Good morning. You can start calling ahead now. Many americans identify as independent. Getting the view on campaign 2024. Having this conversation the lake of Kyrsten Sinema announcing last week that she would be retiring at the end of this year. Here is part of that announcement. [video clip] i promised i would do my best to fix it, to protect and defend our constitution. To focus on what unites us. Through understanding and compromise. Despite modernizing our infrastructure, delivering good jobs and safer communities, american these solutions are considered failures because they are too much or not nearly enough. The outcome, less important. The only political victories that matter are symbolic these days. Compromise is a dirty word. I believe in my approach, but it is not what America Needs right now. I am so proud of what we have delivered. Working together to get stuff done. Host christensen about. That is part of her retirement speech. The have lagged, christensen relative attire. It is not me, it is you. Getting a sense of the Congressional Elections and the president ial election. Where do independent voters and . What are they looking for . If you are an independent in the pacific, you can call 202 7488001. We will start with bill from alabama. Caller thank you for taking my call. The politicians, the news media, im just very concerned about the legality of this coming election. Host what is it independent looking for in this election . Caller a fair and balanced coverage from the media. I just want a fair election. Host this is john and morristown, tennessee. Though had. Caller yes. I was calling to comment on the state of the Union Address. I have been in practice for 40 years and internal medicine. He has had Progressive Development of sleep apnea, which is disruptive to sleep patterns. Host before we diagnose people over the television, are you an independent . Are you an independent looking for a more vigorous performance on the campaign trail to move them over to be electing him . Caller well, in a manner of speaking, yes. His performance with counsel for was pretty much negative. Given the fact that it occurred before the addition of cpap and the resolution of what is generally seen of usual sleep patterns, individuals perform much better like an thesaly a, who had cpap for a number of years before he passed host . I. When it comes to special counsel , you will be able to see him this week. Hell will be on capitol hill this week. The wall street journal points out, attempting to turn down the temperature after being accused of mishandling classified documents. The job would not be easy. Noting that they said that the president at any trial, if you went to trial for mishandling the description certainly an egg a nerve. We will talk more about that hearing and look ahead towards this week in the next halfhour. Giving you a chance to talk about campaign 2024. This is james and pittsburgh. Caller thank you for giving me a voice. I am from pittsburgh. We have no rights in pennsylvania. We had to get more signatures than them. It has been so corrupted that we only have a two party system. Host how do we fix that . Caller we get together and say this is not a twoparty system. This is america and we need to make some changes. Host is pennsylvania one of those closed primary state . Caller i got on the ballot for mayor of pittsburgh and they kicked me off. And i would have one and i wouldve made a difference. Host what you run again . Would he out again . You run again . Caller i could be president of United States. Host that is james out of pittsburgh. States that have closed primary systems that voted on super tuesday saying it makes super tuesday not so super for many voters in those states. The primary process continuing. They have essentially turned fire on each other and are focusing on the general election. 238 more days to go. Asking how independents feel about it, this is alan. Caller i will like to say that one of the most indecipherable mysteries of our time is how such a large percentage of the electorate is still going with this man. I could create a College Course of everything he did right. Im talking about donald trump. He spends almost all of his time putting down, blocking, criticizing other people. That is my first red flag. Do not tell be how horrible this guy is. Tell me how good you are. He never explains anything, like the iran nuclear deal. I thought, i man is a volatile place. W said the agreement was perfect, but isnt it a good idea to trace the try to stop that . It is a disaster. He never explains why and he spends too much time criticizing rather than doing anything. Host as independent, deep think divided is doing enough and that state of the Union Address . Host i was on his side caller i was on his side anyways. Everybody knew there was going to be some kind of invasion. He goes over and says, you have to say that you are investigating. He was more concerned about himself than world affairs. The other thing. How can somebody people still support him . Host that is alan id in new york city. Dona trump finance won independence president ial winners have prevailed among the independents since 1976. And is per the exit polling data. This is from wedo, nevada. Caller i have a question for you. I do not understand why ron desantis that he would go all the way, running for president , then nikki haley was right behind him, and now they are not running. I was waiting to vote for ron desantis as president and nikki haley as Vice President and now i do not have those choices anywhere. Now i have to vote for one of two candidates that do not represent me. I think i could do a better job than either one of those. Host do you think ron desantis or nikki haley would have been better to run as independent and not as republican against donald trump . Why do you think they were not able to gain enough traction to keep their campaigns going . Caller i do not know why ron desantis dropped out. One day he was running and the next he said he was not running. What was the reason . It should not be money. If somebody is running for president , they can still keep their name on the ballot so that we can vote for the person that we like to represent us. Host and in the early primary states caller to me, he represented my views and he had a military experience. At least he has some military experience. Nikki haley, i thought she did a good job representing women. For example, within should have a right to their own bodies and no man should tell a woman what she can or cannot do with her body. See what i mean . I am caught in between. Host here is greg from michigan. What are your thoughts . Caller nice to speak with you. The reason i was calling was because what it means to be independent differs for different people. For instance, i grew up in the era of nixon and also the democratic chicago convention. Im not a fan of either party, but i tend to vote liberal. Sometimes the conservative for local seats. I have a couple friends who are stout libertarians and green party fan. In later years, a great many independents are Trump Supporters rebelling against the Republican Party. What it means, it is Different Things to different people. Does that make sense . Host when christensen said why she was not running anymore, she said her vision no longer fit with what people want in this country. They want all or nothing. The outcome is less important than beating the other guy. Do you think we have lost that in our definition . Caller i agree with her on that position. I am not a big christensen bus and. I think she was too far to the right to be a democrat, which she was for a while. But one of the reasons why i decided to vote provided when he ran was for the fact that i believed that he would be able to cross the aisle and work with people and other parties to get things done. What is that saying . I will not get it quite right, but looking for perfection perfection gets in the way of success or Something Like that. It is a famous saying about and encourages compromise. Host what do you think about the labels effort . To put a new labels candidate on the line . Caller i like the concept but not a big fan of the fact that they do not have a candidate. There are statements that they have made. Aca path to victory. They announced that they would continue their efforts and still do not have any candidates. If you do not have candidate, you do not have a path to victory. For that reason, i am a little bit wary of them. Host is there a good thirdparty candidate that you would like to see, if not a perfect thirdparty candidate . Who would you like to see . Caller with this election coming up, i am not looking for a thirdparty candidate. Im looking for a candidate who will be successful, one who is willing to compromise, and i hate to say this may rightly friend i do have some right wing fred that it will not let them stop being my friends just because they support donald trump, but i believe that our constitutionally republic form of democracy is in jeopardy i believe that donald trump must be stopped. Host the ongoing effort. Fielding a universal ticket, as they are calling it. Mike said they participated in a National Call and said it message to keep going. They did it year unanimously and moved immediately to identify candidate. Every one of our delegates had a reason to move ahead. Brian clancy was asked about criticisms that were labeled. Here is part of that backandforth. [video clip] you have to look at the elections over the last decade. You would think that they could get traction, but you have to believe that this is different. We believe that. You could go down the list of metrics, but we have never been in a situation where both parties are this unpopular, where the presumptive nominees are unpopular, where people are pessimistic about the future of the country. Two years ago, a question that has been asked over time. But he be open to voting for that independent . The first time we asked that, 59 of voters said they would be open to vote for that ticket. Why is that so important . It is because they do not have to get anywhere close. Host brian clancy was on this program last week. Back to your phone calls. We are talking to indepents only, asking your thoughts on the campaigns had in 2024. This is jerry and in florida. What does it mean to be independent today. Independent today . Caller im looking for a record, someone who has done it before. Divided, joe biden, the guy cannot even walk without falling over. As a man, i do not what a feckless leader. Host have you made up your mind . Caller no, i have not made it up yet. I like to see but they are offering and make my choice later, but Donald Trumps record , it is what it is. To say what you want about the guy. He brings out haters. It is really funny with his record because we were safer, we had more money and also im drawing a blank. Host good morning. Caller that last caller was way off the truth. I think im going to vote for joe biden because the Republican Party, might as well call it the maga party now. People forgot about when heather declared war this country. These people dont realize that it took so many countries to take hitlers down and now we have vladimir putin. Host are you an independent who has ever voted republican before . Caller oh yeah. I voted for ronald reagan. Trump is no ronald reagan. That is for sure. Trump only talks about his personal problems of the stage. Nothing about the country. Nothing about what he is going to do with nato. Our nato allies have to be worried. Look what they are doing to the southern border. They are just complaining about it to help trump win the next election. Caller good morning. I became an independent but years ago, after 9 11, after what i saw what happened that 11. I got tired of republicans i sosebee basis people in the party. Especially with donald trump. Keep in mind, he is very racist. Might as well call him the grand wizard. He was found with Sexual Assault charges and fraud. He was found guilty. I do not know why cspan would show his Campaign Speeches because you are promoting a criminal. No better than fox and news nation. Host why not become a democrat, you feel that bad of that strongly about the Republican Party . Caller because i am independent. Host what makes you independent . What are your key issues . Caller honestly, after 9 11, i worked as a defense contractor. I worked with norad. Then