I am director of the alliance of security democracies here at as an organization dedicated to transatlantic operation on global challenges and opportunities in the spirit of the Marshall Plan we are at the forefront to tackle transatlantic challenges protecting rule of law and democracy and good governance. We launched the Alliance Last summer for a buy partisan effort with those asymmetric tools that they are using to undermine democracy to deter such activities. While the threat of foreign interference with European Partners and allies are vulnerable. As the senator highlights he will be discussing there are many lessons we can learn from others who have experienced these activities. Across the atlantic that is the surest way to preserve the foundation of strength. Also using asymmetric tools looking comprehensively at the toolkit. They are evolving and with the assessment of russian interference released one year ago, moscow will apply Lessons Learned aimed at the president ial election to future influence efforts worldwide. We know those efforts have not stopped in social media amplifies the material of our daily discourse to turn americans against one another. We must come across party lines to defend our democracy that we do believe this is a National Security imperative. The codirector and i outlined an approach on this that time is not on our side and we need to take action with partners and allies. It is a host one a pleasure to host this conference and i cannot think of a better person to moderate in former department of Homeland SecurityMichael Chertoff. The leading voice on cybersecurity to champion the need of more effective measures to counter russias asymmetric efforts. He will later introduce representative heard lung t17 we will hear from senator cardin and highlighting these issues i know we have learned a great deal elected by the people of maryland after two decades in the house and Ranking Member working across party lines to further National Security to protect universal human rights. As this is integrated into foreign policy. Among a number of roles he is the Ranking Member of the asiapacific and International Cybersecurity subcommittee. Senator cardin it is my privilege to welcome you here today. [applause] thank you very much for the generous introduction but also thank you for the great work you are doing for the alliance. Also the German Marshall Fund for their leadership here at the German Marshall Fund ed has been an incredible asset on the transatlantic relationships to encourage dialogue to support Democratic Institutions and it is good to be here with Michael Chertoff who is serviced our country and it is an honor to be here. I know you will hear from tee17 later who is one of the in the house so i hope you understand our concern about russias behavior is bipartisan or not partisan but is of great interest to National Security. The alliance for security democracy is an effort to bring to the attention of the American People what the threat is all about. It is a great lead into why we did this report why i am releasing today the asymmetric assault on democracy and the implications for the u. S. National security. This is 200 pages. How did we do that . Exactly. We are releasing it today and first i want to acknowledge the incredible work of the staff that put this together over the last year it was an effort that is a great deal of compiling information and leading the effort thinking to your professionalism and there was also help and thanks to both of them for their extraordinary work in all those that contributed to the report you would not have been possible without the leadership so i just want to acknowledge that represents the professionalism so frequently i ask why is this not from the four Relations Committee . Because it is not a partisan report i expect will be embraced from those in the United States congress. We need to make a decision early in 2017 for those Staff Resources because that would be a tremendous effort we recognize the importance of the American People as a comprehensive understanding we understand we were vulnerable but that was just a small part of russias overall design to compromise those Democratic Institutions so immediately we informed the republicans staff of the game plan to keep them engaged through the process so this is not an effort to exclude one party i just want that to be clear and will be embraced for the seriousness that it exposes on russias behavior there interference in 19 countries are outlined in this report. We are prepared to move forward. This is not a partisan issue. There is a long tradition of us working together to counter russian government abroad. Citizens and Democratic Institutions. That is a reflection of that tradition with a team that included the likes of john mccain and Lindsey Graham and marco rubio as well as bob menendez and victor. To strengthen our own political system to the National Security challenges and those of you whove been covering the Senate ForeignRelations Committee know that senator corker and i Work Together to advance the priorities of our country and we have done that in regards to the threat russia poses to the United States. A longtime head of the measures operation a powerful adversary can only be defeated through a effort to exploit even the smallest cracks between enemies. That was during the cold war using those methods it would indeed have been methodical and slow. He never could have imagined that have it correct the internet. The speed and sophistication has allowed his light minded brother into take this technique to make an outside impact on Democratic Institutions around the world. Today the government of the Russian Federation is against insults about rule of law at home and abroad president putin has these attacks with the asymmetrical arsenal the weaponization of Energy Resources and organized crime and corruption with military aggression. Why did he use these tools . He is weak he is not 10foot tall. His economy is faltering russias economy ranks number 12 in the world smaller than italy and is forced to resort to