[applause] im delighted to bring back lands when it was still santa clara in the audience for those that remember his days. Now his main focus is education and he will talk about corruption in the classroom and part of the remarks will be very nerveracking and make us angry that somebody has to fight that so we are glad that hes here to do that for us. He has an incredible background. There are people who have experienced in the military or think tanks were education and he has a little of all of them. Some things are unknowable he was a chief speechwriter for agent a man in california and also a writer for it ed meese in the reagan administration. He is the head policy person at the Pacific Research institute on the education track and we are delighted to welcome him back. [applause] thank you very much for that kind introduction and all of you for welcoming back here to the Silicon Valley. The Biggest Group therapy session in the area. I started my career after law school and i may recovering lawyer so i started as a speechwriter and for those of you who remember i always tell folks i was the guy that gave him all that charisma. I was a speechwriter for ed meese when he was attorney general of the United States and also i tell folks that behind every great man is a little japanese guy behind every keyboard. [laughter] im glad to hear that the bar is going to be opened because i opi always sound better after a couple of dream is so i hope all of you will partake. I want to thank eric for reaching out to me and the conservative liberty for him and all the volunteers out there that are at this stuffing event. For those that provide this outlet for people to feel marginalized and isolated. So thank you to this organization and all of you who took the time out to come here. Im going to be talking about education and i was very hard and on the way to the hall today when i ran in to a young man here and his father coming in for the first time and hes just starting high school so this is his first time here and hes coming here in order to get ideas to get some bolstering for being in a Public School for the first time a. And that is a lot of what im going to be talking about is what is that experience like in Public Schools these days. Ive written this book called a corrupt classroom and the subtitle is biased indoctrination into social engineering by America Needs School Choice and let me give you a little bit of background on me in my research. Ive been with the Pacific Research institute which is a freemarket think tank in San Francisco but we also have offices in sacramento where im based and also down in pasadena and we are the leading freemarket think tank focusing on california issues and national as well. Weve had our president and ceo talking about health care that im the senior director of the center for education and current senior fellow. With pri for the last 20 plus years. But in a lot of my time and in research and education in california, i focused a lot on academic issues like test scores, how well schools are doing some of you have come up to me before the event started and talked about my previous work that looked at the underperformance of middleclass and more affluent schools in california. A lot of people think the only poor performance we are experiencing are from those that are populated by kids from lowincome backgrounds and that is certainly not the case. The. Most administer the assessment for national progress. If you look not a cannot have ca students as a whole that just goes that are classified as not from poor or low income backgrounds, lets say on eighthgrade mathematics you find 55 of them on the poorer students fail to perform efficient level in mathematics and its even worse than reading for them on the poorer students in the eighthgrade reading exam, 57 of the nearly six out of ten nonpoor students in california fails to perform at the proficient level on reading. The performance that is going on in your own backyard basically. When i wrote that book more than ten years ago, a number of the schools i featured were here in the Silicon Valley and im sure things have not changed since that time, but the thing that is the reason i wrote this book called the corrupt classroom is that parents make decisions about where they want to send their child not just on test scores and how kids are doing in math or english were some of the other academic subjects. Theres lots of other reasons why parents may be dissatisfied with the education that their children are receiving. So what are some of those things cummings would make up the chapters in my book. So, for example the issue that a lot of you are interested in, politics read all of us are interested in politics and weve often talked about liberal bias in the society as a whole in american culture. But certainly the case there is a liberal bias in the classroom and its not just on College Campus is. Here in San Francisco and other Northern California seems nine from anderson is a peter of these protests . One of them is a woman named event and one of you may recognize her name she was actually on Tucker Carlsons show. Shes actually a middle School Teacher at Martin Luther king Public Middle School in berkeley. And shes also one of the key leaders of the radical organization by any means necessary and has been in the forefront of these violent and destructive antichump protests that have been occurring. She allegedly physically assaulted a man at a rally in sacramento in 2016 and started a huge meal leave that ended up with numerous people staffed. Eventually after going through a lot of video of that event, the county office ended up charging her various criminal charges based upon the involvement in this violent demonstration. But the First Amendment, and this is one of her excuses when people ask her about her activities, the First Amendment shouldnt protect the speech with which she disagrees and she labels the speech. But if you think about that, ind the violent