Now its one year and a new Administration Later given the chance to vote again on the resolution 2334, i can say with complete confidence that the United States would vote no. We would exercise our veto power. The reasons why you are relevant to the cause of peace in the middle east. On the surface resolution 2334 described the settlement as impediments to. Reasonable people can disagree about that and in fact over the years, the United States has expressed criticism of the settlement policies many times but in truth it wa was resolutin 233 for its sel itself that wasn impediment to peace. The Security Council put the negotiations between the israelis and palestinians further out of reach by injecting itself yet again in between the two parties. In this placing the blame for the failure of the peace efforts squarely on the israeli settlements, the resolution gave the pass to the palestinian leaders who for many years rejected one peace proposal after another. It also gave them encouragement to avoid negotiations in the future. It refused to acknowledge the legacy of the failed negotiations on related settlements. And the Council Passed judgment on issues that must be decided and direct negotiations between the parties. If the peace efforts prove anything it is that talking in new york cannot take place of the facetoface negotiations between the regional parties. It only sets back the cause of peace, not advances that. To make this very point in the resolution 2334 demanded a halt to all the settlement activities in East Jerusalem even in the jewish quarter of the old city. This is something that no responsible person or country would ever expect israel would do and in this way, 2334 did what President Trump announced as the capital of israel did not do. If pre judged issues that should be left in the final status negotiation. Given the chance today, the United States would veto the resolution 2334 for another reason. This week marks the oneyear anniversary of a significant setback for the middle east peace into the United States has an undiminished commitment to helping bring about final status negotiations that will lead to lasting peace. Our hand remains extended to both parties. We call on all countries that share this commitment to learn the hard lessons of the past and work to bring israel and the Palestinian People in good faith to the peace table. Thank you very much. Our concern that these reports as well as others presented in the Security Council are issues that relate to agenda items on the council in the future circulated in writing before the meetings so that the members are able to analyze and comment on the details of the continent. A few days remain and this will be the last time we are able to speak on an issue to which my country attaches a great deal of importance and which weve been attached to since 1947 and a vote on resolution 1881 and to produce a summary of our position with regards to this matter and also mention our future expectations. We hope that the vote that will be held after this meeting and i am sure will be important will not take the focu focus of other very important issues with regards to this protracted and complicated conflict. 2017 has been a year of many anniversaries with the past conflict. Its been the First Century since the declaration and resolution 1881 passing with the General Assembly that declared palestine and its been half a century since the war that led to the occupation by israel and the palestinian land. We hope that 2017 will not be remembered as the year when certain events affected the possibility to achieve negotiated peace between the israelis and palestinians and solution of the two states. There will be held today a council of the negative effects of the measures to present similar facts in the future by other states were parties. We very much appreciate the fact that so many countries recognize the need and want to protect the special status of jerusalem. This is derived from resolution 181 of the General Assembly but that resolution was not accepted by all states at the time. It will be necessary to begin as soon as possiblassoon as possibl negotiations in order to deal with the outstanding issues uruguay will continue to support any initiative wherever we are in this regard. In order to achieve this goal, the Current Trends on the ground needs to be reversed including the ongoing policy of settlement building and pictures to the appropriate palestinian land, the coalition of housing, displacement and communities including most recently jamaal hollabaug. Uruguay maintains closely the friendship for the state of israel and palestine and the reaffirm once again the right to live in peace within secure and recognized borders in the spirit of renewed cooperation for the threats and acts to disturb the peace. The reconciliation agreement signed in october in cairo and the recent return of the Palestinian Authority in order to take control after a decade certainly are important steps forward to bring about palestinian unity. Identification and palestine and the single democratic government is essential in order to meet the aspirations of the Palestinian People and to make it possible to include the conditions in this area subject to the serious humanitarian crisis since the conflict of 2007. In order for the agreement to be successfully implemented, it will be essential also that the measures be accompanied by agreements in the area of security for the disarmament of hamas and violence and glorification of violence. And also an end to the destruction of israel likewise a state by various countries in the region is a signal that is contrary to that in the Peace Process. In this complex situation its signals the Security Council and the entire International Community remain unified in their desire to find a peaceful resolution in all aspects of the conflict. Only in this way can we exercise the pressure on the authorities to stop the developments that are threatening the Peace Process and ask them that they be sufficiently flexible and reasonable to understand once and for all that peace is a much more valuable gold and violence and is characterized in the last decades. In conclusion mr. President , i would like to recall that uruguay has submitted to become once again in on permanent member of the security counsel for the period of 2034 to 2035. We harbor the hope that by that time the israeliPalestinian Conflict will have become a part of history and the parties will be able to be living together in peace and security with equal opportunities for their development and wellbeing of their future generations. I would like to thank the special coordinator and special general for the Peace Process in the middle east for his presentation at first and last report of the year on implementation of the provisions contained in resolution 2334. We should point out that this resolution among other things refers to the validity and fragrant violation of International Law implied by the establishment of settlements of israel on occupied palestinian territory since 1967 including East Jerusalem. Its the first debate wit for fh time in 12 months but my delegation has participated in this important meeting on resolution 2234 and on the 23rd of december, one year will have passed since its approval and we have to say that very little or nothing at all has been achieved with regard to its implementation. We have a request for the Quarterly Report to secretarygeneral on the implementation of resolution 2234 be presented in written form and well ahead of the meeting so we are able to carry out an indepth analysis of the content and the figures with regards to the settlements in the territory such as we have today. We also take note of the secretarygenerals report of the first of november, 2017 to the General Assembly entitled israeli settlements in the occupied territory including East Jerusalem and occupied Syrian Government where the reference is made to the office of the special coordinator informing that during the First Six Months of this year, plans have been advanced for the Housing Units by the israeli planning authorities on posting the territory that is occupied. We are concerned about the forced depictions in the various communities that are subject to the inhabitants and we would point out that these actions constitute a clear violation of human rights including the right to housing, water, sanitation, health and education. My delegation would also like to refer to resolution 1881 of the General Assembly of the 29th of november which in part three refers to the special regime and it states that the city of jerusalem shall be established as a special international regime. Recent events particularly those the sixth of september after the government of the United States unilaterally recognized jerusalem as the capital of israel is in clear violation of resolutions of the Security Council and the General Assembly and this is a decision which has only led to an escalation of violence in the region. We would like to recall that it was this organization which provided for the International Status of the city of jerusalem under the United Nations likewise the Security Council which reiterated all measures which have the geographic, demographic or historical nature of the city of jerusalem are null and void and must be left without a fac effect. We express a Firm Commitment to all International Efforts that will lead to a peaceful solution to the Palestinian Conflict and in this regard we would join the initiatives such as the roadmap of the matter of principles called the Arab Peace Initiative and others which constitute guarantees for lasting peace so that both are able to live within recognized and secure borders antheborders and contine convinced that the only alternative in the longterm to the solution to the conflict is the solution of two states where finally there will be the consolidation of the free palestinian state that is sovereign in the defendant within International Borders and to those existing in 1967 with East Jerusalem as its capital and in accordance with resolutions of the Security Council and the General Assembly.