techniques because that is all he has it due to some measure of success in 2016 they have grown in intensity and complexity. With every technique on gas attack is honing his techniques. This didnt just start in 2017. Mr. Putin has cumulated 10 billion of stolen wealth he has an active Propaganda Machine and has tried to splinter the eu including the u. K. And slowing talks with European Union and has unable to solve progress in georgia and ukraine through aggressive military incursions and occupations. To acknowledge the effectiveness that brought mr. Into power. They were first developed at home against the russian people now putin is using them globally. Many countries have stepped up to the challenge the 2016 elections was was a wakeup call leading to political resolve and action but for others the threat has been present for decades that they have organized accordingly. The arsenal can be countered with political will and events to degree success that Political Leadership that said enough is enough to mobilize their democracies. Mr. Hans in sharp contrast president have rallied the country to address the challenges facing the nation yet today they acknowledge the threat posed of his repeated attacks through exercises to that leadership that is necessary to effectively counter this kind of aggression. Never before has the president ignored such a grave and growing threat to u. S. National security. We have to be careful not to confuse president tromps inaction with the patriotism of many honorable servants in government who are clear eyed about the threat doing their best to respond. They try to implement the sanctions on russia and provide assistance abroad and strengthening military presence in europe. Intelligence National Security and Law Enforcement are working day and night. I hope this report can offer a constructive policy forward and implemented for those in government that acknowledge the threat. I draw inspiration from europe many valuable lessons can be drawn from our friends there. I will highlight a few. France has fostered strong cooperation between government and actors to blunt the impact of the cyberhacking and severe campaigns. In response to russias effort to hack the Digital Infrastructure political campaign, the main Cybersecurity Agency warned all Political Parties about russia cyberthreat in the fall of 2016. That agency offered Cybersecurity Awareness and training seminars for all french Political Parties ahead of the election. All parties participated with the understanding the exception of the nationals we understand why they declined. They campaign was a clear target of russias hacks emails which were leaked shortly before in france was prepared. The u. K. Has made a point not to trust putin for his meddling in democracies. They understand russia was actively engaged in the u. K. With the twitter accounts during with the twitter accounts during mom dash d5. A strengthen purity forces against cyberattack. They have been good with those individual citizens to empower them with Critical Thinking skills. Sweden incorporated into the primary schools a curriculum to teach digital competency how to differentiate between reliable and unreliable sources. Even one of the most popular cartoon characters has been recruited to help children learn about the dangers of fake news and the need to cross check sources. In germany all Political Parties except their potty mom just their party agreed not to use bots. The interior ministry also proposed the Creation Center of defense against misinformation that people of turkish origin are susceptible to misinformation and recommended that people work with those groups. When fake news in germany created by russian state tv aimed at the russian germanspeaking population to protest against migrants. Here in United States we must respond and if we dont the team in moscow will be emboldened in the United States would interfere of the elections of 2018 and 2020. Make no make no mistake mr. Putin will push as far as he can if we dont push back. Even belong beyond electoral interference to impact the daily lives of americans for example cheating americans out of metals that heal the big games. Attacking american businesses so what should we do about this of that asymmetrical arsenal . Including many recommendations. First mr. Trump must show leadership with our government and the people and immediately declared u. S. Policy to deter all forms of russias hybrid threat from the United States and around the world and to establish a highlevel interagency fusion cell modeled on the Counterterrorism Center for u. S. Policy and programming in response to the influence operations. The u. S. Government should provide assistance with the allies in europe to build Democratic Institutions and with those eurasian states most vulnerable to interference. Democracies with transparent government to engage citizens are more resilient to the asymmetric arsenal. As part this effort to lead the International Effort to build awareness of the influence operations and specifically to be in an annual global summit to counter isis or violent extremism that has taken place Civil Society should participate in followup activities. To reinforce these efforts the government should demonstrate a clear diplomatic leadership for the background bone of our democratic system members of congress have a clear responsibility to show leadership by making democracy and human rights the essential part of their agenda use these platforms and opportunities and i am proud of the Senate ForeignRelations Committee to bring these issues to publics attention but to pass legislation and i think senator corker for his leadership but we must do more. Third u. S. Allies should expose dirty money. Corruption provides motivation in the means for those influence operations these are criminal enterprises u. S. Treasury department should make public any intelligence related to his personal corruption to take steps within the european allies from the International Financial system. They want dollars. Not rubles which by the way they want to visit other countries