activity she has this totalitarian ideology that basically says that proper the most of them should not have free speech rights because of what you believe in. What do parents think about that, even for a bastion like berkeley, this is beyond the pale. The violent i violent inyourfe has no place in the classroom especially at a school named after an activist Martin Luther king who preached for social change through nonviolence. But its not just some place like berkeley, here in Mountain View for example, a history teacher was suspended. The thing of it is, what i also want to make clear is this syndrome that came to the floor in the 2016 and certainly has continued after trump has been inaugurated, this is not a phenomenon that is limited just to a place like the bay area or just california. Its all across the country in blue states, red states, purple states. So for example, North Carolina in english teacher made them compare speeches by trump and adolf hitler in a secret audio recording of one of the lessons by a student in her class the teacher can be heard saying that the only people that are saved from donald trump are White Christian males. One of the parents of one of the kids in that North Carolina school said that her son felt like this teacher was attacking anybody who liked trump or anybodys appearance select trumdont wantto fight the systy know that they are going to be shouted down. And you thought you were the only ones here in the area that have that feeling. Its like that across the country and this is in a state that went for donald trump. In texas a teacher did another fake assassination using a squirt gun as she yelled die at the projected image. A colorado teacher put president trump. Face on a pinata and asked the students to take a whack at it. One of the parents from the classroom cold and said it is so disturbing that this is happening in a school setting. Why divide people, why do this. What is to be gained by encouraging students in a classic take a whack at president donald trump. They dressed up and dance to a profane antitrump song. And this was a geometry teacher. I dont know what the creation of person is. A new york teacher gives out a homework assignment with a fillin the blank answer. The correct answers to complete the sentences are ones that disparage president trump. A new york appearance said i dont think that is putting your personal feelings into the sixth graders homework paper is proper. There were at least a thousand sentences that could have been used beside each disparaging our president. Absolutely true. But its more than individual teachers. If you look at the teachers teas unions here in San Francisco it was by all teachers in the district after president trumps election but called him a racist and sexist man that had a racist and sexist race so it wasnt just the been attacking trump but i assume all of you and all the people that voted for him as well. The plan asked students to create a paper directed at the supporters who are described as dehumanizing students. The lesson plan only included articleincludearticles and repoe sources and publications like producer director michael moore. So, how are the students supposed to feel what your character faced by teachers and racist and sexist an and and un . Theres no acknowledgment of the Chilling Effect that such policies have on free speech and generally the students to make up their own mind about candidates and policies. A lot of you probably know thate republican activist in the area, the National Committee woman from california and she called this plan by the Teachers Union and inappropriate propaganda that demonizes the campaign that donald trump brand but also the people that voted for him. There is more to the political and ideological bias than individual teachers and Teachers Unions who are talking about president trump. It goes much deeper than that. The curriculum itself is often intentionally biased. If you look at californias history and social studies curriculum framework which is supposed to guide the teaching and instruction in classrooms conspicuously fails to mention, for example, the monumental atrocities committed by communism in the 20th century. So how do they depict the communist nations such as the soviet union . The curriculum framework says the soviet union had a poor record of protecting human rights. [laughter] is that it lacks a no. It never mentions the fact that the soviet union killed at least up to 20 Million People during its existence. I was being cultural conservative. But wait until you hear another statistic im going to come up with in just a second. The framework also says the cultural revolution and the great leap forward in communist china, which two of the biggest mass murder events in Human History caused what . Not genocide of unrest and disorder. It doesnt mention that these two programs alone up to 46 million ordinary chinese people. One of the things i mentioned in the case if you loo book is if t happened in countries like communist china, you would have unbelievable things occurring like fo for example the great lp forward. It caused on the countryside. To cannibalize their own children in order to survive, trade between families, cannibalize them in order to survive. Just unbelievable things that would make you wait just reading the words on the page. We are told that this was a regime that simply caused unrest in the countryside. And not surprisingly, the framework fails to mention that as a whole. Its up to 100 million yet none of that makes it into the classroom in california. What is the impact of this failure to transmit this basic information about one of the most important ideologies that when governments in the 20th century is the fact that whitewashes that experience. And you dont know the immensity that was communism. A. Even worse than that more believe that more people died under the administration of george w. Bush than joseph stalin. During the administration they said about