when one is to protect our nation. We have the greatest differences of the world and we did not apply it defenses in the world and we did not apply it. I do not care about roe v. Wade. You cannot take womens rights away. Been are just as responsible for getting them pregnant as women. Why are we punishing the women . And donald trump. He is a con man. He promotes himself first. He is like a con man. Host we got your point. Beverly, what does it need to be independent . Caller for me, it means that i have a choice. Or if there is i can choose who do the best job. Host whereabouts in georgia are you . I understand georgia is one of those open primary states. Caller we will not have a primary for a while but yes. That way i can choose whether and what trump or biden. But i can also choose, when it comes to the final vote, i can decide. Host primary day and in georgia, what will you be doing . Host i will caller i will be going to the primary and i will be voting for joe biden. The more people put him on television, the more people see his name. He has actually done a good job. His own has not backed up. Host where do you think she has been weak and strong . Caller he has been weak with israel and palestine. It should be over by now. He should already have cut off american aid at this point. There are a couple others, but right now, i think this will be the first time i have ever done this, but i think i might though democratic for the first time ever. Host the lead story. Drawing a line. A saturday interview, offering the harshest criticism. Saying that the conduct of the war against hamas is hurting israel more than it is helping israel. You cannot have 30,000 more dead palestinians as a consequence. That is the red line that you will probably be hearing about. This is mike from ohio. Why are you an independent . Caller i have been independent since 9 11. People seem to forget. The day he came down that escalator, they have done nothing but try to put this man out of office. There are people who believe that when trump was in office, we were doing great. Look what has happened under biden. Achieved tell us what they they have done well . In the legal killed a lot of other americans. Open borders, nobody is stopping anything. Host why not just become a republican . Caller i will always be independent. The problem is every voting season, we choose the lesser of two evils. Donald trump is trying to get in here and change things to make things work for we the people. What i see right now is criminal corruption. The doj is in the pocket of biden and will not prosecute anybody breaking the law. Until we get trump in there, nothing will be done. I am fed up with this. There are 70 million of us tired of this. Host david, what makes you an independent . Caller i tend to vote conservative. I will though for donald trump. Biden seems to have a problem with these yalies killing palestinians no problem with killing billions of children every day by a portion. The Democratic Party is the party of killing unborn children. As far as women who say that they need reproductive rights, you have the right to reproduce. You dont have the right to kill. Another thing that bugs me about a lot of women. Men should have no say in it. Isnt it funny that in 1922 that it was only men who decided on roe v. Wade . There is hypocrisy going on in this country. A lack of morals and ethics. They had a man who said, who talked about blue great nation has lasted over 200 years in this world. Being independent, for me, you are republican, you vote this way. The way this country is going, i know im going to heaven for sure because these people are going to hell. I have never seen anything like it. Joe biden does not even know what is going on. Host what makes you an independent . Caller the absolute moral bankruptcy of donald we saw this cynical equation. We that they declared him a state. Voted for him because he claimed to be prolife. He was forced, kicking and screaming. The suburban female though to decide the election. A calculation win. During the first trimester, the first 90 days of human life, women will be permitted to kill their developing life. That is a cynical betrayal of all of the people, myself included, who voted for trump. I happened to be a catholic christian. For that reason, we would say that governor desantis, the man is head and shoulders above trump. He earned his way through life. He earned two scholarships. He got into harvard on marriott. He did not merit. One thing i have to address, i do not think you were assenting approval to the previous caller. But two men put in a lie about how women cannot have the right taken away. Let me explain something. You cannot go to a cardiologist and ask to have your heart removed. You cannot go to a pulmonologist and ask there are limits that one can do with their bodies. For say women have the right to remove a fetus developing that is not true. Host what is election day look like for you . Caller ron desantis. Although it is a lost cause, he is not the only guy that you can. He is about all that we got. Say what you will, but he is someone with some degree of integrity versus yard two nobodies. They are two nobodies. Host asking you about campaign 2024 in the house and senate races. What is an independent to do . We are asking what it means to be dependent. Caller i am a freethinker. You cannot define what i think by saying that i am democrat or republican. If i am republican, im supposed to be prolife and support gun. If i am a democrat, that i am supposed to support abortion and be against gun. Guns. Just because if i am a republican, i should pick everything that they say. Host why do you stand on some of those issues . Caller you talk about womens rights. I would say it is more of a doctors right. If the doctor says, i do not what form teacher want to perform this procedure, the knot should be it. There are so many unintelligent people out there who do not know about the complications of pregnancy and how it can interfere with a womans life. A woman, it showed up that she was pregnant, but there was no fetus in her body. But she had to undergo an abortion to get rid of the sack, otherwise it would have kept growing. By without roe v. Wade, that sac would have kept growing in her and she would have died. These people who are making these comments do not have any medical knowledge and should just shut up. I have gotten. Guns. It takes over five minutes for police to get anywhere and by that time, you could be dead. You cannot wait for somebody to save you. It is a fear things. They are not concerned about defending themselves. When the tag comes, there will not be someone there to defend you. Host what will you do on election day . Caller i will be sitting at home doing nothing because i do not have a choice. You have a racist who wants run on fear, making people fear something and telling them that he has the solution to cure their fears. And that you have joe biden, a criminal mastermind. He talks about israel. You have to be joking. That is like giving a wolf extra teeth. What happened to the chickens . You cannot expect a wolf to investigate the death of a chicken. Im just saying, you cannot they do not know what they are doing. They are running a criminal, racist, biased state. In israel, they do not have that. With absolute power is absolute corruption. Host the issue of u. S. Support for israel. Criticism over israels handling of the war in gaza. Bernie sanders was on face the nation over the weekend. He address the handling of relations with israel and humanitarian aid to gaza. [video clip] betty went support test bidens policy. You saw a similar boycott, almost 20 going uncommitted. Given your moral objections and personal objections, could you ask you were supporters to vote for mr. Biden . If you believe that Climate Change is real, you have to vote for President Biden. If you have the belief that women have the right to control their bodies, you have to vote for President Biden. You do not give chileans of dollars in tax breaks to the 1 . You have to vote for President Biden. If you believe in democracy and involving people in the process rather than keeping people from voting, you have to vote for biden. The fight continues in gaza. The contrast is day and night. The election of trump would be a disaster for the country and the world. You have to come together and reelect biden. We have a band with a Progressive Agenda with an economy that works for all and not just a few. Host that was bernie sanders. We are talking to independents will be in this segment, getting your take on campaign 2024. The Gallup Organization has been pulling on it for years now. Many identify as independent. 30 identify as democrat and 20 identify as republicans. The numbers fluctuate here and there are over the independent number is usually the largest number. Patty is in new jersey. Caller about 15 years ago, i was always a democrat. I was not very political but i cannot identify as republican because of their views on womens right and womens bodies. The last couple of callers made my heart beat very fast. But i was always a democrat. But with the dds program boycotted sanctions for israel, i, in good conscience, i cannot be a democrat. But i do lean democratic. My state, i am scared to death of what is going on. That is why i independent i am independent. We have phil murphy who i think is doing a fantastic job, but i think both parties have problems. For the sake of the future, i know this sounds corny, but for the sake of the future, we have to compromise. There has never been something good where people do not have to give up something. I feel like with this climate that it is just all the extremes. Extremes to the right and left. I think that joe biden, i am voting for joe biden because i feel like he is the middle. I do not understand all these third parties are dangerous. Im not trying to sound corny or anything, but i am from jersey, from atlantic city. I have seen what donald trump does. He is the man behind the curtain host behind the curtain. Host what did you think about what Kyrsten Sinema said . At the outcome is less important than beating the other guy app caller the other guy . Caller i think she is right. I do not know much about politics, but i think she should have given back womens rights when we had the chance. But i agree with her and i admire her. It is so true. If americans do not start coming together, it will be bad. It is already bad. And for the sake of the future, the young people who will be our leaders some day, we need to give them a voice. They need to have outreach for the israelis and all that. That is why i became independent 15 years ago. Even with that, they have to understand that joe biden is there a limited. He is their only chance for a future. Host christensen about nothing last week that she will be stepping down from congress at the end of this year. Back in 2022, she announced she was leaving the Democratic Party to become a registered independent. [video clip] you are here to make a significant announcement. Have registered as independent. I think it makes a lot of sense. A growing number of people like me do not feel like we fit neatly into one partys box or the other. Like many, i have decided to just focus on the work that i think matters. Your views are usually those of a centric democrat. How does it change how you do your job . I do not think anything will change how i do my job. They sent me to be an independent voice for our state, and i will continue to do that. When i think is important about this decision is not being stuck into one partys demand of following without the. We have seen in recent years, both parties have created this sort of a quiet requirement where a pool that you are a big lead supporting all of one partys viewpoints. And has made it difficult to solve problems. We have been able to do a lot of bipartisan work. We are incredibly proud of that and it is important for those across my state and across the country to say, there is someone who is like me does not fit neatly into one box or the other. Doing it without trying to get one over on the other party. Host 14 months later, she announced she was stepping down from congress. David, what makes you an independent . Caller i support thirdparty politicians. I am voting for jfk. Crime is rampant in blue states. I think we cannot put our trust in the talking heads and spin doctors on