilled to welcome social media giant facebook to make new mexico. I remember traveling to facebook headquarters in august 2015. At the time we werent even on their radar. I was able to sit down with them and show them all we had accomplished. All the reforms we had passed. And they saw new mexico really is open for business. We competed hard and we won. And even after they selected us for their data center project, our work didnt stop. We show them what new mexico hospitality looks like. They fell in love with our people and our state and we earned another expansion of their facility. The more than triple its original size. [applause] facebook is investing more than 1 billion in new mexico. The equivalent of 10 years worth of construction in albuquerque. Facebook will have 1000 construction workers on site every day from now until 2023. Los lunas tax selections are already up 72 percent. And the massive facility will be powered by new mexico renewable energy. A major reason this has happened is because he had the courage in 2013. To Work Together across party lines, on historic tax reform, to make new mexico more business friendly. What an exciting project for new mexico workers. And what an incredible achievements for our state. Make no mistake, we are proud of our last military bases in our national sector. They make extraordinary contributions to our economy as well as our nations security and energy independence. But we must realize that Economic Diversification is our path out of poverty and though it wont hurt at work happen overnight, there is no question that our trajectory has changed. And we are building a broader private sector than ever before. To realize our full potential, our motto can no longer be in washington we trust. And to see sustained growth, to build our momentum, to earn the program of job creators, weneed to continue to reform our tax code, but the toolswe need to compete and reject job killing tax increases at every turn , like we did last year. And the year before that. And the year before that. Over the long haul, our economy will succeed and our children wont have the opportunities we want them to have if we fail to develop a strong workforce, and if new mexico isnt a safe place to live, our children will not stay herein our state. Education and crime, one creates opportunity,the other stifles them. One helps children realize their dream, the other can snuff themout. Lets talk about crime first. And let me start by talking about dispatch where joined today by state Police Officer duane simpson. Officer simpson, come stand by me. [applause] during an august traffic stop, officer simpson encountered william wilson, a criminal who had been in and out of prison 16 times for various offenses. Aggravated burglary, committing a crime with a firearm, resisting arrest, parole violation and drug charges. As recently, he was charged with 17 felonies including aggravated burglary and firearm possession. And a judge let him bond out with very little accountability. This criminal shot officer simpson. This badge stop the bullet. And this new mexico [applause] and this new mexico Police Officer is a hero nearly lost his life protecting everyone. I want to thank you, officer simpson. And officers bad, the shield is a symbol of his commitment and willingness to lay down his life or us. It is not just a piece of metal. To every officer, it represents their bond with their people that they serve. Officer simpson, thank you for your bravery. And for the first time on behalf of all new mexicans, i like to take this time to return your badge that saved your life. God bless you. [applause] we have great Police Officers in new mexico. They who abuse their power need to be held accountable. But we should not take all of our officers with the broad brush. Thats not fair. And thats not right. And then let me be clear on this. I for one will never apologize for our Law Enforcement officers who are doing theirjob. [applause] to the Police Officers, i know you are tired of rescuing the same people over and over for serious crimes. Frustrated that you put your life on the line to put handcuffs on criminals, only to see them walk three and you worry that your next interaction with that person could result in tragedy. That every time crime victim in new mexico, i hear you too. Year after year, i heard you and others in this building, they also hear you. Youre tired of seeing those who hurt your loved ones or broke into your homes walk out of court with aswagger and a smile. Back into your own neighborhoods. I learned a long time ago as a prosecutor and its just plain common sense, that those who commit crimes will go where the laws are weak and punishments are like. And in new mexico, they have found their easy mark. In albuquerque for example, police have identified 189 dangerous people, their offenders who account for over 1000 felony arrests. Just the past three years. Now, how is that possible. Justice system officials have been so intent on being jails , shuffling pieces along and dismantling the bill system that the veil system that they forgotten their primary job is to keepnew mexicans safe. And just over a year ago, new mexicans voted to give judges power theyve never had before, to hold dangerous offenders including repeat offenders in jail prior to their trial. It sounds good, right . The people definition of a serious offender is apparently very different from one judges, from the one judges that have been using it. Not onlyare defendants being detained by judges , judiciary has actually used a constitutional amendment