Live from capital one headquarters in mclean here is nbc news political director and moderator of meet the press, chuck todd. [applause] good evening i am chuck todd and welcome to the virginia Gubernatorial Debate between the democratic Lieutenant Governor Ralph Northam and republican nominee ed gillespie hosted by the Northern Virginia chamber of commerce the school of government at George Mason University. This debate is airing on all nbc stations across the state of Virginia National antispam and streaming live on the nbc washington app. Let me begin quickly by covering the rules of todays event that the debate will last one hour and who became a twominute Opening Statements from each candidate and then our panelists and myself will pose questions directly to the candidates. I should note these questions determined by nbc news and the panelists and have not been reviewed by the candidates or the Northern Virginia chamber. Each candidate will have one minute and 30 seconds to respond and the candidate answering first will have an additional 1minute rebuttal. As moderator reserve the right to followup is needed and finally we will conclude the debate with one minute closing statements as well. We will notify the candidates of their remaining time and when the time has expired tragic covers much ground as possible only as the candidates to adhere to to the time limit. Let me welcome our panelists. Julie carrie is the new virginia virginia Aaron Gilchrest weekday mornings on nbcs spent authenticate reporting in richmond and covered for Virginia Governor and again a veteran of the state and dr. Mark rozelle is dean of the sure school of policy in government at George Mason University and has been commenting on virginia politics for over 13 years. Now well bring that the kinston. Republican ed gillespie and democratic attorney governor virginia Ralph Northam. [applause] i know these two nominees will make the state of virginia proud but i would hope he audience doesnt participate. Your two minute Opening Statement. Thank you very much. Its good to be with you again and its great to be here with all of you and for those watching at home appreciate you making time to talk about this critically important election. Virginia is at it crucial junction to the fact that our Economic Growth rate for the past six years has been below the national gdp rate. That was never the case. These two always lead and now we are dragging. Our rate was 610th of 1 making us 39 out of 50 states in Economic Growth and in wage growth we were at 1. 7 stagnation making us 44th out of 50 states in wage growth. The fact is when it comes to Economic Growth and job creation and wage is virginia should be first in the nation and we can be with the right policies. Policies have put forth would result in the creation of more than 53,000 new additional fulltime good paying privatesector jobs across the commonwealth. Thats a 25 increase over current projections. We need those jobs in those opportunities to make sure the next generation does better than the generations that came before us. Alta why thats than me. My father came to this country as a boy because his father found her working at america as a janitor. My parents never to college but insisted that i do and i worked my way through school and eventually i got to serve as counselor to the president of the United States of america. From immigrant janitor to west wing of the white house in two generations time but i want to make sure virginians have those p. My opponent is a good man and i appreciate his service but i think his policies are wrong for us and my policies will be better for us. For an exgovernor does not respond with a sense of urgency to the challenges we face as the commonwealth and the right policies we will fill virginians. I have the right policies and i have that sense of urgency and i will not fail virginia. We are in the midst of the Technology Revolution here in virginia and its time to ignite virginia with innovation to create ecosystems that will support Small Businesses and start up companies. I look forward to letting you know my vision on how virginia once again will become the number one state in the country in which to do business. Our administration has brought in a recordsetting over 215,000 new jobs to the commonwealth of virginia, over 16 billion of capital investment. Our Unemployment Rate has gone from 5. 423. 8 the lowest its been in nine years and our wages and salaries are up over 12 . There is a distinct contrast between the two of us and how we plan to drive virginias economy it starts with bringing skills to jobs report Worst Development making sure all jobs in virginia are good jobs remaining to make sure that her children have access to world class education system. No individual and no family should be one medical illness away from financial demise. We need to look environments where the air and water clean and communities where there are not guns on every street corner. My life has been one of service. I grew up on virginias Eastern Shore on a small farm. On the product of Public Schools went to Virginia Military institute and i took a commission and the United States army serving eight years. I served during desert storm taking care of Wounded Soldiers for the privilege of taking Sick Children taking care of Sick Children and their families. I understand the student the virginia way and i look forward to sharing my vision on how we take virginia to the next level. Thank you so much. Mr. Gillespie on going to be with you. We have received questions from facebook from virginia voters. It was only open to virginia voters and one topic is come up more than any front and center and it has to do with violence in charlottesville which of course prompted a National Debate about