Hello. Welcome to the final edition of question time rappaport 2017 where we begin in the senate with questions and concerns were raised by the firefighting products and the effect theyre having. Thank you mr. President. I guess my question to the minister of defense. Representative of the major defense contract and a summit at chemicals on organized on behalf of the epa and new zealand and the sailing government of industry criticizes the univer universe. The representative also made an inaccurate statement about the state the second of the contaminants in the convention. Considering it is undertaking Major Investigation into contamination and the are double a in wales do you agree that companies who contract have a major conflict of interest in investigating contamination issues . Thank you very much mr. President. I thank you for your question. Im not aware of the statement the senator has been made by im aware of the efforts that theyre making in a number of locations and almost three environmental investigations at this point which will take the investigation to a Single National environment investigation in the country as you would be aware. However, further effort and ill respond her into cause. Thank you mr. President. Considering we have contracts with the Defense Department as a result and considering our Waste Management how is your department investigated the roles of the company and the contamination scandal and the department of defense can be handling . Thank you very much. In terms of your language senator, you may refer to it in that way but we know that you know if you are in the chamber this is a legacy contamination issue that the Australian Government and a number of other International Governments are handling. It doesnt only pertains to the defense side but airport and the sites used by [inaudible] and number of Energy Participants in the fuel area and theres a substantial way to go in the for all of those. Point of order. Turn your attention to the question of relevance and the question was about how your investigated the role of the company in the contamination scandal. Its not about what they have done but specifically about that country they were addressing the other part of the question you raise. Theres a preamble to the question and it should be allowed to be addressed as well as senator payne. Thank you. There are contracts between defense and a very large numbers in australia so you have anything further to add ill take that unnoticed and bring it back to the chamber. Thank you president. The danger associated with since at least 2000. When will the government keep communities some certainty by acting on the recommendation for the 2016 into the contamination that states the government needs to voluntarily acquire property which is no longer in use because of the contamination. Thank you mr. President. I would note that as ive said the largest Single National environmental investigation as far as we aware in australia is investing substantial resources in the investigation into the decontamination and we will continue to invest in activities as required. As the senator is well aware from her questions the coordination of the whole of government response including those that have been raised implement into a test force in the department of [inaudible]. That matter is being undertaken by them and they will assist in any way they can. Still in the senate and another concern raised by this time he says those held in Detention Centers have conditions which are not acceptable. Thank you president. My question to the minister for employment representing the minister for immigration. I refer to the situation where the government continues to detain hundreds of men, women and children. Is your government contemplating or has your government contemplated closing the [inaudible] contract. Thank you mr. President. I think the senator for his question. I can advise that government is not closing the [inaudible] Regional Processing Center. Theres also been no change in our policy. As the minister for immigration has stated they will remain an endearing regional process incapacity in [inaudible]. It has australia will continue to support the roof for regional protesting. I would say to you you should not pedal false hope as you like to. Let me make it clear on behalf of the minister for immigration the government strong and consistent Border Protection policies remain the same. No one will be resettled in australia. You would be aware we are quite proud regional processing is a pillar of the government successful Border Protection policy. Mr. President , just to remind those in the chamber of the record when it comes to protecting australian borders. There has been over 1200 days without a vote arrival. I will say that again. Over 1200 days without a vote arrival. There has been zero deaths at sea. We are on the side of the chamber because of our responsible action has been able to close 17 detention and as senators are well aware we have removed all children from detention. Our policy supplementary question. Thank you. You have reaffirmed the previous statement that the government believes you have an enduring made for the [inaudible] and therefore will you categorically rule out your government taking action to force the hundreds of men, women and children in the [inaudible] . Thank you mr. President. Senator, you would know given out your questions i will ask the remain to stand in the government we act in accordance with the law despite what she might say in despite allegations you raise all because you raise something that senator order. Thank you. With regard to relevance firstly i have no preamble to either my questions, i might add. Secondly the question was very specific and it wasnt about lawful or unlawful but whether the government was going to take action to force the men, women and children out of the