We have more to do to drive this deadly drug off of our streets. A bill that makes it easier to arrest and can do it convict dealers and traffickers and i ask you to enacted as soon as possible. [applause]. Cutback we also have work to do to bolster Behavioral Health services. The budget we filed tomorrow will include more than 83 million in new funding for the department of Mental Health to strengthen communitybased services are for adults with serious mental illness. [applause]. In addition to integrating behavioral and physical health care, these services will provide ask about reaching gauge with support for residential support, clinical coverage 24 hours a day, 70s week and include recovery coaches and we ask you make this Initiative Part of your budget. Many of you know we significantly expanded our investment in workforce portal housing over the past three years investing to create and preserve over 30,000 units of housing often combining with transit oriented development, but we must do more. Its been decades since this state produced enough housing to keep up with demand and the result has been predictable with unlimited supply crating demand and rising prices we can people, seniors, young working and middleclass families cant afford to rent or buy a home in the commonwealth. We filed legislation in 2017 to make it possible to build more housing and our goal is 135,000 new units of housing bike 2025 and we ask that this be taken up quickly because far too many People Housing in the commonwealth is unaffordable. [applause]. To increase the takehome pay former than 400,000 working families, we worked together to expand earning 10 tracks credit in 2015. We propose another increase in our budget which would result in a doubling of the credit and i look forward to signing that into law. [applause]. We will also include additional skill building funds for lowincome workers in those funds will be targeted to job openings in each region so people can take the next step up the wage ladder and we will file a bill in february to build on the success of the legislation signed into law in 2016. [applause]. Thanks to the strengthen our economy, our welfare caseload has dropped by 25 in our budget will include forms to help thousands form public assistance find good jobs. Last spring [applause]. I met with you. Im with you. Last spring i pointed to council to address aging with the goal of making massachusetts most age release date the nation work of the council has been providing a platform to draw in experience and technology, healthcare, business and innovation and we are pleased to announce our team has formally designated massachusetts as one of only two age friendly states in the country. [applause]. That seems to matter more to me every year. [laughter] we will also be increasing state support for the council on aging in our 2019 budget to the highest level ever, highest level ever. [applause]. Our discussion with the legislature and other interested parties has been helpful and we believe our shared goal for quality care longterm and sustainability can be achieved. Finally, well our k12 schools are the envy of the nation we still have more to close the opportunity. Innovative program in springfield to address this issue is producing impressive results for middle and High School Students who deserve our attention. It gives teachers and administrators a chance to share decisionmaking on professional development, curriculum, budget and the works and it seems to be working for kids. I visited the schools three times and every time i came away filled with optimism for all involved with collaborative approaches work in springfield and can work another struggling districts as well. Tammy grimes and evan kirshner r teachers and the empowerment zone in springfield and when i visited with them they told me was a game changer for them and the kids they teach. They joined us and i went to thank you for being here and want to thank you and your colleagues for everything you do for our kids. [applause]. This is my fourth turn behind this podium and i know i speak for the Lieutenant Governor and myself when i say the opportunity to serve is of the honor of a lifetime for both of us. [applause]. With this in mind i want to finish with a few thoughts on the responsibility we all share to serving our commonwealth while in public office. I dont think im being too simplistic when i say we are all to help people. We may differ about how to get that done, but we all share that goal. We all want to create opportunities for people to help them get a great education, to live in a great community, to get a great job and live a long and healthy life, to believe in their own future in the future for their kids and family. We also want people to believe in their governments. [applause]. Thank you. This requires among other things to commit ourselves to a common decency and debate in our dealings with one another and of the public. That doesnt mean we always have to agree, because we wont. There are 200 members of this legislature, thousands of elected officials and millions of adults in the state who will have Life Experience and a point of view. Some of us will agree with each other most of the time, some will agree some of the time and some will never agree at all. Thats okay. Thats called a democracy and more often than not, it works. Finally, we should recognize and never forget why we have this precious chance to serve our fellow citizens. The most part wrenching responsible guy had his governors to meet a family at the airport as they stand silently waiting for the military caskets of their loved ones to come home i always say the same thing, im sorry to be here today and i know you are too and if i can do anything, just. Each time i said those words, that parent, spouse, sibling responds with a heartfelt thank you. Think about that and in the midst of their immeasurable grief there were kind and generous, great beyond repair. For generations, people put themselves in harms way for the rest of us to create and nurture a, a democracy based on a very simple concept, out of many. Wheel every citizen our best effort and the zero those who paid the ultimate price to keep us free for something more mac. [applause]. [applause]. Wield them the humility to understand that what we do in this building is tied to something so much bigger than partisanship. Its our job to create the cohesion and vision by those who came before us, to move this date forward to protect and fight for its interest and its people and to never forget we are the lucky ones. We live in a great state filled with Creative Community minded hardworking and decent people and what they want from us is opportunity, possibility and hope, not the ways, not to name calling and not. [applause]. They want progress on the things that help them help themselves. We have done great work on many important issues, but her work has just begun. We stand ready to work with you to do so much more on housing, economic development, life sciences, education, criminal justice, community building, transportation and addiction. Most of all, we all gather here tonight as the grateful recipients of a profound opportunity to serve the great people of this great state. Lets make the most of it your god bless this commonwealth.