confederate money. You mr. Northam has taken a different position. Mr. Northam supports the removal here is how matt prater of virginia writes to you mr. Gillespie. The government motion equals government endorsement so our cities and localities endorsing what the statutes stand for and why shouldnt they belong in a museum . Virginia and virginians have always been at the forefront of American History from our very founding literally at jamestown. That doesnt mean we have always been on the right side of history and when you are on the side of preserving the institution to evil institution of slavery you were on the wrong side of history. Our history is our history and i believe we need to educate about it and we need to teach about it and so my view is that the statues should remain and we should place them in Historical Context so people can learn. We dont have to glorify the objects of the statues. We can educate about them. We have to learn from history and that is the difference. Thats my view that we should maintain the statues. Her bmi voted to keep the statues up and the Lieutenant Governor said he would do anything in his authority as governor to have the jackson statue come down as well as the lee statue in richmond and would via a vocal advocate for the cities and counties for taking their statues down. I believe the cities and counties should better spend their money on improving our schools Law Enforcement, teachers and thats a significant difference. I would maintain the statecontrolled statues and encourage the cities and counties not to take down their statues because dont think its the best use of their tax dollars. The fact is i do support keeping the statues have been teaching about our history and thats the difference between us. With your 92nd response i want to add what james newman of charlottesville wrote regarding this issue. Cao confederate statues are part of our heritage. They are part of our heritage so why should they be removed from the Public Square where its an opportunity to learn history . Several years ago pam and i took her daughter to the university of virginia. We took her there thinking and knowing that she would be safe and she would have a wonderful education and make great relationships. While we watched a month ago in charlottesville was a horrific tragedy. A group of White Supremacists who rolled into charlottesville and a beautiful city at a Wonderful University of virginia with porches and banners and semiautomatic weapons to do nothing more than hatred and bigotry and violence. We lost three individuals because that and my response would be that if the statues give individuals a White Supremacists and excuse to do what they did then we need to have a discussion about the statues and thats what ive said. Personally i think the statues would be better placed in museums was certainly Historical Context but im leaving that up to the locality just as i left it up to the board of visitors in lexington at bmi where i went to school. I think what is important is to talk about some of the statues that are told abrons, the inequity that we still have in our society, the inequities in access to health care, inequities and access to Voting Rights in and inequities we have an education. That was an awakening what we saw in charlottesville so theres a tremendous amount of hatred in the future in this country and the state and i was proud to be in charlottesville and stand up for what it was. I would ask ed gillespie to as the president of the niceties to do the same thing, call it for what it is. This was hatred in the future and we dont condone that in the commonwealth of virginia. Mr. Gillespie you have 60 seconds. The fact is what we saw in charlottesville on august 12 was horrific and lets be clear about a couple of things. These people were in virginia but they are not of virginia. 90 of them came from outside of our commonwealth. My fellow virginians we are caring and loving people who are respectful of one another. Let me be clear about something else. They called unite the right rally. These people are not done any legitimate spectrum of left to right. Kkk members are thirsty shields and porches. If one were the most liberal on the spectrum and ken were the most conservative these people are yellow. They are not on the same continuum. There is not a political philosophy is a twisted mindset rooted in hate that believes some people are lesser than others that one race is superior over another and another religion is inferior to yours but if that is your view thats worse than immoral. That is the presence of evil in our world and we must confront it and rejected in as governor i will always do so. I want to follow up quickly here 30 seconds additional time for you. Should the state have the final say in both the local municipality . In virginia there certain statutes that do have jurisdiction and the Lieutenant Governor would take those down. I would keep those up. The board of visitors has jurisdiction over vmi. They would obviously reflect his view that the statute should come down at vmi and i would hope they would her fight my view that they should not. Im typing about the same statues and i would encourage as i said the localities. I dont think they should spend the dollars. 10 million in richmond. Ive talked to richland errors with the 3 milliondollar loss in annual revenue that a lot would believe would be better spent in improving the Public Schools Law Enforcement and other priorities. Julie you have the first question from the panel. Mr. Northam you said you would support the pipeline to run through north of virginia and the federal Regulatory Commission or ferc said the Environment Impact would be what they term less than significance of that appears to be the green light you been looking for. Will you say now once and for all that you support the pipeline . Julie first of all with to talk about Economic Development in the commonwealth of virginia and as i said in my Opening Statement or Unemployment Rate has gone from 3. 