and that was the only question i have. Thank you senator. In my view there is relevance to the question which i took notes on and have been listening carefully. Its portfolio matter. All before the senator wants to get a headline doesnt make it true and i reaffirm the governments policy we are not closing the Regional Processing Center despite the senator raising the issue again in to cause trouble. Final supplementary question. Thank you. Given your abject refusal to answer the question you were just asked minister the clarity and i will put it to you again. Will you categorically rule out your government taking any action to support the hundreds of men, women and children currently in the rpc that is not not. [inaudible conversations] procedure says you cannot as the question and senator has indicated that thats exactly what hes going to do. Senator osullivan, in my time in this chamber all that rule has their we have allowed the senators to rephrase and i treat this as a rephrasing. Please continue your ive completed my question and i would appreciate a direct answer from the minister at this time. Thank you. I will directly refer to my previous answer. [laughter] order. Senator. Thank you mr. President. My question is also to the minister for women in, senator cash. Can you please update the senate on how the Central Government is working to tackle the skirt of Domestic Violence in our community . Thank you. Can i think senator reynolds for the question but for her commitment to gender equality and reducing violence. Many of us from all sides of politics are had the opportunity to obtain the annual white ribbon Day Breakfast and we are committed to doing all that we can against those who hurt women and children. We are determined to ensure that women and children in australia are safe at home, say from the street and safe online. This directly supports women and children who are victims of or risk for Domestic Violence. The first acts of the Central Government in september 2015 was to announce a 100 milliondollar womens safety package. This funding provided training for frontline workers and enhancing Service Delivery in critical areas. We continue to improve Frontline Services by training please, help workers and other Online Service providers to help them recognize the size of Domestic Violence and respond accordingly. More funding for special Domestic Violence units will help provide services for women and children escaping Domestic Violence. The government committed an additional 29 million of the next three years for family law and Domestic Violence message. The recipients of these funding was recently announced by the attorney general. Again we are committed to combating Domestic Violence in our community. The issue dominated by 17 in the industry citizenship was a whole host of parliamentarians that turned out were dual citizens and not ineligible for australian parliament. They were hoping for a bipartisan approach but it did not get past. My question to the Prime Minister. Constitutional crisis and. [crowd boos] [inaudible conversations] members on my right. Interjecting. I need to hear the question. If members expect me to rule on it. Leader of the opposition will begin his question again. My question is for the Prime Minister. The australian people are sick of this constitutional crisis and the only way to resolve the citizenship crisis with the cooperation of all sides of parliament so will the Prime Minister worked the entire parliament including labor to Reach Agreement on who should be referred to the high court . Thank you mr. Speaker. I can tell the honorable member with the australian people are sick of, the dishonesty. [inaudible conversations] the member will not bark instructions that me. I apologize mr. Speaker. The Prime Minister has the call. Thank you mr. Speaker. He said the labour party has a strict bidding process and we have a strict vetting process and there is no cloud over our people. Lets be straight here. That includes british citizens and mr. Speaker the Labour Party Candidates has been extremely and thats why this hasnt happened. Im not going to jump every time some liberal gets up with the complaint and says because its a matter of fact that weve got a good bidding procedure. Again and again but it seems to overlook the member and he lost his paper and [inaudible conversations] mr. Speaker, this is where we have the leader of the opposition now. Dean in turning in his own incompetence. He has a number of members we all know knew they were and were citizens at the time they nominated. Thats the fact. He also has the senator in exactly the same position and she has been referred by senator in the senate to the high court but he doesnt want to refer the people here. Where is the logic . Im so glad to hear for the member for what its all politics. Their idea is theyve got people who were dual citizens and so they think that if the house will work for them to the high court it should also refer some of ours who are not dual citizens in work that out. What i tell you the big difference is our colleagues in the deputy Prime Minister and the member for [inaudible] they went referred himself to the high court and is back and they did the right thing when they he is not a dual citizen and he resigned and that is going on. That is the difference. The time has concluded. Us President Donald Trump has a big impact on the stream politics as he had on the rest of the world in his decision on the mind of senator to move the American Embassy in israel to jerusalem. Thank you mr. President. My question is to the minister representing the foreign minister. Today we want the confirmation that don trump is announce the us will recognize jerusalem as the capital of israel and we relocate the usmc from tel aviv to jerusalem. This is a body blow to the Peace Process and the palestinian people. Its unfair and