On cspan2. We invite your participation via twitter. Members finishing up other business from the british come house of commons a. How on earth can the government countenance making women in Northern Ireland subject to rape imprisons the babel under the law. We are not doing so. I asked the honorable lady, it is very clear and exception through precisely these reasons. Questions to the Prime Minister. Members across the whole house would wish to join me in congratulating her majesty, the queen, on the platinum wedding anniversary. They devoted their lives to the service of a country and the whole house will offer them, and stewardship of the economy, when the economy grows, and the debt is subscribed. To invest in the economy more than she already my honorable friend make an important point about investigating infrastructure, and housing particularly. A quarter victorian pounds in infrastructure spending, 22 billion from the Central Government, billions of pounds, the biggest roadbuilding program ever for a generation this country, this government set for the future. Jeremy corbin. I join the Prime Minister in wishing Prince Philip a happy platinum wedding anniversary. Parts of the house with victims of the devastating earthquake that hit iran and iraq leaving hundreds dead, offering emergency help and support can be used to save lives. I also hope the house will join me in sending deepest sympathies to the family and friends of the late in wales who tragically died last week. Mister speaker, crime is up, Violent Crime is up and Police Numbers are down by 20,000. Sitting absolutely next to her to make this demand on him to provide Funding Police need to make communities safe. Can i say to my right honorable gentlemen three points. The earthquake that that took place in iraq and iran we are monitoring the process, devastating earthquake our thoughts are with all those who might have been affected by it, we do stand ready for urgent humanitarian needs, the government will do what is necessary and we will stand ready to help people. I join with him in offering condolences to family and friends of the sergeant and that will go to everybody across the house. He raised the issue measured by the crime survey, over a third, we have been protecting Police Budgets, we protected piece budgets and putting more money into counterterrorism policing but what matters is what police do and how they deliver. Crime survey shows crime is down by a third since 2010. I have been following the tweets on the front bench over there and one of them said very disappointed and mystified at the closure of oxbridge fleet station. And [shouting] for the want of any doubt, that came from the foreign secretary to hear about that. Jeremy corbin. Im pleased to be here because the foreign secretary is so excited he wont be able to hear the answer. The real reason, mister speaker is it is because of a 2. 3 billion budget in parliament and it gets worse, they are going to be cut by another 700 million by 2020. Under this government, are there are 11,000 fewer firefighters in england since 2010. And last year, increased by 20 , in the wake of the terrible fire, the Prime Minister was very when she said this could not be allowed to happen again and money would be no object to fire safety. Will she therefore now back the campaign to provide 1 billion pounds to local councils to retrofit sprinklers in all highrise blocks . On the first question the right honorable gentlemen raised, he might not have noticed the crime commissioner in london is the mayor. [shouting bracket the next was a labor mayor. [shouting] perhaps the leader it is not enough for him. Lets be very clear about funding, theres more money and more officers for each londoner than anywhere else in the country. That is the reality of our funding. He has asked about the issue and we take what happened, the appalling tragedy of what happened seriously and that is why i set up public inquiry, the Community Secretary has set up work taking place on the building regulations to ensure that we do have those and why we continue to support chelsea council, who have been victims of this tragedy. We want to make sure homes are fit for those who live in them. There is a responsibility on building owners in relation to that. Some owners retrofit other Safety Measures that can take place and what Labor Council said about this, rejected sprinklers saying what matters to introduce the right Safety Measures. They need to weigh up the issues, fittings bricklayers can involve cutting through compartmentalization which is another safety measure, the issues retrofitting sprinklers, questions about how effective they were, they need to look at how effective sprinklers would be. Jeremy corbin. The coroner not getting sprinklers would be the right thing to do. The chief fire officer think that is the right thing to do, as local authorities asked Central Government those local authorities that have asked Central Government for support to retrofit sprinklers have been refused by her government, or the safety of the people in socially rented highrise blocks. Yesterday i was passed a letter from an agency in lincolnshire where universal credit is about to be rolled out. The agency, i have a letter here. Issuing all of its tenants with preemptive notice of eviction because universal credit has driven up areas where it has been rolled out. Gop property cannot sustain arrears as potential universal credit could create. And paused universal credit so it can be fixed or does she think it is a right to put thousands of families to christmas in the trauma of knowing they are about to be evicted because they are in rent arrears because of universal credit. Prime minister. Can i say to the right honorable gentlemen, the