We are joined by the republican candidate for governor. Welcome. Thinks for having me. Before we go to questions with a brief report from our partners he defeated a strong opponent. For nearly eight years he has been the Lieutenant Governor the first person ever to hold that office before that she was Monmouth County sheriff. The federal prosecutor she is running with a plan to cut property taxes with the Circuit Breaker plan which would cap the school portion of a homeowners property tax at 5 of income. Above that the state would pay the School District directly the average savings a hundred dollars per homeowner. The cost to the state. 1. 5billion she said. Her opponent questions where that money would come from and they said 1 billiondollar will come from natural revenue growth. 250million from overfunded School Districts and 250 million from a comprehensive audit. Also running on the idea of electing the state attorney general instead of it being carlos rundell. To be the Lieutenant Governor. The strategy is to hammer home the tax issue and hope it does for her what it did for Christie Whitman 24 years ago. That achilles skill. The achilles heal. Is the closeness to govern. They try to separate themselves. And instate house renovation with a number two democrats wont let them ignore that. Donald trump is also on trump on popular in new jersey. The dean of the press corps. We had thousands of questions that came to us. The property taxes describe your plan in more detail. The number one problem in new jersey is property taxes. I can go to any room in the sea and ask people what the number one problem they had is in its property taxes. They are all planning their exits. And they need to address the number one problem that is on their mind. It would simply tap that at about 5 of household income. 800 on average. If it goes over that amount. Dont be a good thing if they got more than a hundred dollars. You never paid more than 5,000 for your Property Income tax. What about the locality. The school gets reimbursed. And they come back and reimburse you. Anybody that has given me any information. I cannot afford to be here anymore. They start to plan on how they are going to move out of new jersey. This average savings of 800 per year will allow them to say here. If they might not be a lot for a multimillionaire. For the people i have met over the last year. Talk School Funding. These questions came from our friends. This is School Funding. It is the issue from the state money to local School Districts describe your School Funding plan. Starts with the 5 household income. We will help people that need the most help now with the 5 . They got 800 dollars from the School Property taxes. Why do i think this can work. They put a page out of the democratic playbook. Lets just make sure we are getting our moneys worth. Ive not heard anything from bill murphy. It is a great idea if you can afford it. They have promised the education. Everybody would love to have free pre k. I have to pay for my sons to go to pre k because i was able to afford that was great. But everybody wants a but how do they pay for it. What about those that are in the lower economic status. We know how important it is. We are already a funding it. Funding it. We have already begun. We had programs in place for years. And we just added some more money for it. That is a start. The question is a question of priority. In my mind if you make new jersey more affordable by keeping taxes low is right from the start. They were involved with some other folks. Reimbursing childcare centers. They had have legislators come out. We dont find enough to folks in terms of reimbursement for child Care Childcare at that age. As a working mom i have to make a decision if my babysitter did not show up. It really was a Rock Paper Scissors kind of thing. I think most of us need a portable reliable daycare and one of the ways that we make sure we do that is to give tax credits. I took advantage of a flexible program. I think we need to do better so that our working mothers have a way to do that. They have to make sure that they can afford to pay the taxes. It can be a referendum on taxes. They added another 200 or 400 million. Because of his plan. As one promise i think they will keep. The people in new jersey understand one thing. And thats their pocketbook. It is an issue of whether or not they can stay here with the other half hour of this program. They will opportunity to not just defend himself but make his case and then talk about his concerns. In a very civil discourse. Your family describe it. My family is fabulous. I moved to new jersey after moving all around the country. Because of my husbands family husbands family was born and raised here. What happens if you lose your job and had to leave your state. We need to make sure that they stay together. And they stay here. I am a proud of first First Lieutenant in the air force. It is a nine seats air course air force academy. The second child is now about to graduate from college. His last you a year of college and he already has a job going to work in the city. He is the ultimate equalizer. The hardest job in the world as it being a mom or being governor. The hardest job in the world as being a mother. They dont care what you do during the day the laundry needs to be done. Challenging as well. How about this one. The democrats in the legislature did this. They simply ask how would you deal