It means they were proactively come into compliance with the force arbitration role and therell be no question than individual will not have all legal rights at their disposal. Fifth, they must agree to testify before the senate, the fcc and cooperate with the investigation and comply with fines, penalties or standards recommended at the conclusion of these investigations.