dangerous. Its universally condemned by everyone and the far right in the United States and to my left and of course israel, minister, does the government agree that this move by mr. Trump is damaging to the prospect of peace between israel and demonstrate. Well, senator, thank you for asking a serious question. Let me outline the position of the Australian Government with relation to his announcement. The Australian Government has never supported unilateral action on either side and believes both sides must come together and negotiate a solution which includes the status of jerusalem. The austrian government will continue our diplomatic representation of israel from the embassy in tel aviv and that representation to the Palestinian Authority. We have no plans to move our embassy to jerusalem. The political identification of jerusalem is subject to final status negotiation between israel and the Palestinian Authority and australia supports the two state solution with both israel and a future palestinian state exist sidebyside with the international mechanized borders. We continue to call on both sides to return to negotiations as soon as possible. Australia is deeply concerned about the level of tension in the region and the potential for violence. We understand that this is a sensitive and emotional issue. We do not support and we are not told the United States that it supports the decision, washington is where that australia has a longstanding policy about the location of australias embassy in tel aviv and as i said before we will continue our diplomatic representation to israel from our embassy in tel aviv. Thank you mr. President. Germany said theyve taught policies are white the us is starting to crumble and donald trump will be called to discuss the issue. Turkeys are there to be irreversible consequences. Sweden has called it catastrophic. Australia has said that this is a matter for the us. Given your answer can i just ask will you be expressing your concerns publicly through a Public Statement . Well, the Foreign Policy of the Israeli Government as by the foreign minister i represent foreign minister as you know and the statements i gave you comes from there have been concerns expressed about the us and now under donald trump it looks to be hitched to a danger to australia and to the rest of the world. They refuse to act and when they pulled out of the paris climate agreement and isnt it time for a fundamental reassessment of our relationship with the us . Senator it is the clear and firm view of the Australian Government which i understand to be shared on both sides of politics that the Australian American Alliance is the foundation of our Strategic Security and that will continue. It will continue whether there is a republican or Democratic Administration in the United States and it will continue whether there is a coalition and australia that is not deciding that they will not be occasions on which australia and the United States disagree. This is such an occasion on which we do disagree. Australia will maintain representation to israel in tel aviv and we think that is appropriate and i have indicated to you the ways in which the Australian Government considers final state of jerusalem ought to be resolved but that difference notwithstanding it does not affect one iota of the centrality of the australian american relationship. There has been a big squabble between the two parties and that would happen again in the senate with a lot of disorder when this was raised by the labour party. My question is to the minister representing the Prime Minister in announcing his government long overdue reforms to political [inaudible] the Prime Minister said they would and i quote strengthen our democracy. I refer to the minister who when asked about disclosed 1. 75 million donations to the liberal party prior to the last election and i quote i assure the Prime Minister compliance with all his obligation. Can the premise or confirm on what state the declaration was made . I dont know the precise state of. [inaudible conversations] i assure you that the Prime Minister has made or will make his discloses consistently with his obligation and in a timely fashion as required by the i will call senator is order. Thank you. I have a further question. Labor and members have always introduced legislation to ban foreign donations. Why is the government last to act . Well, senator, the government has introduced, as you acknowledge, legislation to ban foreign donations but it is the government legislation that will be submitted to the liberation next year and i trust it will pass in support of the labour party. Later this afternoon im sorry, after the senator introduces foreign donations bill to the senate i will be referring to it along with foreign interference laws introduced by the Prime Minister which will review those over the summer and come back with recommendations early next year. As has been the case with other National Security legislation over the last several years we will be guided by and we will pay close and respectful heed to the views of the pjc and at that point the labour party. The ill call you senator cameron, senator corman, senator corbyn. Order, order. Senator corbyn, please. Im disappointed with you, too. What an asinine question to the disgrace citizen. Tracing the lineage back to the first place with a successful businessmen over us dryly and various countries and is somehow a foreign donor will have to do a lot better than that. You been watching question time in 2017. Next year could bring an election we will have more decisions by the high court on how many turns that are not eligible at all. Thanks for watching. Jerusalem by its arabic name. [speaking in native tongue] translator brothers and sisters, good afternoon to all of you. On the outset to extend my sincere thanks and the highest 16 to my exfelons excellence