these different cable news networks. We the people need to regulate the government. A healthy boycott of fortune 500 company is. A healthy boycott and thirdparty option supporting your local Italian Restaurant were jamaican business or establishment. A healthy boycott of taxes. I think we need to write off as much as we can in hopes that they make schools. Public schools are not teaching math and science. They are teaching lgbtq and trans rights. Host if you think the country was that are offered donald trump was president , why not vote for him this time around . Caller because he is a sociopath, narcissist and the far right are also psychopaths that support him. He is a little bit too loose with russia and has made some the various deals with saudi arabia. Health care is a huge issue. People cannot afford the basics. He is talking about messing with obamacare, which was one of the only good policies that the democrats had. We also our government needs a healthy boycott with writeoffs. Taking your money out of the bank every season. We need to take it to the government and these banks. To look out for artificial intelligence. Host facings pivotal choices as he seeks to gain access. He has already gathered enough to make the ballot. He has gotten enough support to your balance, but he also faces notable challenges, including high thresholds and bigger states, giving him the choice to join the libertarian party, to qualify and more states as independent. This is volker. Caller morning. That matter, i cannot help but feel that Donald Trumps main concern is off the hook with his legal issues and the presidency of the u. S. Is secondary. That is why that case, i decided to go independent. Host did you vote for joe biden in 2020 . Caller i became a citizen in 2022, so i was not legal then, but in 2022 became a citizen. Host you are now registered with the independent party . Caller my goodness, that doesnt thing bothers me gaza thing bothers me, but there is so much going on. Im afraid i cannot get 100 like i wanted to be. Host time for maybe one more call. Livingston, new jersey. What makes you an independent . Caller i have been an independent for 40 years. The only complaint is that i am not allowed i have to declare myself in a primary, and i would rather not. I would like the ability to put my hand on the scale and pick the best qualified cut candidate. Picking the top tier people. Host the top two primary system . Caller yes, because then the people i actually picking the people to run in the candidacy. We the party the people suffer for it. I think we should be allowed to put our finger on the scale to say this is the best qualified to let them run. Having said that, my biggest concern of being an independent. For three years, when the court took the roe v. Wade to consider, i knew the court the things that they are overturning is it going to have an impact . Sure, it is. I am an old woman, but i remember not being a secondclass citizen the last few years. Now i am to be told that i am a secondclass citizen, as a woman , young or old, i cannot go the direction i want to for my health . Im sorry. That is not right. Secondclass citizenship for women is not acceptable. Host so you are in one of the states where you had to be registered with a particular party. Caller correct. Host what ballot when you have taken . Caller president ial or senate . Because we have a dicey one for the senate. I like kim, but our governor is pushing his wife. I do not appreciate it. Host lets open primary process, one of the stories going back, looking back at the primaries, making sure that super tuesday is not so super for six and independent voters. We will end it there. Plenty more to talk about. We will be joined by Jack Fitzpatrick to talk about the week ahead in congress. Later, mark royale will join us to discuss the state of black america report. Stick around. The year is 1942, the month is november, the subject of Peter Englands book is the intimate history of the turning point of world war ii. Washington journal continues. Host we are joined by Bloomberg Congress government reporter Jack Fitzpatrick. There was a partial Government Shutdown that was avoided that it only affected about half a dozen agencies. There is another Government Shutdown deadline coming up in march 22. What is the latest on those negotiations and will that be harder to pass . Guest those move a lot more slowly. Theyve done half of their bills , six of the 12 Appropriations Bills but have not done the biggest ones which were the toughest ones. The outstanding issues are the department of defense, the biggest nondefense bill which is labor, hhs and education and this year the toughest one to resolve is Homeland Security. Youve heard plenty of arguments over immigration policy, Border Security thats played into the foreign aid debate. That makes it difficult to run the department of Homeland Security so thats a difficult one. It includes state and foreign operations, funding the department of state at a time when there is this debate over ukraine aid, israel and palestine, hamas. That is not an easy one either. Theyve got a lot of money at stake and a lot of programs at stake and there are tougher issues left for next friday. Host leaving the toughest to the last on the is taking. What sort of pressure is speaker johnson under in his negotiations . Is it looking like its one of those bills that might get more democratics of them republicans of work . Guest it certainly could. They got more democratic support than republicans of work in the vote for the first six bills. Those were supposed to be the easier ones. One of the pressure points for a speaker is if you can follow that has stirred rule and get a majority the hastert rule. Because this has to be bipartisan, it has to have the president support and has to have support of the democraticcontrolled senate. You will not get 218 votes just from republicans. You need something bipartisan. It is tough for the speaker to envision any circumstance in which he is not relying on a great number of democratic votes but if he can at least get a majority of his caucus to support it, that protects him to a pretty significant degree and he managed that for his first six bills. Host last week it was a 459 billion bill that you went through line by line, looking for earmarks. You some more reporting on the earmarks that were stuffed into that major package there. How many air marks are we talking about . Guest this is 6628 earmarks. Its not that easy to go through each one. We did manage to get through six different pdf documents and we work through it. Its 12. 7 billion. There are other bills coming so there will be more earmarks in those. What we saw the first six is a weighted toward House Republican priorities because the House Republicans band earmarks in the education bill. Thats a big one for democratic priorities and its now something that only the senate includes earmarks in. We will probably see a greater push for democratic earmarks in the second tranche of bills, at least democratic earmarks of this as all the usual, a lot of money for police grants, local Police Department is the need radios. There is local infrastructure work on roads, work on water projects, sewer projects, a lot of local needs that members identify in their districts. Host before we get to the more egregious ones, how does one get an earmark into a bill thats not negotiated in committee but negotiated behind closed doors in the leadership comes up with these . How to individual members get their individual earmarks into this 459 billion deal . Guest its more official now. There has been some controversy with changes made at the last second. They submit formal request now for these local projects. Not something that supposed to be done behind closed doors. It goes through a committee markup. There was a controversy in House Republicans seeking to pull democratic earmarks when they tried to pull three projects for Lgbt Community centers and other issues. This one at the very end was largely earmarks that were put through the Committee Process in a very official capacity but to pull behind closed doors. One was in lgb to sent her an in pennsylvania and another in nevada that does work with victims of sex trafficking and sex worker advocacy those were evidently too controversial for social conservatives so we are seeing some backroom negotiations but front, members post on their websites come here miry wesson here are the disclosures saying i am not financially invested in the organization so it can go to local governments or nonoften but not for profit companies. There are major improvements compared to the old days back before it was dan for a while after the Tea Party Wave of 2011. Host what are some of the controversial ones from that list . Guest i think the most controversial ones other than the two that would be pulled over controversial among republicans, republicans in the house also band museum earmarks. Senators did not. There was some frustration last year over things that conservatives seemed not serious about. I think you will see a big push from conservatives in this next tranche of those because it includes education grants and a number of those go to museums. There has been a bit of an ongoing fight over whether lawmakers should be able to do grants for museums. This last one was over the fights that were the most controversial over a couple of issues and lgbtq issues and sex worker advocacy. Host what are some of the museum grants . Guest the conservatives among House Republicans have said they want the federal nexis to put a number of things in House Republican Appropriations Bills that are against dei policies. There is a big difference in the house and senate approach regarding museums for black history. When i went through all of the earmarks included in the house and senate Appropriations Bills come if you look for phrases among senate bills that say africanamerican or black history, minority cultural issues, those were the big difference that they appeared in the senate Appropriations Bills controlled by democrats and not in the house Appropriations Bills were conservatives have pushed for things like bridges, roads, military construction, that kind of think. Host jack fix patrick is our gassed in this portion of the washington journal. Another busy week in washington. The senate comes in at 3 p. M. If you want to join in the conversation, talk about earmarks, you can call now and the numbers to joining is democrats 202 7488000, republicans 202 7488001 independents 202 7488002. We talked about in our previous segment special counsel robert herr will be on capitol hill to testify before the House Judiciary Committee on his report on joe biden handling classified documents and other hearings you will be focusing on . Guest the president s Budget Proposal is supposed to be sent to congress for the next fiscal year. They are still negotiating the fiscal 2024 bills. Host so we get a peek at 2025. Guest yes and the president wish list and his broad vision for the next year. Tomorrow, the Senate Budget committee will hear from the omb director. That will be partly a big fight over the direction of the deficit because it always is among republicans and democrats on big issues like that following the president s Budget Proposal. Its also a long series of requests for agencies from what kind of funding they need going into next year. We dont know exactly within the budget yet but there often are specific lessons about why this program that i like upper a cut or why isnt there more or less for this. Tomorrows hearing in the Senate Budget committee with the budget director for the white house will be an interesting one to watch. Host anything else you are watching for this week . Guest we had super tuesday last week. Guest i would like for it to be slower and the next awning deadline is next friday night. We dont know when they will put out the bills they are trying to negotiate weve heard a number of issues are wrapped up aside from congressional hearings this week. There may be some back and forth for action on whether we see the bills or figure out what issues are holding them up. I think that will take up a lot of oxygen on capitol hill as they get closer to the end of next week deadline to avoid a shutdown. Host lets take some calls. This is dave in new york, independent, good morning. Caller good morning. I was glad to hear your guest