[laughter] oh my lord. So many people here today, you changed the world. 70 years ago. I say the worl thats not hyperbole. Im not exaggerating. Hyperbole. Im not exang rating. T only changed the United States, it changed our role in the world. In a fundamental way. I know theres a lot more to do. President johnson that introduction, thank you for your leadership. But most importantly, for the naacp. Its an honor to you here at the National Museum of aanstorand culture. I remember trying to get this built for years. Pretty nnt it . [applause] i want to thank the staff who runs this place, they incredible job. Together the naacp and thists tk history. And black history is american history. ■oow it. Its an important thing to continue, we have a whole group of people out therein to rewrite history. Trying to erase history. Its a tribute to heroes, known and unknown, who pursued our nations north star. Were unique among all nations in thed i mean that. Every other nation is based on ethnicity, based either because of so many of you in thie. [applause] 0 yes ago when reporter 70 years ago when the sue ruled in brown vs. Board of education that segregation was unconstitutional. Once upon they were excluded from certain classroom bus 70 ye theyre inside the most important room of roo te they belong. [appe] once upon time, wasnt that long ago, all the progress we have made and still have more to do, and there are still groups trying to erase it. One of the cast leto the landmark decision was in my home state of gare. A black mother from delaware joined by pareof students in claymont, a town i moved to when work ran out in scrantpe moved back here in third grade, back to delaware in third grade. They wanted a simple proposition they wanted their kids to be able to attend school and be treated with kignity and respect they asked a man i looked up to and admired as a young lawyer. Louis williams. He wast get admitted until after hisin daware he enlisted a young jewish lawyer from the naacp, jack greenberg, to help him devise a strategy t get rid of segregation in delaware Public Schools. In beulah vs. Again hart and any delawareans here today . All right. First time ever. Segrated white Public Schools were ordered to admit black children. The argument in those cases laid the Legal Framework for brown vs. The board. Historic, timeless truth abou when we make real the promise of america for all americans, the nationng for the better, everything from the economy, to everythingythi grows. After brown vs. Board decision, the Public Schools often much too slowly were integrated. Graduation rates for black and latino students increased signan brown proves a simple idea, we learn better when we lrn together. Thats why in my administration, increasing funding for schools to bring from different backgrounds. My Department Education is investing 300 million including another diversity in our schools. [applause] were also funding efforts to increase diversity in teaching professions. As the president said, black students, y react to black teachers. Blst whoave black teachers are significantly more likely to graduate from high ho it makes a difference. It matters. My dep of education provided additional almost half a million dollars, 450,000,000 to ensure more diverse teachers. L training teachers at hbcus, tribal ityrving institutions. By the way, not because im married to one, but we need to give teachers a raise. [applause] i mean it. Ild deserves a quality education. How can we how c wthe stronge World Without the best education in the world . I mean its not possible. It tap into the full talents of our entire nation. The answer starts with childhood, Early Childhood education. Because of the nations legacy of school an average of seven months b year of univee 98 of that gap. Just one year. When children go to preschool, theyre 50 more likely to finish high school and go on to earn a twoyear or fouryear degree no matter what their background is. Thats why my administration is working to support black children. Supported the American Rescue plan. Not one republican voted ft. On. But the American Rescue plan expanded child care tax credit tots deliver monthly checks to working families and cut plaque Child Poverty in half. [applause] my replican friends let it expire, im going to keep fighting to reestablish. Were going to get it reestablished. [applause] im going to keep fighting to 3 and 4yearold inis universal america. We can afford to do this. Its not hard. Instead of giving multibillion dollar breaks to the superets y begin to pay their fair share of taxes and wel this. [applause] ill ad lib a little bit here, ill get in troubl for keeping you longer but, you know, we have 1,000 billionaire in america. Im a capitalist. If you can make all that money st pay your fair share. But heres the deal. You know what the federal tax rate isor billionaire in america . 80. 3 . 