Started in october we are several months into it and the agencies dont know what funding they have got so my is to get it done and strike a deal this is one of the things the republicans and democrats have to fix in the process not to get ourselves in the situation every year. Talk about spending trillions of dollars getting that apparatus together and getting floor time on the senate and the house of factors but also right now we have to have a mechanism to get those bills on the floor so we have a situation everybody can participate. Right now they will iron out the final budget agreement. Who is getting in the way . It why cant the fix happen . Who is benefiting from the process . Nobody benefits it is just the actuation it is broken down so we have to look at the cause but over the last several years we have not been able to put theou various individuals spending on the floor. So put on the floor of the house and the senate so on a much smaller amount of what we are doing now, to get that done with health of Human Services and what people participate and then you get a good product. So now here we are three months into the process the agencies are spending the same amount of money that doesnt make sense at all. On the appropriation side those that were historicallyto bipartisan like military spending. When did that start to change and what makes it less bipartisan . It started ten yearsab ago. The country is split some that can do a good job with the Water Resources bill so when it comes to budget that is an area we are very divided sun feel we need to spend more money on Discretionary Spending but there isnt a lot to go around and that makes it very difficult.