with that. Quite frankly the first thing i would do was treat it honestly. Anybody that says this pension is not broken is lying to you. Anybody that said you can fully fund the pension is lying to you. Everybody knows. You can sit down as i have and sit down with them and say look your pension is not funded. Your hiring teachers right now and the pension will that pension will not be there. We need to sit down and talk thoughtfully about it and honestly and respectfully about it. I think we also had to separate things out. The teachers and the funds are a little bit more underfunded. They will manage it the way they want too. Along the taxpayers arent on the hook for it. And then we need to sit down with the teachers and i told this to them when i went to talk to them about their endorsing me for governor. I said lets sit down and talk about this problem. They already endorsed bill murphy. That being said to disclose they are an underwriter of the program here. I also want to clarify this. There has been a commitment about the state fully funding. In underfunding for years and years. Its a fact. He has spent more than many other governors. What is wrong with simply saint the state is can it do its job. The state should do its job the promise pain for paying for it. The question becomes 5 billion in pension payment and another 10 billion in healthcare. That thats 15 billion. If we make a full pension payment thats here. 5billion for the pension. 304,050,000,000,000 in the hole. What happens if you dont get results. I will sit down in the room and negotiate. We should pull out. Take a look at it. Even paul the pension package. There can sit and negotiate. On healthcare side. Instead of prescription drugs. Instead of having the Gold Standard with the health care benefits. Let the labor union take a look at where they could find savings in healthcare. We could save 2 billion. Take that and put in the pension. Right there. If you want to engage. You can find the website. With the Lieutenant Governor. She is the republican candidate. We are being seen on a friday of pbs platforms in the region. And im also seen nationally on cspan. A couple of other topics. Health care. Who knows what is cannot go on in washington as it relates to the repeal of obama care right now in terms of the way we are providing health care for those who need it the most into what degree are you continuing on the track to repeal and replace obamacare. There has been discussion about pulling the rug out and people that had that in new jersey. A couple years ago when we agreed to the waiver. Weve signed up 534,000 more people to the Affordable Care act. We cannot pull the rug out from underneath them. Im confident that people are good. And then a 530,000 additional insurers will get the insurance that they need. We need to do that. And thats where we need to go to our congressman. Its not just the president. They can sometimes be a problem as you see. If we dont have a republican governor we will not had balanced government. Balance government. We will have imbalanced government. In the Governors Office in the hands. They like divided government. People will decide. Theres another issue connected to that. You were here a few months back. We had have a few more months to examine his presidency. With howell how while he is doing. Particularly in the folks with the folks in jersey. I am looking at how i governor as an head to do washington and work with that president. Weve a trillion reasons to get along with donald trump. We did it with the regulations regulations here in new jersey. I want to see anything that has hurt new jersey. Anything that helps grow our economy here in new jersey anything this president as doesnt that helps the people of new jersey these dreamers there are 202000 new jersey residents. Different ages. The president saying at first hate listen, theyve gotta go. We dont know where that is in can ago. We think it should go. I think we need to honor the deal we made with the dreamers. It is the presidency. I think it is both side. They have not fixed in years because well beyond this president and frankly the president before that i think it is a problem that needs to be fixed. I think all of us have to go to our congressional leaders and tell them what i said the 20,000 or so dreamers in new jersey we are not going to be destroyed families in new jersey. They did not have a choice about coming to new jersey. The problem needs to be addressed in washington rule of law you say. Ive said it many times. 20,000 people in new jersey who came here as a Family Member whether it was or two or 30. That we will not appear apart. Thus a number across the country for the congress the democrats and republicans alike to deal with. Why should people be worried about this. We will fix it. We are good people here. This came from mg tv. The question kept coming up. I believe six race states are bad for lawenforcement. For starters. They were putting them at risk. We dont as a governor and this is where my legal background comes in. We dont have the authority to stop immigration officials from coming in and doing whatever the federal law allows them to. All it does is put a target on the back of the people in new jersey. They believe they are being protected because of sensory cities or states. If you want to fix immigration go to washington and fix immigration problem. We are putting everyone at risk. The people that will