talk about the hasrtert rule. Its not an official and it allows a minority, a small minority of the house like 100 people to blockade bill if the speaker invokes that. Thats why we didnt get an immigration bill 10 years ago because Speaker Boehner said it doesnt have significant republic support even though it wouldve passed the house and it wouldve passed the senate and you would have gotten the same thing now. Its a terrible rule. Do you have anything more you can say about the hastert rule . Guest the hastert rule might be slightly less relevant right now. There are plenty of complaints of bout it because you are correct in saying its a relatively small number of house members host a majority of the majority doesnt need to put a build the floor . Guest but the majority of the majority is the more than 100 members out of 435 members in the house. Its a fairly small minority that could block legislation. If you been paying close attention lately, youve noticed there is a lot of discussion about a motion to vacate and the ability to threaten the status of the speaker of the house and potentially kick him out. One of the numbers that really matters in the house that could affect legislation is it only takes one member to require a vote on the motion to vacate. Also, republicans in the house can only afford to lose two votes before they lose a functioning majority. On one hand, you can abide by the pastor rule and have a funding bill with democrats but if you have a very vocal minority, even smaller than the hazard rule threshold a little more than 100, things can be affected or blocked. It could be affected significantly. We dont know exactly right now if there were a vote right now just on standalone ukraine aid, how many votes among House Republicans what it get. Thats up in the air. There is a significant amount of pressure on the speaker of the house from the House Freedom caucus and whats likely to be a few dozen members were much more vocal. On one hand, the hester rule has had a significant effect on legislating and what can be brought up in the house over the years but this congress we had seen an even smaller number of more vocal people and that threat of going after the speaker that has a significant impact. Host what has that more focal group then the Freedom Caucus . What have they said about what it would take for them to have a motion to vacate . Guest there have been some red lines drawn. Marjorie taylor green bronson issues up regarding ukraine funding. At this point, as we come toward the next funding deadline, there hasnt been a massive push toward it lately. Is something that could come up randomly. There were some red lines drawn around ukraine aid. There is a lot of pressure on immigration measures. We have not heard an explicit redline drawn but there was a lot of anger among the most conservative members about what was negotiated in the senate negotiated order and immigration measure that was supposed to be packaged with ukraine and israel aid. Those are some of the toughest issues where you seen members walking toward that line. Because it only takes one member to bring it up, its a bit unclear. Host in maryland, this is ed, democrat, good morning. Caller yes, good morning. I have a couple of questions on earmarks. I know your marks were banned at one time so which party brought back your marks . Question number two, which party spends more money on earmarks . Do the democrats spend more money on your marks or is it the republicans . Guest the ban on earmarks started in 2011 and lasted about a decade. It was pushed by republicans especially after the Tea Party Wave in the 2010 election. The push to bring earmarks back, there was definitely bipartisan interest but the first steps were by democrats who, when they won in the 2018 election come you started hearing discussions about it and after the 2020 election, there were steps taken to bring them back. They probably would not have done that if there is not a significant amount of interest from republican legislators who wanted to include them. In the first couple of years, you saw a significant number of your marks proposed by democrats who led the push. When it comes to funding levels, they had tried to keep it pretty close but it depends who has the majority. There was a fight this last summer when democrats have the house majority, they set up about a 6139 split between where the money goes to the majority gets more money but its not 90 10. Republicans have abided by that level despite them submitting fewer requests than democrats. Right now in the house, you see more earmark funding by republicans because they took the majority in the senate area it an advantage for democrats. When the last bills come out, im not sure how it will break down but it should be pretty close. The first couple of years, it was more money by democrats who had the majority in both chambers. Host get into the earmarks in your story. There were dozens of members who voted against that bill but got earmarks in the bill that passed that they voted against. Guest 42 members voted against it but had earmarks in it. 40 of them were republicans, more on the conservative side, some in more competitive districts, to democrats. This is evidence that shows earmarks can get members involved in the legislative process and maybe give them a stake but its not some handshake deal that means you vote for this bill and that means you get money. It may grease the wheels to some extent but its not as direct an exchange. Host so is it a way for them to have it both ways . Guest yes, weve seen that the past couple of years especially on the conservative side, members of noted against the infrastructure bill but have some benefits coming back to their district area we will likely see some press releases or ribbon cuttings for the funding coming back to these districts. Its more on the republican side. Remembers on the republican side had money in their and some has significant amounts. Randy weber in texas was one of the tar desktop recipients. Matt gaetz who once called earmarks a corrupt practice got a 50 million project in his district. You may see some critiques from democrats and what they see as an a progress there but there definitely is some reason to believe that members who even vote against bill may tout the money they are bringing back to their district. Host the phone lines are as usual. This is an independent in queens, good morning. Caller good morning. I call your station once every six or seven months. Let me make three quick points and i will move on. Host go ahead, we are running short on time. Do you remember when donald trump said trust cia and the russians . [indiscernible] two [indiscernible] donald trump of said file for bankruptcy during the first recession. Joe biden and barack obama help the american people. They say whether the democrats doing for this country. The democrats saved america from two recessions. Host whats the third point . Caller i look around this country i see projects being built. Republicans want to tell their constituents that we brought it to you. Joe biden brought the Restoration Projects in all these changes. More than 200,000 jobs in this economy. Hes produced more jobs than donald trump ever did. Even more than barack obama did. [indiscernible] host we got your point. Was there anything you wanted to follow up with . Guest you will probably hear a lot of that in the budget hearings on the president s budget. Every time we go to these hearings regarding the president budget, it gets into the very recent trend over the last couple of decades of democrats coming in under tough economic circumstances. You hear about that debate over job creation what the Unemployment Rate is at the beginning of a democratic administration. Bobby scott in the house says theres supposed to be a house Budget Committee hearing on these issues next week. That goes to a lot of the arguments the democrats have made for these Budget Proposals. Host we will be covering the Senate Budget committee where the hearing is happening tuesday morning, tomorrow at 10 15 a. M. Eastern on cspan. Org and the free cspan now video half. The omb director will be before senators at that hearing. This is debbie from raleigh, north carolina. Caller i would love to see Congress Change the appointment of judgeships and have that be done by somebody else. This seems to take up a lot of their time. Host you mean the confirmation process . Caller yeah, when they have to vote on four or 500 judgeships area it see to ta up an awful lot of their time and they should be spending it on passing valuable legislation. And they make sure the people who are elected are all a fight. Dont let these phony baloney people come in, dont have this have them qualified for the job they are supposed to be doing. Host Mitch Mcconnell is stepping away from his leadership position in one of his legacies will be from his time when he was majority leader and his push for federal judge confirmations, move that is seen as influencing the judiciary for generations or decades. Guest some of these are such long positions. The Supreme Court is a long Lasting Legacy of mate of Mitch Mcconnell in his role when he was Senate Majority leader area its the impact he had on the judiciary. It does take up a lot of time on the senate floor to confirm judges. Granted, the senate floor often goes long stretches where they dont have major must pass legislation they need to be moving and a lot of these negotiations happen especially of his bicameral negotiations when theyre up against a funding deadline, those happen off the floor and outside committees it was possible to get their work done even if a lot of the floor time is taken up by these judicial confirmations. It is something that dominates a lot of their attention. If you watch the senate floor judicial confirmations are a major issue. It doesnt necessarily stop them from doing other legislation but it is a big issue for the senate area host viewers can watch the house floor on thursday evening. Guest at this point, not that i know of area you probably saw the president surprise at her head. It is technically something they are supposed to in force. Thats a rule that usually applied more toward the normal functioning of the house when their casting both it would not be unusual someone were wearing a hat during the house vote for a staff member to ask someone to take it up. This was an unusual circumstance so we havent heard of any steps that leadership is taking in response to that area it was an unprecedented situation and am not sure there is any to compare it to. Host i saw a quote from a congressperson who is known for her hats. She does not wear them on the house floor but she takes her hat off a marriage you taylor green tooker put her hat on. Guest she was pushing the envelope so there are members when there are times when members test the limits. When there was a house floor sit in on gun control issues. They were livestreaming from the house floor which was against the rules of the floor because of the significant disruption. Host we aired some of the livestream from the house floor. Guest not that house leadership was happy about that. It was not ignored to the extent that Marjorie Taylor greene at has so far been ignored although that also was seemingly supposed to be a bit of a civil disobedience kind of obstruction of the house to get their message out. If members start wearing hats they are not and there is not some sort of repercussion or no and asked them to remove it, i wonder about members who are known for their hats. Members keep an exactly the degree to which the house floors are strictly enforced. Host isnt there of ban on the house floor . Ive seen members with their phones out. Guest that is an example to my knowledge of a rule thats not enforced very much in the context of the state of the union. They are typically not supposed to be taking pictures in the house floor. To my knowledge, i dont know of any case in which they specifically waived that or change the rules on the state of the union. I believe that is an instance where they dont enforce that rule. Host let me get one more call in, james in atlanta, line for democrats. Caller i have two issues. Why is biden letting israel get between him and the american people. Would biden is doing, he is disenfranchising millions. Its not only palestinians but a lot of black muslims and people who sympathize with