concerns raised in this house previously over the issue of people managing their budget to pay rent but what we actually see is we see that after four months the people in universal credit in arrears have fallen 5 . It is important we do look at the issues on this particular case. The right honorable gentlemen might send the letter. In an earlier Prime Ministers question he raised a specific case of an individual who threatened her experience on universal credit, he is not sent that letter to me. Jeremy corbin. Mister speaker. I am happy to give the Prime Minister a copy of this letter. It is not the only agency sending that kind of letter. She might be aware that Food Bank Usage has increased by 30 in areas where universal credit has been rolled out. 3 million families are losing an average of 2500 a year through universal credit, Child Poverty action Group Estimates more than 1 million will be in poverty do to imposed by universal credit. Of those arent reasons enough for the rollout i dont know what there are. Mister speaker, last week, last week order, order. Mister morris, call your self, behave with restraint. You are seated in a prominent position. Quiet. It will be good for your wellbeing. Jeremy corbin. Last week the chief executive of nhs, Simon Stevens, wrote the budget for the nhs next year is well short of what is currently needed. The target hasnt been met for two years, 60 today waiting time target hasnt been met since 215 so again, can the Prime Minister spend the next week ensuring that budget does give sufficient funding to nhs to make our peoples needs . Prime minister. On the first issue the right honorable gentlemen raised can i remind him yet again universal credit is insuring we are seeing more people in work and what they earned . He talked about what stevens said about National Health service and look what Simon Stevens said about the National Health service. The quality of nhs is demonstrably improving outcomes prepare for major conditions, dramatically better than three, five or ten years ago. What has been achieved in the past three years . More convenient access to primary care services, the primary care workforce, and all rates ever. Big expansion in Public Satisfaction with little inpatient at its highest for more than two decades. That is the good news of the National Health service. It is very strange, mister speaker, that the chief executive of nhs provided in the middle of the longest and deepest financial squeeze in history, i know what they are talking about. The number of people waiting four hours has gone up by 557 since 2010. The opposition to us, the tories over there were very noisy, when i mentioned where the opposition you are in opposition, it is not complicated, it is not complicated. [shouting] two weeks ago, mister speaker, i raised the question of in School Budgets. Teachers and parents telling mps what reality was about. The Prime Minister was in denial of every tory was in denial, this week 5000 teachers from 25 counties wrote to the chancellor saying, simply asking for the money taken out of the system to be returned. Will Prime Minister listen to his teachers and give a commitment for the budget next week, return the money to school budget. Is a major moment, you have something right today. We are the government. [shouting] on the nhs there are 1800 more patients in the four our standard every single day compared to 210. He talks about School Funding, putting more money into our school budget, record levels of funding going into our schools and this government is the first government in decades that have gripped the issue of fairer National Funding and we are putting that into practice but you can only put record levels of money into your nhs and schools with a strong economy. What do we see as a result of policies this conservative government has put into place, income inequality, down under the conservatives, up under labor. Unemployment down under the conservatives, up under labor. Work was household down under the conservatives, up under labor. Deficit down under the conservatives, under labor. He is planning a run on the pounds, we are building for the future. Jeremy corbin. Mister speaker, i would have thought that 5000, 5000 head teachers would have a good idea about the funding problem in their school had a pretty good idea of the effects of government cuts on School Budgets on their staff and their students. The i fs says School Funding had fallen by 5 in real terms by 2019 as a result of government policies. Mister speaker, Public Service is in crisis from police to fire service, nhs to childrens schools, a superrichview dodge their taxes. Government sits on its hands as billions i lost the vital Public Services, the conservatives taxes for the few, Vital Services for the many, not just one role for the superrich. Both sides of this house, asking a question that should be a concerted attempt to shout that person down, and completely unacceptable for every quarter it comes. To have some thought to how behavior was regarded, by the people who put is here. Is in the truth this is a government that protects the superrich and the rest of us to put austerity, poverty, homelessness, and slashing of local services, that is a reality of a tory government. We have taken 160 billion pounds extra as a result of the action, the tax gap is that its lowest level ever, under the labour party, and the entire Police Budget for england. We and the conservatives are building a britain fit for the future. The best brexit to the right h gentlemen he may have gone momentum to his party but brings the nation to the country. [shouting] thank you, mister speaker. In april 2015, saw their only gp surgery closes. Thanks to the great work of local counselors, and and the project