be led to believe that they are safe. As a result of sensory cds. The one really scares me. As lawenforcement officials because of what you are really saying is that our local Law Enforcement officials well not provide backup for other Law Enforcement officials. You will have an opportunity to talk about the six race city. And the other part of this one hour special. Legalizing marijuana. This came from so many folks. Around this question. The only explanation i had had from that. Is to generate revenue. I can think of any number of ways to generate revenue that is not going to include legalizing marijuana and putting a whole generation of children at risk. Ive a 17yearold son. Im not saying he does marijuana im saying that if we legalize marijuana he will have the opportunity. I dont want to give him the opportunity. That is any risk that it is a gateway drug. I think we can find other places to generate revenue. Indigo first to legalizing marijuana in order to balance the budget to pay for any number of the 75 billion worth of extra spending say someone said we look at a bunch of other things. A lot of other states have done it. We are going to consider it. It would bring in revenue not a bad idea. That was the primary part. Ask them in half an hour. He thinks that one of the ways to balance this budget and pay for all of these things that hes promised all these people in the primary is to legalize marijuana. I say we ought to start the state house renovation. We stopped at the statehouse resignation. You disagree with the governor on that. You know something about transportation because you drive on the roads of new jersey. Can you ask i ask a question about that. The question that kept coming in was the Port Authority of new york how much does it affect and what would what would you do as governor. There is a big impact on the poor authority in our lives. It does have a big impact. What i would do differently. Is continuing to get that fair share of whats going on. If we have not put a billion dollars of money into the bridge and raised it with engineering it really was amazing to see it raised high enough to bring in the super tankers. If they have not thought to get the billion dollars. The port would have been close. We should be clear. I decide to just want to make sure people understand that. Your state that they get the shaft. Me to we need to continue to fight to get our fair share. If there is not a strong governor that understands that. With the supertankers. We will lose an entire ecosystem. And we cannot afford to do that. I dont think there is a lot of debate on that one. I think any governor in new jersey has to pay very close attention to making sure that the money that goes into the poor authority is spent on the projects. And that new jersey gets its fair share. Yes or no on the gateway tunnel. A couple of more really quick. I want to thank everyone for all of the questions that you posed. The last question i want to ask you. The biggest reason why your governorship would be different than your opponent if you were elected is. Texas. This was a referendum in november on taxes. If you want a billionaire who has promised to raise your taxes than vote for him. Im a working mom. A former sheriff who has created jobs in the state for the last eight years. Who understands understands that if we increase taxes i had pledged not to run again if i dont lower taxes in new jersey. The great state of new jersey. Thank you for joining us. He has been running hard for nearly three years. He defeated three substantial democrats in the primary in his career was mostly spent at Goldman Sachs which made him wealthy he poured 20 million of his money into the primary he is taking Public Financing to the general election. He as u. S. Ambassador germany under president obama he has also served the National Finance cha. Murphy is a progressive and he would hike the minimum wage and legalize marijuana. And promote Affordable Housing and create a public bank. They would bring home the state funds state funds held elsewhere. His opponent warns that he will raise taxes he proposes 1. 3 billion in new taxes. His strategy is to campaign vigorously and run out the clock. Most polls have been in the lead by double digits. His achilles heel is the 23 years he spent at Goldman Sachs and the possibility that voters are resentful of wall street millionaires. On radio, on facebook, et cetera, et cetera, et cetera. Ambassador, lets get back to your taxes. 1. 3 billion in new taxes. Break that down to us but particularly the part that helps property taxpayers. Homeowners. We have to understand what the state of the state is and this is among the weakest economies in the United States. Weve been downgraded in 11 straight times it would be home foreclosures. Household income is not only flagging of the states its a down during the christie years. Thats the framework we need a stronger and more fairer economy that works not just for some but for all. Part of that is making sure the folks who can afford it step up and have a tax that is. Thats the wealthiest among us. We have some blatant corporate open loopholes we can close. We can legalize we think responsibly marijuana and generate a a significant amounf money. But far more important we need to reprioritize what we are already spending. For instance, we put out over 8 billion in Corporate Tax breaks for large corporations and at the same time were