the soviet union and communism and also what Ronald Reagan depicted communism is the evil empire. What about the people that have that viewpoint. That should be scary. Only a quarter of millennial stink that democracy is an essential for living in this country. Like they say on those tv commercials, but wait, theres more. Theres also things such as school safety, violence in the classroom. When you look at the latest federal statistics its actually shocking to see the amount of violence thats taken place across Americas School campuses. According to these federal statistics, 65 of the schools reported more than one incident of violence that translates to more than three quarters of a million crimes committed on Public School campuses and its even worse than the sum, nearly nine in ten Public Middle Schools report that thereve been crimes of violence reported on the campuses. Lets put some faces to these statistics. One of the things i tried to do in the book is not only to talk about the data but to also tell the human story behind the data. Lanny went to a Public Elementary School in alabama and was unfortunately the victim of bullying and physical assault. She was assaulted by another student that caused her to receive a concussion and was bleeding all over her face and head can cushion. She was in bad shape. The school calls her mom into picking up. So she goes to the Nurses Office and the nurse tells his mom when asked how does this happen, the nurse tells her she accidentally fell and hit her head. Now, lanny although she had a concussion and was in was able to pipe up and say no, i told you this other girl jumped me. So of course her mom is then extremely upset by this information and goes to the principle. What is going to be done about the perpetrators of this crime, and principal allegedly says we are going to suspend that student, but it turns out they never did. So, you have the school, it was bad enough that way and he ended up these injuries but then the school tried to cover it up after that and so lannys mom ends up taking her out of school and decide to homeschool her butt is in an interview now in alabama and says many other parents have the same types of experience at the school. Hers made the newspaper but theres all these others and thats the important point is you might hear a terrible story like this, but its not an isolated anomaly. These sorts of things are happening all across the country estates. I will give you another example, and this is particularly bad. There is a little girl in South Carolina, africanamerican girl of the Public Middle Schools and he had been verbally and physically assaulted for two years for supposedly acting white. Now her parents at school but butsued the School District, but they were constantly taunted as the radio, white girl and want to be. She was forced to eat her lunch is in the girls toilet stall to avoid her tormentors. All of this is bad enough but the School Officials did nothing. The girls parents reported the harassment to the School Officials in the district officials and School Board Members and they did little or nothing. I should mention the girls father is a u. S. Army soldier at a base in South Carolina so here is this man putting his life on the line to protect all of our liberties and to protect the liberties of the School Officials, and what does he get in return . He allows these kids in school to solv assault and abuse his f. That is the kind of payment if we get back to the soldier . After reading this story, the lawsuit was filed just a few months ago. It reminded me of an episode anybody here ever watche watch e series on netflix called the crown, its a good series. Its a story about the royal family about Queen Elizabeth from when she gets sent into the throne in the 1950s through the rest of her life, but anyway there is an episode that focuses on Prince Charles where shes sent away by the royal family to a school in scotland because that is where Prince Philip has gone to school. He had a terrible experience and according to the epilogue he refers to his experience as hell on earth. You can only imagine that its probably what this girl in South Carolina felt about her time at this middle school having to eat her lunch is in the toilet sta stall. So in the face of this surging crime epidemic, whats being done you would think that we would be tough on the people committing these crimes. Unfortunately its the other direction under the Obama Administration they sent out a letter from a directive to the schools saying that they should stop suspension policies that have a disparate impact on minority students. Then the polic policy had to be eliminated. Okay. If you look at the research, and its research that has been done by the scholars at Florida State university, cincinnati, texas and dallas that shows that student suspensions are best explained by previous student behavior, not by their race or the policies of the school. So what has been the de facto of the policies promoted by the Obama Administration and adopted by so many School Districts. What you find out is that discipline has broken down across the country. So, you find large majorities of teachers in places like santa anna and denver colorado, jackson mississippi, syracuse new york. Teachers saying that antisuspension policies that have been adopted by their districts have made the schools more violent to the point they worry about their own safety. A pai parent in minnesota said n she come play into the school had called the police when her child was viciously kicked in the groin for the principle shrugged and replied thats your job. So what is the impact of this chaos in the nations schools . Research by the university davis, i do my masters at uc davis. Research shows that th eating jt one disruptive student in a classroom negatively impacts the learning of all of the rest of the class. Doesnt that sound like common sense . They are taken away from the learning process for the majority of the