8 but if you go to the Eastern Shore where i am from where the south side of virginia or the southwest its nowhere near 3. 8 . How do we bring businesses, how do we bring manufactures into rural virginia and one of the Top Priorities they have julie is the cost of energy. We need to keep that in mind it as far as the pipeline i have been very clear in what i have said. They believe we should be environmentally responsible. I grew up on the Eastern Shore. The Chesapeake Bay was literally my backyard. Ive done a lot to improve the health of the Chesapeake Bay so we need to make sure these pipelines move forward with the permitting process is in place and appropriate. We have talked about going from a blanket permit to a sitespecific permit and i have said i will work with the deq, i will work with the corps of engineers and we will make sure the pipeline moves forward they are done environmentally responsible and taking into account peoples Property Rights. Thats important to me as well especially growing up on a farm. I dont think its fair for the Lieutenant Governor or anybody in our position to usurp the powers of the deq so i will plan to work with him but again at the end of the day we want to make sure the pipeline if they move forward is done with transparency and done with science and in a responsible way , and bar mentally. Mr. Gillespie. I support the pipelines and im confident they will be done in approved because they will be protective of arm farm in accordance with the law and we have is any tourist to private Property Rights that we need reliable and Affordable Energy in the commonwealth of virginia. That would drive up the cost for fans manufacturing and have a negative impact laying off coalminers in not being able to get back to work but also factory workers and would hit the force families to virginia with higher electric bills by imposing those limits. We need Affordable Reliable Energy to the pipeline would help us get there and that would help us attractive fans manufacturing. What will not help us is a lack of support for our right to work was in the commonwealth of virginia, higher taxes, more regulations. Those kinds of policies when i listen to Lieutenant Governor you clearly get the sense he thinks everything is going great in virginia. The fact is we have had three straight years were more people have moved out of virginia than into virginia. That is never happened before since we started collecting data in 1978 and now we have had three straight years of that because of a lack of opportunity. We have got to foster Economic Growth. 610 of 1 in five of the last six years with the Economic Growth below 1 we can afford to take the risk on policies that have higher taxes and more regulations and abandon ontime support for array to work laws. That wont work for us and we have got to do things differently. We will keep getting what we are getting. 60 seconds. Era several colleagues that have come out of washington that i think are detrimental to virginia and you are supportive of most of them. Let me mention one regarding energy and our environment and that is pulling out of the paris accords. We made so much progress with Renewable Energy and our proposed list by 2030 that 30 of our energy we produce in virginia comes from renewables such as wind and solar. That is very important and im sorry that you have agreed with our president to pull away from that. We will continue to be committed the other thing i want to make a quick point if i could use it during your opening comment talking about how poorly the commonwealth of virginia is doing but im proud to be a virginian. You only invest in virginia theres no other state they can beat it. We are having negotiations with amazon paid 50,000 new jobs. Amazon does want to hear people like you saying if you want to be the next governor that we are doing poorly. I would talk about. I would like to respond. I will give you a second that i want to follow up on the original question. Im still not clear do you support the pipeline are not . Is the deq a new hurdle . Im just following up on this because im not clear. Do you support this pipeline . I have been as clear as i can and that is the pipeline if they move forward and done in environmentally responsibly and done with transparency if they are done with Property Rights in mind than i do support them. The federal regulatory is that enough . We are working with the deq in the permitting and the corps of engineers and at the end of the day ferc will have the final decision. Because we love the commonwealth is being honest about the challenges that we face here and like i said if the next governor doesnt address these in the next policies and urgencies it would fail and its clear who has the policies in that sense of urgency when you have firefox as past years you need to do things differently. Cutting taxes 10 in the individual tax rates phased in over three years responsibly to allow the increased spending by 2 billion that we will allow hardworking virginians that had stagnant wages 45th and wage growth 1. 