israel. Why does is really have so much power over biden . Why is it note democrat can file a simple amendment on the floor . They vote against these bills like the infrastructure bills and no funding will go to your district. That will stop them from doing what they are doing. If you vote against the bill, or any bills that require funding, none will go to your district and the people who vote for it [indiscernible] well let them live on their guns and eat their guns. Guest the first question on israel, clearly there is pressure on President Biden to try to get israel to take a different tack toward hamas and gaza. He has reflected that verbally and set it times the things netanyahu is going overboard he has not changed his funding request to send aid to israel. Its becoming a bit of an issue in those discussions even though there is a piece of legislation that the senate voted on. They are not near enactment of that because the Foreign Agent package was held up in the house. Its a tough issue in which there is a lot of pressure on the president and he is not changed his stance on the legislation though he has changed some of his rhetoric. Thats about as much of an answer is i can provide. Thats something on going. Democrats have called it the vote no but take the dough issue on these earmarks. That is the slogan from democrats to criticize the members. I point out that part of the point of bringing back these earmark funds is to broaden the involvement of members who might otherwise largely be cut out of the legislative process for must pass legislation. If you give someone like matt gaetz or some hardline conservative dream august numbers members who really vote for Appropriations Bills, an opportunity to get something in there, you will probably still get a lot of people voting no even if they have money in there but it may have an act. It doesnt in mean they will both for it but i think the idea behind these projects is you give people some skin in the game. We cant predict if it would have been a different note out, in favor of fewer people had money in there for the general idea of this is even at people end up voting no against the bill itself, they are trying to it more members an opportunity to somehow involve in the bill and that may have some positive effect. Host are there some members who dont want earmarks, did you find someone who did . Guest i have not found any who said they would not recently but then did. Matt gaetz is one example. A few years ago, he called a corrupt practice and recently started adding involved. Host who are the ones going to the floor and calling out their . People like chip roy. Some just as they were supposed to vote like mike lee has been on a tear against earmarks, rand paul. They continue to not be involved. You seen some movement ands some is not necessarily the met gaetz type it initially kay granger, the Top Republican on the House Appropriations Committee Said im not going to submit request but has changed her stance and submitted some smaller earmark read west. You dont see all the members of leadership like from senator mcconnell. There has been a growing number of people submitting written west even among the conservative wing but there are still some very antiearmark members. Host always glad to welcome mark morial from the National Urban league to talk about the leagues annual state of black america or. Its a 48 annual report and this one focuses on the 60th anniversary of the Civil Rights Act of 1964. Remind people what the Civil Rights Act did for the state of like america at that time. Guest thank you very much and good morning to you and all of your viewers and listeners. The state of black america focuses on the 1964 Civil Rights Act, one of the most important pieces of legislation in American History. It was americas magna carta. It was signed by president johnson and he had to break a filibuster in the congress to get this past. The context in 1964 is we had witnessed as a nation march on washington, the jobs and freedom of august of 1963 and later, a month or so later, the bombing of the four little girls in birmingham, alabama and in november of 1963 of course, the tragedy that was the assassination of president kennedy. It riveted the nation in the nation was focused about whether it had the wherewithal and the courage to end legal segregation which was the law of the land in the south. Civil rights act of 1964 band discrimination in employment, it band discrimination in public accommodations, it band discrimination in voting and it band, if you will, discrimination by anyone, state or local or federal, nonprofit, universities who received federal funds and it ushered in the opening of doors, not just for africanamericans but for women as well. The 1964 act covered gender discrimination. And Racial Discrimination and discrimination based on origin or religion as well. It was powerful we thought 60 years later given what we are facing as a country, we should look at whether that act made a difference. Its had an enormous effect on this nation. Host the act also set the stage for the Civil Rights Act of 1955 and the Fair Housing Act of 1968. 60 years since, the Civil Rights Act, the struggle for equality continues and you measure that via the Equality Index, what is that . Guest the Equality Index looks at the social and economic status of black america and compares it to white america. It shows black americans on average are at 75 of where white americans are. We are talking about unemployment, income, homeownership rates, business formation rates, Life Expectancy , very important ways to measure quality of life in this nation. Life, liberty and the pursuit of happiness, a founding principle of this country says that we have to measure whether we are making progress toward parity where racial differences become a become insignificant in terms of the way and conditions under which people live. This is important that we look at it in light of the current efforts across the board to suppress the vote. Closing polling places, voter purges, any vote by mail, ending early voting, curtailing this and creating highly restrictive voter id laws. Weve had over 1000 cases of legislation in probably2 3 of the states that seek to do that and they been successful in some cases probably about 50 of the states, voter Expansion Efforts have been underway. This is a tension as to access to the ballot box where theres been an extreme backlash to expanded voting in half these states beginning in 2013 when the Supreme Court weakened the Voting Rights act and accelerated after the 2020 election. In the attacks on diversity, equity and inclusion. What i really mean is equal economic opportunity. Everyones right to have access to the american dream, not sistan paper, not this conceptually, not rhetorically but in reality. Thats what this fight over diversity is about. There are attacks on this, the Supreme Court has been an enabler of these attacks. It is important that any attacks on books and teaching of history are addressed. We are facing a time when once again, after george floyd, there was an awakening and now there is a backlash to that of wakening. Its a common theme in American History. Got to build a coalition that says the American Church is a future that is multiracial, multireligious, multigender, multiorientation. That is the true spirit of American Values. Host we are talking about the state of black america or from the National Urban league, an annual report we talk about in this program if you want to join the conversation, the phone lines are split as usual this morning, demo rats democrats 202 7488000, republicans 202 7488001s independent 202 7488002. You mentioned the Supreme Court in 10 months ago, they actively ended affirmative action in higher education. What did affirmative action do . Guest affirmative action represented a series of steps. I am a beneficiary of affirmative action. How did i benefit . The schools i attended, the high school i attended, the college i attended particularly university of pennsylvania began in the 1970s with an outreach ever come in a recruitment effort that was to really introduce opportunities opportunities for black students. I was one of those people area i was admitted to the university of pennsylvania. Affirmative action included goalsetting and the consideration of race because race was dividing criteria to exclude people based on race and how do you correct for that . You dont correct for that by imagining it out of existence. You take into consideration the barriers people face when it comes to admissions. I tell people that yes im a beneficiary of affirmative action but some people never sat for a tester wrote a paper. There was an aggressive Outreach Program to increase law students. They never took the bar exam for me. Its a door opener and opportunity creator. The Supreme Courts decision was wrongly decided. It was inconsistent with not only precedent but the way which we interpret the 14th amendment particular in the last 50 years. I think it will go down as a moment in Supreme Court jurisprudence like the dred scott case that is simply a wrong case wrongly decided at the wrong time. Nonetheless, we must face the reality of the law and what the Supreme Court said. Affirmative action is not a privilege or preference program, it was trying to undo privilege and preference. I challenge those who dont like affirmative action. Come up with a better way to achieve meaningful equal economic opportunity, not rhetoric, not just on paper but in reality. Think about the many in my generation and beyond who had the opportunity to attend some of the best colleges and universities in this country and what they been able to accomplish and how they can contribute to this great nation. The fundamental issue Going Forward is that in a diverse nation, we need diverse opportunities for people to be trained and get the best education. Got to confront the fact that racial exclusion was the law of the land and the practice in this country for 300 plus years. That was from 1619 through 1964. We are grappling with his but the end of the day, with the basic principle, everyone should have meaningful access to the american dream, to american prosperity, to americas best institutions, americas corporations factories in higher education. We dont want to create an artificial notion that typically someone can do better on a three hour test and that means they are more qualified than someone else. Take into consideration the test but is not the only thing that did terms whether one is ready and able and suitable to go to one of the best universities in the country or go to any university. Got to educate people with respect to what affirmative action is and what it is in and help people understand why the vision for the future is what we need to focus on and that is a multicultural american democracy. Host plenty of calls waiting for you. Let me get as many in as i can. Vivian in brooklyn, democrat. Caller good morning. I believe i heard you say your organization has a conference on reparations. At this time, i would ask you for reparations for the urban league. I am 91 and i worked at urban league for 10 years, 19701980. In 1982, when the urban league erased my pension plan, they mailed all pertinent information to the wrong address. I never received the information , never received the information presenting and denying me the opportunity to opt in to my ploy e pension plan. Please one more thing resulting in incorrect benefit payments, benefits i earned a right to receive. I have been in touch and in communication with the total rewards staff and i even wrote directly to you, sir, august, 2022. Would you please investigate this matter with the rewards staff . Thank you. Guest obviously, i certainly feel or any unfairness you may have felt that i cant resolve it personally or any individual case over the phone this morning. Specially something happened 20 plus years before i joined the National Urban league. If the caller would reach out to her Human Resources staff at info at. Org, we certainly will look into it. Host david in connecticut is next. Caller thank you for cspan. My name is david redwing and i notice in the house for this week is a bill introduced to change the Federal Building name in detroit to the rosa parks Federal Building. I wondered if thats expected to pass without exception or you care to comment on that. Guest what building do