cannot be stuck in russia. That that is why the law really works. To take away the fruits of their corruption in the government should expose corrupt chemical activities associated with the state owned Energy Sector to also issue yearly reports based on objective thirdparty corruption as well as governmental efforts this is a bill has already passed the Senate ForeignRelations Committee patterned after the trafficking in persons report with every countrys efforts to fight modernday slavery. Fourth. The United States government should doesnt countries that have influence operations as a high bid long hybrid threat designated as such would fall under preemptive and escalated sanction regime using these like cyberattacks to deal with the democratic election to disrupt to the infrastructure the United States government should work with the eu that the sanctions are coordinated and effective. And produce your yearly public reports detailed the operations in the United States and around the world. Fifth, the United States and nato should the Day Coalition against cyberattacks to include the establishment of the Rapid Reaction team. It should also call a special meeting for the heads of state for the governmentsponsored cyberattack to develop a formal guideline of the article five provision. United States Government should lead the effort to establish International Treaty on the use of cybertools modeled on International Arms control and finally the United States and european government should mandate social media with those public sources of funding for political advertisement along the same channel as tv and print media to have comprehensive platforms or how they have been used by other entities to influence election occurring over the passable years. It should establish Civil Society advice we counsels to provide warnings of these trends in government suppression. To work with foundations and Civil Societies to reduce the presence of this information. Following the end of world war ii the United States led the world to construct International Order undermined by Democratic Institutions and shared values and accepted norms. That bond embodied organizations as a foundation for that order to protect our shared security to advance our security and prosperity. And prosperity. Is not enough mr. Putin. It is more about his power and wealth. So for us to engage in a coordinated effort on democracy in europe and around the world. We must take care there is a distinction between mr. Putins corrupt regime and the people of russia that are the most frequent dems as they strive for that government under democratic rule of law as we hope for better relations in the future with russia. We have seen the courage of those who protested to speak out against mr. Putins policies. Those who continuously tell us the passage of by congress is both in favor of the russian people. As pointed out from the Helsinki Commission to be members we made a mutual commitment to respect the rights of citizens to challenge if they are not complying that is our responsibility United States must work with allies to build defenses against the asymmetric arsenal to deter such aligned behavior by russia or any other country that is the essence of what we are recommending in this report it is time for the United States to exercise leadership. Thank you. [applause] thank you for your leadership to get out this informative report and now asking a couple of questions i know you have a hard stop but what is interesting about this report is much of the public dialogue is about fake news somebody hacking into the election happily that did not happen as far as i know but you say those activities are much harder than that . With those Investments Overseas and in europe to leverage russian interests as a way to exert that leverage whether corruption or cyberattacks we saw that in georgia and estonia. There is a playbook of the hybrid warfare. Talking about putting things together in this strategy of a Fusion Center so give us a sense how this would work. We concentrate on our plan versus russia. A russian attack we get excited about that we have investigations to see how we can put ourselves against that particular attack when russia invades ukraine we take action because this is the isolated episode. But it isnt. It is part of the design that mr. Putin has that recognizes democratic countries that have rule of law with free and Fair Elections that with that criminal behavior there is concerns they will not pose sanctions he also wants to be as popular as he can with his own people using propaganda to do that. The Interagency Committee says every resource that we have of intelligence, state department , to put all of that into gather with a strategy how to with overall. The priorities may well be the europeans because the frontline may be here up. And those are countries that have prior connections to the soviet union. And now this he fell with a global overall strategy to be responsible for all players participating to have a strategy to carry out u. S. Policy. Back in the cold war to get all the workers of the world to unite obviously that did not work but what is putins objective . He is not seeking to become the popular leader. What is his endgame . First of all trying to preserve his own popularity in the country where the economy is failing in their has to have other successes which could be military that is contrived so to show he has been a successful warrior. Or maybe winning more medals in the olympics that you should then you should win. And he needs money. Corruption and illegal funds fund his operation so that is an important part of the overall strategy. Third, dealing also he wants to be influential around the world. So therefore he finds ways through criminal organizations, alliances that violate basic human rights. He is showing much more influence that is part of the gameplay and the only way to accomplish that is the asymmetric arsenal of cyberattacks and energy and weaponization and also to sponsor criminal organizations. In the use of fake news those are examples of social divisions taking