7 stagnation outlaw them to keep more of their hardearned dollars. The impact will help us open new business and expanding new because the Business Owners dont pay Corporate Income tax. The affect of death would be the good paying sector and increase in job creation too many are in the universities like george mason and taking them to other degrees and a more dynamic economies to their economies and we have got to turn that around and stop subsidizing others economies. This is at the expense of the working class and you look no further than kansas to see the plan such as this one. It almost bankrupted them. They had to turn around and raise taxes. It went from a fiveda five dayo a fourday week. Let me tell you what we need to do in virginia. When we invest in virginia, we can be any other state. We have priorities such as transportation. Ive been attacked by my opponent for supporting a bipartisan plan of 2013 that brought a couple billion dollars to date and transportation. We have education needs. Teachers right now in the commonwealth are getting paid 7500 less than the national average. It would another 1. 2 billion in the budget so now we have 1. 4 billion plus 1. 2 billion we talk about these grandiose ideas but there are consequences to the limited resources, so i think we have to be responsible and make sure that again, we dont bankrupt the commonwealth of virginia. And something mentioned earlier, the triple bond rating. We need to go back to kansas and look what happened to their rating. This is very important. If you pay 7,000 in taxes under the current law when fully implemented phased in over three years. Tax cuts for the rich, the top virginia 5. 75 kicks in at an income level of 17,000 a year. Weve been swapping them out for a decade now and have people working part time instead of fulltime. Its about the state standard of learning tests for students. I teach at the school and the medical ethics. My wife pam is a k. Through five science teacher. Im very unfamiliar for how we educate our youth and to your plaintiff is a broken system. We are teaching children how to take multiple tests when they should be thinking creatively so we have done a lot of work and weve gotten rid of seven in the last couple of years we are in the process of revising that. So, education ties in to Workforce Development and we need to make sure we are teaching our children to be prepared for 21st century jobs, things like age related science, technology, math and healthcare. There are tremendous jobs that individuals coming out of high school or even a twoyear Community College program can enter the workforce with, things like cybersecurity, biotechnology, Data Collection and analysis. These are just the jobs of the 21st century so we want to prepare our children o for those jobs and make sure colleges and universities are affordable and make sure the Community Colleges are affordable. I have a gram to give back to allow individuals to go to Community Colleges for two years and then again if the k12 it starts at a young age and we need to make sure that we are preparing. We need to take a close look and 34 and make sure we are measuring the right things at the right times. We need accountability and to measure progress. I preferred the program that addresses this. I want to pick up on something the Lieutenant Governor said where there is a level of agreement in terms of the Community Colleges and skills training at the kind of workforce training that we need for the workforce today and of the future and its not just in terms of standard learning. I think in our high schools we also need to encourage more. When i went to school the had auto shop and workshop and somewhere along the way it came to be looked down upon. In Hampton Roads alone we had 3,000 unfilled welding jobs and there is an opportunity we need to celebrate the skills and high school in the same way we celebrate other academic achievement. We have state championships. We need to meet the workforce demands of today and the future we also need to focus in the k12 and in 167th and eighth grade you will never lose their trust if you lose it you wont get it back. We had small repair in high school i took that course and it led me to start restoring cars. One area i would like to mention his Early Childhood education is something i dedicate my time to pursuing. The past year we opened up 13,000 or two to three k. Education. Why is that important, how does that contribute to the economy and Workforce Development . Is a tremendous learning potential before they ever get to kindergarten, and i make the point if one family has the means to send their children and another one doesnt does between the haves and havenots so we are working with our Business Community and it is a nonpartisan issue but i want to make sure all of our children aninvirginia have access to this education. Your opponent said that your attacks on President Trump make it unlikely that the president would take your calls if you become governor. Considering how important the federal government is to virginia economy you know how he attacks people that have attacked him. How are you going to handle that . That is eyeing a bbb for him carrying a big stick and if we can build up the military in this country, then i will do everything i can to work with president. Hes also said he would end sequestration. It cost a tremendous amount of money in our economy saga was as a go, so i will work with him in that regard. I would just assume appreciate there is no Government Shutdown because that would also hurt the economy. These are some things we have in common but theres other things that bother me that are very detrimental to the commonwealth of virginia. The first was a travel ban but it nothing but promote fear mongering. Now hes talking about sending children that are here in this country if no fault of their own desecrating them from their families sending them out of the country and they would follow in line with that as well. We have made so much progress with Renewable Energy in virginia. Finally healthcare. I hope we get the chance to talk about that some tonight but to put up to 5,000 virginians at risk of losing their coverage it is immoral and unamerican. I want you to address the issue not only to vote in the