hasnt started. The Prime Minister might be with me, the action group to consider i have been assured in this particular case, these organizations remain committed to this project, it could bring benefits to the local population in the longterm. Might understand the frustrations my honorable friend have, delays taking place. And can best that is the best position to ensure this will progress as quickly as possible. Public news out of that meeting. The issue of access to local health services. How important it is, this is an important issue for people around this house. Health services, i want to make sure everybody entitled to a flu shot this year gets one. Sidewalk diabetics, i hope everyone is encouraging that. Ian blackburn. Thank you, mister speaker. I join with the Prime Minister and leaders of the labour party congratulating the intending diversity of the wedding and join me in welcoming the lady opposite the Scottish Parliament. Does the Prime Minister agree with we should be incredibly proud of our Emergency Services, they do a heroic job putting themselves in danger to keep us safe. Can i join the right honorable gentlemen in welcoming the Prime Minister to the Scottish Parliament proceeding today . As i said previously, im happy to confirm that come Emergency Services due to an amazing job, i was very pleased at the britain awards to be awarding an award in the name of Pc Keith Palmer who kept this place safe but other Police Officers, the leader of the opposition and liberal democrats gave awards to other Police Officers who had also done what they do in other Emergency Services, run toward the danger and most run away from it. Ian blackburn. The remarks of the Prime Minister, mister speaker, the only forces in the United Kingdom to be charged, depriving services of 140 Million Pounds in 2013. 30 times in this chamber, the uk government giving scotland Emergency Services 140 million, a longstanding campaign, we will not give up. Prime minister. The chief secretary made clear, looking at this issue and the report on it, very constructive representations have been made by my scottish colleagues on this particular issue. Lets be clear, the right honorable gentlemen knows that before the Scottish Government made the decision to make police and Fire Services regional bodies, they were told this would mean they are eligible for refunds despite knowing that. Grandparents have a vital role in the upbringing of their grandchildren at the time of writing life expectancy, better equipment ever to fulfill. Does the Prime Minister agree with me we should send a strong signal from this house, not only a presumption in their favor when it comes to adoption but also be intimately involved in those decisions, something sadly lacking in my own constituency. Can i say to my honorable friend i have seen grandparents in my constituency be concerned about decisions that have been taken in relation to their grandchildren when they themselves found sport for them. He has raised an important issue. There is of course already a duty a local Authority Legislation to ensure wherever possible children raised in their family and the statutory guide making particular reference to grandparents but adoption agencies considering the needs of a child first and foremost each case will be different but the message he is giving of grandchildren being brought up in their families when possible is a good one. Has the Prime Minister accepted a harrowing testimony from constituents in multiple agencies including Mcmillan Cancer partnership, not only a patient dying to weaken their payments. And the endless cruel condition. Made changes in implementation. And might also and concluding welfare. Were leaving the union. And the Prime Minister agrees with me is part of our job as members of parliament, to scrutinize the legislation, and are constructive. And and the british people. We are leaving on march 29, 2019. Is a lively debate, and that is important. And strong views held on different sides of the argument of the European Union on both sides of the house. What we are doing is listening to contribution listening carefully those to improve the bill. And deliver what decisions the country took that we should leave the European Union. Almost a year, told my personal story, soon to be established. And sympathy for such a fund and i have urged him to include such a fund in next weeks budget. When the Prime Minister has that in mind and make the provision a reality. The honorable lady has been a passionate campaigner on this issue, thoughtfully shared her personal experience with this house and recognize what an incredibly painful experience it is to lose a child and the whole house in sympathy with those who do experience such a tragedy, thousands of families go through that. What has happened is we put in place across government were to look at this question how we can improve support for aggrieved parents in a variety of ways. Is being met on the parliamentary under secretary of state, already supporting private members bill on parental bereavement. We are making it easier for parents to apply Financial Support and ensuring across government brought together so it is easily accessible to for bereaved parents, difficult child. Will the Prime Minister join me, and across the country. The threat to the permits, not public providers going forward. 