you reference . Host building in detroit. I will look up the piece of legislation. Is it something you heard of . Guest i have heard of an effort to create a memorial to ms. Parks. We would strongly support that. She spent a great deal of her career in detroit after leaving alabama. She was a staffer for the late congressman john conyers but rosa parks was one of the great figures in American History, one of the great heroines of the civil rights movement. She should absolutely be recognized in detroit and id love to get more information on the legislation so we can track it ends up for that. Host there was an effort to rename the post office in detroit that passed looks like it was signed by the president last year area perhaps there is more there. Jay is next in north carolina, independent. Caller good morning. Question about the situation in gaza now. Trying to understand why is it that the upper leadership or africanamerican members of Congress Like the minority leader of the house, mr. Meeks and mr. Clyburn, why are they such advocates of israel and what its doing to the Palestinian People and why cant they see the commonality in the struggles they face . Guest the issue raises a difficult issue for members of congress. I believe most members of congress, all politics is local. Members like the ones you mentioned, it certainly depends on what their own constituents in their own districts are saying to them. This is nuanced because you can have people were sympathetic who are sympathetic to the israel or palestinian cause. I think unless im not a diplomat remember Congress Unless there is an effort not for some sort of temporary ceasefire but for a permanent antihostilities in both sides are willing to give ground for the creation of two secure selfdetermined independent states in the middle east, this saga will continue. It will continue in the future, it will continue into the next decade, it will continue to the next century. There has to be a commitment in all sides will have to give ground. Both sides have hardline positions we will never resolve it and people will continue to be killed. People will continue to be hurt and money will continue to be spent not only on Building Nations but tearing nations down. I think the original attack is really citizens and the taking of hostages is wrong. I think is really reaction is been far too extreme. The killing of civilians is never consistent with International Law it is a challenging and difficult issue but until and unless you have true, meaningful peace ever to get to a two state solution with both sides giving ground, cannot get everything you want, you cant draw a redline or blue line rain yellow line in the but the only way this will be resolved and its painful for us as americans to see, is painful to see people baffling and writing in the way in which they are and i think there is a duality of africanamericans who understand that the palestinians have been without a homeland and have faced incredible challenges. Also understand there is a longstanding relationship between Jewish Americans and africanamericans in this country with respect to a range of issues. This has certainly created tension and conflict but for members of congress, all politics is local and members will really into what they hear from their constituents in many have jewish constituents and some have, if you will, arab, muslim constituents. I think that is what you are seeing perhaps in the members you mentioned. Host kevin in alexandria, virginia, line democrats. Caller the building in detroit named after rosa parks is the rosa parks transit center. Host thanks for that. Guest thank you. Host did you have a question wanted to ask . Caller thats all i wanted to say. Host the viewers always help us out here. This is jeff and racing, wisconsin, good morning. Caller id like to know what your view is on the blm movement. Guest i think the black lives Matter Movement was important that got young people significantly involved in the fight for justice and civil rights in this country. Like most activist movements, there was certainly those in the movement who sought to exploit the situation and unnecessarily brought violence. To suggest everyone in that movement was committed to those tactics is simply inaccurate. I think it was Important Movement post george floyd and it was a powerful reaction to the many high profile healings of unarmed people, particular unarmed black man by Law Enforcement in this country, some for which there was no accountability. Its good that in the case of george floyd, he was convicted into courts of law and will now pay a price for taking george floyd life. Ditto for the men who took Ahmaud Arberys life. It reflects the fact that the Biden Administration has taken these matters far more seriously and has the movement by the lack of accountability in the idea that people in Law Enforcement, i was a mayor of the city and i had to clean up corruption in new orleans. I believe in Holding Officers Accountable at the same time i believe in holding anyone who would take the life of anyone accountable. Whether they wear a badge and had a gun or someone in the community, a domestic abuse, a gang banger or whatever they were. I think the black lives Matter Movement was a Constructive Movement in the sense that i got a lot of young people who had not been actively involved in advocacy around civil rights and justice involved in that conversation. Host what is the National Urban links role in an Election Year . Do you endorse . Guest we do not endorse but we educate, register and mobilize. We put together a scorecard in the state of black america on joe biden. In 2020, we challenge joe biden and we challenged donald trump to put together a set of policy measures in writing that dealt with the issues that faced the black community. The issues dont just face the black community. Joe biden had a lift every voice plan. We evaluated whether he had lived up to those commitments that he put down on paper in the middle of 2020. We have to educate people. One of the things i am saying to people, this is an election that is not about personalities. Its about agendas in the future direction of the country. Dont get bamboozled by rhetoric only, look at what people have both done and what they say and what they do. We will be doing that. We evaluateded president obama he left office. We have a tough time doing any meaningful evaluation on donald trump because they were not engaged engage with us or provide information to us. You send us what you think is your best case about what you done. We want people to know, we will register, educate and mobilize people to be able to vote. The foundation of american democracys participation in the election process. We want high voter turnout. We want everyone to be able to vote. I believe all americans should have the ability to vote by mail or early vote or on election day if thats your choice. We dont think it should be harder to vote then it is. Send in a tax return. We dont think it should be harder to vote than it is to buy a loaf of bread. We continue to lead the world when it comes to democracy and that means access to the ballot box. Its disappointing to me, its inconsistent with American Values for all of these days to play all of these games with all this legislation to make it more difficult for people to vote and create a false bogeyman of nonexistent fraud. Dont punish the entire electorate with restrictive voting laws. That is the fundamental point of american democracy and american democracy means you have a fair proportion meant. We have had 10 years of gerrymandering, racial gerrymandering, this Supreme Court and i will give this Supreme Court credit for decisions that it made in the alabama congressional reapportionment case. There will be additional districts that give africanamericans of their choice to elect candidates of their choice. They are being created now because of the Voting Rights act and the intervention of the judicial system. Lets hold up american democracy. Lets not play games to manipulate the rules to affect the outcome. Lets make it so that every american, some states can only vote by mail. Some have sameday registration. Some states have gone to Great Lengths to make it difficult for people to vote. And those restrictions are targeted at young voters, disabled voters, black voters come poor voters, indigenous and native voters, latino voters. We will make sure our voice is loud and it is clear and we will be trying to help people overcome these barriers because they are real. That is our role. Its nonpartisan but to be very aggressive when it comes to the protection of democracy. Host last coffee this morning this is sammy in kingston, north carolina. Caller we have a project approximately 1100 registered voters. I am a former city councilman. We are going door to door to get people to the vote. My wife is from brazil and in brazil they have a national day in november and if you dont vote you have to pay 10 of your earnings if you want assistance. Should we use drastic measures like that . How can we inspire people to vote that have not voted . Guest i am not a supportive punitive measures. I think the right to vote as a right to choose. But i do believe we have to make it easier for people to vote. I think use the role of government to promote voting and city participation. I think every school should have every 18yearold registered to vote. I think there should be voting precincts on college campuses. I think it should be easy to vote by mail, early voting, vote in person as you choose. There should be a set of National Standards that applied to 50 states. We are one of the only western democracy that does not have a set of National Standards when it comes to national elections. That is what i think is so crucial and so important and we should move towards it. This Voter Suppression happens to make it difficult to vote will be looked at in the future as a dark time in American History. We should not be doing some of the things we are doing. In houston, harris county, the state has said we are going to take over the administration of the elections process. They did like drop boxes, early voting. Houston is a big city. Why are you hellbent on making it more difficult for people to be able to vote . Lets make it easier for them to vote. We have the technology, the mechanisms in place to do that and it should be the law of the land. Punitive measures . I am not for them. Host mark morial from the urban league. Its time for their National Report you can see it online. We always appreciate your time. Guest thank you you have a great day. Host you do the same. We will be joined by rep. Andy biggs and take your calls and questions. Until then, it is open for them. The numbers are on the screen and you can go ahead and call in now. We will be right back. We start in durango, colorado, brent, independent. Caller i just wanted, the last person who was on. Did of valid voting because there is too much cheating going on . I think that is why they want open ballots because they can cheat. Otherwise, why did they get rid of it . We need one day voting, sameday voting. Honest voting. Lets see an honest president and there. Host not sure about french elections but heres a new book about voter, the hunt for voter fraud in 2020. It is by can block, a paid expert for the Donald Trump Campaign in 2020, his reelection campaign. It is being released tomorrow. The preview of tomorrows release. From new york, you are next. Caller good morning john. I am calling because i want to make a plea to gen z, millennials, muslims, arab americans, africanamericans who are upset and voting and committed in saying they will set out the election because of the gaza situation. I just want to say that if you dont vote and you dont vote provided, you are going to end up with donald trump. In donald trump is bbs best buddy. If you think things are bad, trump will be with israel 190 . You have to think about that. And not set out the vote or not vote no labels person. Host biden drawing a red line from netanyahu saying the war against hamas in the treatment of palestinians has hurt israel. Warning netanyahu against an attack of the city of rafah. That red line drawn in an interview with msnbc over the weekend. From austin texas, a republican. Caller good morning how are yall doing . Host good sir. Caller i have a real issue with one thing he was talking about. I