Like many communities in america, baltimore has faced longstanding challenges, suffered economic setbacks, and until recently, lacked the federal support to tell a more bright story of the community i know and love. The truth is, cities like baltimore are brimming with possibility. They are filled with diverse entrepreneurial minds. Their epicenters have rich histories. And they are right for the sort of catalytic investment that can spark local economies. They just need the right support to leverage those possibilities. Today, thanks to the bidenharris administration, i can return to my community and proudly say, we are a tech hub. We have brought together 38 consortium partners, academic institutions, local startups, major corporations, and our Regional Economic organizations and electives to position our region as a global hub for Predictive Technologies that improve health and wellbeing. Over the next decade, we envision the Economic Impact to be staggering. More than 4. 2 billion in and 52,000 jobs created through this innovation. We find ourselves a real partner in this endeavor. Thanks to president bidens leadership and the supportive our state and local partners support of our state and local partners, baltimore is poised to become one of the worlds top biotech and orderly efficient and Artificial Intelligence hubs. Set to become true economic powerhouses. It is my pleasure and privilege to introduce a true champion for innovation, president joe biden. Pres. Biden thank you. Folks, mark, thank you very much for this introduction. A little over a year ago, i signed the bipartisan chips and signs at. Excuse me. Have a little bit of a cold. It is a historic investment in bringing the Semiconductor Industry back to america. We invented the semi conductors. The little computer chips about the size of the tip of your little finger. Effecting affecting everything in our lives, from refrigerators, to the most sophisticated Weapons Systems we have. Over time we went to producing 40 of the world stripped down to producing 10 . As a result of the chips and science act, companies all over the world are investing over 100 billion to bring to production back to the u. S. I have visited almost every major Center Starting from south korea on and they want to be here. Building the chips here in america. Second the bill created will be called will create tech hubs. We will invest in Critical Technologies like biotechnology and critical materials, quantum computing, and best manufacturing so the u. S. Will lead the world again in innovation across the board. These hubs all around the country will bring together private industry, higher education, state and local governments, tribes and organized labor. Today we are announcing 31 tech hub spread across the entire country will be able to compete for 75 million each to accelerate and scale up their work. I want to thank majority leader chuck schumer, senator todd young, and representatives joe morelli and susan wilde for their work to make this happen. Representatives from many of these hubs are on the screen behind me and in front of me i turned to look at they were still there. The work they are doing is transformational. For example, a tech hub in wisconsin will bring together research labs, medical Device Manufacturers and engineers. It will build technology that supports personalized medicine like tests, treatments, and therapies specifically tailored to a patients genetic code and medical records. I believe it is going to save a lot of lives in the long run. Ohio, in the ohio hub, businesses and universities will come together to develop Sophisticated Technology that can be produced with fewer emissions and able to be recycled, and is biodegradable and nontoxic, which is going to significantly impact the environment. These hubs are making sure workers get the skills they need to do these jobs. For example the leadership of majority leader schumer will support the Workforce Training Program for new yorks Semiconductor Industry which by the way has seen tens of billions of dollars in new investment because of the chips and science act. This hub will have particular focus on training people from communities historically left behind like women, people of color, to work on the Semiconductor Industry. The list goes on. We are doing this from coasttocoast. And in the heartland, red states and blue states, cities of all sizes. All this is part of my strategy to invest in america. And invest in americans. It is working. We are creating good jobs in communities all across the country. Including places where for decades factories have been shut down, hollowed out, when jobs moved overseas to find cheaper employment. Over the past few decades, these communities have lost more than jobs. They have lost their sense of dignity and opportunity. Their sense of pride. We are going to change all that. Tech hubs are going to bring this work to where people live in communities all across america. The press has started to call my plan bidenomics. We you have to leave home or your family to get a good job. For too long, science and innovation and Economic Opportunities that came with it were concentrated on the coast. As a country, we use to invest 2 of our Gross Domestic Product in research and development. Now it is. 7 . How can you lead the world when you no longer lead in research and development . My plan is to change that. Under bidenomics, we will make sure everything is made in america. Attracting 600 billion so far in manufacturing and are clinton and our clean energy future. Now, we are creating american jobs and exporting american products. That is good for everybody. The tech hubs will be transformational. They are part of a long line of transformational investments we have made since i took office. I truly believe this country is about to take off. For the first time in a long time, we are investing in america. We are investing in american people. We are investing in our future. I can honestly say, ive never been more optimistic about americas future. I want to thank you and i will leave you with secretary gina raimondo, who has been the engine behind this effort. I want to ask you about the prepared to deploy order secretary austin talked about, he said there will be more troops prepared to deploy. What does that mean . Prepared to deploy where . What are they expected to do . Guest you have different units with different states of readiness. What that means is, when you our issue prepared orders, instead of having you report to your unit and days in days, it could be a matter of hours, so they can get on aircraft, move on ships as quickly as possible. It reduces the reaction time. These are all different kinds of forces