students trying to do something about the disruptive student. Its also teacher on student crime. Let me tell you Harvey Weinstein of Public Education as the school year started in the late summer of 2017 and Investigative Reporter named Bethany Barnes broke the story about this fellow is a portland physical Education Teacher who had been the subject of Sexual Harassment complaints by female students and adult women stretching over a decade and the complaints were not just these comments. According to the columbia journalism review, this reporter said to these records and shocking accounts in 2008 a former student came forward and revealed in the early 1980s she and another student were allegedly asked to perform oral sex. She took them to the apartment and then decided they wanted to see them kiss. Its almost like you cant make this up. This former student became a substantive teacher and reported the incident began in 2013. Like weinstein, they preyed on both females they put into the power and balance situations. In 2001 he made a High School Student [inaudible] but then according to the report spent the year making unrelenting advances. For instance, the allegedly talked about her pants saying you know why they are so great because theres a zipper in the back. He also allegedly pulled up to her in his sports car as she waited as a bu at a bus stop and allegedly said you know, i need a girl like you in my life, why dont you get an. She then aske mustered up the ce to report him giving a detailed account to the Portland School district there are no records that the lawyer investigated the complaint were ever bothered to talk to her. No one from the states teachers licensing board ever contacted her even though the complaint was referred to the agency that the attorney for the School District did tell the Licensing Agency that rose could be confused and that he was still fit to teach. Then he went unpunished. By 2013, the reporter said that dozens of faith grade girls boycotted his classes and according to interviews with the girls he often hid in the bathroom to avoid him or they wore shoes unfit for gems that they could sit out. Most girls are scared and shaking when they enter a physical education so what did thithe school do about him . Nothing. Just as Harvey Weinstein had secretsecrets in hollywood, they admitted for the past 30 years thereve been more revelations about his over friendliness with female students and staff are you in fact she even worried im extremely concerned about the conduct of becoming a Penn State University scandal referring to the coach sandusky debacle. Yet like hollywood the schools ignored the complaints of the victims and according to barnes district officials would repeatedly protect whitehurst and dismiss complaints. Further, the records and interview show the system protected whitehurst, not the children, district officials including the lawyers and resource directors and three principles downplayed complaints from students and staff as isolated incident. The Teachers Unions have been silent despite all of these investigations provisions in the Teachers Union contract protects whitehurst from being revealed. Eventually forced to surrender his teaching license but why . Not because of the complaints from all ocomplaints fromall off these many years but because she acted inappropriately and Ministry Today male colleague. Shes far from an anomaly. In just the year 2014 alone, a study came out showing that teachers in the school reported 800 sex crimes against students and that is just the tip of the iceberg because remember, whitehurst was protected for years by his School District and it did not become a part of any of this type of statistics. So how many are never reported and get those victims never get their fair hearing. There is never a need to Movement Like is going on in hollywood. No one is wearing black clothing to mark their suffering like was done by hollywood at the Golden Globe Awards and its not as if they are aware that these kind of things are hurting. Los angeles and new york city both maintained is to hold teachers and others that are committing various offenses and basically paid to do nothing but sit in these rooms. I have a whole chapter devoted and you think that is a waste of money, read my chapter on the fiscal mismanagement of the School Districts with lots of examples, take los angeles unified School District which is actually facing bankruptcy, surprise. But why . Because of things such as a couple of years ago with a group of their own experts to go over their fiscal Management Practices and this panel came back and said that if the district continued to adhere to their spending habits the district would face very dire financial future. Despite this warning within a few months of death recommendation from their own panel what did the school board due . They negotiated with the union for parttime workers to give them full health care coverage. And unsurprisingly this was taken without any discussion of the school board. Now its reported that the budget shortfall of more than 400 million in 2019 alone. There are so many other types and examples. Take a look at the book. What all of this shows is who suffers from all of this, from the politics and the classrooms and the lack of safety of the children that are entrusted to the schools suffer from the fiscal mismanagement and one of the outcomes of this fiscal mismanagement is the cutting backup services to the kids in the classroom but the people that suffer are the children. They are the people for whom the system supposedly established in the first place to serve and they are the ones that are not prioritized and whether its investigating this behavior or deciding where the scarce resources should be put or deciding what is a suitable instruction in the classroom. The kids are always a second priority. So the bottom line is that parents and children are stuck in a politically biased school and unsafe schools were fiscally