To welcome our guest is our acting Senior Vice President of research and director of the Davis Institute and Founding Editor for Economic Freedom which is a signature 2002 through 2005 serving in the george w. Bush administration please join me to welcome him. [applause] good morning. It is a pleasure to welcome all of you here and to talk about the refugee policy. So one of the first best to see how it turned out. The United States refugee it mission in program we always knows significant but some of these which will hear arguments this fall by the end of september they should also do chairman refugees will be admitted over the next year. These are issues from all sides of the debate but also looking at how it impacts u. S. National interest. There are many aspects like Economic Vitality and if course those immigrants. But to see but with the strength and weaknesses and so to look at this question is 1. To view. So to look at all sides of the issue and. So my mom so and how that can be reformed for the better. So we should be keeping that and it should be changed that is the purpose of this panel. We have many distinguished speakers here the first as warrants who is a career member and serves as director of the Refugee Admissions Office dealing with migration and refugees. With these programs abroad to identify and received those for the permanent resettlement in the United States. And for the United Nations to be involved did refugee works with a case worker for the rescue committee and charities for washington and. And bay currently has resettled the units and fill cassidy is here this morning for the International Center for scholars for the International Humanitarian systems. And then to serve in the middle east. And those of the of and with a senior policy after realist for africa and as a peace corps volunteer then worked for the refugees with the of mantic Council Center refer you to join their heritage renovation. Before i turned it over just a couple of points. All panelist will be available but the Heritage Foundation has done a lot of research entitled of admissions salute to know so to have that it is of available outside with the Refugee Program and have done a lot of research. And now we will turn it over and although i am happy with add authorization process we would certainly take those and first of all, and for those reports that they issued so first of all, i fake it was really well done and comprehensive end to agree with every single report and certainly the need of how they can be improved. And then to see how with needs to be adjusted and then as well as to serve for fiji clans. And with that comprehensive report. And a little bit of that discussion of where the program is headed over the next few years. The report did a good job as a small tool that is used judiciously because the vast majority never have an opportunity to be resettled. And to use the of a tool correctly and one of the debates is who should baby . Who is the of luckys person to be resettled . So what we have done is the cavalier ability even the first country asylum and then we will need a more permanent solution but even those sarah and protracted situations we have been doing this the last few months in one of the interesting facts and the average is 26 years but the most true they can tread water and still people within that population that will not thrive or survive similar to those populations to see how to use this tool. One thing were not doing is to look hard at who is the best person and i know of the report talks about this but pray rarely we use this as a humanitarian tool so as to relieve jordan that is the important part to play into. But we could use effectively the borders remain open in their not being forced to move to demonstrate the u. S. Support and with the assimilation looking at the of abilities and that is a topic of discussion and not just that department of health and Human Services to help people not just make that transition and to adapt to in this new country. And how those communities Work Together and to want people to become an american to find out what that is in terms of americans with different ethnic groups and that is what they are interested in. And with those to make people make that transition to have a limited amount of federal support those that have access to other programs but we want them to take this opportunity to have a new opportunity for life in families and kids all of this is more than we would like and what we would like to use the longterm studies and failures and to focus on more. I will ramble. [laughter] will make a few more points this election is critical in also wednesday have selected people so certain populations where they were highly educated and then to make that adjustment to the professional life. Server that is one of the things hhs will catch than those within the field. And then to make that transition back to the medical profession. But to see Great Success with the refugees who have not had a lot of access or with legal work especially in a profession often times in a very entrylevel job. We have been working very hard to make that possible to transition through the career ladder to higher levels of the implements of the Hotel Industry and other entry level jobs have been wide be open to refugees and theyre not competing for jobs they are taking them so frankly they do quite well to resettle more refugees to be such good workers. A couple of things with the Current Administration reviewing priorities were under the 120 days suspension on arrivals. For the most part refugees are halted through october we are reviewing a a a a a a of procedures the target of all land security so the fbi and those that perform of the vetting the those are the most highly vetted immigrants coming in to the United States via Current Administration but where to see the improvements because there will be vulnerabilities so that we view is key what does that cost to resettle and how does that compare to overseas . And as i mentioned earlier with those assimilation programs the with the state Department Health and Human Service as well as department of romance security to see what we can do to improve that. And the ongoing question is the sheer and as was noted earlier with the program would be next year and that has not been made. That decision will be made by the end of september. They give for the opportunity to be here today and that it was it will then report and that is the interesting item for discussion and. And through their resettlement process so let me do that. And thats is provided protection and assistance primarily a field based organization and in areas of conflict and with sad diplomatic dance currently in 130 countries to work with those governments like the United States and the u. N. Partners like the World Food Program to look bad ngos and the red cross and others so at the moment youre probably seen in the news bangladesh so in the emergency circumstances the mid term refugee situation where they spend fiber ted years so with those populations that are 20 or 30 years these have to be done in cooperation and that estimate for those refugees include the of palestinians for us it is 17. 