that voters passed to require the release of those defendants back into our communities, prior to trial. Its a bait and switch. And on behalf of every Police Officer , every crime victim and every new mexican wants a tougher justice system, we must Work Together this session to put a stop to catch and release. [applause] new mexico can no longer be an island of leniency in a sea of tough on crime states. Fourth for seven years, i pushed for common sense legislation to stop crime. This one year ago , as 21 cars were being stolen every single day, and now in our turkey i was criticized for having an all crime all the time agenda. All crime, all the time . For too many of our residents, thats exactly what theyve been living. And its time for that to end. [applause] we proposed 200 crime bills and yet, its proven easier to crack down on poachers than it has been to crackdown on child predators. Im encouraged to hear there is bipartisan interest in tackling our crime problem. And i will work with anyone who honestly wants to make our state paper. This session, lets increase penalties for those who use a gun while committing a crime. Crackdown on those who repeatedly drive drunk, require stiffer punishment for those who commit crimes while others charges are pending against them. And pass Child Protection legislation that would increase penalties on those who prey on abused and kill the most precious and innocent among us. [applause] we all need a cycle with real teeth and those who kill Police Officers, congressional officers or children , absolutely must face the death penalty. [applause] because our office or shortage statewide, we need to raise Police Officer salaries and pass a distillation that allows retired officers to return to work in Law Enforcement. Right here in new mexico. Its downright silly that we allow relatively retired officers to move to arizona, coloradoor texas. When they could have a solid career on our Police Forces protecting our neighborhoods. And we will finally give police and prosecutors the staff, tools and data, capabilities necessary to triple Crime Networks and bring down crime rates. Weve seen what happens when we give Law Enforcement tools to Better Connect crimes to criminals. 2011 expansion of katies law has resulted in dna matches from current felony suspects nearly 1000 unsolved criminal cases in new mexico. Including homicide, rates and burglaries. It has helped convict over 415 offenders and prevented thousands of crimes. I want to share with you the story of this courageous woman, charlene. 1999, charlenes life changed forever when she was sexually assaulted. For years, the case was unsolved but in 2013, our katies law enhancement led to the capture and conviction of her rapist. These are the real results of our work. Had we not expended this critical Law Enforcement tool, we may have never faced justice. And how many others would have been victims. Charlene has overcome adversity she stays. She is a survivor who is now educating and inspiring others, writing and public speaking. Charlene, you are an inspiration and you are a hero to all of us. [applause] there are of course a number of ways to intervene in the fight against crime. We are providing more Behavioral Health services in new mexico that at any point in state history. Where restricting the use of distribution of narcotics and the meditations, confronting truancy in our schools and through our nwr efforts, weve driven out alcoholrelated fatalities on our highways to historic lows. These are all important efforts, but the question remains, will we make new mexico a very risky place for criminals to commit crimes or will we continue to develop a reputation as a state for where crime is worth the gamble. For Police Departments are shortstaffed, serious offenders are released from jail. Prior to trial. And punishments are weak. Crime is costly, inhibits Economic Growth and ive seen firsthand how it destroys the lives of victims, their families, witnesses and perpetrators alike. We are not helpless. This does not have to be the norm. And those who say the answer is too complicated have nothing but a pocket full of excuses placed there by soft on crimespecial interests. Lets stop the handwringing and take back our state. [applause] we care about and passionately debated these issues. Because ultimately, we care about the future of new mexicos children. That is why we are here. We want the next generation to have and seize opportunities greater than the ones they were afforded. Before that to happen, we must believe that every Child Wellbeing matters. Every child is capable of learning. And regardless of race, background or upbringing, every single child can succeed. That must be our standard. I have heard of impoverished kids believing they cant learn the cause they only know how to street fight. But theyve proven doubters wrong time and time again. For seven years, ive called for education reform. Why . There historically our measure of success has not been whether a child is learning, but for too long we settle for mediocrity or worse. Weve allowed children to be trapped in fall Failing Schools, and pass along kids cant read. Replacing opportunities with obstacles. Ive called for more dollars in the classroom, to parents to receive more information about School Performance or relentless intervention when schools for students are struggling and to reward and recognition when we see success. And for seven years, unions and other defenders of the failed status quo have fought against reform. Designed to belief that low achievement may simply