underfunded Public Education by 9 billion. We canceled a big Infrastructure Project and underfunded others with reduced transit stipend by 90 . Its that just a question of where can we get more revenues. Its question of how do we reprioritize what were spending comment by the way in addition, lets go this economy again. We have left billions of Economic Activity on the table over the past seven and a half years. Theres a reason we cant reboost some of those economies we used to dominate. As you know and your team does weve been asking questions for the last month to get ready for this interview. These questions come from a. M. 970, facebook page, but the marijuana question, why are you so confident that we can legalize it, control it, manage it and not promote any new problems as relates to drug use . Let me tell you, steve, the first lint and the most important when i look this through is a social justice lens. We have the widest white, nonwhite capital persons incarcerated in america, new jersey. Its hard to believe it is a journey but it is. There are many reasons but the biggest one is low in drug crimes. Thats the first lens. Im happy if we legalize it and i do it right will generate revenues, but thats not enough. Is that the primary reason . Absolutely not. For social justice reason. We have an enormous inequity in the state. Its unacceptable. It has to be fixed. Its part of not the only step part of comprehensive criminal justice reform. The second point i would make is im glad were not the first date thats doing it. Other states have gone before us have done some things right and it done some things wrong. What have we learned . Weve learned distribution issues. We learned its impact on medical marijuana which this administration has come up with folks who desperately need access for medical conditions. You have colorado, nevada, nevada, washington, oregon. We are studying those examples to make sure we do it right. Thats absolutely, just doing is not enough. Doing it right is important. Go back to the text issue. What is the city to us, again, insider nj, check out that website, the issue came from there, from files, facebook and my twitter. By the way, put up the twitter handle if you will people have been great with questions and also, on the show as well. But this question really is interesting. It has to do with your tax policy. Some of the sites and others have asked if you raise taxes on the wealthiest, do you define that . Millionaires and. Are you afraid of losing some of those folks who said i dont want to be there because im getting overtaxed it would lose all of tax revenue . Listen, you want a state that is welcoming to all folks that were the most diverse state in the nation. Folks over the past seven and half plus years with all due respect to this property tax cap of 2 property taxes are up 17 . Nj transit fares are up 36 , employerbased Health Care Premiums up over 40. It costs 20 more to send your kid to college in the state. Folks rightfully say wait a say wait a minute, where is all this money going . I would say back to property taxes can pull out your property tax bill and look at what portion of that is Public Education. Thats been underfunded as an engine. Would you fully fund the, i dont want to get into weeds, go to the ambassadors website to find about his plan but would you fully Fund Public Schools pay somewhat the state formula says it is supposed to be . We would. How would we afford that . We would. Lets to step back, so what does that mean. Theres one School Funding formula in history a first date thats been blessed by the supreme court, i believe the blessed it in 2008. It was viewed as National Model because it went away from money chasing blocks or districts rather than money socalled urban districts. And instead follow the kitten as in the question you need to ask him recognize not every kid is born with the same set of circumstances or luck here what is your house look like and what language do you speak first at home . Are you on free or reduced lunch . Built that from the bottom up. That is a very attractive, smart way to approach funding Public Education. With those dollars come from your tax thats a a big part of where the proceeds would go from not just the revenues we talking about but reprioritizing. Thats the bigger piece. You talk about and you mention the 1. 3 billion. Its 35 billion budget. Its. Its not just where revenues coming from as listed. Its what are you doing to reprioritizing favor of kids in this case the 35 billion. Excuse me, bassett of it is an area where you say you know what, we dont really need to be spending the way were spending and thats reprioritizing in general but specifically devil is in the details. Ill give you a few that come to mind. One is the Corporate Tax breaks. Were sending them out at the rate of many hundreds of millions of dollars a year. What about those who say we can get them otherwise if we did not do that . We need to be smarter. We should tax incentive be part of the package, yes. I believe that but the United States has use them as one blunt instrument, one size fits all, only focus on the corporations, by the way, not on spot this is a big lets be smarter about that. We are throwing hundreds of millions of dollars out there and were not enforcing it. There are deals that companies commit to employ folks to generate radials in terms of taxes. We need to better about that. Weve got out of