Actual Stories and propagate them to inflame populations with those issues like police misconduct. That suggests for putin to be successful there has to be fertile ground. And obviously he has a role to play not to allow that fertilization by that kind of news. So had we we respect the fact under the First Amendment to tell us . It is a challenging question because there is discontent in all communities. Naturally there is resentment. But the problem of Public Acceptance so we cannot have another country coming into our country to exploit us as a tool but as an effort to disrupt our government. That is what is happening it is the same thing when we try to figure out the acceptable use of cyberforgetting information to use that as a tool for national defense. There is a limit. Mr. Putin has violated those international laws. It is wrong to interfere with the domestic tranquility for the purposes of causing lack of unity in europe so the migrant is an excellent opportunity to accomplish this objective. Or to have troops in georgia and ukraine makes it much more difficult for those countries to move toward nato. These are part of his strategies to weaken europe and the west in a way that goes up for the average over the edge. If we can implement the suggestions, obviously they will not walk away from the field of battle. What do you anticipate down the line . They will issue a 400 page report. [laughter] we found out that they did their own list of people. They will do something as simplistic as fat because part of mr. Putin strategy is every country has these problems. Do we have corruption . Yes. Every country does. Yes we are doing something about it. Look at all of the indictments we have brought. But this is our and so that is the challenge that we have and mr. Putins response and then we can put a bigger spotlight on your problems. Please identify yourself and ask a question. Thank you very much. I would like to go on to your third point. But the money comes through Anonymous Companies and the u. S. Treasury said 300 billion is laundered into this country. Do you have any idea to do this . Absolutely we agree completely. We have problems because of our domestic laws we protect privacy and free enterprise. So we have laws to work to the disadvantage of resources. We need to strengthen our laws. That has been suggested several years ago. Congress is yet to act but that is an area i think we do need to act. Because with that issue with mr. Putins illegal gains to put more of that light but also those that need to cooperate to make sure the Banking Systems are not available for those transfer of funds. Thank you for your brilliant report. So with that general relationship so with the enemies of russia with firstplace of 68 looking at u. S. As an enemy. But number three was 14. In looking at enemies. Is russia coming back to that relationship of the cold war . I am for exchanging as much as we can because the more information we can share one of the curious is that i have no argument or complaint but there were some final commitments that russia needs to comply with. In the helsinki document every citizen or state has the obligation and opportunity to question any other state. I pledge my conduct it didnt it wasnt where it needed to be. But russias leadership is doing things for the propaganda to get Popular Support that has been misleading the population. I honestly believe that we want to have a Good Relationship with russia. But it cannot be with the country trying to interfere in our election or trying to use energy as a weapon or in a country that invades the neighbors. That is not acceptable although the conduct of the government causes the friction and you often root for the home team. I expect the russian people did not like that. But i will tell you we had the same problem in south africa when the United States imposed that mom sanctions. That was not popular the International Community followed suit. So to speak out on behalf of the russian people but the conduct needs to change. So what do you think would be the bowl of the entities now in the big picture . Voice of america is the strongest. We dont speak to that directly in our report that we do talk to the fact that dealing with information of the free press is very important but the problem today is people are insensitive to what is accurate and what is not. So with an attack on the free media and those around the world voices of america offers information where that is the only source of true objective information. Good morning. You for your words about and we have been ready with the u. S. On this that was fundamental because you were not suggesting a leadership role for you with these initiatives. What do you think about the possibility to do that in the current Political Climate in the United States . And the president recognizes this as a threat. I would acknowledge President Trump does policy differently than any Previous Administration i have ever been involved with. Not only unpredictable to members of congress and the ameran people but his own administration. It isnt the manner in which he operates. But i do believe that the American People and congress and his administration has changed his views over the course of this year. In regards to russia there has been a change with President Trump relating to russia. So then to act soon i hope those bipartisan efforts will have one will help. The president signed the bill i am hopeful we will continue to see the United States evolve into leadership to defend us against these types of attacks so my question is similar to the election. And that is the nature of the report of course. So they should develop that strategy to get away. What are the chances to establish such an agency now . But then to have those steps already in mind for implementing the agencies. We have had pretty candid discussions with the Trump Administration about this and europeans and discussions with members of the senate and house. There is a growing understanding of this report including the Interagency Committee bringing bipartisan support. I mentioned that so there