mismanaged school were engineereboardengineered schoolt undermines their values, then they need an acceptable so that they will have a choice in the school and the type of education that is provided to their children. And all of these reasons have nothing to do directly with test scores and academics. These are all the issues that involve values, culture, all of those things we hear on our favorite radio shows and yet that is what is happening in the classroom and those are reason enough for parents to have that choice and be able to lead a school that is undermining them as parents and their values and undermining their childrens future as thinking adults. So if it is a Charter School and Education Savings Account as nevada and arizona have implemented a tax credit for private School Tuition or some other type of School Choice mechanism, parents have to have the ability to access the type of education that best suits the need of their own children. [applause] your children are not wards of the state, they are your children and you should have the liberty to choose the type of education that best suits their needs. You shouldnt have some good eut at the District Office or some anonymous state agency in sacramento or washington time you how. That is why i wrote this book and i hope afterwards will take advantage of all that and the asked for a 10dollar donation. Its also available on amazon. I was very honored and 2016 to serve as a member of the Transition Agency policy so i was one of seven people in the country to serve on that team and was pleased to say the National Headquarters viewed our team in the transition so i think that all of you are such an important part of taking back our country and even in an area like the bay area no one thought that he could have a chance and now here he i is president of te United States. [applause] the information is depressing that we have to hear it anyway. They will walk around and collect the cards. For those of you that are veterans of the forum there is no raffle tonight. But in the meantime shoal actually brought up a good question. Its been about a year. Has there been any change at the helm of the Education Department ask a i think even more will be coming down the pike. One of the thing was that i wrote early on a is when he put out his budget recommendations, he wanted to eliminate a memberr of programs which research has shown they were designed and so i think that even though they ended up not being passed by congress, that shows you the type of thing that is going to be coming down the pike. The president early on in his presidency signed an executive order instructing the secretary to form a task force to review administrative regulations and to cut the those that have no senshad nosense to them that wee counterproductive so they gave a 300 k. Limit to the review and that should be coming out soon. In addition to my book the corrupt classroom, we can never stand still in the think tank business ive also come out with a very new publication called in American Education agenda which makes 15 recommendations for reforming education in america fight for the federa the federat and ten for the state and local governments and so if you are interested in that publication, it is probably best to go on to the website, Pacific Research. Org. Its going to be released next week. Do you have any information to see how the schools have been changing another question is how does the movie and [inaudible] i knew i was going to mention her and i wanted to see if there are any developments. She was charged last year on these writing churches and i believe that its going to come to court next week. The date was january 18. We will see how this turns out very soon. The questioner wants to know why our schools as bad in arizona as california if they have School Choice. That is a very good question. One of the things we have to realize i am not saying that School Choice is a universal panacea. Theres about a thousand or so Charter Schools and they have different performances. Thats one of the things parents have to be aware of. I think for the choice system if you look at it, the studies that have been done for the experimental group. To look at the comparison group. They are going to the choice schools and ended up performing better. So that is the important thing to realize. There may be individual schools with a charter that may not do as well, but if you look at the broad grouping of schools that are involved in the choice movement, you find that overall the students in those programs end up doing better and so i think that is important. What is also important is a defined the improvement doesnt just go one way. Its through the Choice Program for example and the people in the Public School system feel that pressure and see that they are going to lose their clientele Customer Base and that they need to up their game and so you also find that they end up trying to do a better job because of the competition which is what competition is about to. It depends on if they feel a big enough pressure. If you have just a Boutique Program that for example pulls from a few students from the district so therefore they may not feel as though they need to change because they are in danger of losing large groups of students because the program is more universal for example, then that is one of the thing that is a push for the districts. I dont know about the rest of you in understanding but we still have a lot of cards to go through. Can you please discuss common core . One of my recommendations in my education agenda is to repeal and replace common core. I actually wrote a book back in 2012 that was at a time that virtually no one outside of education inside circles have ever heard of common core. I wrote a book called obamas education takeover and it was put out by encounter books by new york and basically what it was is and analysts of why it isnt all that its cracked up to be not only from an academic point of view but