republican primary this year and many because they were so upset with the election of donald trump and a few of them indicated they were not supporting you because of him that had nothing to do with him. What do you say to those that believe in supporting you and the supporting the president lacks 17 specific policy proposals that will improve life for all virginians and i would be the governor for all. All. Theres nowhere in thethere is e commonwealth i will not go because theres nowhere i will not serve and so my plan is built in proof Public Schools, dont leave any child trapped, created more jobs if you look but i put forth in the innovative ideas to address the Sea Level Rise and by specific plan on taxes. I think i found it. I think that this is it right here. Ive got specific policies and the senator respected figure in the statesman for virginia endorsed me not based on party but he said that i have the character and experience and the ideas to help and if you see someone of this integrity and character he supported my democratic opponent senator warner and i believe when people look at my policies and how they will address the concerns, i know those concerns personally and they will find it easy to vote for me in november. Going back to some of the president s policies that are detrimental and i want to return now to the Health Care Bill that ensures you support but that would put 500,000 virginians at risk of losing their coverage and let me tell you where they would go. They would go to places like the ram clinic. Thats what we are headed for if we follow what is going on in washington to separate and fall away from the Affordable Care act in all oacted at all of thes at risk. Go to the clinic, look 7yearold in the eye, look at her mother and say shes not going to have the same health care you and your family have. Its wrong. When i saw you its a positive thing to do and i applaud you for it. We need to make healthcare heale affordable and accessible in virginia. Bernie sanders a singlepayer system at this point. This is going to be a close race and im putting myself out there to solve the problems that face the people of virginia and i think they want to hear from the. I could stand up here and say hes nancy pelosi and i am donald trump and thats not going to get one more jobs created in the commonwealth of virginia. Its not going to ease Traffic Congestion or make college affordable. This is about the future of virginia and who has the plans to get us going again. I would like to go back to what happened in charlottesville last month. Its to the confederacy to justification. One of the reasons i support putting this into context as i believe the conversations about that Historical Context will be healthy for us. What do you see when you see that . What do you see when you see that statue and i understand that there are different perspectives. I want to say again, virginia has always been at the forefront of history. We havent always been on the right side and clearly when you are on the right side of slavery you aryoure on the wrong side f history. Its at the forefront and we have a lot of historical figures here and we ought to consider erecting more statutes in the commonwealth of virginia. Booker t. Washington, dred scott. The next one will preside over the 30th anniversary of the election of the first governor in the United States of america. I think that we ought to have a statute on the grounds of the capitol to commemorate that being on the right side of history and making that historical precedent. That is something they are proud of and so i think the conversations at the local and Community Level to talk about the kind of Historical Monuments and what is the proper context as well as are there others we ought to be celebrating. I was so proud of our governor and hearing our attorney general and i went there as well to call it for what it was. I think the other thing i am so proud of in the Current Administration and the party should be important to all virginians in america and that is how we live in a Diverse Society and it shouldnt matter the color of your skin, the religion that you practice, we need to be opened. We need to be inclusive in the commonwealth of virginia. There are 120 those of you just vetoed as the largest number ever vetoed. Its access to reproductive care. We cant go back. We need to look through the windshield and i would ask you to take a look at the 120 pieces of legislation, and we cannot go back. We cant be like the other states that you talk about up and down the east coast. This is virginia. We are proud and we are inclusive. I agree that we are proud and inclusive, but i dont agree with you that we are doing great. I love the commonwealth and the reason im seeking the governorship as i know we can do better and i feel called to serve because i truly believe that my policies will get us unstuck and that is what is at the center of this election. Last year, 51 of them took a four Year College Degree and i would venture to guess everyone here this evening either has an adult child or niece or nephew or family friend that has moved out of the commonwealth. I was talking to a woman in Houston Texas who grew up in fairfax county. She was unable to find a job and was living in texas now. She loved to be closer to home and her parents with love to have her closer but she was forced out of the commonwealth to find a career path as we have a lack of opportunity if you can keep your answers to 60 especially the couple you both requested, mark you are next. The issue of sanctuary cities defined by the Trump Administration as municipalities that violate the federal while sharing immigration status with the government has become a hot topic in this race. Why should not cities in virginia share this