have a problem when anybody makes a hero out of a criminal. I understand it was a tragedy that george floyd died. If he had complied he would not have died. I am sick of everybody making heroes out of people not following the law. As far as a stolen election. I have participated in 10 elections and participated in 12. I have never watched two men brought for an office, gone to bed with one man with a commanding lead woke up six hours later to have another man in the lead. Something was wrong with that election. Host tennessee is next. Rich, an independent. Caller hey john, its been a few months. One quick point before make a comment. Is it not Kyrsten Sinema and not kristin . Just checking on pronunciation. Host did i say kristin . Caller i believe you did, i am not positive. To be honest, ive listen to cspan for entertainment. Ive given up on politics. Listening on a daily basis, i think we are on the downhill slide. What i would really like to see on cspan is more of an inside cspan daily operation. I know youve done that in the past, a day in the life of cspan. What goes on behindthescenes and all that type of thing. Interested in that, curious and that. I was listening february 24 had Khalil Mohammed from harvard and you made a curious statement about, he said something about Race Relations talking about the intimate relationships between blacks and whites and he mentioned lots of rate. Thats a curious way to look at intimate relationships. I checked back and listen and i looked at the transcript and the transcript omitted that word. How does that work was cspan transcripts . Do they do and he censoring . How do you work with that . Host i believe it is an automated transcription that is ai that does it. Its not the actual people writing out the transcription. I can do more research on how close captioning works. Caller just really interested in the behindthescenes work and how you operate. Everything from the editorial offices and how you pick topics and everything. Host one way we pick topics, we said here and we listen to you in the open forum segments, its a good segment of what people are interested in and helps us to booking down the road. We know some people will be in town and we booked weeks or months in advance knowing they will be in town but a lot of them is what is the news of the week and getting guest as we go. Some guests dont get booked until the day before. Caller sure. I do wish you wouldnt round up the usual suspects. I get a little tired seeing, i know is probably proximity and lobby is to live in washington. Being able to zoom in remote, there are so many people out there, such good information i hope you reach out and get some diversity. Host i promise you we do that and we have a guideline here of three months of booking the same guest. So i dont have the usual suspects and try to mix it up. Its another thing we do to try to follow, to get the diversity of voices are talking about. Host this is bill and millers creek, north carolina, a republican. Caller yes, good morning. I was calling, i wanted to touch base on the Michelle Obama thing. I think she ran the government while barack obama was president and i think she has run at the same time as biden was president. Host what leads you to believe that . Caller its because if you read between the lines, they are trying to figure out a way to take obamas place, i am sorry i bidens place in the election. A lot of stuff ive been hearing through yall, through the news. Host you dont think itll be joe biden on the democratic line in the election come november . Caller no i dont. I dont think he wants to be to be honest with you. Host you heard him speak on thursday and the state of the union do you since he doesnt want that nomination . Caller i dont believe he wants to be president again. I believe he wants his party to keep running but i dont believe you personally wants to do it. Im just a normal guy, i read a lot of stuff and come up with my opinion. All of this is leading back to Michelle Obama. Host where do you do your reading . Caller anything, i read anything. Newspapers, online articles. I read anything. I will read the cereal box. Host this is nick and california, a democrat. Caller i want even bother talking about the last caller because everyone has the right to their opinion. I will comment on a couple of other things. Election fraud, i recently saw on tv republicans ballot stuffing and as far as i know, that is the only fraud that has been revealed. Host what do you mean you saw that on tv . Caller there were two gentlemen, one was at a mailbox and ballot harvesting dead people and whatnot. I dont know if theyve been convicted yet but they have been charged. I will more, to make about the Supreme Court. They recently came to the decision, i havent read the decision. To have donald trump remain on the ballot in both Mitch Mcconnell and the former speaker , you know the former speaker. Yes, mr. Mccarthy. Both of them said donald trump was responsible for what happened and turned around for political reasons decided to endorse him. That is the typical republican representative today. I am not saying that is all of them but a vast majority of them. I disagree with the Supreme Courts opinion. I dont think he is been convicted yet of what happened on january 6. He certainly should be. I believe leave it at that. Host michigan this is john, and independent. Caller i am a younger tendency, i am 26. I am a veteran to swell and recent College Graduate i have a history degree in michigan. I guess i wanted to call because the collar earlier wanted to make a pleaded agency about voting the Democratic Party and the selection. I want to ask if they are putting gladback in the pipes. Liberals we will only have more genocide if we dont vote and if we dont vote democrat everything will get worse. And the conservatives are still mad about the george floyd murder. We have completely lost ourselves in trying to figure out the soul of who we are. It has become extremely frustrating to many young people. Host where did you serve . Caller i served in korea and the middle east. Host just serving in korea in the middle east teach you about the soul of who we are . Caller it really taught me we are only serving the apparatus that keep the corporation who make the weapons alive. Host why did you join in the first place . Caller i had no Better Options as a Young American. Host do you have Better Options now as a Young American veteran . Caller i do actually, i am thankful for that. But im held back by this country and is extremely frustrating. Host how are you how back . Caller no matter what the American Military does overseas and the fact we come home and say this is bad, this is wrong. We come home did things for your service not even knowing what were doing up there. Not knowing whats going on. Host you think theres a better sense of whats going on around the world from your time in korea in the middle east . Caller i have a better sense now that i have a history degree. Host what is that teach you . What did that teach you . Caller i learned about Global Political structures in the world the world is operated since the 1950s and the unfortunate extending cold war we will never get out of it seems like. Host what are you doing now as a veteran with a history degree . Whats your day job . Caller im an esl volunteer. While i was serving korea they give us opportunities to work outside of the base at of those opportunities was working at a kindergarten with Korean Children and helping them learn english and that inspired me a lot. Host thank you for the call, thanks for chatting. This is jeff in ohio, a republican. Caller good morning and thank you for taking my call. I just wanted to share with you how i feel this morning. I saw on another network, joe biden apologizing for calling the migrant illegal. At the same time i thought, why did he apologize for the murder was committed by that illegal because of his policy . He had a great opportunity to be forthright and honest about his poor decision to open up our borders. Im just ashamed of joe biden this morning, that is all they want to say. Host last caller and open forum from arkansas. The light is open, go ahead. Line is open. Caller on your automated closed captions, i no longer get cable. Im not going to support them. I realize they support you and i do appreciate the opportunity to college. So much of your closed caption will leave the word out like n otor it will overstep what is said and forget about it. More importantly, host i will report it to closed captioning. Caller people making pleased to gen z. They need to realize the Democratic Party panders to where they are going to get votes in order to maintain power. There are a lot of factions of this world and if they think they can import new voters thats exactly what they are going to do. Your previous guest insist we need mailin ballots. Why dont you let me print my own lottery tickets . With no chain of custody and with democratic operatives like mark elias making sure there is no signature verification. You have no vote it doesnt matter what color you are. You have no vote because your vote will be canceled out by one of the 501 c 3 companies ballot harvesting for the Democratic Party. I wonder if the new book that you get up about here is going to explain how in northern michigan, 30,000 registration forms were dropped off at one time in a county that doesnt have 30,000 people in it. The state police were called in the governor said and the fbi took over and nobody ever heard it again. If you want to know things go to gateway pundit and look other places than the washington post. They will never tell you the truth. The New York Times will never tell you the truth and as long as cspan promotes those papers, they will never tell you the whole truth. They will let someone come on and tell you and the next day they will go back to the same light. Host how do you feel about the wall street journal, the times . Caller i dont get either. Ive seen stories in them and there is a faction of big business in this country that doesnt like maga. Look how much money was transferred from the middle class to the rich during covid. Host how do you feel about breitbart, i am trying to go through the sources i look at before i get on the show . We try to bring a variety of sources. Caller i dont have access to papers and i no longer have access to cable. I do have a roku and apps like pluto where you can get free tv in real american voice, turn on steve bannon if you want to know what is going on in this world and how they are stealing your money and you want to know why were 30 trillion in debt with the new trillion in debt added every 30 days. If you want to know that and you want to know why republicans cant get their stuff together. Turn into some different news sources. Host that was tim in arkansas. Stick around, and half hour left and we will be joined by congressman andy biggs. We will be taking your calls and questions, right after the break. Host joining us via zoom is republican congressman andy biggs. He served on the judicial and accountability communities. Good morning, how are you. The last caller had a lot of concerns about sources he can trust about voting security and one of the things he said is why cant republicans get their stuff together . What would you say to that collar . Caller . Guest when i spoke to a group of my district they asked me about sources of news as well. I dont think he is out there by himself i think that is a common thread. I get asked that question a lot and i give them a plethora of other things i look at. Why cant republicans get their act together . I agreed that republicans dont have their act together but the democrats are neither. That is part of our problem. Part of the thing that drives me crazy is republicans run, and a lot of democrats around in my home state democrats run on a republican platform. But they dont adhere to the platform and that drives me the craziest. I always tell people this, you get the government you vote for. I come here, i represent a conservative district the best i possibly can. I actually had conservatives say i am as conservative as you but i wish i knew why congress itself in state legislatures dont reflect more their constituency . Maybe they do. Maybe thats it. I do think that there is a broad view of how this country should be run in the populace today and i do think many members reflect