be the best that we can do. The cynicism is breathtaking. And despite the resistance, we have made important progress. Nearly 8000 more students are reading on grade levels, 32,000 more kids, more than ever before are ascending in anb schools and those in struggling schools are getting additional attention. Teachers are being recognized for their outstanding achievements and making improvements. Our Graduation Rate remains at an alltime high of 71 percent and because weve raised standards and our students are meeting them, the number of High School Graduates meeting the mediation college has fallen 16 percent. [applause] are we satisfied . Of course not. Our expectations are higher. But the progress is real. And education is more student centered than ever before. And a new achievement gap is developing. Not between therich kids and poor kids , or white students and students of color. We are actually beginning to close those gaps. Its a new kind of achievement gap. Between the new achievement gap bring students are in School Districts that are erasingreform and those for not , in farmington for example our teacher and principalmentoring program has turned things around. Reading proficiency is up 12 points. 12 points in two years and they now have zero schools. In gaston, in gaston where reform was embraced from the start nearly 60 percent of their schools are a and b school. They have no school and over several years, students have been seeing large gains in both reading and in math. The majority of the kids who are making these great accomplishments in Gaston School english is their second language. They all receive free or reduced lunch. They now know they can compete with any kid anywhere in america. Unfortunately, where reform has been resisted, student achievement has either flatlined or continued to fall. The number of schools for example have tripled in albuquerque. Nearly one in preschool. And the Albuquerque Public School Graduation Rate is nearly 9 Percentage Points lower than the state average. The session we need to fund reforms that are getting results. That means expanding our teacher and principal mentoring program, antitruancy efforts and early reading interventions. We have increased starting teacher salaries almost 15 percent through 2012 and now we should give all teachers a two percent raise and for those who earn an exemplary rating, we should step up and give them a 5000 bonus. [applause] we need to allow chemists and biologists, engineers and others to be trained and certified to enter our high schools, to teach math and science, to help address our Teacher Shortage in stem subjects this update our school with 21st Century Technology , extend broadband coverage and a kindly set aside money to make our schools as secure as parents expect them to be. Im asking the legislature to set aside at least 25 million over the next several years or security improvement at schools across our state. [applause] and we need to place a firm on the portion of the School Districts budget than can be used topay Administrative Expenses , because their education dollars actually belong in the classroom. [applause] and realize that if you are being lobbied against this, every dollar being spent to pay that school lobbyist is a dollar not being spent to buy new textbooks or computers for our kids, and that is just wrong. [applause] everywhere i go, parents are shocked to learn that 21,000 new mexico students between first and third grade were passed on to the nextgrade. Last year, without being able to read on grade level. Many of these students will sadly face frustration and discouragement year after year. But even more concerning is that in most districts, parents arent even informed of their childs low reading proficiency. Not even presented with the option of having their son or daughter be repeating the grade in order to catch up. The reading success act changes it. Creating a framework where parents and teachers to Work Together on interventions for children. We have fallen behind on reading and early grades. These students need us to be more proactive. Their parents need more information and we need to give them new ways and perhaps more time in the summer or during the next school year to fully learn how to read. In addition, its critical that we continue giving parents options when their child is trapped in a Failing School. By now, its easier to spot the school thats used to improve. In the face of low performance, they do things differently and their students respond. We celebrate their courage to take on the challenge, but for schools that receive f grades year afteryear, there are no more excuses. The stakes are too high and students are now able to go elsewhere to learn. Now we have a system in place that didnt exist before. We can identify chronically Failing Schools, force corrective action and finally say enough. Its not okay to keep sending children to schools where they are not learning. [applause] we all know how important parental involvement is when it comes to education. A way to get more parents involved is to empower them and thatswhat weve done. I shot holt from los lunas she saw the Education Department looking for help. Please stand. [applause] her son was failing in a Failing School and was notlearning. We helped her through the process of moving her son to a higher performing school. This happened on october 2 and aja says she saw an immediate change in her sons attitude and in improvement in her his academic achievement. She believesthe trajectory of his life has changed. Thats how important these