10 she issue guidance that confirms this action until the consultation is complete. Community transport operations provide Vital Services connecting people and communities, i was pleased to visit a number of weeks ago to visit and take a ride on Community Buses that provides the working services of my constituency. It remains committed to supporting Community Transport operators, no intention of ending permit systems and recently written to all local authorities to explain how they comply with regulations without negatively impacting on this. Progress is excessively slow. The Prime Minister is aware of the energy sector, this would put 1400 jobs in scotland under threat. Can i ask the Prime Minister, the Scottish Government to do all they can on what specific action you can take. Im happy to give the honorable gentlemen that assurance. I discussed this briefly with the first minister when i met her and i am pleased to say my honorable friend provided a minister, spoke to the relevant minister in Scottish Government yesterday about this issue and we stand ready. The government stands ready to work with the Scottish Government and others to ensure the goal can be achieved. It is a National Treasure and we must have a goal to protect it. My constituents throw together appointments that are adopted. Fantastic doctors are threats to the limit and traveling recruits. Will the Prime Minister look at making a contract committing them to working in the nhs for the first five years, salting the brain drain of newly qualified doctors overseas. This is an important issue and my honorable friend is right, we need more things medical schools, by 1500 in the first 500 will be available next september. On the specific point she raised is about committing people who have been trained to work in the nhs. That the permit of health looking at ways to invest in medical occupation and england to look at the precise points to report back early next year. The foreign secretary told this house there is no evidence of russian interference in uk election for the referendum. The Prime Minister warrant russia not to middle and western democracy and the times reports fake russian twitter accounts churned up thousands of messages in an attempt to influence the Eu Referendum results. Has the foreign secretary not been catching the intelligence or read it or is willfully blind and will she stop dragging her feet and set up the intelligence and Security Committee, with urgency into the criminal defense to undermine our democracy. The honorable lady is right about the issue of rent and interference in election this, we have seen that in a number of countries in europe. It is very well laboring at this point, he made a specific point what is happening in the United Kingdom, the speech i gave on monday, the examples i gave of russian interference not in the United Kingdom. The intelligence and Security Committee established today. The harmful aspects of the internet causing a series of social policy emergencies particularly among young people. Parents across the country welcome engagement of the home secretary with the industry on these issues, the Prime Minister tell us when to expect legislation with real teeth life our children only have one chance at childhood . A particular interest in this issue, we are getting security for young people on the internet but is so necessary. We are considering a range of options on this issue, we will publish our internet Safety Strategy where consulting on a number of measures like social media code of practice, social media levy and transparency reporting, we do need to take action to protect internet use especially young people and that includes considering the functions regime to ensure compliance. The past month at a malice and and tommy greg, impressed in my constituency. An increase in Violent Crime in the past year. And lost over 1700, that includes 1000, one in five Police Officers. 82 million have been cut with a further 18 to 22. How will you use the budget to address the rightful expectations lawfully on the streets . First of all to the honorable lady, the sympathies of the whole house, so injured and stabbed in ways the honorable lady referred to. We are concerned about criminal acts that take place. The question, i said earlier, we have been protecting state budgets, we have protected Police Budgets and we do see Police Officers on the front line. Mister speaker. July of 2016, in romania, three weeks later in broad daylight, a 14yearold schoolgirl forced her division a local supermarket and raped her. Last week he was sentenced to nine years in prison. Can the Prime Ministers what the government is doing to stop dangerous individuals like from entering the country and assure my constituents] one that we can or undermine the Security Cooperation with partners in the eu. An absolutely appalling and horrific crime. The victim and her family, i can assure him this specific case the home office will be pursuing deportation act against individuals. I understand the home secretary will be writing to him with details shortly. He makes a wider point about the continued work on partnership and cooperation with the 27 once we left the European Union. Im very clear we want to maintain that cooperation come of that security and criminal justice going forward. It is important for us all. Mister speaker of the Child Poverty action group recently published figures that showed as a consequence of cuts to universal credit and the benefits trees, Single Parents with children stand to lose on average 2380 pounds for the family. I have asked the Prime Minister, she was sitting there with government ministers and planning Single Parents and families where today she feels a sense of shame. The introduction of universal credit is important in helping people. And ensuring more of what they pay. Universal credit itself is the right thing to do. With recent events in zimbabwe and postelectoral chaos, and huge elections in somalia, and the national election, and the international observer, peaceful and transparent, and and a direct consequence of work by british campaigner, and and we continue to do that. And earlier this