kind of information with the federal government especially when there are violent gangs . Is a Violent Crime is committed these criminals need to be locked up doesnt matter what their status is. He agreed with me during the last debate we dont have sanctuary cities in the commonwealth so it is a solution looking for a problem that we need to support our sheriffs deputies and make sure they have the tools they need. At the end of the day i know we have a congressman to come up with comprehensive Immigration Reform and it would take a lot of the challenges and dilemmas that we are currently discussing. Youve seen them not to forget with Law Enforcement in turnover violent criminals and corporate initiatives let them loose. And that will not make us safer in the commonwealth of virginia. This is inside 800 page bill by the way. I want to read the text in its entirety. It restricts the enforcement of federal immigration law. We should apply the policy make sure that when someone commits a Violent Crime like we saw here in Northern Virginia over the young 17yearold woman, beaten to death by a baseball bat we need to cooperate with authorities and they need to be deported. I dont believe people are brought here by no choice of their own. My father came here in i asked what were you thinking when you left at home in ireland up in the mountains and your mother and six children went into town he said i was thinking i have to keep up with my mother. Violent criminals should be deported. Lets go back to the vote i took. It was an interesting day. It created a tiny and i was proud to break the tie because we dont have a problem with sanctuary cities and then be reconsidered the vote and went back five minutes later. Then you put out a press release five or ten minutes later so it was almost like it seems to me and i wasnt just born yesterday but it seemed. Your sanctuary cities, we are going to move to another. We are going to get more topics. As everyone knows across the river right now Senate Republicans are working on what seems to be the last chance to repeal and replace the Affordable Care act. Is it a good deal or a bad deal for virginia cracks they cannot be repealed or replaced for bein without beingn expansion stating for being a prudent with our medicaid dollars. And in my view Graham Cassidy falls short of that and i would make sure that we were not punished for being in on expansion state or for being fiscally prudent with our dollars and so they need to fix that for sure. In virginia you see whats happening. Her premiums have skyrocketed to 1,200 a mont month and that isa 10,000dollar deductible, hardly any instruments at all. We need t to repeal and replacet and i hope the congress does but we cannot be punished for being fiscally responsible. I would ask you to join the two republican governors that said that this is a bad idea. It is the cost that is going to drive the commonwealth into the country to its knees and the reason these Healthcare Providers are pulling out of the exchanges is because of the uncertainties of it is important we have people at the table that understand health care and let me list a couple things that need to happen we are going to move t to to make one of the bet outcome based so we can measure outcomes that we need to shift the resources we put into healthcare. Then finally personalized precision healthcare we have an opportunity right here in Northern Virginia to be World Leaders those are things people need to sit on the table and doe and understand health care and come up with a plan that is good for the country and virginia. One thing that is clear, we cannot count on washington, d. C. To solve our problems here in virginia. We have to have our own ideas and our own policies here at the state level. We need to make it easier for insurers to enter the marketplace and the device up opposition to help drive down costs to consumers. We need to have policies that allow for greater competition in the marketplace as well to bring down the cost to consumers and we need to look at medicaid and reforms in our own medicaid spend to make sure we are spending the most efficient weight and getting to the people who need it the most of those are answers he can provide at the state level we dont have to wait for washington, d. C. We need to come forward with our own. Ive got on one question lefo you each get about a minute if you go longer if the veteran funding as you know they said they would find niche row in virginia and dc to the same for you going to agree to that same . About 300,000 Northern Virginians every day on average. We need for it to be safe and efficient and reliable as well. Virginia has to be proportional in the funding mechanisms, so what i think we need to do is they are completing the work and will come forward with recommendations. We need to have the governing structure and we cannot throw good money after bad, but im a supporter of mature and we need to get the solutions here but i am not willing to say at this point that virginia should increase taxes to come up with that revenue. Met cho is vitally important in Northern Virginia and to the economy of all of the commonwealth of virginia. Ive also met with the leaders im following closely the commission to hopefully give us some answers and just as my opponent said there are some challenges with metro right now with transparency and efficiency, safety issues and we will not spend 1 penny unless they are taken care of. Once they are this is where the leadership comes in there has to be someone sitting in the governors desk that can bring people together in richmond and talk about how vitally important Northern Virginia is. We did the same thing with the port of Hampton Roads to realize this is important and we need to do the same thing with metro.