5 million as part of that displaced population of 65 million persons and the palestinians with that agreement. Also it is important in terms of scale the bad real challenge is to identify people of those older abilities out of that 17. 5 million to do that in a way that is efficient also is in many cases to those in most countries with those numbers of refugees september of last your a meeting at u. N. General assembly specifically on resettlement to have that best level of response and i being we continue to hold out on 10 that is 1. 7 million refugees for those that have programs so i am happy to say the country is involved in resettlement. So we did see some increases last year where i think they have been pushing for the europeans to be more indigenous but sometimes that was a tough sell its europe but if you take the number from canada or australia its still only adds up to respond. That is what we are trying to do with the 1. 7 million need so the job beyond will be to prioritize and which countries. Clearly there is still would need and i think that will continue to join in a the settlement and to provide protection and security and encourage countries to maintain that settlement capacity those like the United States or canada or australia. The think it is important to identify and prevent the country including the United States and then to decide what type of information needs to be presented we cannot compel any country to take refugees and as their is an obligation but with resettlement it is voluntary activity but those that provide a separate or member of the court. It could be fair to say next suits texas immigration is the most complicated but fortunately so it was a complex over the overseas component but in recent years that one over arching element and every player in the system one is is biometrics but at this point we have about 4 Million People registered and with the of biometric system but the identity is. Powerball is to have written a couldnt countries but we would end with a Homeland Security area payless but with those statistics to the first half of the year and with those individuals about 50 percent archduke year of the from those other countries but a few reactions to the report that but there are many areas we do share and a way to keep a Sustainable Program going. But certainly the reports but for those who dont deserve to be given this a sentence of and no and then to have a limited drug but i mentioned to the database and to check those biometrics so what happens when they tried big bearded states . But not only the u. S. But all countries. But then we need to know were making the correct. Thinks to mr. Heritage of lois want to be with one but to have that in the wake of the candle is comment. So if you know, the debate over refugee issues marked by extremes right now. And let the heritage report does very well is reminds us a more interesting debate you may not agree on all of the specifics but to read knowledge that we are looking for the right answers. I have been announced to focus of what i have a right to written about and i was really happy for that heritage report identifies assimilation as a key take away and those other two with systemic reform and the need so like being bad is good news. There is a spirited debate in those that are talking about assimilation and integration and a lot that would refuse to use one word. But i see those two terms as different but complementary and itll feel the need to choose. When you hear people talk about integration normally they talk about participation in when you hear people talk about assimilation you tend to hear them talk about a specific value. So it in my remarks i will talk about what people think of. Al is that different from the process . So first i agree with the heritage report how you choose candidates most likely that there are modern benefits we can all understand but to add the caveat first it is not necessarily clear that those over successful for resettlement. And second we need to preserve space to do the hardest work so be heard them talk about to identify those of our the most vulnerable. And i think a long time hallmark is to resettle these tough cases. The heritage report will ask refugees and americans generally with that prospect and we should be wary about that but we can imagine that process to address those values issues and have to be very carefully designed and to we go to the security risks or to reinforce norms or expectations and also took to dissuade those. So we need to be very careful about this idea. Universally applied and to use to your clear of the and to focus. With a reception phase we need to do a much better job. I was a Foreign Service officer for a long time spending time abroad every time i came back to the United States even after a two or three year tour of the deaf Culture Shock. America is complicated and inyourface. We need to do a better job to prepare refugees for the Culture Shock and that was very different. So this needs to start before they arrive and needs to be more detailed but we do need to have some honesty that process. We need to do better at educational assessments of the current of and then that could be shared with potential and flares and in that community in general . I think we could do a lot peak preand post a rival to teach people to teach them basic civics there is no odor and. But in terms of all of the training aspects we can do a better job of taking the but all of the models of a web based in it but in some ways where we have the most work to do, so as those remarks indicated and are looking to three months in a is the first to move years so we need to do a better job of longterm monitoring and support. This could help address one of those concerns so those younger people who dont have strong ties to the country of origin and we need to do a better job than what were doing posting kids these are all the people who have to provide this support for these resettled refugees these liberal planners and social workers and administrators and we are not adequately looking at their needs to facilitate these populations by the way but if they could coordinate the disparate factors also of twostage your choreograph interventions as necessary. Humans are complicated that made were doing a lot less City Research project right now with hillel n14 grabher there is those of working together for a pro but with those National Security issues to those Political Community issues and it is key to recognize those values to make sure they become success stories. So we need to do but they have done a very good job. And want to start by a discussing the benefits of have not been touched but so far helping wired motorcycles but it is meaningful but even though we are frequently talking about a small number and then to get out of their territory. And one of the primary issues frequently they wind up in countries and dont have the resources or other existing issues. Her the the influence derives from the status us a moral actor that directly affects our ability to use influence and this is something we can point to why we should have moral standing. So this is the way to lead of Foreign Countries i believe is a safe place and that it demonstrates u. S. Impeachment and leadership those that struggle but genuinely cannot get much more but it is something they can do in these situations