is a general recognition to u. S. Leadership is irreplaceable. I am with the cutest analytics. So the country is the subject of a vicious Propaganda Campaign all we have to show for it is this 200 page report . We dont even have anyone in our office of science and technology how will this be addressed any time soon . The purpose of this report is to give a broader picture with the focus of europe and United States with the activity of mr. Putin and what we need to do to address that. There are other investigations Going Forward as you know we have intelligence committees so there will be additional reports coming out that we hope will give additional recommendations on changes to protect ourselves. This report will be helpful to say we can do with that threat but make sure we have those broader issues on our radar screen. I hear what you are saying and i agree with you but the Trump Administration has not put the resources where they should be to deal with this threat. I agree. One more question. Good morning. I am with private Enterprise Security company. Given the distinction between official government and taxpayer business that russia hacks Political Institutions what is congress doing to help them secure themselves as we approach the midterm. Everybody has a different election system. So the u. S. Election system is one that is run by the state but the counties do the security and their their so that there has been for the so then you can look at how to concentrate your resources with and we set disclosures on social media. We know those issues. So to anticipate 2018 we are encouraging starting with the Trump Administration they work with each government to recognize we have one vulnerability that europe does not have. We dont have an election cycle. We are always in election. So that is more challenging so are we as prepared as we need to be . I dont believe so but i do know there is tremendous concerns. I know what is done in other states for the integrity and additional steps to be taken. Thank you very much. Good to be here. [applause] [inaudible conversations] now we are happy to be joined by a congressman i will give you his bio that now we talk about the border. We have our plates full with the russians. With the three letter agencies and posts overseas to be involved as a private acuity as a member of congress the Government Oversight Reform CommitteeHomeland Security and House Intelligence Committee. Thanks for having me. Starting with a couple of questions, have you had an opportunity to look at the report that the democratic staff and senate issued on russian involvement . I have not i am barely familiar with the broader precept. This is a general overview as you look to attack so to have those active missions. What is the strategy and how to. But but this is just part of a community that if we were overseas the cia would be in charge but they cannot do covert action in the United States. So who has the responsibility to deal with this . It isnt just a publicsector issue. We have to get the private sector and the press involved as well. There hasnt been a lot of conversation that they highlighted the tactics and procedures were using to erode trust in our institutions. But ultimately i think the spearhead comes between the state department and the department of Homeland Security. We can use counter violent extremism as a model because it is the same effort that the messaging is a little different. So to talk about candor and violence if you are not familiar with that term that is a strategy to root out what makes all susceptible to be recruited by terrorist. What we were talking about earlier is we have seen what the russians have done that the seeds that are planted. So the first line of defense is how we wind up educating ourselves. So to use those global institutions. It starts with letting your putin is trying to reestablish the integrity so to prevent that cannot beat us both militarily or economically that that is why they have the hybrid war. They have been perfecting this over three decades so it is our recognition. The private sector the tools we need them to help identify when they see these trends. That is what was hopeful one helpful in the german and french elections because everybody could analyze the tactics that were used to give that information to the russian whose me, the germans and the french. But the Intelligence Services need to start sharing more. If you look at the work facebook has done with the Internet Research agency, that wasnt on their own. So if some of this information gathered by our Intelligence Services can be used by the private sector to continue to do their review then i think we can be even more effective. Those are some basic efforts. Also to identify when something is wrong. We dont get into cars with strangers. Stranger danger. Why are you listening to a stranger on social media . And why do you thank you know that knows nothing about that that information is valuable . That is a basic common body of knowledge. I took music class and history class i am not a musician or historian but we should see how the idea is propagated we saw the Combustion Engine not the internet. So we have to start educating at the very basic level. My one and a halfyearold east knows how to use the ipad we have to make sure she not only knows how to use that tool but the information. So to talk about the importance of teaching kids for those who tried to lure them into improper behavior. So to decide what to industrial or not real with Critical Thinking. Now in terms of government there is sensitivity because even if you dont like the First Amendment speech but it puts out a story if they are an agent of the russian government a freespeech element but what can they do or should they do when someone pretends to be a threat . Or they conceal that they are buying a political advertisemen advertisement . On twitter you are an elected official or should you get the verified mark. Is there a way if you want other types of haitian that is somehow connected in chile did to somebody else. That is a possibility. And we should