Network Healthcare loopholes that are costing individuals and the state at ten of money. We got hedge funds managing our pension assets and charging us huge fees. Are we getting the shaft . I think we are. How would you change those deals . I would get out of having hedge funds manager the pension assets. I think 30, for use go when the Asset Classes firstborn, they charge an arm and a lake a lot. You got big profit. Today they are still charging an arm and a leg the profits of got away. Its not just a passing phase. This is become a pretty clear i dont know Probert Trent but a longterm trend. There are a lot smarter ways to measure pension assets that are cheaper, the same risk. The state of nevada, city of new york, no reason we should be doing. I asked Lieutenant Governor this question and ill ask you as well. Your family. Who is your family . Gave me the Readers Digest version. So i married to tammy murphy for 23 years. She is my partner in everything. Shes out there as far as i am every single day. We have been blessed with four children, josh is 20 a sophome in college. Emma is 18 and taking a gap you before college and working on the campaign as josh did last you. And charlie is a junior in high school and sent as a freshman in high school. We also have three dogs and a bird are you keeping track at home on the scorecard. A a busy household. Busy and noisy. Speaking of young children, we are involved in an issue that really deals with infants and babies, and the kinds of things state policy can do thats called right from the start. Heres the question. What, if anything, can the state do as it relates to those babies and infants, particularly as it relates to child care if you will . We have stood for a couple of things. One is wasted for a child of dependent care tax bill which would allow folks to get a much bigger tax credit to allow them to go out and work and feel like they can get someone to take care of the kids. Right now we have too many folks faced with that horrible dilemma of desperate to work to put food on the table for my family, but i cant afford to leave my kids alone. There are smart ways to get at that. We stand strongly for that. You asked about kit the same thing at it said about parentsd grandparents. My motherinlaw passed way not to long ago. My fatherinlaw was her caregiver. I would like to not only have a child and dependent care tax credit but also a caregiver tax credit for parents and grandparents. Another thing we stand what we want get the universal prek as fast as we can. Can we afford . We can. We have to face it in over several years. You cant do that on a moments notice. I asked rhetorically who said it was a right to a Public Education between ages of five and 18 not before five and not after 18 . We want to extend both in spirit we stand for Free Community college which is cheaper than universal prek for something we think we can get to relatively quickly and general spree k not just for some but for all. We are keeping actually the 17th, 19 september. September. I woke up this morning and saw a whole variety of papers that the ambassador was calling for Free Education at our Community Colleges. And by the way there are some great Community College is in this state. Why did you do that, and what you do you say to those is a great idea, but whos going to pay for . It turns out this one is in the schema things go first of all this is an investment. Weve had an administration that would lead you to click believy gets thrown out the window. Where did my money go . Wended my property taxes go . Wended my income taxes go . When youre seeing underfunded Public Education, underfunded infrastructure. Those aright the question. This is an investment and it happens to be a fairly modest one. Because the federal government plays such a big role in Community Colleges this is probably a couple hundred billion dollars that we think we can raise in over a couple of years. Why there . Because if were successful in reigniting the growth that has been lost under this administration in the innovation, and infrastructure economies, it wont just be phds and for your college grads. That linchpin, that committed the College Population going to be incredibly important to fill those jobs. We think its a very good return on investment. Ambassador, these questions around pension related issues come in from facebook, twitter, njtv website, fios, et cetera, et cetera as well as others who wanted to ask. The Public Employee pension situation is terrible at best. Actually a crisis. You had history a while back when you were with the Pension Commission under i i chaired the original commission under governor cody. Should the state fully fund Public Employee pensions a and b if to happen, again, where do those dollars come from . The answer is yes. The answer is yes. Why . Its a matter of trust. We are a state that used to be respected and trusted. If youre a publicsector employee this been left at the altar now for year after year, had things jammed down your throat or youre a Rating Agency that has downgraded as her by the way young kid who leads the nation in export high school student. Will lose them. At one level thats a badge of honor. Another level you say that you keep some of these, cant you give more of our kids at home . We got some thoughts and ideas around that. We must regain our trust. The trust in the state. What about the pension situation . We want to be known as