8. 3 . If we just raised it to 20 , it could cut the deficit and so much more. Utah pay your fair share. Its not onlyildr its good for the country when weion. It gloas economy. Were working to ensure every child, nor wh their zip code, has access to a quality educatioexperience in k12. This eAmerican Rescue plan delivered 130 billion to american schools, the most ever in funding Public Education in ou added another2 billion to title i funding for schoolo arthe most in need. These dollars heaven with things likein teachers, what they deserve, providing more advance casework. And courseworks as well. While College Degrees are still the ticket to the middle class that ticket is becoming too expensive. Too many, too many young people, black studentsit unsustainable debt in exchange for a college degree. My adminis taking the most significant the Supreme Court tried to stop me, to provide relief. Most ever. Ive been able to relievestuden. [applause] for over 4. 5 million americans includingntumber of black borrowers. That means they can now start a a ho, save for their childrens school, give back to theirmu it also increased the maximum pell grant by 900. The largest increase in a decade. And it matters because over 60 of black state of the unions rely on pell grants to go to college. And something im really proud of, were making historicvementk colleges and universities. [applause] im from delaware so i go along with delaware state being the best hbcu. Kamala keeps saying its howard. [cheers and im going sunday toa speech other place. Morehouse . Jf ive got more morehouse men in my administration than mo regardless of loyalty, its clear, hbcus are vital to our nations progress. [cheers and applause] i mean it. Thats not hyperbole. Hbcus are of black engineers in america. 50 of black teachers. 70 of all black docto and dentists. 80 of all black judges. The way, i put more on the bench than anybody ever has. [cheers and applause] and 100 ofck president s. Applause] we got it. Cu dont have endowments like other colleges and universities that are abl fo much more. Kamala and ito lift hbcus up ae keeping that commitment. Today im proud to announce, as was mentioned earlier by the es invested over 16 billion in hbcus. By fhe of any administration, combination amt administrations. [applause] th investment helps hbcus do everything from student house, study climate science, create Health Research lab, prepare black state of the unionsause te the endowments to do it th. Lets be clear. I know real power when i see it. Later today, in the oval office, ill be meeting with the president s of the divine nine. [cheers and applause] you all think im kidding, dont you . Im proud that were the first you got [cheers and applause] i can tell theres anyway. Were the First Administration in history to have a working group from the divine nine in the white house, ive asked them to do that from the beginning. We know after brown vs. Board, there were still many trying to deny opportunity and freedom to all ameca a few minutes ago i spoke with some of the little rock nine who were deterd integrate little rock, arkansas, 67 years ago. I want to recognize them, if you ca stand, rise so we can all see. [cheers and applause] thank god eisenhower was president , thank god we had someone who stood up. The little rock nine were met with vitriol and violence. Today the resistance comes in other insidious forms. An extreme movement led by predecessor and his maga republican allies gutted affirmative action in college admissions. My predecessor and his extreme maga friends are going after diversity, equity and inclusion all across america they want a country for some, not for all. Lets ourselves, folks. This is the gods truth that im sang my predecessor and his extreme maga friends are responsible for taking away other freedoms, from the freedom the freedom to choose. Ive always believed that the promise of america is big enou and i mean. That everyone to succeed. That what brown is all about. Thats what were all about. Thats what america is about. Let me close with this. On sunday, im attending the commencement at morehouse college, one of our nations most important institutions. It was founded after nations civil war to help prepare black americans who were fo ministry, earn an education, and usher them f slavery to freedom. The founders of morehouse understood something fundamental. Education is linked toreom. Because to be free means to have something that no one can ever. Thats the education. Thats why the brown decision we coemorate today is so important. The work of Building Democracy is a possibility, a democracy worthy of dreams, starts with opening the doors of opportunity for everyone, without exception. We can dt. We just have to remember who we are. We are the United States of america. Theres nothing beyond our capacity when we decide to work together. God bless you all.