be thinking about our political speech that way. That doesnt mean the russians are not going to try to do something to get around those issues but not every person involved is lex luther. It. Just like we would chase russian Intelligence Officers or proliferators its people trying to influence the democracy. One of the things with the hybrid warfare or active measures is not just fake news. It involves tools used may be more than a half year that includes investing in companies and using them as a way to leverage the russian interest and involves using Energy Dominance as a way of leveraging again. It involves support from the french political groups including financial support. What are we seeing in terms of this kind of efforts here and whether or not we see them yet what are we doing to counteract those as well . When you look at the companies to gain the political weight in the country its not just russia. One of the things ive learned in my recent travels of Eastern Europe i have a fear him but the closer you are to russia are more likely you are to believe the nonsense, but the farther away you are, the more likely you are successful. In many cases it showed an inclination towards russia. How do we work with our allies to make sure they dont wind up through the propaganda beginning to move. My nato friends get mad when i say this but some of the things thats funny about nato is if you are in a conflict with russia you are not allowed to be in nato. Isnt that the people we want in nato . Ukraine is on the frontline battle and not only fighting a hybrid war but i think that is a perfect example of where the russians get away with things. The 920 tanks that are in russia and ukraine so the fact that anybody thinks it is anything other than an invasion and we need the un to arbitrate this is a simple solution. Leave the country that you invaded and that will solve that real quick. So we have to support the countries that are on the front lines because although moldova is an example run candidates that are supportive of them and basically break away and go through in election in a few months into the same pressures are going to be there but you have all these added things like the influence of money and thats why im excited about selling to europe because they would rather buy from us. Putin makes money from oil but his political pressure comes from natural gas and if we are able to break that, their influence in these region are a little bit less so thats kind of getting outside of the area of disinformation that these are the tactic was to reestablish. In 2015 and 2016 the lights went out in a certain parts of ukraine and that is contributed to a cyber attack that shut down cyber stations and we focus on our energy infrastructure. How can we work with the private sector to make sure helping our defenses. One of the reasons on the utility grid is conduct that in the Financial Service industry as well. We have to clarify whats more information do you want to share a. We do that now to respond to natural disasters. Hurricane harvey in texas was a good example of a. When i get frustrated and the government we are thinking about should we transition to the cloud. How do we stay number one in the quantum computing Artificial IntelligenceMachine Learning all of these are tools. Whoever matches is basically going to be the hegemon so we know thats where they are going. We have an edge and our edge is not that great. We have to separate from the pack. These are all things that again in investment and sort of applied research and people cooperating against all of this matters in the broad being prepared for working with the russians. If you identify yourself if there is a gentle man over there. Its taken root to at least some of the public that this is all part of an antirussian campaign brought about by the american political establishment. What can be done to counter that perception that would be effective and wouldnt necessarily give you stole the number of Propaganda Campaign. Its a hard issue to deal with. Traditionally that is the Public Diplomacy role trying to do the Public Diplomacy role against a hostile government is very difficult. I think there have been debates about cutting the budget. If you have more tips you prevent boots on the ground to basically say it prevents having to bring the military and that we have to have a strong state department. And what is their key responsibility is the Public Diplomacy piece. I can use iran as an example. We need to be supporting the iranian people, not the government. And when we have these issues we should make sure to separate the two because a lot of times we will say we are trying to stop the russian government and just something that simple in that distinction i think matters, but i am open to ideas. We have the bills that are picking up steam. To what extent do you believe that investment in the hightech firms and media platforms pose a National Security threats that should be subject to the review . I think when it comes to the review we have to be able to do a deep dive to know who is the ultimate person getting involved. So in any deal, dude of hitchens matters. I dont care what kind of a deal it is. But Due Diligence part we need to be a little bit more aggressive. I think yes we primarily focus this around hightech but you can get into the back door and number of ways. When it comes to the commercial real estate. We should be thinking about all of those investments and making sure we have the Due Diligence and when the government plays a role i think we can streamline and improve. There are millions of americans across the country including districts liked yours who dont accept the russian interference are threats to american National Security. Or even if they do accept it it is intangible and they dont Pay Attention to what we are doing here in washington to defend against it. So how do we take the conversation we are having here in washington today and bring it to the broad American Public to get their buyin from what we are trying to do in congress and the administration to defend against this