from a control point of view. One of the thing things i arguen thathebook and elsewhere is than california about the things we got right is a week adopted a set of academic standards that were very good. They were so good that they were rated by organizations in washington as one of the best in the country and so what happened when common core came away with a lot of baggage that included an outline set of curriculum and National Tests so it had this huge triangle of standards, curriculum and testing that came with common core. When they decided to adopt and embrace the previously good state to stand its adopted under governor wilson with a goth was an inferior group of standards which then led to inferior curriculum and the online tests. In fact, some of you may know a colleague of mine at the hoover institution. There is an eyeopening article on the huge failure of the common are testing the system and thats very worth your while and just came out in the last week or so. What you find is that at least where california is concerned it in prose a curriculum that was less rigorous than we had an algebra was required. What happens when you only required in the ninth grade than yothatyou cant do calculus geta senior in high school so therefore how are you going to be ready for college. We adopted both academic and political career reasons and we are told by all kinds of reasons theres no way we can touch, and corba. Its a way. We adopted it and we can repeal it. [applause] theres nothing to stop california from saying we are going to go back to before common core. Its one of the things he talked about in the campaign he was against common core. There are a few things to the president s campaign on education. He was against common core and for School Choice and so its not a whole lot the federal government can do about common core because it was adopted by ththe state board of education d the legislatures anlegislaturese states to do something about it. They are under the pedagogy that are imposed upon them in common core. If we had more time i have the whole speech about common core and maybe you can invite me back and i can give you that. [applause] what are your thoughts on the teacherstudent violences based on their political views . I feel i cannot speak up if the series of questions, parents or grandparents saying they are affected by this. What can they do in the school board that dont bring any fruit, maybe there is no answer but can you discuss what is left and what can people do . Thats one of the chief reasons he say that. Let me put it this way. Yes, you can try and reform the education system. Good luck with that. Take four example a chapter on the sexualization of the classroom and those of you that are from that town you may know that there was a bit of controversy on the materials that were being debated and a lot of the parents thought they were too graphic for the middle school kids and so eventually because they pushed hard enough and made their presence known, i think that it was on a boat district decided to pull back on those materials. Now thats great, but what if they didnt . What was left for those parents what they have to wait for the next School Board Election for those that would support their views thats great, but their kids may be out of middle school by then and have to put up with this curriculum that they didnt agree with and so i think what people need is an escaped ticket that allows them to get their kids out immediately. We are not listening because we have other agendas that are more important than yours even though you were the parent and your kids are the ones that we are supposed to be educating then i think that parents need that opportunity to say sayonara. This one deals with the economics. Right now 60 of taxes go to education. What can we do to make sure it gets spent appropriately. Im sure there is a lot of was waste. The government even when it tries to do the right thing but often fails to take for example his big achievement in k12 education. What this program is supposed to do is reduce the strain from sacramento, supposed to go to kids in need. One of the problems is you think thats great with red tape from sacramento and its going down to the School Districts but its going down to the School District. It goes down to the District Office. It doesnt go to that school. Its not backpack on your kid. Against the district that gets suspended on things like Teachers Union contracts and there is a part of the local control funding formula that is called the local control of accountability plan and so the money th the districts receive e supposed to be accountable to all of you as parents and members of the public and taxpayers and the districts are supposed to implement activities that would make the use of the money more transparent and all of you have an impact on how it is spent. Have any of you heard about that . Surprise. In fact you are probably with 100 of the rest never heard about that and have never attended a School Board Meeting to talk about that, never knew that they were on the School District website, never knew any of that. So even though there is this accountability plan, there is no accountability because no one is holding them accountable for how they are spending the money and no one even knows they exist. But if you have as i say and i hate to keep sounding like a broken record, if you have an escaped ticket and said my kid is being lectured by somebody that is in a political viewpoint and is impervious to a diverse discussion of political views im going to take my kid out and send them someplace else where they do respect, and that they will no. You wont have to go to a School Board Meeting to talk about money from sacramento going to school, which whatever and how is that affecting my kids in the classroom. We will make this the last question asked the book table afterwards we would like to greet you and have some books for you to read and hear about all these things.