that. I would have to know more, if you Mention National debt, i have introduced many pieces of legislation to put those up so we could actually, maybe, go forward. That bill will never pass because you have reductions. How will we know unless we put it to the truth which is the voting board . Host one of the issues they talked about his voting security, referencing an earlier guest mark morial of the urban league. He said all americans should vote by mail, they should be able to vote early. I wonder your thoughts on Election Security right now . Guest there is another question that came up where i spoke about the Election Security. Arizona has done mailin ballots longer than any other state that i know of. We actually had protocols in place but those protocols were breached in a previous election. Normally, you sign the affidavit, the envelope and theyre supposed to have 20 points of agreement between the signature on file in that signature. The instructions they receive in the 2020 election because they had been overwhelmed by it, they went down to 10 points of agreement, down to four and if there is a marking, that will suffice. There has been conflicting testimony but if that were the case there are issues there. Have we had issues of day of . In 2022, our day of balloting was down for more than four hours. I go out to the polling places on election day in the first place was working fine like a champ, the second place, already people relieving because the polling machines were down. We had people who had never even voted or got the chance to vote so we had a misinterpretation in the voting pool. You have to change that and ensure integrity. If youre Election Integrity is in doubt, you are no better than any other country that doesnt take care of that. We have to fix that, some states have tried to fix that in other states have not. In arizona we pass legislation, and the governor vetoed that legislation. The federal government can do some things with haga, the dra and try to help with the federal side. The problem is, the states are delegated to the time and manner of election. If your state is corrupt you are going to have a problem. Host let me give the viewers to call in the phone lines as usual for democrats 202 7488000, for republicans 202 7488001, for independents 202 7488002 go ahead and start calling in. You mentioned that group of people that shared concerns without collar. You mentioned a plethora of sources, what is your go to . Guest every day i go through, early in the morning, i start with the western journal, just the news. Com. I go to the blaze. Com, daily wire, daily caller, breitbart, the gateway pundit. I frequently check in with cnn to see what the other side is saying. I will go to red state, the american conservative. Most of those i go through every morning early as soon as i get to the officer before i even come into the office and go through and see if theres anything you need to see. Sometimes ill go to overseas sources. I might look at some israeli periodicals online. Sometimes ill get a mexican sources in spanish and try to read through that. Maybe once a month or so ill go through a japanese source in hk and japanese to read it in japanese. Host you can read japanese . Guest i used to be able to read it much better than every debt now. Host when you peruse all the new sections, what caught your eye . Guest lets see here. A lot of stuff on the Legal Immigration than the border. That was in a variety of periodicals. Oddly enough, most of those places have something about the oscars last night and panting those. I didnt even know that was last night so that was interesting. Some stuff on hunter biden. In the biden investigation. Came out, the stuff on israel and gaza, that was in the number of places as well. Host on the oscars criticism for being not woken enough, to quote, you dont Pay Attention to the oscars anymore . Guest im not sure i ever did to be frank with you. I dont pay any attention. I just saw today there was a picture of john cena with the blackard and he was naked everywhere else and i thought that was kind of odd. Host lets chat with callers, make is a republican. Go ahead. Caller good morning john. Long time, been watching cspan since day one but this is my very first phone call to the network. I just wanted to speak with mr. Bigs about the concept of being a republican. I have lived in five states in the past 15 years. Owned homes in each of the states. Ive traveled extensively across this country and i have to say, the state of this union is tremendous. We are strong, we are doing well. We have our problems as other folks do. I think overall, we are doing extremely well. The divisiveness that i have seen from my party in the past 40 years. Its got me kind of puzzled. I registered as a republican two months ago for the fifth time. I will leave you with this comment and that is, i registered as a republican because i am a conservative and im in a vote for joe biden because im a christian. Thank you for listening. Host mr. Biggs . Guest i think thats really interesting. He probably shouldve reregistered as democrat. If you are not voting for donald trump because you think he is not a christian or a moral man, im not going to say look at joe biden. Im just going to say we should all look at ourselves and who was casting the first stone. The divisiveness we have in the country today, i know people say it is worse than ever. Im not sure that it is worse than ever. I live through the 60s as a little kid and saw a little bit of that. I saw the 70s, the cold war period. I have studied American History there has been a lot of divisiveness throughout the country throughout history. I would also say all of the division starts because of republicans, i think thats an absurdity to say that. He is free to do what he wants. I think we have some unique challenges in the United States today and i think we have to write the ship. I dont think when you have 35 trillion in national debt, i dont believe that is a good thing. He didnt say whether he lives in a border state, i have lived in a border state all my life. The district i grew up in was a border district. We have never seen the type of board activity we see today and is now spread throughout the country. It used to be you would see those who came in the country illegally. They would come and work for a season that go back and that was a real normal thing. You sought on the border all the time. Its very different today, over 180 nations have come over and this calendar year. You are seeing massive amounts of people come in. Not being feted, they are not enforcing the law. I think that causes tremendous harm. Host you are the first member of congress to introduce articles of impeachment against alejandro mayorkas. When do you think this in a trial for impeachment will take place . Guest thats above my pay grade. The folks that ive talked to that are managing that, i have been named a manager in the house. I am told they will send us over to the senate when they think they have the best chance they have the best senator, to hold a hearing on it. We are preparing a hearing on it so we can produce evidence and be prepared to go forward. I would imagine he would move to table it fairly quickly. Host kevin is in georgia, thank you for waiting. Caller thank you for taking my call. I am a longterm listener. All i have to say is, both sides, democrat and republican, it is gotten to a point they are all fake. Host what do you mean, fake . Caller they just tell us what they want us to hear for our vote. Thats why im joining my muslims brother and sisters and im not going to vote for joe biden this year. I dont care of donald trump becomes president or not, it cant get any worse. They are lying to us and it has to stop. I believe they should Work Together to get something done. Every time i see something going on with matt gaetz, he is in the background. There are lies on both sides. I wish and pray to god, they get it together and free palestine. Host that was kevin, congressman . Host i think he said may be matt gaetz . I think he was talking about on the floor of the house . Thats my best guess. Guest i didnt really understand not. I get what he is saying, it goes back to the caller in the open call section when he was saying he is frustrated. The one that had the different news stories. I tried to adhere by a real simple rule, tell you what i am going to do and then do my best to do it. Thats all i can do. I hear his frustration there. I would say the things i introduce a piece of legislation called, it was a fisa reform. That is a bipartisan, bicameral bill. The house and senate both supported. People in both the house and the senate we have a significant number of republicans and democrats in the house the support that. It is a total mike parson effort but it is being held up by a small group of people that are working with leadership to hold it up in both the house and senate. My point is, there are efforts on issues we agree on to work across the aisle and we are not very successful at that. There are other things we believe that my democratic colleagues, the same colleagues working with five said jerry nadler and pramila jayapal, they are other things we for he immediately for he vehemently disagree on it we agree we will fight for that viewpoint we disagree on. When we come together, we come together. I think the media and the public in some respects rather see the discord of fight. The stories of us working together on fisa or this reform on antitrust or fighting big tech oligopolies that have bipartisan support. You dont hear so much about those things but you will hear us knockdown, drag out. Host from oregon, this is john, a republican. Caller thank you for cspan. I just called because i am a strong trump supporter and i want mike johnson to be his running mate so he could be in training for 2028. Thank you. Host Vice President , running mate mike johnson . Guest i dont think thats gonna happen. I appreciate the sentiment there. I am trying to get mike johnson to bring the 12 budget bills to the floor. I think thats what hes trying to focus on, being able to rally the troops here and get that stuff done. I dont think he will be the running mate and i dont want to depress my friend in oregon who supports mike johnson. I would suggest is probably not can be the case. Host does mike johnson have to worry about a motion to vacate anytime soon . Guest some people have talked about it. My position is, where we are now, we have to go as hard as we can and try to persuade him and our colleagues to do the right thing. Bring the 12 appropriation bills to the floor, pfizer to the floor in a way that even people would disagree with me, that is fine. Lets just have the process and we can have the debate for the public to see in the votes on amendments. That is where i am. I wouldnt be telling the truth if i didnt tell you people had told me they are disgusted with the approach that they thought about bringing a motion to vacate. I havent see that catalyzed it although. Host on the line for democrats in ohio. Caller what type of maga is he the chicken type that ducts and hides or a trumper does he go along with trumps ideals . The magas behavior was deplorable. Im so glad that people like liz cheney and mccain, may he rest in peace and liz cheney can come back to the house and do what real republican stand for. You are a representative, impeachment is for crimes and misdemeanors. Guest i love it when a democrat lectures me on how to be a republican. I think thats fine and im not sure what she meant by chicken maga . I do support donald trump. I believe he is the one candidate that will try to break the d. C. Cartel. A lot of people in the unity party situation. Im very comfortable with saying that. The other thing is, this mission that we want to go back to what the Republican Party was. I think thats an anachronistic nostalgic view of better days when the Republican Party was acquiescent. There is a reason why the Republican Party is ascendant amongst workingclass people because the Democrat Party is its party. There has been a change in both parties over time and theres no doubt about it but i am definitely an american first. I love this country and i support donald trump. And i think ive addressed some of the things she was getting at. Host the final minute and a half, she talked about the state of the union and the scene at the state of the union.