threat. We are ready. It starts with talking about it and thats what i try to do. Nobody has ever held a parade for that, but it requires conversations like this to articulate what the problem is. When you look at the National Security i dont care what issue you go to. Its found a bound as a National Security concern and explain why. We take certain things for granted. We always have to continue to make the case of what is this threat to us and i think this latest example of the election is a good test case. Its between what looked like a black nationalist group. About i think is a perfect example of what the russians are trying to do to go from cyberspace into the real world and the more we can highlight what the problem is we have to go back to that so Everybody Knows the importance of it. The gentle man back there. We just heard from senator cardin discussing what he hopes will be received as a bipartisan or nonpartisan report and one written by democrats on the House Intelligence Committee at the understatement to say that his political friction on how the russian probe has been going. Can you give us an update, and i wonder whether our government is able to tackle these issues in a bipartisan way. I do believe the government can tackle these issues in a bipartisan way to ensure the American People have trust. What should the government response has been and i want us to look further into the future how we set up and prepare for the future so lets agree on some of the tactics that are being used and i think there is bipartisan support on that. I think sometimes some of the colleagues want to focus on one thing that may have been said to show the vision but i will say in some of the meetings and hearings of things i named there is a bipartisan support to make sure we get to the bottom of this, but we need more conversation around what we started the conversation with and what is the National Strategy to deal with this information and others not spending enough conversation on that. I know the staff counsel is talking about this to develop it, but do i think we can put in place a strategy that republicans and democrats will agree on and then we can make sure Everybody Knows we are trying to prevent this from happening in the future. I work for the agency countering the Violence Task force heading up 13. I left a quote earlier about combining the thought leadership expressed from the Lessons Learned into the broad political disinformation. Theres a lot of duplicate his efforts ive seen in the past really looking at the information alongside of propaganda so how can we have more working together when it comes to actions on the hill thereve been several meetings with a number of partners in this day and i think a lot of people havent necessarily gotten there and seeing those parallels. Lets start wit lets start with what this organization is trying to do. How do we catalog all the different folks in this effort i will be honest i dont know who all is involved. Its not necessarily a bad thi thing. Who is responsible for it and then we can start making sure everybody understands what the roles and responsibilities are. Its not just in the government but it has to be a publicprivate cooperation. Its still nebulous even though that has been around a lot longer than this notion of disinformation and so we have to figure out who is in charge and come up with a plan to figure out what there is and these are some of the conversations the house are trying to have and the publication of the report is the narrative to push back so we can start focusing on ok for 2018 this is how we are going to be prepared. To continue the theme of combating information weve been listening to the wonderful presenters from the Civic Engagement fund. Weve been watching a lot of propaganda coming out of russia. What would you recommend that u. S. Leaders do we have an incredible broadcast group putting out basically video up ads that are divisive and are not actually news. While they dont follow the regulations they are causing people to be more susceptible and not in a way that is going to help the issues like we are discussing here so what would you recommend to deal with that . I would declare them in the same conversation. I think that there is a great book called the red web which was written from some Russian Hackers about how Vladimir Putin was able to control not just the outlet for social media and the broad media in general and that is that the playbook and you see that. I would say whats great about this and the reason we are having the problem is there are so many vehicles to get information out. Its hard to hide when you have everybody in different organizations for shining the light on these problems. And so, we have to continue to encourage that. But youre absolutely right that we have to influence people to keep putin in charge. The discounting of the gentlem gentleman. Russia is doubling down on how many regimes are in the wall. We cant do this alone if we need our european allies to follow suit and support us on these practices that are happening. Lets support our allies and intervention anticipate. These are all important. I just have one more question. This is ten years since the invasion of russia and we are trying to minimize the case we are the number one reformer we are trying to become as transparent as possible. But this year is also the tenures of the promise. So how do you see the possibility. Do you see the response of the through strengthening and in the bilateral with regards to the country thank you. Sometimes you have how do i be diplomatic, and outdated understanding of the models on how they can be helpful. But we still make sure we are supporting our friends. There are so many places on the front line and again it goes back to the question in the back we have to explain how its important for our National Security, and that is something that folks here in this room like the secretary being able to make that case of why supporting you is important in texas or iowa or ohio, so you have my vote, but if theres other things we can and should be doing.