year, and thank you, mister speaker. And no photo id, cant afford a passport and doesnt drive. And provide identification. And the Prime Minister step in and show common sense and transfer the legacy identification from Legacy Benefits to universal credit so these unnecessary delays dont give my constituents more pain and suffering. Im sure she will appreciate it, we ensure you are entitled to savings them. We do look and continue to look at how we are implementing universal credit. And the point she is making, we look at it. Mister speaker, businesses on the frontline are preparing to leave the European Union. Will the government consider earmarking 1 billion pounds in the upcoming budget to make sure we are ready on day one, deal or no deal and prepared for every eventuality . I think my honorable friend for his question. In his constituency this issue of preparation when we leave the European Union is tightly settled with focus on it and appreciate why that is the case. We made Funds Available for preparation and work necessary across government in preparation for] and what further work is available to ensure we are ready. We need to change that point of view. Vincent cable. The secretary gave a pledge that freedom of movement would be preserved for bankers and other members of the Financial Service industry. Why cant the same first begun to other economic sectors like manufacturing and agriculture . The immigration rules introduced once we leave the European Union, we are clear that we take into account, my right honorable friend home secretary asked the independent Advisory Committee to look at this issue and make recommendations. Given the recent events in zimbabwe, what support could her majestys government provide to help the countrys recovery both economically but also in terms of democratic systems of government. My honorable friend raises an important point. We have all seen what is taking place monitoring those developments, the situation is still fluid and we would urge restraint on all sides because we want to call for avoidance of violence which our primary concern is the safety of british nationals in zimbabwe. We do see reports of unusual military activity and recommend british nationals remain safely at home until the situation is clearer. On the point my honorable friend made, providing bilateral support, 80 Million Pounds per year and part of it supports economic reform and development. Next week will mark 6 months at the arena. Will the Prime Minister join me in once again paying tribute to those who responded so brilliantly to the aftermath. And 17 Million Pounds costs which the government, these moneys have yet to be inverted. Would that be a clear and category commitment reimbursed at the earliest opportunity. I say to the honorable lady our thoughts are with those affected by the terrible attack, and immediately after the attack, i also met the victim this, and on them. She raised an important issue, what i can say to her, responding by the end of next week, respect that for the teresa . The Prime Minister represents the constituency in the greenbelt. We have been clear about our position in relation to the greenbelt. We concerned that, we were clear about that too. It is important we see more homes being built particularly in london, opportunities to do that. Mister speaker, the Prime Minister told the country she was the only person who could offer strong and stable leadership in the national interest. The cabinet crumbling before our eyes. Prime minister. This government delivering i spoke about those things earlier. And going to health service, and a clear plan set out in my florence speech to deliver the best deal for this country. And what it wants from brexit little and set a plan for it. No serious negotiations would normally allow one side to dictate financial terms before wider terms were known. In preparing to embrace the world when it comes to trade from wto rules, ignore the siren voices and defeatist voices, people join the euro wrong. What we want to do is negotiate a partnership with the remaining eu which we can continue to see good trade as far as possible, between companies in the United Kingdom and those in the eu 27 but we also indicate the trade deals around the rest of the world to ensure we are taking the advantages those trade deals did because of more jobs in the uk. Being Good Neighbors the Prime Minister and i, would like to face my immense gratitude to the Prime Minister and half of the cabinet for coming to my aid recently to increase our majority from 7 to 17,000. Couldnt have done it without you. Mister speaker, businesses and unions in my constituency feel very agreed had various government initiatives, progress, electrification of train lines to windsor has been diverted. I am trying to be accommodating to colleagues and dont want to hear the honorable gentlemen but the rest of the question must be just that. One sentence and a question mark at the end of it. Can the Prime Minister, the concerns of my constituents and to assure them to heath row, to be treated as a priority matter being dealt with immediately. Thank you. Thank the honorable gentlemen, we are putting significant sums of money into transport infrastructure, rail infrastructure, we are electrifying the Great Western mainline which will be a benefit to plow and maidenhead. Ian stewart. Will the Prime Minister join me in welcoming the decision by the people of australia to vote in favor of samesex marriage, does he hope the government and australia will legislate introduce it and follow the lead set by this house . I welcome that vote in australia with other colleagues when we pass legislation in this house to enable samesex marriage in the United Kingdom, take those and act on it. Order.