decisions are every day. Aja, thank you so much for being the mom you are and embracing the education of your child and making the changes that he needed. Don bless. [applause] education empowers our kids and a lack of education can be limiting to their future. Aja, youve done an amazing job of taking ownership of your sons education and i thank you for sharing your story. If we want to really make new mexico the best place to be a kid, we have to change our mindset. No single Government Program or agency or nonprofit can dramatically improve a child being alone. What it takes is the realization that all of us pulling together can do Little Things that make a big difference. We lost the pool together initiative almost 2 years ago to capitalize on the passion of our people. Across our state, we have incredible people, generous and caring or doing heroic work toimprove Child Wellbeing and help families overcome poverty. We are providing our students breakfast during the school day and over 2. 6 million meals mostly low income children during the summer. We have 100,000 users on pull together. Org and people who are being connected to resources for reaching out to help others and as intended were seeing greater demand for important services. That is why my budget calls for a 25 milliondollar increase in Child Care Services and an additional 8 million to expand pre k programs through new mexico. [applause] on my watch we have already tripled the number of children receive a pk education and this new funding will allow us to service a thousand more children. It relies on our greatest strength, our people because we have the power in each of us to improve the lives of our neighbors in need. We need to continue to do that. Friends, it is the honor of lifetime to serve as governor of new mexico. To have been elected twice by the hardworking, generous and resilient people of our state we have overcome much together and experienced adversity and made the difficult decision and done the hard work of getting our states on a new path towards a brighter future. As governor, we never truly know what each day will bring but at the very least we always knew we spend each day with extraordinary people. Crisscrossing our state i have had the opportunity to share highfives in celebration during times of triumph and success and i have shared hugs and tears during times of tragedy, heartbreak and loss. For me, the hardest moment are the ones that lead a firm imprint in your memory and yes, i have seen an unusual harmony in tragedy hard times produce euros. We see courage and strength that is compelling and inspiring. It has a way of lifting us and giving us resolve. I remember holding the hand of a woman in front of the ashes of her home that have been destroyed in a wildfire. Then in the next moment i saw weary euros emerge from the words and firefighters without an ounce of strength left who had saved countless other hopes. I remember crying with mothers whose children had been murdered and watched over time as they muster the strength to turn their loss into advocacy and support for others would lost loved ones in violence. And just last month on a quiet morning gunshots rang out at aztec high school. Two beautiful children, casey marcus and Francisco Hernandez were shot by an evil coward who was determined to kill many, many others. I can think of nothing more tragic and having spent time with casey and pacos family i can think of nothing more painful than when a childs life is cut short by violence. As we talked together in the community and mourned together i could tell you that people found a small sense of comfort and reassurance that in the midst of tragedy rose up ordinary people turned extraordinary heroes. Police responded to the scene in less than one minute and as bullets were flying students let each other in prayer and as teachers compared them. This coward is planning to kill hundreds but the courageous actions of one good man stopped much of that evil. When emery hill arrived at the high school who work it was like any other morning but when he heard the first gunshot he saw the shooter and he had a choice. He could have just saved himself and instead he chose to school life and run through the halls alerting teachers and students so they could lockdown the classroom as they had trained before. His brave actions left the killer with nowhere to go. Emery your sacrifice in her current responsibility and how you protected the lives of the people is remarkable. It is inspiring. There are no words to express our gratitude and thank you never seems to be enough but they are the only words we have and we in new mexico the people of new mexico say thank you for saving so many children. [applause] i have gotten to know emery a little and he is so humble and he certainly does not see himself as a hero. But he is new mexico zero. [applause] brave and courageous people like emery strong and persistent people like charlene are the essence of new mexico. It is what ive seen and loved most about being governor. New mexicos best days are ahead of us because our people are caring and devoted and proud we overcome challenges in tragedy together and we support one another and we will stop at nothing to provide our children a future of possibility and the pope. May we always remember the incredible talents and character of the people we serve and the impact that our decisions have on their lives and may we Work Together tirelessly to leave behind a diverse and growing economy of quality Education System in the same community for every new mexico child.