a state where a deal is a deal. Help people understand what the deal as you interpret it really was and is and that was not being kept. Fully funding the pension obligation to we wrote our report as you mentioned i i chaired this emission 12 years ago, first recommendation of many, no more pension holidays. Even 12 years ago we are not paying. States would be kicking this cant on the road for going on 20 years since 1990s and the curative and practiced out almost overwhelming. At some point you to say stop, enough, were good for our work. We will pay and stand up for our obligations. I dont think you get their next monday much have to show transparently and deliberately youre going to get there sooner than later and own up to our own end of the bargain. But she argues we should sit down with Public Employees and renegotiate takeover comes to pension but also health care benefits. Cadillac plan, cant afford you say. Just think about for a minute if you and i struck a deal and it was over a course of 20 years, and i welch on my end of the deal, and 20 years later my first move was to say hey, steve, could you sit down and makes a more concessions and then if you do, ill get around to stand up to my end of the deal. What about if you were running out of money . Absolutely find the money. If you said i know thats what we said, but the money is not there. You say . I would say the stewardship of this the kind of the past seven and half a half years han underwhelming by any measure. We have left tens of billions of dollars of Economic Activity on the table, probably two to 3 billion of state revenue they could have put in, they couldve been put to funding allocations. We need real strong stewardship of this economy that finds that money. That not only talks about where we can get tax equity but reprioritize what we already spending and grow the pie. We need a stronger and more fair economy that works not just for some but for every new jersey family. I think with the right leadership we can get that. You went further than that to talk about dangers you believe he is. Youve had some time to see this presidency. Today you say . Underwhelming. I dont see leadership that we need. I see lack of clarity on moral authority. I see a sort of herkyjerky one day to the next different impulses. Charlottesville . Bothered me a lot. At many levels. As a human being, as a dad, as an american, former National Board member of the naacp, former u. S. Ambassador to germany where National Socialism took root and led to the awful holocaust and consequences. I think on moral Authority Pass fail. You cant get a gentleman c for that. You cant make one position to the next. I hope we can find common ground. The president has spoken a good game, for instant on infrastructure investment. We desperately need the federal government especially in new jersey. Amen. To put a down payment and certainty on building the gateway. Has to be done . Has to be done. Gateway, what does that mean . Let me go back and say theres not many new tunnel under the hudson phone over 100 years. The was a tunnel project that was built up for years, the funding was found. Governor christie and Lieutenant Governor canceled that, the art tunnel. A future. They thought it would go to the wrong place underground and they said its not a good idea. New jersey gets the shaft. It was widely and was a perfect but it was a heck of a lot closer to perfect than it was to something that shouldve been canceled. We are paying enormous consequences to the cancellation of that so now with next up the gateway project which is a different version of the art tunnel. Folks in respects its better, fine, but the art project, the tunnel for stage which wouldve been opening early next year. We are not 810 years away. We need the federal government desperately to put that order into this. The Obama Administration had committed half of it which is about 12 billion. We need the Trump Administration to do the same. The rest of it will be funded by new york, new jersey, the Port Authority. Lots of folks on the web, what you think of you for contributes of an insightful about the questions but many folks on nj. Com on insider wanted to know how would you if you were governor significantly, dramatically improve nj transit . Start by funding it fully and putting the right people in the leadership positions. Listen, i asked this question rhetorically a lot. If you were the fourth smallest it geographically in the nation, which we are, if youre the densest state and nation to which we are committed to sit next to the largest market in the world you would think the one finger to write would be to meet a rail. We have proven otherwise in this administration. So fully fund it, put serious, competent leadership in place, make it a much, stop crossing wires between the operating budget and the capital budget, including very important safety programs. Lets make the Consumer Experience a satisfying way. Theyre paying 36 36 more to write nj transit during the christieguadagno administration then at the beginning of it and you cant go through it anyway expense is 36 better. Its all of the steps and we believe we can take them and we must take them. Lets go back nationally. The question kept getting asked about the daca decision figure 22,000 by conservative estimates 22,000 dreamers in new jersey. Its confusing as we do this program in late september as to where things are in washington.
